Outsider to be Named Superintendent

We went to bed on the news Osama bin Laden was dead, covered in bacon grease and buried at sea. Now we wake up to Garry McCarthy being crowned by both newspapers as the new superintendent of police:
  • [Sun Times] Mayor-elect Rahm Emanuel today will introduce Newark, N.J. , police chief Garry McCarthy as Chicago’s new police superintendent, sources said, gambling that McCarthy’s big city experience will overcome the fact that he is another outsider.

    McCarthy replaces Jody Weis, a career FBI agent who rank and file police officers never accepted because they viewed him as an outsider who didn’t have their backs.

    Last week, McCarthy, who will celebrate his 52nd birthday later this week, demonstrated that he is keenly aware of the morale problems he is inheriting.

  • [Tribune] Newark, N.J., police Director Garry McCarthy, who debuted innovative and controversial crime-fighting techniques during a long career in New York, will be named Chicago's new police superintendent on Monday, a source with Mayor-elect Rahm Emanuel's transition team said Sunday.

    McCarthy, who was a contender for the Chicago job in 2003, was one of three finalists named Friday by the Chicago Police Board following weeks of interviewing and background checking. While the board is not scheduled to present its list to Emanuel for official action until he is sworn in May 16, the mayor-elect never planned on waiting that long and conducted his own candidate search that put McCarthy at the top.
It will certainly be interesting to see how well he can run up against the entrenched political forces here who appoint gold stars without regard qualifications, educational experience or police ability. We sense another mass bloodletting similar to what happened when J-Fled arrived in town. We wonder if it will turn out any better this time, because it would be hard to see it turning out worse.

Garry McCarthy has received good reviews as both a boss and a street cop from Newark PD FOP Lodge 12 and numerous NYPD contacts. He worked the streets in hellholes in New York City's most violent boroughs: Brooklyn and the Bronx.

Personally, I'm delighted with Mayor-elect Emanuel's choice.

Don't let the stigma of "outsider" J-Fled poison your mind on "outsider" McCarthy.

"Clout" is so deeply entrenched within the CPD that we need an experienced "outsider" with COURAGE, HONOR and INTEGRITY to restore the PRIDE. I believe that McCarthy is well aware that rampant "CLOUT" is the most demoralizing factor in the CPD, indeed the most politically corrupt City of Chicago.

McCarthy's selection could mark the dawning of a new era for "the best and the brightest" members of the CPD in promotions and assignments.

I could be wrong. Let's wait and see.

The The National Police Research Platform survey that was sent out via department email is for some professor from either the U of I or the Univ. of Chicago.

This is not something that the department is doing. This is some federal grant that a professor got.

Just to let you know.

They fill these 'studies' with a bunch of nonsense questions, then throw a few zingers in there. They will use those answers to 'prove' some ridiculous notion. They will then say that these 'scientific results' were gleaned from actual Police Officers.

Unless they want to tell me what this is for, I will pass on these 'scientific' studies every time. The academic world is so far left, they cannot think right.

I will never respect that guy because of the incident with his daughter. Like he didn't make enough money to just pay the damn ticket.

I read on Thee Rant that his wife was driving the unmarked squad.

And yet, he suffered no consequences for his actions.

Well...Hmmmm...What does that really say about our own Personnel? Basically that in Rhaminator's Eyes, no one within our own Department can run this organization. I'll give this guy a chance. At least he's not being brought in to Clean House, but address crime issues and the low low low morale problem. Hopefully he cuts ties with the B/S Revs, corrupt politicians, and oh yea the Cook County States Attorney's Office who is under the impression that they actually oversea this Department. Maybe this won't be such a bad move. Let's see how it plays out.

The "broken window" theory no longer holds true in a city that is completely broken by corruption among the politicians who control lucrative municipal contracts and the constant promotion of clout heavy, no street experience exempts in the police department.

I am willing to be open minded about this appointment, but all I see is the continuation of smoke and mirrors to appease an ignorant electorate.

I also don't envision fair and equitable treatment toward those cops who try to do right thing. It is going to be more of the same reactionary response of punishing the whole rank and file as opposed to weeding out the few who should not be on this job.

