Economic Reality

Quinn and Madigan are doing some dirty dancing to avoid the blame of the 67% tax increase just stuck to us all:
  • Gov. Pat Quinn on Wednesday defended his plan to sign an income tax hike that's twice as big as he promised during his campaign, saying the state's "fiscal house was burning."

    The governor rejected criticism he had double-crossed voters when he cut an 11th-hour deal with fellow Democrats in the General Assembly to raise the personal income tax rate 67 percent.

  • Chicago Democrat Michael Madigan, newly sworn in to his record 14th term as House speaker, blamed the state's deep budget problems on the national economic collapse and the resulting decline in tax revenue.

    "When you encountered a 25 percent (drop) in receipts, you have a serious, serious problem to contend with," Madigan said. "Lower receipts, along with overspending over several years, led to yesterday's tax increase vote in the legislature."
  • While the size of the state corporate income tax hike ultimately was whittled down a bit, Illinois businesses still feel gored, and neighboring states began circling immediately to woo relocations.

    The 11th-hour modification "is a joke," said Ty Fahner, president of the Civic Committee of the Commercial Club of Chicago. "It's like saying I'm going to hit you hard, and now I'm going to hit you a little. I believe it's disingenuous and it puts Illinois in a terrible spot in terms of creating or keeping jobs here."

And neighboring states are ready to move in and destroy the job market here:

Already the legislature is taking up bills to provide tax relief to small businesses, to create a job-friendly legal environment, to lessen the regulations that stifle growth and to expand tax credits for companies that relocate here and grow here. Years ago Wisconsin had a tourism advertising campaign targeted to Illinois with the motto, ‘Escape to Wisconsin.’ Today we renew that call to Illinois businesses, ‘Escape to Wisconsin.’ You are welcome here. Our talented workforce stands ready to help you grow and prosper.

Think it can't happen? It already has elsewhere:
  • Last year, voters in Oregon voted to raise taxes on the highest income earners in the state, giving Oregon the highest tax rates of any state in the nation. It hasn't worked out too well for Oregonians, according to the Wall Street Journal:

    In 2009 the state legislature raised the tax rate to 10.8% on joint-filer income of between $250,000 and $500,000, and to 11% on income above $500,000. Only New York City’s rate is higher. Oregon’s liberal voters ratified the tax increase on individuals and another on businesses in January of this year, no doubt feeling good about their “shared sacrifice.”

    Congratulations. Instead of $180 million collected last year from the new tax, the state received $130 million. The Eugene Register-Guard newspaper reports that after the tax was raised “income tax and other revenue collections began plunging so steeply that any gains from the two measures seemed trivial.”

    One reason revenues are so low is that about one-quarter of the rich tax filers seem to have gone missing. The state expected 38,000 Oregonians to pay the higher tax, but only 28,000 did.

Those with the means to do so will leave Illinois. Those companies able to will move out. Illinois has committed itself to an economic death spiral and the only questions are at what point will it crash and how bad will it be?

He states Wisconsin will give a 2 year tax break to all Illinois businesses that come from Illinois.

It's so so sad that a couple of crooks like Madigan and Da Mayo will turn this state into a dust bowl. I don't see any end in sight until the middle class minorities start standing up to the free lunches. I think many of them will be in shock when they see their next check stubs. And unless you leave the country wait until Obama care starts taking it's slice it wont matter what state you live in. Even when the economy turns around will things go back to the old levels before. Hell No!! They are going to reform our pensions and we will never get that back!

Chicago sits dab smack on the border of Indiana as we all know. Why in the name of god would anyone with a business stays in Chicago or Illinois for that matter. Indiana has much lower taxes including no tax at ALL on any food or medicine.
My wife wife works at a Chicago Hospital and many of the people who work there drive in from Indiana every day.

As people retire they should section 8 their homes, get the Hugh monthly government rent check, and head for the hills...

Sounds like the mid 80's when shitcago added $.05 a gal tax on gas. All that did was drive every station on the city border to go out of business. Because there was no gain from the tax, they later raised the tax to $.10 on each gal.
Too f'ing stupid to know just how dumb they really are.

If you tell cops in Ohio that you work for CPD, after the initial glow of being a cop from Chicago is over, the ribbing about the nit-wits running this state and the goofy laws we have. I see massive tax hikes on the working people in Illinois. What I haven't seen is the massive cutbacks they have threatened. I would like to see some, ANY, cutbacks...but not a word.

