Shields' First Move

A good first move. A safe move, but a good move nonetheless:
  • New Fraternal Order of Police President Michael Shields hopes to press Mayor-elect Rahm Emanuel to protect police officers’ pensions and “hold his feet to the fire” on a campaign pledge to hire more cops.

    Shields, 33, said he collected 54 percent of the vote in balloting among current and retired officers to take over as head of the police union. He beat four other candidates in voting announced Friday.

    Shields also said he hopes to meet with Emanuel soon to discuss qualifications for the next police superintendent.
It can't hurt to keep Rahm's promises on the front burner. It also sounds sensible to want a voice in who the next superintendent is. After all, we've got to work with that person for the next four or more years. There's going to be plenty of opportunities shortly to lob bombs and brickbats at the political order seeing as how Rahm is (hopefully) going to upset the apple cart.

Mike will do more good for the FOP membership in his first year than his predecessors have done in their last two terms (and I'm being generous).

I just hope the remaining cast from the Citywide Team that was lucky enough to escape the chopping block quickly learn that their stagnant way of doing things is about to change. Unlike Donahue, Mike has the drive, determination, education and energy to get things done efficiently and correctly. And the rest of the crew will have to step-up their game in order to keep up...or face very real consequences like they would for underperforming in the private sector.

I can see the CW leftovers not wanting to play ball with a "kid that doesn't know shit"...(Aguilar's own words at many of his roll call visits). Also, the CW leftovers are gonna be none too happy when the audits start (my understanding is that there was A LOT of buzz about the findings of such inquires on Friday while the election process wore on).

Either way, we all look forward to real results from Mike. And more importantly, we look forward to being informed and updated ALONG THE WAY as things that affect the membership are discussed, lobbied for, etcetera. Mike Shields has inspired me to start attending FOP meetings again...I'll see the "new" regime come April, but I'll definitely be at March's meeting for Donahue's farewell speech.

The role of the FOP in the selection process would be an amazing victory for all of us. Consider that it wasn't until last week that Weiss discussed his controversial decision to wear a CPD uniform. I heard for the first time Mr. Weiss stating that he had discussed the matter with the FOP President, when he was first appointed and Mark told him it was alright. I believe that if this had been Shields he would have admitted it and stood behind his counsel to the Supt. These differences in style will define the new FOP administration.

And thats fact not FICTION! Rahm has already stated to who ever asks he wants a new SUPER and school CEO by time he's swore in in May. And don't be suprised when Shields move some CW guys around. The president has a lot more power then you think. Look at Capirelli(sp) getting removed by Donahue and the endorsement of Lisa Madigan against the recommendation of the committee.

With only 10 years service, Shields will have to live with this contract like the rest of us and that's great news.

I heard the Fire Department hired a Public Relations spokesperson and is holding a press conference to explain the controversy over the pension funding. The idea is to explain how we have funded it and the City has not put their share in. They will explain how we are not like the Wisconsin unions.

Ummm. Can we get in on that? Please don't bring up Pat Camden. He is a nice guy and was good at what he did, but we need a P.R. firm. They had professionals do a lot of damage to our reputation and we need some help fixing it. No, make that a lot of help.

Come on Secondcity! This is an issue you should address, I pay nearly 5K for property taxes that go toward the salaries of these scum. I am a sworn officer with 21 years on the force. Why are MY tax dollars going toward some piece of shit oxygen thief's salary. I have a young son who is unable to obtain a full time job, yet my hard earned dollars are being given to some loser who has "paid his debt" to society!!! The membership has spoken! It’s a mix of new and old. That’s what the members wanted.

I agree completely with this post. Not sure if Shields is trying to show his nay-sayers how tough he can be or what, but take it easy, Mike...let's not begin our relationship with Rahm by making tough-guy threats. I think our new FOP president needs to learn to chose his words more carefully. Hope he holds to that promise he made about hiring Pat Camden to be the FOP spokesman.

To actually believe that a Mayor of a major city would want or seek out the input of police officers concerning the new Supt. to be picked may just be the most naive childish nonsense ever put on this blog. Then again this just shows that we have an inexperienced ego maniac as President of Lodge 7. God help the FOP and the CPD.

It seems like the minority wanted the same old shit from FOP, which was nothing, had lost out and that is a good sign. I think, and this is only my op[inion, that Mike Shields will set an aggressive tone for the FOP and that is what it's needed for years. I am retired and the policy doesn't affect me as much as it does the working policeman but Mike did set an example when he challenged the Pension Board and upset the old timers. So all of you have a new president so instead of whining and beefing like a bunch of Madison St. whores get behind him and make this outfit finally work for you and your fellow Officers. Wow! I can't believe all the fuss about our "FOP" and who is running it...what they are gonna do for us...what changes they are going to make! FOP has been nothing more than a dog and pony show for the last 15 years and will continue to be nothing more. I can't stress this enough... FOP IS NOT A UNION! We don't have a union and can not under current law. At best, FOP is helpful at shootings and with fighting complaints against police. As far as "negotiating contracts"...there is never any negotiating. Haven't you people learned yet? It is the same thing contract after contract. FOP "negotiates" a contract years after the contract expires only to have the city tell us "accept these terms or GFY!" And then, after several of these so called "negotiations" we are told again GFY and it goes to an "independent unbiased" arbitrator. Then this guy basically tells us what we are going to get and we BEND OVER and take it!

