CAPS Dead - Again?

  • Starting this month the Chicago Police Department will no longer conduct monthly CAPS meetings.

    “Chicago’s Alternative Policing Strategies” meetings, which emphasize face-to-face contact between the actual officers from each beat and local residents, have been moved to quarterly and bi-monthly schedules, depending on police district.

    The changes are a result of a city-wide shift of officers from administrative to on-the-street duties.

And a result of shrinking attendance, limited impact, fading revenue sources and who knows what else. A "mercy flush" for CAPS would be in order ASAP.

President Obama is moving to slide Bill Daley into Emanuel's vacant "chief of staff" postion at the White House.

WTF? How could this upstanding lad know what cadets wear? Oh yeah the training academy hosts classes for (felonious) troubled youth.

Does this mean that the bums that currently call the POD room in 011 "home" will be relocated "down the road a bit" and given the CAPS office as their new crash pad?

Poor guys. It'll be like when we started kicking all the Cabrini residents out of one building only to have them move over to the adjacent building.

Will there be enough outlets so they all can run their dvd players at the same time? Will the dingbat D.C. remove that door also? Or is is only the police officers that are to be put at risk?

That station is a tragedy waiting to happen. It was nice to see that pictures of the horrendous electrical problems and unsanitary plumbing were corrected after being exposed with SCCs help.

It's been documented that a VERY big and very strong mental hurdled the front desk, trashing computers and injuring an officer in the process. Ironically, the mental then stormed what I believe is now the POD room, destroying computers and other property before ultimately being subdued via tazer. End result? NOTHING. This was quickly forgotten (purposely, I'm sure) From what I'm told, dude still is allowed to come into the lobby and spout off obscenities and threaten officers.

Per my contacts in Fillmore, other homeless are allowed to accumulate in the lobby everyday, all day. Oftentimes they piss themselves and the floor as they sleep. As a rule they reek like the worst stairwells in any given project on a humid 90 degree night ("mosquito fire" optional). They are known to argue amongst themselves, often to the point where their shouts drown out business at the desk. I've been told by friends who work there that citizens often express disgust and concern over how these unstable time bombs are allowed to hang out and act the way they do unchecked and/or completely removed from the lobby.

You guys and gals over there (any everywhere else shit like this is a problem) need to keep holding the bosses feet to the fire until something is done about this problem. Maybe Skippy Jacobson can go undercover as a bum again and get a hit story. Until then DOCUMENT EVERY SAFETY ISSUE. TAKE MORE PICTURES WHEN/IF YOU CAN AND SUBMIT THEM DIRECTLY TO THE MEDIA IN ADDITION TO SCC. SOMEONE'S GOING TO NOTICE EVENTUALLY SO THAT OFFICER SAFETY IS BROUGHT BACK TO THE FRONT BURNER. Perhaps our mayoral hopefuls might have something to say about station security...and not just when a 14 year old does an unauthorized tour of duty.

And probably because a study by even the most liberal of professors has shown that one of leading causes of violence against the police stems directly from the onslaught of CAPS and Bridge programs which created a crossover between police and certain members of the community and destroyed the "Fear Factor" so necessary to restore order in times of turbulance and disorder.

I never went to a CAPS meeting where anything meaningful was accomplished. It was all a snow job to make resident's feel good.

The same people came every time complaining about the same shit. One woman complained about a dope house that had people running in and out at 400am. She was out walking her dog at 400am.

My partner told her to drop a railroad flare inside the front vestibule door the next morning she was out and there would be no more dope house. She ignored the advice and had to live with the dope house until the property sold and was rehabbed.

So much for CAPS meetings. It was just a good hiding place for clout kids.

Before the CPD started CAPS, they sent a group to Houston to look at their 'community policing' strategy. The Hpd had a "model program" already up and running and our people thought we could learn from them.

The HPD was surprised, since they had already decided that while the theory of community policing was beneficial, it was a tremendous drain on the budget with little or no return in any real crime reduction sense. In fact, HPD had ALREADY announced that they were abandoning their community policing strategy and returning to a more traditional "zero tolerance" concept that was being used very successfully in New York and elsewhere.

Of course, HPD's motivation was to reduce crime and make Houston a more desirable place to live for their residents, UNLIKE the motivation of the Daley Crime Family, which was to make million$ upon million$ of taxpayer dollars disappear under a budget heading of "CAPS" with NO ACCOUNTABILITY!

I'd bet my pension that over the years, as the CAPS program has fluctuated in size, the budget attached to it has grown consistently and been relentlessly eaten up by Daley Inc. with little oversight. CAPS has been nothing more than a giant money laundering operation for the thugs who are running this city.