Until I see otherwise, I will leave the aggressiveness to the young cops who think they can make a difference. I pray to God that I am wrong, because I have missed being the police, but I won't lose my job over it.

So, Mr. Superintendent McCarthy, ARE YOU GOING TO SUPPORT THE GUYS AND GALS IN BLUE OR WILL IT BE MORE OF THE SAME OLD BULLSHIT?

I am a proud member of CPD and I support McCarthy all the way!!! This guy has been the police before. He will do things that will piss all of us off. Every supt has since I've been on the job.

Williams would have been awful and Kirby worse than that. I know a huge group of POs wanted Wysinger. He will get his chance. The guy is only in his 40's. This will not be like Weiss.

I think of the three, he is the best choice. He has theresults to back it up. The blog has touted anybody but Kirby and Gene Williams as well. If he comes in and takes a couple of months to evaluate his command staff, and Emmanuel lets him RUN the police, we may be better off. Williams and Kirby would both be political puppets.

McCarthy is a good choice , remember when you take over , most of command staff never passed a promotional exam . Time to clean house and appoint some qualified
commanders . You will need more beat officers , before you hire , clean out the paper pushers that have more war stiries than street cops . Start dumping commanders that have way to many officers hiding in the office doing nothing .
Good luck if you get top job , most will welcome the change .

You have a stake in this city and you should want it to succeed . I hope it is McCarthy. The exempts of this department are all inbred and cannot move this department forward . It needs a breath of fresh air and new way of conducting business. McCarthy has been well liked and successful where ever he has gone.The department is not respected in national police circles. I have traveled in some of these circles the past few years. The detective division is laughed at, not for the quality of its detectives, but for the quality of its leaders and its reporting system.

Welcome to the Chicago police department. Your first act to restore morale that everybody talks about but does nothing for, should be to start promoting off the sgt list that has been up for four years but has only promoted less then 200 people who studied very hard for it. To break with every other supt, you should ignore the 30% merit and go right down the list according to score. If you did this, there are many of us that would go to war for such a leader that we have not seen on this dept in years. Godspeed friend.

New Jersey Police Official Attacks Cop Over Ticket
A top New York Police Department official appeals charges that stem from an attempt to get his daughter out of a parking ticket.

The New York Police Department Deputy Commissioner of Operations, Garry McCarthy, 47, will appear in a Hackensack, New Jersey courtroom today to appeal a disorderly conduct conviction that arose from an attempt to get his daughter out of a parking ticket. The charge stems from a February 18, 2005 shouting match with police at a Palisades Interstate Parkway rest stop in Englewood Cliffs, New Jersey.

"He believed the officers would show deference to him as a high-ranking officer and secure a dismissal of the parking violation," the prosecution's legal brief stated, as quoted in the Star-Ledger newspaper.

McCarthy and his wife had been traveling in a NYPD Ford Explorer while daughters Kyla, 18, and Kimberly, 15, followed in a Saturn sedan. At around 11:20pm the daughters separated from their parents to enter a rest stop and use the restroom. A pair of Parkway police officers, neither in uniform, noticed they Saturn had parked in a handicapped parking space. The officers issued a parking ticket.

Returning to their vehicle, Kyla McCarthy explained she suffered from ankle surgeries following an automobile accident. She had a valid handicapped ID badge on her personal vehicle, but the Saturn she had been driving at the time belonged to her mother. The New Jersey officers didn't accept the explanation, so she immediately called her father from a cell phone.

Garry McCarthy drove up in the police SUV, blocking the unmarked New Jersey police car. McCarthy described one of the New Jersey officer's response to him as a "profanity-laced tirade at the top of his lungs." The New Jersey officers accused McCarthy of the same, adding that they smelled alcohol on his breath. As a crowd watched, McCarthy was arrested and placed in handcuffs.

During a trial lasting several months, McCarthy's attorney questioned the credibility of one New Jersey officer, pointing to 24 civil complaints on his record. McCarthy and his wife were ultimately convicted of making "unreasonable noise" and each charged $230. Their appeal will be heard today.

McCarthy is now being considered for the police chief job in Newark, New Jersey.

