Beyond the Celebrations

The whiskey and scotch are flowing tonight. We're actually drinking with the curtains open and the lights on in the bunker tonight. Every hour or so, we're peeking into the yard to make sure J-Fled isn't lurking in the alley while we enjoy a celebratory drink. We don't even care that we've got court in the morning.

Now begins the process of picking up the pieces. And unfortunately, there seem to be quite a few of them missing. We aren't even sure if the damn thing can be put back together again.

Question #1 - who takes over now? Hillard is a stop gap. A memory of somewhat happier times (notice we aren't saying perfect times) in most coppers' minds. But who is left who can actually run the department from those days? Most of the current top brass is a joke. The skeletons in these closets are rattling around just begging to be let out. They sold their souls for a gold star and in turn, certain events were overlooked.

Question #2 - who gets demoted or disbanded? J-Fled created how many extra exempt spots? We've got more Chiefs, Deputy Chiefs, Assistant Deputies, etc than ever before. We've got more specialized units, a large number of which are redundant, draining patrol, increasing response times, being utilized for all sorts of crap that has nothing to do with actual crime prevention.

Question #3 - what programs get shit-canned? In our opinion, all of them. Start from scratch. Too much of what's going on is useless number generating and has no impact aside from some useless gold star claiming "my numbers are better than your numbers." You want numbers? Go back to index numbers and head counts, but be honest about it. Stop dressing it up. You want crime to go down, lock people up that need to be locked up and back your officers.

Serious issues for next administrations, both city and department. Where to go, what to do. Opinions?

If the Mayor or Mayor Elect wants to take a bite out of crime they would stop all this BS and lobby to keep repeat criminals behind bars. We do our part the jails have more early release programs.

I don't except much from this Department at this point. I think it will take 10 to 15 years for us to turn things around. The public does not support us.

In the academy the left out a justice triangle. Criminals - Courts - Jail. Hard time. The city needs to launch a media blitz and add campaign to win the public back. A policemans word don't mean squat

Bitter crying and group hugging in the halls.

Frantic phone calls to disconnected numbers.

The sound of deranged, simultaneous crying and laughter.

Involuntary bowel movements broken by cries for mercy as the doors are kicked open.

Shoes on the wrong feet running clumsily on air as the chair falls over.

Screams of dispair as the ground rushes up after an exit from a high window.

Exempt sedans and suv's found with grinning occupants in forest preserves and at the bottom of flooded stone quarries many months after they were reported missing.

Yeah...

The Policeman could use a good belly laugh after this 3 yr experiment in fuckery...

it's a great tool for exempts
because they can bullshit the politicans ..

it's great for the inside COWARDS who took this job because they NEVER wanted to be the real police.

If the new mayor was smart he would pay exempts their NON-exempt pay and give them the extra stipend for being a commander / deputy etc...
THIS would put a stop to the bastards $145,000 a year pensions that we ALL are paying for.

Chief Byrne or Roti, but my money would be on Joe Patterson.
As far as disbanding, I think consolidating would be better. To many units doing the same thing but under a different heading. This would eliminate a few exempt spots and keep a more unified approach to the "mission".

The number one thing that this city can do is to end the sanctuary city status.

Look, it's been reported that we have over 100,000 gang members here and the drug cartels are feeding them all.

In many cases we don't know who they are or where they are and if just 1% of them have ties to terrorist... that my friends is 1,000 people that could take down this city in a minute.

Regardless, don't get caught in the cross fire either when the turf battles hit this spring.

This sanctuary stuff is making a mockery of all our laws. It hurts us financially. It hurts us socially. It hurts us morally.

It has nothing what-so-ever to do with profiling or being a racist.

Hell, yeah sure we all want a better life so why not use that as a defense for everything eh. Those two crew members we just busted for the homicides. Hey, ask them, they were only trying to make themselves a better life. Let 'em out. You know? And the list goes on...

The politicians love the crisis that ignoring problems creates. They can use it for personal gain and job justification.

Been reading comments like this about Jody and have been laughing so fucking hard!!! There was a great one about if he's taking his uniform and big hat to cover his alien nonfinite head too. These comments are fucking great. I love police humor. This was the best job in the world and I can only pray that we'll get back to some if those old fun times again. I miss them dearly. Everyone has been on pins and needles with alien head here. It's been the worst time I've had on the job. I took this job to help people and have fun. I can't wait to get the fun back!!

Our three year long nightmare is finally over. We can go back to work again. Movers, parkers, arrests, again OK.