Stop spending money. Stop these expensive, feel good programs, like minority set backs. All they do is add huge cost increases and allow the criminal politicians an opportunity to game the system.

Illinois is sinking fast because no one has the balls to say "NO" to the unions and all the bloated pensions. Quinn should be recalled. As they named him on WLS - Quinnochio.

Face it - you can't keep getting fat raises when everyone else is taking a 10% cut. AND 2% IS a fat raise compared to someone who has had to take a 20% cut.

You can demand all you want - people are starting to look at alternatives as have been mentioned in previous posts.

Those who have property in other states? Maybe it's time to claim to be residents of that state instead. Look at Illinois as the "vacation home".

All the state workers, teachers and everyone else - enjoy the fat paychecks while you can because it's all soon going to end.

The tax base is so eroded already - putting on a 66% tax increase will scare anyone else away from Illinois.

Great job Quinn and Madigan.

As for all the unions and workers demanding more and more and more, try figuring out how to bring in more businesses to Illinois to increase the tax base before you go asking for anymore money.

I do the payroll for my company. The state tax increase won’t be noticed this year because employees’ net pay will remain the same. Why? Because the payroll tax (Social Security contribution) for employees was reduced 2% for this year only. Therefore, the state tax increase was basically “canceled out.” So, the uninformed citizen (there are many of them) will think nothing of it. Next year, however, when their paychecks reflect the resetting of the 2% Social Security deduction, they will wonder why. They’ll be told that Social Security went up and they won’t remember that actually it was their state legislators who sold them out. Don’t think that this wasn’t discussed behind closed doors in Springfield. They count on people being uninformed.

Local 597 I couldn't stand driving by your building. Your support signs for Quinn made me sick to my stomach. Arizona was a tragedy, but after seeing how our dumb ass politicians just f@*cked us tax payers over yet again, I can see why some nut would go postal. Wisconsin is in worse financial shape than Illinois with foreclosures on homes and businesses. Check out the tax on your pensions 10.2%. The local school boards owe millions to teacher's pensions. The tax break Wisconson's new governer is touting is for two years what happens after that.

Local utilities water, electric and school district's tax the heck out of the resident's and businesses.

Where is the advantage of moving to Wisconsin? Is it the same in Ind.? Who is going to bail out these bankrupt states?

How about shutting down the Thompson Center and laying off the carbon copy state government in Chicago and going to work in Springfield where all these people are supposed to be?
What would that save? $300-400 million or so?

Both the Governors of Indiana and Wisc. are licking their chops! In a radio interview the Governor of Indiana sounded like he just won the mega millions. He stated, "the best thing for Indiana are the politicians in Springfield, IL." He said Indiana is a business friendly state and welcomes all. To all the voters that trusted the lying Pat Quinn, you get what you asked for. The problem is the other 50% of us that knew he was lying didn't ask for this. Not one republican voted for this. Quinn and his crew will spend even more now. So sad to see Illinois destroyed.

And if anyone really belives that they will drop the tax rate back down in 4 years like they said. I say vote for Quinn again.

You know, I'm really puzzled when unionized public employees diss tax increases, unions and other public employees. I guess you think you're somehow different. But nobody else does. All those people angling to cuts jobs and benefits in the public sector don't distinguish between you and the rest. Maybe they say they do when they need votes, and maybe they should, but they don't.

You cut your own throats with that attitude.

And I'm a taxpayer, who doesn't take a penny from government. But I get that politicians who promise to cut taxes without cutting essential services, like police protection, are liars. This tax increase is big because it's long overdue. And I hope our new Mayor, whoever it is, has the guts to raise taxes enough to pay what we owe to your pensions, and bring the payroll numbers up to where they should be.

How about all the fraud in the eltitlements? The last 7 out of 9 people I arrested all had link cards and were buying or selling dope. 5 of them were on SSI for some fake illiness like ADD or depression. The dope heads with the link cards like to buy people groceries with them and in return get cash so they can buy more dope.

It's a shame that Illinois is a safe heaven for dead beats, but a cancer for productive people and business.

I run a small tech business in the city. We're out.

Being in tech, it's super simple for us to move our operation since all we have to do is relocate our HQ to Munster or Schererville or St. John. Other businesses don't enjoy this kind of portability and will suffer, cut jobs, etc.

