Sneed Smoking Crack?

  • Sneed hears rumbles Mike Masters, top aide to former Chicago Police Supt. Jody Weis, is being pitched by some within the Rahm Emanuel circle as a possible top cop replacement.

    Backchat: “His [Masters’] name has surfaced within the Rahm ranks, but the selection process is still in its infancy,” a source said.

    Hotshot: Masters was dispatched by Mayor Daley to be his eyes and ears at the Police Department during the early days of the Weis regime. However, Masters developed a close working relationship with his new boss.

Close, as in Daley put him there to make sure J-Fled answered the phone when Shortshanks called. We've all heard that one after the mayor's infamous temper tantrum when Jody ignored a few calls in a row.

Didn't we hear the candidates for mayor agree that someone who came through the ranks was to be the next superintendent? Didn't Rahm himself say something along the lines of J-Fled the outsider didn't have the confidence of the rank-and-file? How would bringing in some golden child who was just deposited in the Superintendent's office without any historical background in law enforcement and making him the head of the second or third largest department in the country instill confidence in anyone, especially the citizens?

This rumor has a bit more credibility, and even it strains the limits:
  • Philadelphia Police Chief Charles Ramsey has told associates he would love to come home to run the Chicago Police Department, but probably won’t apply without assurances he is Mayor-elect Rahm Emanuel’s choice to replace Jody Weis.

    Ramsey’s interest in the Chicago job was disclosed as Emanuel appointed a 17-member public safety transition team that includes another possible contender: former Deputy Police Supt. Harvey Radney.

    Radney is a partner in the security consulting firm run by Interim Police Supt. Terry Hillard. The transition team will screen potential candidates for consideration by the Police Board.

    Ramsey, 63, is the former head of Chicago’s community policing program who left the city in a huff after Daley’s surprise choice of Hillard in 1998. He spent nine years as Washington D.C. police chief before moving on to Philadelphia in 2008.

Ramsey is 63, he left town in a snit after missing out on the top spot, he's got Chicago political connections out the ass. That's three strikes alone, yet he's touted as a credible choice. And Radney is Hillard's partner in a connected security firm? You think the press isn't salivating at these names already?

We're hoping this is all classic misdirection, Masters (Masters Masters), Ramsey and Radney. We're pretty sure none of these would instill any confidence except in the idea that Rahm is just business as usual.

Police work is way less complicated than they make it. You put bad people in jail and TRY to work with the community that you are in. Good Beat cops do it all the time. Politics, be it political ambition or pandering for votes, is what screws that up.

Leave politics out of the Department. Keep people that shouldn't be on the job off and tell the civilians trying to influence the way the Department is run that you don't need their votes. Problem solved. It really is that simple.

The new Police Supt will be Chicago's first kiss from Rahm. This sets the tone if there is going to be any change in Chicago management or just Daley the III.

I say the new Supt is not any of the goofs mentioned in this article. The top 5 have to be

1. Shields - The first lady's cousin and former brass of CPD. I say no way too much baggage and he isn't very old

2. Ernie Brown - He didn't get married because he loves his new wife. This man is he biggest player in the game. He has been on his knees with every rev on the South and West sides. He is the Rev choice. He will be a finalist. He won't get the job

3. Debra Kirby - She seems to have resurfaced recently. She is lawyer and a female. She has a chance.

4. Tina Skahill -She has lost weight and improved her appearance. She took a whack for not looking the other way for the clouted. She is an attorney. She would be about as neutral as it gets (that just means she isn't loaded with friends in the gold stars). She fills the role as female and black at the same time. She is big with CAPS. I say final 3 for sure

5. Rottner - Rumor has it that Rottner is tight with the Emanuel family (both are Jewish). This would be a heavy blow to the connected if Rottner gets the job. Rottner would not sit well with the rest of the brass. He has not been a Unit guy for the last 10 years like most in upper echelon. Rottner would show that Daley III is clearly in place. I say finalist for Rottner.