Members of the public: better stop for those red lights and stop signs because the hammer is coming down.

And some of those exempt bastards who hitched their wagon to jodypweis, well it would surely be proper if many of them were to be returned soon to their civil service rank shortly before they get their time in as exempt. That would save a lot from our pension fund.

What about their unpaid furlough days? Does that extend the time they would need to be an exempt before qualifying to swill at our pension fund trough as gold braid?

I know of only one DC in A3 who should keep his job, over in 018. New Deputy Chief is in order there too. The rest can start packing.

What I got a real kick about was the way the talking heads described why we had such great distain for the man. Conn-Roper-Magers on WLS yesterday were a hoot. Had us hating him because he was a Fed. Personally, I didn't have that much of a problem with that part of the equation. Those fools failed to realize he lost us with Bill Cozzi. They finally got around to mentioning that after about 15 minutes of pontification of thier intemate knowledge of the police department. Screw all of them - they claim they have respect for us and what we do but that's abunch of bull. Mr. Roe Conn stick to watching reruns of Miami Vice and stay away from us. F-ing Wannabe period stop.

I would like to feel sorry for Jody Weis. Like most Police Officers, I am a compassionate guy, but I can't drum up any sympathy.

Mr. Weis came into this Department with some mandate to clean it up. Maybe he believed that when he took the job, but he knew that mandate was nonsense after he got here. Unfortunately, he stayed with the party line.

Our problem was with a few connected Officers that thought they couldn't be touched. Drunks, thieves and people that were foisted upon this Department, this City, for the sake of political correctness. Officers that the politicians and connected bosses protected to the detriment of the entire Department.

Mr. Weis then surrounded himself with yes men and sycophants because that's what people in need of reassurance do. Good leaders find good people to challenge them.

Your exorbitant salary was your thirty pieces of silver to dismantle this Department. The second job you were supposed to do was a lie and the fact that you only had it on paper for a few months proves it. Ultimately you were a politicians pawn and I believe you knew that from the start, but like the criminals we encounter, the money was too good.

So goodbye Mr. Weis. I think that deep down in that arrogant mind of yours you know that this has been an embarrassing time for you and the Department. I think that in your heart you wish, almost as much as we do, that you had not taken this job.

As Glen Beck would say we need a top down – bottom up approach. Top down; start by making the command staff not so heavy. Do away with a lot of the gold stars. A great majority of the gold stars are incompetent do nothings. Bottom up; have a legit hiring and promotion process. I know a lot of good Sgts., a few good Lts. And one good Capt. These are the people that should have gold stars. To start make, Commander Kupchik [sic] (008) Chief of Patrol.

The biggest thing that J Fled did that was wrong was wear OUR uniform, he never earned the Right to wear our uniform. J Fled though that he could wear our uniform and be respected. Respect is earnded not given. He also lied to all of us, how many times were we told that in order to go to a specialized unit a resume or interview was needed, chck out last transfer order. If they ask for a resume you are not going it's just something to say they were looking they already have or know who's going there. And last how do keep Command Personnel, who have active CR #s (2) and arrested PH, were the subject of a search warrant on a condo she owned Bea, or no clue on how to Command TC, and why make a Patrolman with under 2 years on the job a Director BG, by the way I bet everyone would like a Blue light camera on the corner where they live Brent.

Bring back Dugan. He has the stones to do what needs to be done and get rid of j fleds left over garbage. He knows this job and stands up for coppers who work which is what we need to do now. We had an excuse for 3 years. Shorty and J Fled are gone. No more excuses. No more whining. No more bitching. The only ones that will get this department back to a happy place is us. This used to be the best job on earth. Bitching everyday ain't gonna get it back. I'm not a Rahm fan by any means but he got rid of our biggest problem. If he doesn't screw our pention worse than it already is then doesn't he deserve a chance. Regardless who he picks as the next boss it will be an improvement (unless it's EB or PT). Shouldn't we make the effort to make this job fun again. I know I am tired of the misery and low morale. I hope we can turn it around soon. 3 years is long enough. I'm ready for better days. Hopefully they are right around the corner

I listened to the Conn/Roeper/Magers show yesterday and it also took them a while to mention how he decimated the District Commanders with about a month on.

He couldn't even have read about their backgrounds in that amount of time, and my big question was "who was pulling the strings" on that big shakeup?

What a goof! He did almost as much damage to the CPD as Terry Gainer did to the ISP.