One employee is coming with, one is unable to, due to his owning a home in Evanston and it being too far to commute. So, chalk up at least one middle-class job in Illinois lost to this scheme.

If states could go bankrupt, Illinois might be the first.

State finances are in such a mess that many experts say the "Land of Lincoln" is on borrowed time and money.

One of the biggest issues is a huge unfunded pension liability. According to the Pew Center on the States, Illinois is worst in the nation when it comes to setting aside enough money for its pensions. Its analysis of states' pension funds in 2008 found Illinois had set aside just 54 percent of the money that's been promised to its state workers and retirees.

Today, the unfunded pension liability in Illinois is much greater than the pension funds' assets, and has ballooned to a staggering $77.8 billion.

"That means every man, woman and child in the state of Illinois is on the hook for $6,031 in pension promises that we don't have the assets for," says Lawrence Msall, president of The Civic Federation, a Chicago-based group that keeps tabs on state and local government finances.

Hey, taking the money from an FICA tax break of 2%, then increasing the state tax by 2% is not the answer.

You're seen as robbing the private sector's social security for the public pensions benefit.

The social contracts are being broken for the entire middle class while the investment bankers that set this whole global economic crisis in motion go free.

It's time that Illinoisan's take a close look in how we determine who are the qualified politicians that we empower in office.

Often times we choose the people with the most clout -- the politically connected, the people with million dollar net worth's, thinking the clout will be good for all.

Ask yourself. How's that plan working out for y'all?

We are empowering and electing people that feel so guilty about what they are doing that it has to be done at 2 am in the morning while you're asleep hoping that you don't notice. (i.e. Meigs field destroyed and the latest tax increases)

These people are unwilling or unable to even look you in the face when doing their jobs.

The state income tax does NOT affect retirement income: pensions, IRA's, Social Security etc regardless of age.

There are two ways to compare state tax burdens.

1. Per Capita. All state and local taxes divided by the number of citizens.

2. Percentage of the state and local taxes of the total income of the state's residents.

Illinois was ranked about 38th by both measurements before the tax increase. I'm unsure where we will stand now, but I'm sure we'll move up in the rankings. Unlike basketball that ain't a good thing rankings wise.

Even after the tax increases we are still taxed less than the Cheeseheads and comparable to the Hoosiers so their governors can STFU.

Now I have a plan to reduce the tax burden in Illinois. It involves surplus military weapons, the Thornton quarry, emptying prisons and Rod Blago in a wig and a dress and pardons to the survivors.

Anybody who thinks Wisconsin is any better than Illinois when it comes to taxe rates should check again. Even with these asinine tax raises the base rates for individuals and busineses in Illinois is still lower in Illinois than in Wisconsin. People have been fleeing Wisc. for years because of the personal income tax rates and when it comes to property tax rates it's even higher. Plus, if you're close to retirement age welcome to Wisconsin where they'll gladly tax the pension check that for now isn't taxed in Illinois.

This is common in the Department these days. Used to be that a copper that was too afraid to do his job was treated badly by the rest of the rank and file. At least until he came around.

Yet the LINK and SSI users get their benefits/income increased.

Not sure of the increase, but they sure do have a lot of loop holes to use. In Illinois, the maximum anyone can be on welfare is 5 years. HOWEVER, you are required to work. Yes, I said work. For a single parent it means a 30 hour work week. For a married couple, it's 35 hours.

BUT, according to the Illinois Department of Human Services web site: "The hours spent in programs for substance abuse, domestic violence and mental health count toward meeting the work requirement."

There are ways to stop the clock on the 5 year limitation. The following are a few examples:

The time limit ("stopped clock provision) stops for clients who:

Work at least 30 hours per week and still qualify for cash assistance (30 hours for single-parent families and 35 hours for two-parent families);
Are single-parents and attend a postsecondary education program fulltime and maintain a cumulative 2.5 grade point average;
Provide constant in-home care for a medically dependent child under 21 ;
Provide care for a disabled child or spouse; or
Are approved for a Domestic Violence Exclusion.


That last one, Domestic Violence Exclusion, should be on everyone's (at least in patrol)mind the next time you get a domestic call.

Basically, if someone is on public aid and it's about to run out, all they have to do to extend it is have a police report for domestic violence. Once that is provided, they are granted a 2 month extention. And that can go on and on but they would have to under go a monthly reassessment of their situation.