I call bullshit on Ramsey. He fits the bill of an outsider. After all he's been gone well over 10-years. I still would look to someone from the inside. I'll bet a Hispanic male (you can name a couple) or more likely someone like Tina Skahill (Jesus!) because she's both black and female - a first in CPD history if she gets it. Rahm would then be recognized as a real "trend-setter".

I have worked with Radney in the D unit had dealing with him on cases and to tell you the truth he is a decent boss. He listen to what you had to say, very articulate, just my opinion but we could do worst. Think about this we could never get 2 P.O. in the same room to agree, everyone has there own agenda and no matter who the next Police Supt. is, the mayor still pulls the strings.

SCC, i don't doubt that some in the Rahm 'inner circle' are indeed pitching such a nightmare scenario to him...and let's hope that Rahm, touted as a no-nonsense politician who doesn't take embarrassment easily, will act accordingly and toss that suggestion of 3M having any meaningful role within the soon-to-be
rebuilt CPD right in the shredder. it didn't work before, and it won't work in the revamped CPD of post-May16th either. It would make no sense whatsoever for Rahm to replace one extremely despised leader with one who would be even more so.

I was just a dog-ass street copper.

Well, this ain't your daddy's 016. The animal is infesting the area. Burglaries and robberies are up and warm weather is right around the corner.

This scenario used to be commonplace. A skeleton crew so that we could all get time off when we need it, but never downed beat cars. That's just ignorant. And this isn't even so that people can get time off. This is just pure manpower shortage at its finest.

This is one of the reasons why the old FOP regime had to go. The issue of Manpower was never addressed properly. The dinosaurs were asleep at the wheel. Sure they mentioned it, almost in passing and pledged they would do what they can. But they never did anything besides talk.

Before you say, "What could they do? The city won't hire." "The management doesn't allocate resources properly." "Headquarters is loaded with useless manpower and the Sup won't do anything about it."

Our union could have done more. It's their job. It's what we elect them and pay them to do.... Fight for our best interests.

You don't think that with a few savvy media moves and some national attention to the problem, that something wouldn't get done?

The ghetto revs cry and get their way, why not us?

I'm glad I voted for Shields. We need a fresh mindset now, more than ever. The dinosaur way of doing things is gone.

Ramsey was chased out of DC when the last mayor was elected. In Ramsey's tenure he had no reduction in violent crime, he incurred the hatred of his workers, and he tried to hid from responsibility for an incident where protesters and passers-by were roped into a park/not allowed to leave/charged with failure to obey orders to leave.

The last incident included DOJ personnel on their way to work who didn't announce themselves specifically to see what the DC PD were being ordered to do. When it turned out to be a mass arrest, the DOJ and a Federal judge stepped in the next day, and DC was ordered to pay a pretty hefty settlement.

Now Ramsey is in charge of Philadelphia. Check the numbers for Philadelphia anytime if you want to see how "successful" he has been there. He is a disgraceful legacy of the disgraceful CPD leaders like Rodriguez and Chicago ghetto political mentors.

If they bring him back, its seriously time for you guys to get out of the CPD.

CPD Superintendent is a civilian position and has been since O W Wilson took the job in 1960-67 from old man Daley after the Summerdale police scandal. It is not a position that is subject to mandatory retirement. In fact, Hillard is 67 now.

Here we go again. Those in patrol bend over and get ready for the big dry shaft once again.

Order just surfaced at about 415 today.. Per acting supt hillard starting apr 28th(5th period) 100 police officers and ten sgts are to be assigned to MSF and TRU(50 to each unit). order states that each district will detail 4 officers for 90 days. No units will be sending anyone due to "ongoing investigations that cant be compromised by a lack of manpower". cannot have a summer furlough. Volunteers will be taken in the districts, if volunteers cannot fill the 4 spots from the district then reverse seniority will kick in. So in other words, Go f' yourself patrol... we need tru and msf for all the summer nonsense while patrol suffers once again. I thought that the group last year that went to msf all stayed and made a new platoon? Now they need another 100 bodies? I guess hillard(marine) and cmdr rousell(marine) are getting along just fine. get ready to get f'd again in patrol boys and girls.

Why do we all think the next Supt. should be an exempt?