Here's maybe a bright siade to the recent elections. Daley was very connected down to the grass-roots level. Conecte to people who knew guys on the police force, guys who wanted to get promoted and who used their connections to Daley to get that done.

The Ballerino, on the other hand - his friends are financiers and other very large big shots. They don't know any actual cops short of the guy who wrote them a traffic ticket long ago.

So maybe promotions get more rational, and less clout-y.

That ends our report from the bright side. We now return to our regularly scheduled doom and gloom.

We the tax paying citizens of Chicago are very happy for our Police Officers. It is sad that so many had to pay the price for Daley horrendous error in judgment.

Officer Bill Cozzi, I don't think there are any words we can express to you for what you have been through. Unfortunately your hell will continue thanks to Daly and Weis. I suspect that JFled's departure will only be a small victory for you as JFed still walked away with almost a million dollars of tax payer money and Daley isn't in jail (yet).

For the rank and file, we know you have to put up with the scum on the streets all day long and it had to be hell for the past three years dealing with JFled and his minions. Thank you for hanging in there. More than ever us citizens need you and your service is truly appreciated. We can only hope that things will get better for all of you.

Yes, the reign of the tyrant is over, and his flying monkey is gone. This, in and of itself, is reason to celebrate. But not reason to overreact. The biggest question is who will step into the superintendant role and can they handle it? Do we have someone that could do the job? The answer is a resounding "Yes." Who is this person? I don't have the answer to that, but that person is out there and a current member of this department.

We have had such a repressive work environment for the past three years that the cream has not had the opportunity to float to the top. Many well educated, hardworking coppers have had to keep quiet and kept their thoughts to themselves for fear of either being ridiculed, or being swept aside by the idiots. Now that the idiocy is over, the cream will once again begin to rise to the top.

What we have to do now is be open minded, accepting and supportive of our own. Names will come up, people will throw their hats in the ring and take a chance, and with that a leader will arise. He/she may come from the most unlikely place, some of his/her ideas might be radically different, that person might even be politically connected. But if that person can be a leader and truly lead, it is our obligation to follow.

There is an old Chinese proverb/curse that goes, "May you live in interesting times." The next few months is going to be interesting. When the smoke clears and things settle down, someone will most assuredly be in the top spot. Some of us will be happy with the choice and some will not. Such is life. At this point we can only hope that the true leaders that are out there step up and make themselves known and they are recognized for their abilities and are given the chance to return this department to some semblance of its once proud self.

Here are a few to start...

1. Reduce the diluted chain of Command.

way, way, way too many chiefs and clearly not enough injuns.

A. Superintendant who supervises:

Chief of Patrol who handles Ed & Training, Districts (just needs a E/O not a D/C and a Commander), Headquarters staff (ie; Special Events etc.),Canine, Mass Transit, R&D and Personnel along with Mngmt Labor Affairs into one unit,Traffic,no CAPS units period. Increase each District Commanders staff to handle problems related to quality of life or other such issues),Detail unit (executive protection to Mayor only!)never in the history of this city has anyone attempted an assasination on anyone in City Government other than the Mayor.) SWAT, AND ALL OTHER NON INVESTIGATIVE UNITS.
FIVE AREA DEPUTIES WHO REPORT DIRECTLY TO CHIEF OF PATROL. There is no logical explanation or rationalization for the other exempts spots. Eliminate MSF and other like units return them patrol. Gives enough man power to perhaps make a third tact team or other such incident cars. Oversee ARP and M/M too. Return all Gang Teams to District AND DISBAND. Tact teams should be doing that work anyway.

Next
Dep. Chief of Investigative Services, oversees all of Detective Division Operations,IAD(NO DEP.CHIEF OR COMMANDER REQUIRED THERE EITHER), ET'S Organized Crime and Misc. Detail Units, no need for Detective Division Commanders. Each Area will have an E/O who report directly to the Dep. Chief. Lt's on all three watches. Eliminate Gang Inteligence, or Intelligence Unit "redundent"

Keep the Rank of Captain to control watches from ego-manical Lt's

Re-District but do not decrease the manpower... rapid hiring needs to take place. And incentives for Officers to stay longer. Going to need experience to counter the youth movement. Create a liason officer to filter requests, complaints and other such meddling from Aldermen and other political interference. NO NO NO calls from CITY HALL, SPRINGFIELD, WASHINGTON related to EXEMPT APPOINTMENTS, and or PROMOTIONS.