Give this guy a chance, it will no doubt be better than the last three years. CPD has been completely oblivious to the potential for terror strikes here and this guy was near the top of NYPD which has been well prepared for the potential of terror strikes. I think Rahm really took this into consideration when he interviewed him, Chicago is a prime target with being the nation's "second city", being the hometown of the POTUS and have a Mayor of the Jewish faith. Secondly, McCarthy brings with him a culture that actually holds its command staff responsible for the performance of their districts/units. Rahm very much wants to break the stranglehold of the 11th and 19th wards on city politics and he is not really beholden to the west side reverends if he didn't pick Williams. We might actually see some shakeups that are good which would allow the mayor to pick someone from within the department the next time around. And I'm not saying that NYPD is better than CPD, but we could learn something from them just as they could learn something from us. As far as the ticket situation in NJ, most of our exempts have far more serious baggage than that unfortunately, it was shitty for him to get involved in that but at least it was for his family and not over a broad, a search warrant on a condo, lying on a resume, family ties to a corrupt alderman, a shithead son with a gun, security breaches to see a celebrity, threatening a boyfriend who is a subordinate and then beating a child, etc etc etc

Note to Gary McCarthy: Skip the bloodletting and politics; stick to "Riding in squad cars, with Officers". Build morale above all else. Order supervisors to "back the troops",(when they are in the right)as was done in the old days. Know that the CPD is steeped in tradition, and strive to maintain same. Rebuild this once proud law enforcement agency. You will enjoy riding on calls in a big city Police Dept!

Superintendent McCarthy , welcome to CPD , you 'll need to clean up cpd by replacing many of the command staff , most never passed a promotional test . Good move on bringing back 1st Deputy Superintendent , get rid of Captain rank , again most never passed a sgt or lt test .

My sister-in-law lives in N.Y. and her husband is NYPD. I went to NY back in 97 for the wedding and met McCarthy while I was there and he seemed like a real nice guy. I also have talked to my brother-in-law and his friends and they say nothing but nice things about this guy. I am just hopeing that the rev-runs & aldercreatures don't get to him. As long as he sticks to his guns we will see quite a few nice changes coming to the CPD.

I guess the police board and Emanuel's people didn't vet their guy very well... crime has been on the rise in Newark. Emanuel specifically stated that McCarthy is here to stop the summer violence.

That's why we got him in the first place. Pity is, that's how they have been promoting for years and years. Give a regular PO a chance for once and make the testing and promoting fair. It's not just gold stars either. Any promotions require sponsorship, and there is a lot of lost talent because of this unchangeable practice.. look what it gets you. Look at the fuck-ups that have embarrassed this department, most of the guys have all been clout

i have to play devil's advocate here. i cant play follow the leader and listen to all of the negative about him. i'm so tired of the "i heard..."

so i did a little homework of my own. this guy grew up in NYC, he is the son of a NYPD detective. he followed his father's and brother's footsteps to become the police. he has a third brother who is also the police.

let's not be too quick to convict this guy of JFled's failures. not even a fair comparison. is he an outsider?? yes....but he is the police.

I should have figured what the final "deal" was gonna be after I left St Jude yesterday morning. I found myself talking to "people" who would have known about where the "local" choice fared in this choice to take the Superintendent's job. Let's just say that certain folks apparently already knew what the final decision was and were already resigned to it. They were already preparing to get behind the "new guy" in the name of helping to bring the Department back to greatness. Problem is, if you are not personally in "The" command position to implement the necessary changes and take the proper decisions to make those changes, then all you can do is offer those suggestions and advice - especially when those offers are born of law enforcement experience over decades. All we as members of the organization can hope is that this time offers of sound advice will be accepted and seriously considered, rather than being rejected and shown the proverbial door. Our very existence as a viable and world-class law enforcement organization is at stake.