I'm a P.O. and believe it or not i feel comfortable with a Sgt or LT being able to apply for the job and get it. They have not lost touch with reality.

We give way way too much credit to these exempts that make decisions based on being vindictive and not completing the job. Theyre bought and paid for. When is the last time you seen an exempt buy you breakfast or a cup of coffe when he see's you at a coffee shop and says thanks for your hard work.

Whens the last time you seen an exempt say, use my take home car, i know were short cars in the district.

Or throwing the troops a bbq.

You exempts spend more time plotting on how your going to get promoted than figuring out on how to straightned up your districts and units.

Now is the time for the Blue Shirts to demand more from the exempts. Nows the time for the Union to open up their mouth.

Im also tired of hearing about these Has Been bosses trying to come back. If they were so Great why did they leave, or were they told to leave. Its time for fresh blood to run this place not has beens.

Look out Marine unit, CFD is willing and wants it.

I have worked with Radney in the D unit had dealing with him on cases and to tell you the truth he is a decent boss. He listen to what you had to say, very articulate, just my opinion but we could do worst. Think about this we could never get 2 P.O. in the same room to agree, everyone has there own agenda and no matter who the next Police Supt. is, the mayor still pulls the strings.

The fire Department knows how to look for suspects in a helo?

The Fire Department is willing to dive for evidence tossed into the drink? They want to do black water dives? (total darkness in contaminated water) looking for murder weapons and evidence?

The Fire Department is willing and able and trained to testify at trial about recovering evidence? The Fire Evidence can inventory a handgun and is willing to answer endless subpoenas and they are willing to go under cross examination?

The Fire Department has one mission: rescue people and fish people (dead or alive) out of the drink.

The NYPD has multiple Marine Units with different missions. Our idiotic leadership has trouble with just one Marine Unit, and this city is ON A FUCKING HUGE LAKE!

The Fire Department doesn't carry guns!

Need more? There is more but you get the idea. Typical CPD. Give them the goddamned Marine Unit.

Give me a Fire Truck, can't be too hard, just throw water on a fire, right? Just screw that hose to the hydrant thingie and turn it on.

As usual, our brain trust proves to everyone watching that they are unworthy of leading a thirsty horse to a water bucket.

In a pinch, one can safely do the opporite of whatever they command and be fairly sure of doing the right thing.

NORTHEAST PHILADELPHIA - March 11, 2011 (WPVI) -- Philadelphia Police Commissioner Charles Ramsey presided Friday at a ceremony for officers completing a special training course.

The ceremony at the Police Academy took place even as newspapers in Chicago speculate that he may be headed back to his hometown to become the new police superintendent. Mayor-elect Rahm Emanuel, the former White House Chief of Staff, is looking for a new police commander.

Time and again over the years there has been speculation Ramsey would be tapped to run the department in Chicago, where his police career began over 40 years ago. So Action News asked the commissioner if, at age 62, he is homeward bound to close out a storied career.

"I have not been contacted by the administration. Certainly they're going to be looking for a police chief. I'm not actively seeking employment elsewhere," said Ramsey.

Ramsey says he grew up braving the brutal Chicago winters and could deal with them again if necessary. What if an offer does come to return to the city with big shoulders?

"I love Chicago. I've still got family in Chicago. So, would I at least listen? Probably so. But it would take an awful lot to make me leave Philadelphia," he said.

So Ramsey is not completely closing the door. But could he actually wear that Chicago-style police hat again? The hat some say makes police officers look more like cabbies than cops?

"There's nothing wrong with the checkerboard hat. See, I grew up with that. So I look at it a little differently," said Ramsey.

Inauguration Day for Chicago's new mayor is May 16. Clearly Emanuel would like to have his team in place by then, especially the police chief. So this Ramsey Watch could remain intense for several weeks to come.


An FYI - Freckles is HATED in Philadelphia. Nothing would make the officers happier than to see Ramsey go back to Chicago. If he does, I feel for you all, just as I do the PPD.

He's been on a witch hunt lately and there have been numerous officers fired, which of course you know the liberal media is loving immensely.