CAPS is a program where I'd love to see a forensic audit done. That program alone would probably give you quite a blueprint on WHERE and HOW The Daley/Burke/Madigan Crime Family has nearly bankrupted our entire government!

Caps "In Theory" was not a bad concept. It was much boo hooded, by the troops, at first. Then everyone loved the overtime. Then the offices were jammed with the clouted, and the kiss asses. I went to meetings, and saw police officers with no more than two years on the job, sitting in these positions. They would get in heated discussions with citizens about police procedures. I was embarrassed, about the BS they would feed the citizens.

Daley to be Obama chief of staff

President Obama is to name bank executive and former commerce secretary William Daley as the next White House chief of staff, US media report.

Mr Daley will replace the interim chief of staff Pete Rouse, officials told the Associated Press news agency.

Mr Rouse, who recommended Mr Daley for the position, will remain at the White House in a senior position as a counsellor to President Barack Obama.

Mr Obama is expected to make a formal announcement later on Thursday.

Mr Daley, who served as commerce secretary in the Bill Clinton administration, is the brother of Chicago mayor Richard Daley, a heavyweight in Democratic politics.

The president discussed the position with Mr Daley, currently working as a banking executive for JPMorgan Chase, at the White House on Wednesday.

Mr Rouse has served as Mr Obama's chief of staff since the departure of Rahm Emanuel, who left Washington to run for mayor of Chicago.

I happened to be in one of the five prototype district for caps and when we went to the classes at southshore for what caps would entale we told the bosses it would not work. They tried it in Houston and it was a total failure.This dept. is all about bean counting. How many parkers,movers arrest u make. Caps was all smoke and mirrors.If it wasn t for Fed money and would have died a long time ago.

I cannot see any logic behind that statement. I don't see how meeting a friendly police officer in a meeting creates a murderer.

I doubt potential cop-shooters went to CAPS meetings filled with fear of the police, but left saying "hey, now that we know they are actually decent people; lets kill 'em!"

I regret that I have not been able to attend a meeting myself and now won't get a chance.

Dear Sirs,
I retired from the job in 2005 after 32 years of service (I am enjoying retirement). Last night my wife and I went to play bingo at our church. We left early as the wife said she wasn't feeling well. On the way home, we saw a traffic crash that just occurred near 31st & Union at about 2000hrs. at which point an unmarked squad car pulled up, no emergency lights activated. Out comes from the passenger side a young female Officer wearing tan pants, a black jacket and a red and white Merry Christmas stocking winter hat. She walks over to one involved vehicle in the middle of the street, shines her flashlight on the yellow Temp. Tag, and walks back to her unmarked car nearly getting hit in the process by oncoming traffic. I was amazed that she was dressed like a Sears or Marshall Field's catalog girl and not like a Policeman. After getting home, I started thinking just what has my beloved Police Department become? The Officer was out of uniform even for a plainclothes assignment, she didn't activate her Mars lights, and she didn't even direct traffic. Hopefully, she checked on those individuals involved in the crash to make sure they were ok. Why did her partner remain in the car? You go where your partner goes, old police rule. Also, who was her Sergeant? How could he let her patrol the streets dressed like that? When I entered the Academy in 1973, we were taught, "Does your appearance command respect?" Maybe this is part of the problem of the lack of respect on the streets these days. We need to respect ourselves first to get the respect of the general public. It meant something to be a Chicago Policeman in my day. We didn't have vests until the early 1990's. We just had each other. I couldn't ever imagine any Policeman wearing a red and white Merry Christmas stocking winter hat in public view. Just wanted to share my thoughts. Thank you.

reminds me of the old 018 on chicago ave. those that know remember "jimmy" the old white guy who would get loaded then pass out in the vestibule and piss himself every single night. wonderful smell. adds nostalgia to a district. dont know what u guys in 011 are complaining about.

While I am not glad the the lady is dying, I am very glad that the courts upheld the fact the George Ryan cannot leave jail to be with his dying wife. If it was any of us that screwed up and ended up in the penitentiary, there would be complete uproar if they let a disgraced police officer out of jail to be with a dying family member. Further, I'm quite sure that the vacations and perks that THEY received that caused the fall from grace were enjoyed just as much by Mrs. Ryan as well as her husband. Sorry that she will have to die without her husband by her side, but if you play, you pay. That's one of the perks of going to the pen.

