Wow. Just wow. And this guy is in charge of the third largest city in America? In fact, he's scheduled to get $50,000 per speech at some point following his retirement. We just love this part of the speech where he's talking about the CHA high rises (starting around 2:10 and running for a few minutes):
- ....you have to be poor to live in there, so if you're working, you automatically had to leave. So if you decide to get a job you had to be leave. So what happened? They didn’t get jobs…if you work, you have to leave your housing...

I really frown on second-guessing officers during the course of their duties, but I feel I must make an exception in this case. The mayor's security detail really dropped the ball and placed the safety of our leader in jeopardy. CLEARLY Mayor Daley was suffering from a seizure during this press conference. Those officers assigned should have rushed the podium and quickly transported their protectee to the nearest medical facility for treatment. My prayers for a quick and speedy recovery. God bless.

In the seventies, my dad owned a three-flat that had two 'welfare families' (that's what they were called then) in them.
I do remember the women saying they had to make sure their men weren't around when the welfare investigators came by. The theory was, he was an income and that income pushed the household over the financial cutoffs to get the government check.

Creates the Public Pension Abuse Abatement Act. Authorizes and directs the Governor to execute a compact on behalf of the State with any other state to end abuse of public pension programs. Provides that the compacting states shall agree that no governmental employer under the jurisdiction of any state shall pay wages or salary to any public pension fund annuitant unless that annuitant elects to suspend his or her pension for the duration of his or her employment. Sets out provisions of the compact concerning definitions, the effective date, and construction and severability. Effective immediately.

I hate to disagree with you but those policies did exist. I remember my grandparents and parents discussing them and I went to high school with black girls explained the housing system to me all the time. Initially they had intact families. It was safe. You had to meet certain standards to live there. There are documentaries out there about the birth of the Chicago projects. But then the policies changed. If you were productive, you were out. If you had a husband you were gone. Officer Craig Birkholz was fatally shot after he and another officer responded to a home at approximately 6:00 am for an emergency call.
When Officer Birkholz arrived, he and the second officer approached the home. A suspect opened fire from the second floor of the home, striking Officer Birkholz, the other officer, and a K9.
The suspect committed suicide during a standoff that followed the shooting.
Officer Birkholz had served with the Fond du Lac Police Department for two years and had previously served combat tours of duty with the United States Army in Iraq and Afghanistan. He is survived by his wife.

Pension Board Legislation and Morale
On 16 March 2011, our Bill # SB1874 was scheduled to be heard before the Senate Pension Committee in Springfield. This bill, if passed, would allow for at large elections for the Chicago Police Pension Board. The bill would pool the three representatives of active rank Lt's and Above, Sgt's, and those below the rank of Sgt. Retirees would retain their one representative. It would also require that all three of these elected members would be assigned full time to the Pension Board.
Opponents of this legislation were all Sergeants and above including: Sgt's Association; Lt's Association; Captain's Association; Latin American Police Association representative; PBPA; and a host of others. As this issue has been introduced before and was opposed then by some of the same individuals, their opposition was expected. What was not expected was the level of indignation towards those of us below the rank of Sergeant by their "chosen spokesperson" Capt. Mark Buslick. He began with a several minute long oration about himself and his educational background which caused many in the room to wonder where he was going with that. They didn't have to wonder long as Buslick then went into a tirade about the lack of necessary intellect of those whom the FOP represents. Buslick felt that those who attain rank in the Police Department are the ones who are qualified to serve on the Pension Board. Buslick extolled on the vast number of reasons for opposing this bill and when asked by a Senate Member of the Committee to give him two examples he said that if a captain were to appear before the Pension Board seeking a disability pension and there was a patrolman on the Board who had a grudge against him, the Patrolman would vote against the Captains disability. When asked for a second reason by the same Senator, Buslick could not think of another at that time.
So the affect of his testimony was that even though the ranks of Lieutenant and above who number about 260 have one vote on the Board, and the Sergeants who number about 1200 and have one vote on the Board, and all those below the rank of Sergeant who number about 11,200 and have one vote on the Board is fair because they are smart enough to run the Board as it needs to be and the FOP shouldn't be asking for the change because it may impact on those of superior intellect.
We would like to thank Buslick for his testimony because although we did not feel as though we had the votes to get this out of Committee, the Committee Members recognized the virus that was his testimony.
One can be sure that his testimony as to the lack of intellect in non-white shirts is not adopted by the vast majority, but the fact that these organizations used this person as the channel for their opposition is inexcusable and they should be embarrassed. As much of our morale problem in this Department is often attributed to differences between management and non-management personnel, the vile testimony of this one person is proof that we have a long way to go in addressing that problem.