Lanier has done surprisingly well in a gentrifying city, and Gainer for whatever reason has a pretty good reputation. Gainer's biggest problem is his former association with Ramsey as an underling of Ramsey.

I don't think so, and MMM is a political hack, we don't need a political hack as supe. You can read all you want, there will ALWAYS be SOMEONE to complain about anyone at the top spot, but actually, Hillard has the heart for the job, Radney would too, but knowing him, I highly doubt if he would even consider it at this point. Ramsey? He wasn't a bad guy, but would he want to come back? Would anyone want to come back after making good their escape? (unless they left way too early, which Hillard and Radney didn't, and Ramsey has been away for a long while, and I think he is 62 now?)
There are PLENTY of educated members, SWORN members (REAL sworn members, not phony ones like MMM - who should under no circumstances carry a CPD star...) working or recently retired from the CPD who are eminently qualified to handle the Supe's job. If those commenting on this blog ever come up with a "consensus" candidate for Supe, it would be a miracle. It is nothing against the bloggers, just that everyone is looking at the situation from basically an unrealistic perspective.

Why say Ramsey left town in a snit? Seriously. A guy leaves Chicago because he sees no further job opportunities here, he can draw a pension and find another well-paying spot and add a couple of feathers to his resume, and he left town in a SNIT?

Daley turned him down for supe because he feared a popular black superintendent could use that spot as a springboard to a successful mayoral run.

Ramsey did the prudent thing for himself, his family and his bank account. Can't say I blame the guy. Here's hoping we can all find a good-paying job if we decide we want to augment OUR retirements.

Radney was shot in 010 and almost died. A civilian worker(Caucasian) with the dept. once told me that Radney was his guy when they served in Viet Nam. He ran the platoon and was the best leader they ever had. Cared for the the soldiers more than he cared for himself. I think he could have had the Supt's job yrs ago but decided it wasn't worth it. He did pretty good for a kid from Roosevelt and Albany. Retired Fillmore Ranger.

Harvey Radney and Chuck Ramsey are before most of you youngsters' time. Harvey Radney was one of two african american's who made lt. in the 1st class off of the only legit lts. exam, 1995. Smart and classy. Ramsey would have been the best thing to happen to the CPD. Smart, charismatic, and the real police. Take it from one who was there, either would have made a great superintendent.

Rahm should check out a fella working in the Clerks office now.His name is Ed Kantor.Used to be C.P.D and left as a Lt.Dont know the curcumstances around his leaving.This guy was the whole package when he was the cops.Street smart,intellegent and the type of person who earned respect.If you were kicking in a door you had to remind him that the Sgt.wasnt suppose to be the first one through the door.Neverr spoke of his educational accomplishments which were many.He was definitely a man who thought outside the box and would voice his ideas.Perhaps thats why he left.

They really don't affect me on the day to day operations. My district level bosses do, and they do a good job might I add
As as far as new Supt. Goes, I'll take a young commander or other exempt. How about like a Kennedy, Georgas, Alexander or Wysinger? Those are my picks. They're young and not idiots and they're not a blast from the past.

It matters not who is Superintendent of the Chicago Police Department. What should matter from our prespective is:
1. Protecting Life;
2. Protecting Property;
3. Ensuring Public Safety;
4. Providing for our family;
5. Learning all there is to know at our current level;
6. Preparing ourselves for promotion to the next level and beyond;
7. Working to achieve a fair and equitable promotional system;
8. Ensuring our pension remains intact and sound for the future;
9. Ensuring our department is brought up to full strength;
10.Streamline the command structure to hire more Police Officer. Officer safety demands this action. We should demand this action.
Remember, Superintendents will come and go about every 3 to 4 years. What remains constant is the Police body known as the Patrol Division. Bottom line is do your job and do it well. CYA, and always stay safe.