I want to add that if this choice of Rahm is indicative of what his tenure as Mayor is going to be, then the Department might do well to steel itself for a similar situation that we discovered with J-Fled. Why bring in another "outside" guy with baggage that has caused members of our own ranks to suffer discipline. Allowing someone with those kinds of issues, just out of the gate, to assume the top job sends the wrong message and does little to improve our image as an organization.
I heard something about this guy wanting to qualify as a sworn member in order to wear the uniform. How the hell do you do that exactly? Go through recruit training and the like? I doesn't pass the smell test to me. Either you're sworn here, or you're not. Rahm simply should have gone with one of our own who has proven integrity. Instead we are being saddled with another outside guy who walks in with problems. Not a good sign.

This is the end result of having merit promoted the entire upper echelon of the Chicago Police Department into their current positions. Clearly there was not one person that was capable of running things. Thus, Rahm was forced to go outside the department.

Very sad. Maybe this guy will actually promote qualified individuals to the exempt ranks, so that our next Superintendent can come from within.

And maybe monkeys will fly out of my butt!

Anyone else notice that most supervisors promoted meritoriously are shaky jakes or yes men? Most promoted by merit didn't deserve it, they had political connections, Rev. connections, bought their promotion, bosses buddy and etc. You have a bunch of people who are running around telling you what to do and think they are better than you and they can't even score high enough on a promotional exam to get promoted on their own. We are no better than the county, just a department full of political hacks!

Mayor-elect Rahm Emanuel today named as Chicago's new police superintendent Garry McCarthy, the Newark, N.J., police director who debuted innovative and controversial crime-fighting techniques during a long career in New York.

"Garry's experience spearheading innovation will bring new ideas to the Chicago Police Department," Emanuel said at a news conference. "Garry is ready to lead today. He knows how to lead a large police force."

Emanuel detailed McCarthy's history as a beat officer in New York City who rose to deputy commissioner. On Sept. 11, 2001, McCarthy "stood strong. We never doubted his courage or his commitment," Emanuel said.

Emanuel said McCarthy will restore the command structure, including selecting a number two in charge of the department.

The incoming mayor also announced the rest of his public safety team. Emanuel is keeping Richard Hoff as fire commissioner. The 33-year Fire Department veteran was appointed by Mayor Richard Daley nearly a year ago. He's a two-time winner of the department's top award for bravery and was the incident commander of the department's deployment to New York City after the Sept. 11 attacks.

Leading the city's 911 center will be Gary Schenkel. He's a former Marine who led federal security efforts at O'Hare International Airport and currently has been working at the U.S. Department of Homeland Security.

Felicia Davis will be deputy chief for public safety. She's a 10-year veteran of the Chicago Police Department.

No more disorderly conducts or false temporary plates. The new focus is taking ALL named offenders into custody for every single case report no matter what the crime.

DOn't you get it? The people who make these kinds of decisions 'see' only what they choose to. Remember when EB was demoted due to numerous sexual shennanighans, only to find himself re-promoted some months later, with Weis describing him as "a leader?"
Not that I think McCarthy is any worse than any of the other candidates bantered about in numerous news articles, but if you interfered in a ticket your groan child had received here and you were an exempt rank officer, don't you think that once it became exposed that you did, you would be DEMOTED at the very least? This crap here in Shitcago will never change, but I wish McCarthy the best.

But you've gotta ask yourself this: What kind of message does it send when Daley selects someone
who retired 8 YEARS AGO to take over the management of the CPD when Weis leaves? Most of Weis's 'inner circle' were placed there either by Daley or his ball warmer Masters. And now NONE OF THEM IS GOOD ENOUGH? And now, Emanuel selects an OUTSIDER

We should all get a "free pass" for an off-duty "freak-out". However, those free passes are usually doled out only to CPD exempt.

From here on, We (blue shirts) should also all get a "free pass" for:

family members involved in drug dealing in property we own

domestics when you threaten the signif other's job

domestic when you strike your kid and they call dcfs

not passing the firearms qualifications, but come to work anyway

oversee prayer sessions while on patrol

be heavily involved in a scandal when your subordinates are all going to fed prison

Amazingly, all those involved in the above were not demoted, only promoted...... I'm not sure how this guy is going to be....another do as I say, not as I do person??