As for the great migration from the south, most were blacks coming up from the south because the northern states had more generous welfare benefits and the US Supreme Court ruled that waiting periods for welfare were unconstitutional.
In many southern states if one went to the welfare office, their assistance was a bust ticket (one way) north.
The projects were welcomed by politicians both black and white. The white politicians liked them because all the fed money that was available to them to skimmed from and for their votes. The projects kept them out of the white neighborhoods. The black politicians like the projects because it concentrated their voting block.
Buslicks never been accused of being the real Police. Probably never made a pinch in his life.Handed out keys in the narcotics unit (car keys that is) and then went to the IAD . I dont know where he lives , but will voting democrat in the run offs .

Needs a tube of Extra Strength Dent-U-Brain to keep the old thinker stuck securely to the bottom of the skull where it won't rattle around quite so much...a lot of empty space inside there...maybe some wadded-up newspaper would help keep it in place.
Single women losing their benefit if they married was spread all through the black community and it was more or less partially true. The male was probably unreliable or abusive or both and the relationship was on and off, so the female remained single and kept her benefits.
As for jobs, the temporary agency I worked for shortly sent me to a job that was a grave yard for women on welfare and hoodlums were everywhere calling everybody welfare thieves, the people? were assaulting each other, physically and sexually for jobs that paid minimum wage. I called the agency I worked or and told them to take me off this assignment and I am never returning.
College or trade school can stop that stupid stuff.

None of the SEIU people live on the nw side , he is pissed off that 41 was the only ward on the north and northwest side that Rahm lost . The SEIU already sent attack mailings directed at Lt. John Garrido (45). However, they are acting independently of Emanuel. A CFL political director informed me that they want 30 dependable votes for their agenda to fight Emanuel if necessary.
The SEIU and CFL sent out troops last weekend to help Garrido's opponent, John Arena. Arena stated on his website that he had 70 of these traveling hack henchmen, oh excuse me ward supporters, passing out flyers last weekend.
John Garrido does not have the funds to counteract these vicious PAC attacks with multiple mailings. If anyone has time or money to donate to his campaign, it would be greatly appreciated. Volunteers are needed to work precincts and telephones. Precinct workers are requested to come to John's campaign office at 10:00 am on Saturdays. John is polling well, but the race is likely to be close depending on turnout. If you have friends or family in the 45th Ward, encourage them to get out and vote for John Garrido.

As a Sgt. I say your right that the LT. is an pompus a-hole if your account is factual. However I dont feel that the FOP would have my best intrest in negotiations in regards to squat if given the oppurtunity to represent me. (shit, they dont even represent you) Maybe you should lobby for another vote on the pension board and leave mine alone. FOP wants the vote from the SGT, LT, and CPT ranks is a pure power grab.
But as I said, you could easily be offended by the Lt. if your facts are correct. I dont feel smarter or better than anyone else. But if your telling the truth the Lt. should apologize or better explain himself.

The "400" ran to Minneapolis, MN. The distance was darn close to 400 miles. And you are right, those trains regularly ran 100-110 mph. And they did that almost 100 years ago.
The railroad was the Chicago & North Western Railway. The C&NW was purchased by the Union Pacific in 1995 and ceased to exist.

What is wrong with this? This is to prevent one person who retires from this job from collecting a pension and then jumping to another job with a similiar pension system and getting paid for the both at the same time...I see nothing wrong with that. It is the first step into getting rid of multiple government pensions. If you get two government pensions one of them should be military, otherwise you get only one. Or were you planning on going to the county and getting a fat check from them after you retire while collecting from here?

The Twin Cities 400 was the one that went all the way through to Minneapolis. There were a bunch of others, including the Shoreland 400 that stopped in Milwaukee on its way to Green Bay.
The 400 steam locomotives were equipped with air horns and a big Mars-type light aimed upward at an angle, so you could see the thing coming at a distance. Used to go through Wilmette at that speed -- stand back!
The Hiawatha ran on the Milwaukee Road (Chicago, Milwaukee, St. Paul & Pacific, bought out by the Soo Line which was then absorbed into Canadian Pacific, if I recall right.) Amtrak stil calls their Chicago-Milwaukee train the Hiawatha.
The Hiawathas were pulled by streamlined steam engines; one of them "threw a rod" -- the big connecting rod that went from the cylinder to the driving wheel came loose at one end and was flailing around -- going through Edgebrook about 103 MPH in the '40s; it tore up the grade crossing, damaged the station platform, and injured about four people on the ground, including one or two in a car waiting at the crossing. Of course this does major damage to the engine, too. Didn't happen often, but when it did...
Point being, though -- $685 million to get the speeds of the 1940s. Pat Quinn and all the rest standing there in the Amtrak yard with a bunch of charts and artist's conceptions set up on easels, like they were introducing space flight or something...
...while 2000 bridges rust and crack all over the state. Got to spend the taxpayers' money sensibly, especially in the middle of a depression...
(If you want to go back a little farther, New York Central's steam engine #999 broke the 100 MPH mark in a test on straight track in 1899, and that was with a fireman shoveling coal by hand. Used to be on display out in back of the Museum of Science and Industry.)