Total fan, SCC. Am with you all the way on just about every topic. As a non-officer but coming from close to a hundred years of CPD in family, I get your perspective on CAPS. But I have to say, as a citizen, I did attend CAPS meetings in the West Loop that were pretty helpful when we had prostitutes frequenting our brand new condo building on Madison while they visited a violent coke-addict trader who was renting one of the new units. Both problems are gone thanks mostly to CAPS and CPD. Because of CAPS, you guys were already aware of his destructive acts and that his crazy behavior was getting worse literally every day including physically assaulting his girlfriend's little girl. When he beat up a cab driver outside of our building, 12th district response was so quick and so no-nonsense it ultimately helped us kick out the guy and his whores. It was huge! So how come I feel like the single success story coming from CAPS?

Daley was at some event today announcing some new after school programs to try and curb violence.

I recall some of those, they were called band practice, Boy Scout meetings, altar boy stuff, and the largest most time consuming after school activity: Homework!

If there was absolutely nothing else to do I would get lost in a library for a few hours and sometimes get yelled at for reading a book and skipping dinner.

These kids have to take a bus trip to visit dad at Danville or Pontiac or Dixon to look forward to.

20th District has had bi-monthly beat meetings for the past 3-4 years, always the same 5-6 core group in attendance.

The only time you really saw a crowd at a beat meeting was if some major event happened recently and the DC was put on the hot seat.

Overheard at City Hall - Inspector General's office is asking City's Human Resources for all paperwork turned in regarding promotion of Legal Officers by CPD. There is an allegation that your Chief of Staff strong armed the process to get his friend promoted over more qualified candidates Also an allegation that his friend once promoted did no legal work

Back in the day we were all CAPS officers without the moniker. You worked a regular beat and rotated or stayed on a straight watch. You learned who the bad guys and good guys were on the beat and yes even in the Fillmores, the Austins, and the Englewoods there were good guys on your beats. Many a copper was saved by a good guy on their beat calling in that 10-1.

You met the business people on your beat and maybe talked over a cup of coffee. They were a were a world of information and also knew the bad guys.

If you got off your ass and out of the car and walked the alleys and wrote a parker now and then you met plenty of people. You stopped several cars a shift and only the a-hole got the ticket and you made friends with the decent people.

A lot of crimes were solved by the Beat Officer just knowing the M.O.s and descriptions of the bad guys. My partners and I helped clear several homicides just by knowing who the bads guys were.

Even when the department went to the sector system we were still CAPS people we just didn't know it. Back in those days there was a Community Service Sgt. and an Officer Friendly and they handled it all; crossing guards, after school programs, seniors, and best of all they headed off a lot of beefs. Everyone of these people in the Community Service Office was an experienced Police Officer, they may have had clout but they knew what they were doing.

That's my rant. Thanks for the chance to express it.

I remember C.H - 006 - when she worked at the academy and was at graduation where she went into a tizzy at the podeum (during graduation) about the ADS using military people as HRI's.
I don't think whe was dragged away from that podeum fast enough.
And I am sure that a call was made before she ever got back to the academy to launch her.

I also remember her letting some woman use the 006dist community room for a day care facility (the woman charging people to watch their kids!)
That didn't last long once the DC found out!

Old Retired Guy. I would like to comment, on some comments posted. First on James Bikowski comments. I have seen similar situations. The dress code of the CPD is confusing, at best. It does not present a professional image. I have watched the police conduct traffic accident investigations, and it certainly does not present a professional image.Patrol while talking and laughing on a cell phone is poor image. I watch officers on Bicycles, and Squad Cars going down the street with their eyes locked forward. I think if someone was lying in the street, they would not even notice them.

OT-Madigan is working hard to gather support in REDUCING the current pension benefits for ACTIVE police/fire employees. They are looking at changing max benefits,ie 65-70 percent, increasing participants payments, and possibly changing the multiplier. Its estimated that is this is done it will save $2 billion a year. Stay tuned for rough seas ahead. Looks like this was the trade-off for Quinn signing the recent funding bill. And by the way, the pension is not covered as a contractual issue. Its based on state law and can be changed by the Assembly. agreement

I have been assigned to CAPS in a district in the north half of the city for most of my career. It gives me great satisfaction. I get a warm and fuzzy feeling helping residents. I firmly believe in the Chicago Alternative Policing Strategy (CAPS). We create good will and win souls.

Frankly, I find working a beat car frightening and confrontational. This is the 21st Century and the dawn of new policing.

CAPS must continue. It's the new way and must be expanded. Mayor Daley and Supt. Weis knows that CAPS is the way to go. Expand the program.

You missed the point of the officer's supposed quote....the distance between the two groups is what kept the mystery intact. And make no mistake, that mystery was an important factor in maintaning that balance between the two.

Another victim is the Senior's Officers, at least in one northside district. Apparently, a while back they decided that the CAPS office could do the same job and booted the coppers from Seniors back onto the watch.