This department just continues it's downward spiral. Every time I think it can't get worse it does! We all thought it was bad up to this point... just wait till Rahm takes over.

Shields and the rest of the candidates... I sincerely wish you the best of luck, but unfortunately no matter how big your bark may be... by law there is and will be absolutely no BITE.

Illinois Senate President John Cullerton today suggested the state should start taxing the retirement income of senior citizens who are able to afford it.
The state does not currently tax pensions or retirement funds such as 401(k) plans, but Cullerton told a City Club of Chicago luncheon that should take place as part of an overall look at what he said was Illinois' "outdated" tax system.

"It would just be a matter of fairness," said Cullerton, a Chicago Democrat.

Details are still being worked out, but Cullerton said the state could bring in could bring in upward of $1.6 billion a year. Cullerton said the money could be used to provide tax relief elsewhere, whether that be lowering the corporate income tax rate, reworking sales tax rates or some other idea. Kedzie in the old Fillmore (011) PO Ernie Kansler responded to a call at that location and was shot by him once in the chest. The bullit snaked down his leg breaking it in 3 pieces. We have a 457 plan which is taxable because our deductions are taken out pre-tax like our pensions. Most of the states that do not tax pensions do tax 457 plans.

I had an early lunch yesterday with a guy who retired 15 Apr 10 with 200+ officers in the first wave of 55 and out health care agreement. He said he grosses 5200 a month and will get 156 cola on 01 May 11. That means if Cullerton passes this bill he would pay 2678 in state taxes or lose 221 and change a month. Fort Meyers is starting to look good for me next year.

So how is Mike going to handle this problem right off the bat? Look for this to be a question at his first meeting.

Lucky for Mike state-wide retires are a powerful force. I look for the people in Springfield just to ignore Mike to start with. Since we do nor donate PAC money to them like the teachers he would have to have a working relationship with those people. Right now he has none of that. He has to form partnerships with a lot of other unions to get any attention or we are going to be screwed.

Lotta good all that "knowlede" did for him. What good is a lawyer when our negotiations always go to arbitration? Funny how the city always comes out on the winning end and we always end up getting the shaft..... Franczek is a $10 MIL Havard lawyer who laughs at Pleines like the joke that he is.

Bottom line is that our union failed us in this last contract negotiation. We didn't even come close to cost-of-living raise. All the city knows how to do is stall negotiations until their friendly arbitrator rules in their favor. And before you CW cheerleaders chime in with your usual "the city is broke" "its not bad considering the poor economy" bs tired arguments, just remember that cost-of-living raises for all city employees are factored into the budget. So, keep kidding yourself that "we didn't do too bad, considering".....

Pleines needs to stay. He knows why certain things were done in the contract. Also if you remember Pleines worked for Nolan first, then he worked for CW.

It would be a big mistake to get rid of him, he knows where the bodies are buried.

To say any good lawyer can "read a contract" is a very dumb statement, any 8th grader can read a contract, but understanding it is another thing.

Well, Daley did a pretty fair job keeping a bag on organized labor. We always got what we got, and how many times did the city knowingly break contract agreements without hesitation. FOP and other unions always play by the rules and followed contract agreements. I always wondered what would happen if unions broke rules and forced the city to get arbitrators to make US follow them would be like. Rahm is a different breed, and not to our benefit. I have a feeling he is going to put on the steel toe boots before he starts kicking the shit out of organized labor. And hollywood cash is some of the biggest available. Does'nt matter where your cash comes from just as long as you have a ton of it which Rahm does both personally and politically. I really hope im wrong, but this is after all Chicago. Dont forget if the boots don't work, some of that cash will. Ever see unions sell out? And being someone with a little time on earth Im sure you have too, How much does it take? I received mail today that the city was required to send as a requirement for receiving funds from the federal government for the federal Early Retirement Reinsurance Program (ERRP). It seems the fed subsidizes the "free" health care for police officers that retire between age 55until their medicare kicks in.

I thought this was a benefit as a result from negaotiations in the contract from our union. I beleive they passed it off as that.

So did the city dupe the union? Or, did the union dupe us?

Also, the city calls for a minimum of PO's to retire to activate the benefit. Wonder if the city has their own scam going and the fed pays anyway?

The last 3% bump was passed in the legislature for those born during 01 January 1950--31 December 1954, inclusive. If you were born on or after 01 January 1955, it is questionable when, if ever, the same bump will be granted.

In the past, the bumps were approved for 5 year birth spans. So, if the same ingredients apply in the future, the next age span covered would be 01 January 1955--31 December 1959.