CITY ORDINANCE REQUIRING POLICE DETAIL FOR ALL EVENTS OF CERTAIN SIZE (to wit; ALL SPORTING EVENTS, CONCERTS, FESTIVALS AND so on.) ALL MUST PAY FOR POLICE PROTECTION (offered to P/O's and Sgt's as Special Employment. no need to use tact teams during critical times of the summer to cover these useless events ( no permits will be granted to neighborhoods with high crime... making peer pressure work for us to make these areas eligible for permits in the future... This will have a two-fold affect. Make money for the City, eliminate all these fests and events during the summer that drain police resources. In the current configuration it's a money drain and puts district personnel at risk. WITH NEW SPECIAL EMPLOYMENT YOU WILL HAVE PLENTY OF OFFICERS TO COVER ALL THE EVENTS. ALSO SPECIAL EMPLOYMENT TO WORK RDO'S IN YOUR DIST. OF RESIDENCE OR HOME DIST. DURING 1ST AND 3RD WATCH. USE REVENUE COLLECTED FROM EVENTS TO COVER THAT COST.

Feel free to add your own ideas, suggestions, but this is just some thoughts off the top of my head.

OFF TOPIC BUT IMPORTANT!!!!! It appears that Sgt Tricky from 011 has again tried to put Pos in the "trickybag". The only positive was that these two officers were veterans and knew better. Tricky apparently ordered two Pos to sign complaints for a BS offense. These two officers were nowhere near the location at the time of the alleged offense, in fact, they were across the district and were called to the scene. The location of the offense was covered by a POD camera. Luckily these two officers told Tricky to pound sand and refused to sign them. Tricky is now attempting to make their lives miserable as he does. This sounds like Tricky may have another EEOC complaint on his hands. Stay tuned!

Here is my advice:

1. Reduce the number of exempts. At least 20 should go.
2. Hire. Expedite the testing process even if you only hire small numbers it will be symbolic.
3. Disband some of the redundant units, units that serve no immediate need and bolster patrol. It starts and ends with patrol.
4. Promote, give the troops hope and something to work towards.
5.Identify people that can lead and get people back working. The trust and support system for the working officers is gone and has to be re established.

at first i agreed with the majority that bringing terry hillard back was a big FU to the current exempts. But after a day of meditation in the sweat lodge i have changed my thinking.
Naming a interim supt from within would have been a mistake. Let's say they name, Jackson. He makes a bunch of necessary changes, Rahm steps in and names someone else Supt, Jackson is now screwed.
So more than likely Jackson leaves the status quo and things become stagnent till minimum, May 16th, more likely Jun 1st.
Hillard has no ties, and can dump anyone he wants with no fear of retribution from Daley, the revs, etc..
Of course my revelation is backed up by rumors.
1- a sgt and Lt recently dumped my Masters, are brought back.
2- the executive daily meeting is back on, and oh yeah, Masters is not invited, as he should of never been there in the first place.
3- Roman had his balls cut and has no command decision making powers, although he is still exempt.
Its only been a few hours, and if these rumors are true, Hillard did in a few hours what Weis couldnt do in three years.

What happens to the money in the payroll when a police officer retires, since the retired officer's pension comes from the pension board, an entirely different source of money?

According to my calculations: for every officer that retires there should be enough money in the payroll for at least 1 1/2 to 2 new hires, to replace retired officer. Since there is no money in the payroll to hire new officers, where has this retired officers former paycheck money gone?

For every 300 retirees the dept should be able to hire 500-600 new hires. Maybe the new mayor could answer this.

While I agree that the department needs to make some promotions, I don't think that Patrol should be regarded as a place to escape from.

Patrol is the backbone of any police department. The other units are merely support functions to patrol.

Two things need to occur before this idea will take hold:

1) The blue shirts have to
A. Believe it
B. Let everyone else know that they believe it

2) The bosses have to commit to it and act on it


Opening some of the special employment to 9161's only was a first step.

Now we need the follow-through.

I have updated Bill Cozzi on recent CPD developments.

He has written a couple of letters to Det. Ed Farley, Cold Case Homicide, who is terminally ill with Stage IV pancreatic cancer, remaining in hospice with a morphine drip for pain. Barring a miracle, the end is near. Pray for Ed.

As you may recall, it was among Ed's dying wishes to help Bill with a $1,000.00 donation to be used at the time of Bill's release, hopefully near year's end if not sooner. Initially reluctant until he learned of the circumstances, Bill has graciously accepted Ed's kind gesture, responding by mail.