As far as bringing in outside leadership, there's a famous quote that comes to mind.
"Those who don't learn are destined to repeat!" Dear, God, I hope it's not gonna happen again, but history seems to be against us on this.
As a young man on the job there's still so much I don't understand. I truly believe the greatest quality police officers have is the thankless of the job. In that way my CPD Family in Blue truly performs God's work when we chose to be selfless. These selfless acts routinely performed by my fellow POs fills me w/an immeasurable pride to part of "Our Family!"

At least this guy has a proven track record running large municipal departments. The same couldn't be said for JFRAUD.
I don't think you'll see quite the massive turnover in the upper echelon of the dept. but obviously some changes are inevitable.
Let's hope that he surrounds himself with quality individuals that he can rely on as he familiarizes himself with our dept. We all know JFRAUD dropped the ball with that aspect right from the get go. There are a lot of idiots in rank on this dept. and I'm hoping this guy is sharp enough to see right through a lot of their bullshit.

to get an idea of what this guy is like, on a cable channel, ifc i think, is a documentary series called "brick city" about newark, the mayor cory booker and this guy. from what ive seen how he does his job, and i know it may be for the camera, i like what i see. check out the show for yourselves. this guy does have a very high opinion of himself but he seems to have the chops to back it up. welcome sir

If true to his style at Newark and NYPD, McCarthy will remove incompetent exempts. Precincts in New York went through as many as 5 commanders a year when he was running Operations there. The test will be if an abject idiot like Carothers is left in place. If he is, it is business as usual. If McCarthy is given the ability to make decisions for the good of the Department and not a puppet of the machine, it won't take long to see. Stanley, Murphy, Brown, Welch...the list of brainless exempt paychecks goes on and on. Today they are afraid they might be sent packing. For the good of the City, I hope McCarthy proves their fears correct.

My only knowledge of McCarthy was from watching him on the show "Brick City", where he looked to be a pretty good cop.However , if he was frustrated by the politics in Newark, wait till he gets here and see how things work. The police realistically are only one third of the solution to what's going on here on our streets . I know you guys arrest a lot of bad guys on good arrests , but unless the State's attorneys office and the judges get on board , it's never going to get better .From what I saw on New York and Newark was that people knew they were going to be held accountable for their criminal acts , thats not happening here.When I first went to work at the court 21 years ago, we had an ex-cop Republican State's Attorney and there was a big difference in the quality and work ethic of the Asa's I watched in court.

McCarthy has said if he got the job, he would go through the academy to learn the Illinois law and how to be a cop in Chicago. I like that. I gave J-Fled a chance and he failed. I'll give McCarthy a chance also. I think he will do well as at least he was a cop.

"The strategy, called "hug-a-thug" by detractors because of the olive branch it extends to criminals, is based on a program called "Operation Ceasefire" that’s been used in Boston, Cincinnati and Chicago in an effort to reduce violent crime.

"Newark Police Director Garry McCarthy calls Ceasefire the next step in the evolution of policing because it’s proactive instead of reactive and involves the entire community. The program, he said, could improve the department’s strained relationship with residents by reducing "stop and frisk" tactics that sometimes make residents feel like the police are an "occupation force."

"This is community policing that doesn’t exist on any other level, where the community and the police are standing together, telling criminals to stop what they’re doing," McCarthy said. "There’s a whole thing here for a racial reconciliation, which there is no doubt this city needs."

McCarthy involved himself in another car stop. This one involved the arrest of a relative in Manhattan for drunken driving. When a cop on the midnight tour of the Manhattan North Task Force pulled the relative over, the relative telephoned McCarthy but the cop refused to speak to him. Instead, after consulting with his Sergeant and Lieutenant, the cop arrested the relative of McCarthy. McCarthy was not happy. He began calling the borough commander, Assistant Chief Raymond Diaz, to have the cop, Sergeant and Lieutenant transferred. Behind-the-scenes negotiations with a union trustee ultimately produced a back-door apology.

2 things about the ticket incident-New Jersey and NYPD are like Chicago and Wisconsin, so there is always bad blood on the west side of the Hudson to the NYPD. Secondly, throwing around the term "arrested" is silly-he got what would be called in Chicago an ANOV. Nothing any of us would get punished for either. Seems like everyone on here are typical CPD whinnig d-o-g-s ...always looking for something to complain about to justify them being useless. Good luck Boss!