If you ever wanted to see the result of years of being taken care of suddenly taken away this was it.


C.F. has now been on 2nd watch for about 4 periods and she still is scared to death to get out of the car. In fact, she hasn't worked 99 yet, which in the long run might be a good call. But when you show up to a job, at least get out of the car.

It's not like she's never worked by herself before. When she was in seniors, she never had a problem going out by herself. But then, she didn't have the uniform on back then.

In the past you also had real bosses as leaders. They cared and instilled pride in their unit. Now we have young bosses that are clueless and the results are apparent. Look who is in charge of the patrol division? Looks alone is not enough to instill professionalism. Why should they worry about the uniforms when the morale is soo low? I would look straight ahead and avoid problems. Sorry to say but the old days are gone.

Some wear wind breakers , sweaters , jackets , basenball caps , stocking caps , no hats , hooded sweatshirts , stars , no stars , embroided stars . Look at the hair , pony tails , dreadlocks , beards , goatees , Where are the supervisors , sergeants make $95,000 a year and do nothing.
Years ago news media would remind us to put hats on before they filmed a crime scene , because the superintendent would have the wc , lt &sgt ass if officers were out of uniform . CPD uniform , what is it ? short pants ,tactical officers with t shirts blue jeans wearing 3 sets of cuffs , 2 guns , mace etc exposed , put those clowns back in uniform and require tact to work an 8 hour day before you leave jody

Gee, from that snarky remark, I assume that you think you know all about me, my ethnic background and my beliefs and opinions on all subjects. Must be wonderful to be so self-assured.

Do you really think that the meetings promote murders? Has there been one assault on a cop traced to attendance by the criminal at a CAPS (or similar) meeting?

Anyway, an excellent post later in this thread, about the best way to attain good community relationships being cops on the beat getting to know the good, bad and ugly, is something I can completely see the logic of. I never said that CAPS worked, particularly - I have no idea how effective or crappy it has been - just that the goal was a good one.

FYI, I am not from Kansas. I grew up in Bayonne, NJ, a gritty but lovable industrial burg just south of New York City. Bayonne has an excellent and effective police force who manage to keep the town a LOT safer than Jersey City, which borders Bayonne to the north.

And I like Albany Park and its "true citizens" just fine, thanks. I am glad to now number among them.

Some people need to work in certain spots (inside spots, early car, rapids, tact team) for reasons that are personal to them. Why does anyone else care?

To those of you who have no life and make it your business to worry about what spots other people have on this job or when they leave, get a life and a hobby that can bring you some happiness.

Everyone talks about how J-Fled and other bosses suck (which they do) but blue shirts can really be their own worst enemies.

I'm not a clout baby, I don't have a special spot and I don't give a shit what your response is to my post because I don't care. It's just a sad observation I have made watching po's tear each other down. I do my nine and don't worry about what anyone else does. We all need to get home safe at the end of our tours.

I realize there are a lot of tools on the job and that will never change. My life is easier because I avoid them.

Try a little kindness for 2011.

Overheard at City Hall - Inspector General's office is asking City's Human Resources for all paperwork turned in regarding promotion of Legal Officers by CPD. There is an allegation that your Chief of Staff strong armed the process to get his friend promoted over more qualified candidates Also an allegation that his friend once promoted did no legal work

I hope the above statement is true. I heard RH was not even assigned to OLA and, in fact, did no legal work. Then Jody goes ahead and promotes him meritoriously to Lt. More than likely at the request of MMM. RH was instrumental in getting MMM his firearm qualification info so he can legally carry. What losers! BTW, notice I didn't spell it loosers.

CAPS wont die easy. The do-nothing civilians that comprise the new CAPS Implementation Office need a spot. After getting kicked out of HQ where they at least had to show up, they were moved out to the districts to fill in and help cover for the officers sent back to the watch. Of course, noone has seen any of them show up. Oh, and I forgot, they are not to be disciplined by any sworn personnel, or even check in with anyone. I believe the CAPS sgts were told that if they didnt show up, they were not to be looked for since they might be at another, unknown office. Or home. Or HQ. Since they are not required to show up, or do any specific job and cannot be supervised, exactly what do they do for their 50k+ a year. How can i get a family member that job? Sounds like ghost payrolling to me. Lets see, 25 Districts supposedly getting 2 civilians at 50k each. Looks like we could save $2.5 million by firing them and still get the same amount of work done.
But again, this is Chicago and these civilians are clouted so that wont happen.
Once again, where is the media and their appetite for scandal. Or did Da Mayor tell them it was off limits?

Mall cops and bank security guards have pretty uniforms and always wear their hats. Do they command respect? There is more to professionalism than wearing your crown cap and dress slacks.