Meanwhile, Bill's Petition for a Writ of Certiorari has been denied by the Supreme Court of the United States.

Bill asks that I thank all of you for your continuing letters of support. Keep them coming. They keep him strong. He responds to all mail. He also added "stay safe".

And exactly how far down does your ignorance reach? The "reach 63 years of age and out" does not cover civilian hires. Hillard is a civilian and has been hired as a civilian superintendent, much like O. W. Wilson. But can he carry a gun? Sure, if he has fulfilled all the requirements of IROCC, but if he popped someone while serving as the interim superintendent, he technically would not be indemnified by the city because he is not a sworn peace officer. He cannot be hired as a sworn officer for CPD as he is over 63 years of age.

The first thing that should be done is combine MSF and TRU,change the name and dump 1 Commander and not the one from MSF who has Military experiance and is a proven Commander. Ryan needs to go and a bunch of his recruits also,even tho Public Drinking and Crack Pipe arrests would go way down.

Why do we have two first deputies? Why do you need Deputy Superintendents to run BAS, or even the Professional Bureau or what ever they are calling it now? Let a Chief do it, fuck even a D/C can do it. Why do the civilian directors get Commanders pay, give then Captains pay. They got rid of the streed deputies give all the civilian ADS positions commanders pay and all the sworn ADS positions can become D/C and put them somewhere in BOS or BIS.

I listened to the Conn/Roeper/Magers show yesterday and it also took them a while to mention how he decimated the District Commanders with about a month on.

He couldn't even have read about their backgrounds in that amount of time, and my big question was "who was pulling the strings" on that big shakeup?

Peterson was the person most responsible for the mass dumping of exempts when Weis arrived and for the disastrous policies of Weis's first year. He and Weis knew each other from Weis's time as an ASAC in Chicago. Peterson was the only one in Weis' Fed group (Weis, Brust, Daley) who knew CPD personnel and got rid of people he didn't like. He is far worse than any of the Feds because he is CPD and did this to his own. There is nothing more reprehensible and hopefully he gets what he deserves for what he has done to exempts, non-exempts, and the Department.

OFF TOPIC BUT IMPORTANT!!!!! It appears that Sgt Tricky from 011 has again tried to put Pos in the "trickybag". The only positive was that these two officers were veterans and knew better. Tricky apparently ordered two Pos to sign complaints for a BS offense. These two officers were nowhere near the location at the time of the alleged offense, in fact, they were across the district and were called to the scene. The location of the offense was covered by a POD camera. Luckily these two officers told Tricky to pound sand and refused to sign them. Tricky is now attempting to make their lives miserable as he does. This sounds like Tricky may have another EEOC complaint on his hands. Stay tuned!

Today I heard Daley answering some nit wit reporters question about CPD morale. This goof, Daley actually said he did not think there is a morale problem in the CPD! He then added some dribble along the lines "we are all public servants", as if to equate him as a public servant with you cops. It was appalling that this self serving, self promoting, pandering, incompetent politican thinks of himself as equal to the police in service. I thought of the last couple of years, of Francis, Valadez, and all of the rest of the "public servants" like him and realized he is no man nor did he contribute nearly as much as most individual policemen do on any given day. Facing down the three assholes on the northside last night is the kind of service Daley cannot even imagine in his wildest dreams. And as a citizen, I am not buying bullshit that crime is down when LOD deaths rose to the level they have. Crime is down my ass.

Hope that the interim sup has someone look into the 30 cases that the alien or his buddy Brust signed off on and sent for seperation. Lots of these were bs cases and those guys/gals need someone to stand up for them. We all understand that those who have tried to help have been thwarted in their efforts by people in spots that were put there by the alien. They are now gone and its time to try and salvage these peoples careers along with their sanity. SCC CAN U HAVE A NEW POST JUST FOR THIS ? WE NEED HELP AND NEED TO GET SOMEONE To NOTICE AND ACT. I agree these units could be combined, or shrunk, but you do have them mixed up. I was in 007 when MSF brought the arrest report to Capt Kulbida with 8 names on a DOPW. It wasnt a police fighter, just a jerk weed gang banger that actually needed to go to jail, but 8 names, come on...
Ryan has his faults, but generally tries to keep the best interest of his people in line. Rousell for a military man never followed chain of command, he would run to weis with any little problem. BUT Rousell is a good boss, he may of just got caught up in getting the best for his people.