All of the good comments about Radney and Ramsey are true. I know both men, worked with both. And, yes neither was a merit promotion to lieutenant. How about that?? They actually studied and passed the exam on their own. Isn't that a novel idea ! But, that said, I think the CPD needs a new direction, new thoughts and ideas on how to do business. The feds cannot supply this as was learned. A big city, respected, succwssful police chief from another town to come to this town with some of his staff and breath new life into the CPD. Take the policitcs out of the job as best as can be done. And, with a good contract so he/she can tell city hall to GFY when they interfere. I would love to see a women take this job. She would have so much attention on herself that if Ram tried to interfere, she could refuse and his hands would be tied. It is a bout time for real reform and an insider cannot and willnot provide this. This job is like living in Alabama, everyone is inbred.

You've never been in a crowd control situation, have you? I'd take a mounted unit guy over ten uniforms any day, when a crowd gets out of control. A horse is like a snowplow; it moves whatever is in its way. And the rider still gets to be the police, while on top of the snowplow. It's hard to do that when you're on foot and the crowd has trampled you in the mud.

A few MORE horses would be a good idea. And, don't even bitch about the dog guys. The pups are trained, smart, quick, and an additional weapon when necessary.

You sound clueless and your jealousy is obvious. Go find yourself a specialty. Learn some skills. Then peddle them to an employer, whether it's the Department or someplace else. Have a little initiative and maybe you, too, can get a life.

Thanks to all of you who have left info on Radney. I wasn't on to the job yet when he was here.

It's sound like he was a good guy from the west side, to nam , through the cpd ranks and getting shot early in his career.

I was impressed with him when I saw him at a coppers wake a few years back, you would rarely see retired exempts at wakes and funerals but I appreciated the fact he was at a wake for someone he didn't know.

REPLY: First of all, let me state that personally and honestly, overall I(still)like Ramsey, Radney and Hillard.

I too, worked hard and (surprisingly)did well and legitimately passed the Lts. exam.

But while some of the aforementioned may have "studied and passed the exam on their own" so did I, but after the 'list' was adjusted for race and/or promotions were taken out of rank order, at least one of the above was promoted before me, my only sin was being...male/white.

Despite having people that should have been behind me based upon test scores promoted to Lt., (thank you Judge P. Marshall) I honestly got over the initial shock of the total unfairness of that process.

I served out my career as a Sgt. in patrol, for over two more decades, had fun, some great memories, then finally retired.

I thank God for my family, friends, and my health while on the job that allowed me to know of, or work arm-in-arm with some of the finest coppers in the nation.

I treasure that 'privilege' to this day and am grateful for the opportunity to support my family and 'earn' a pension.

I pray for the safety of all my brothers and sisters 'on da' job' and hope that all of those that continue to serve will someday be as blessed and grateful as was I.

Despite all the B.S (putting it mildly) continue to hold your heads up, and remain proud of the fact that you are part of the greatest fraternity on earth... "Chicago's Finest."

Look out for one another and stay safe my brothers and sisters.

This response to the original comment hits the nail on the head. It was the combination of arrogance and incompetence that made Weis such a terrible Superintendent and why it seemed like he was consistently incapable of making the right decision even for the most routine things. He would fail in any environment. These are also the very same reasons he was not liked or, more importantly, respected within the FBI.

I have worked with Radney in the D unit had dealing with him on cases and to tell you the truth he is a decent boss. He listen to what you had to say, very articulate, just my opinion but we could do worst. Think about this we could never get 2 P.O. in the same room to agree, everyone has there own agenda and no matter who the next Police Supt. is, the mayor still pulls the strings.

Spending many years in the art field, and dealing with the Japanese and their translators, they called us PIGS and a FILTHY SOCIETY... So much they would hire their own busses so they didn't have an American driver. They wore masks and gloves so they didnt have to shake our hands or breath what they perceived to be AMERICAN AIR.......

Between 6 months in Japan and another 6 months in China, I learned much about both cultures including speaking some of it. WE are not like in Japan AT ALL.........

I feel for the victims of the quake and now the nuclear reactors. LIFE IS LIFE and all are precious........ But boy we all need to get a perspective on what the rest of the world thinks of us UGLY, PIG, FILTHY, LOW CLASS AMERICANS. And that is the nicest thing I have heard out of the Japanese.

And before anyone comes up about Okinawa, they don't consider themselves Japanese, they consider themselves OCCUPIED.......
