Bold Statement by Rahm

  • Mayor Rahm Emanuel says he’s confident the city has a plan to prevent any more mob attacks this weekend.

    Emanuel told reporters Friday morning he’s been talking about the issue, with Police Superintendent Garry McCarthy.

    "I'm confident. I've talked to Garry at both, as you know, in the morning yesterday (Thursday) and also I think around six o'clock. We were at an event together and we met for about 20 minutes to go over things,” Emanuel said. “But I'm confident in the public safety of our city regardless of what neighborhood you live in. And that we have a strategy of putting more resources, of putting police on the street which is where we need to put those resources. So I am confident as it relates not just to this weekend, but during the week and every weekend in every neighborhood."

Meanwhile, on the west side, five dead (see below).

And in case Rahm's bullshit isn't enough, G-Spot was quoted on Newsradio 780 last night, touting his effectiveness.

[Paraphrasing]..."we've made 34 (?) arrests of those involved in the flash mob attacks. We pretty much got everyone involved in custody".

Nubs and G-Spot want a gullible public to believe that the lion's share of the cancer has been eradicated in just a few days.

Rahm says he's confident the city has a plan to prevent any more mob attacks this weekend? What, pray tell, might that plan be, Rahm? I'll understand if you don't want to tip your hand and unveil the intricacies involved in culling Flashmobbers or blowing up MLDs, but I'm a pessimist by nature.

I believe your plan, undoubtedly fine-tuned in that "about 20 minutes to go over things", relies more upon the dramatic shift in the weather. Any copper worth his salt knows that "Heat" goes into suspended animation when the mercury dips below "tropical".

Once the temps resume their ascent "Heat" reappears, albeit groggily at first. Like reptiles that seek the warmth of the sun in order to attain full mobility, you can find this particular species perched on vehicle hoods, fire hydrants and mail boxes, "soaking up rays" until optimum operating temperature is attained.

There are many variables involved in being able to feel "confident in the public safety of our city regardless of what neighborhood you live in." Perhaps the most important variable is the number of patrolmen actually employed by CPD.

Would the small faction of the media that just finally experienced their balls drop with Daley's retirement care to do some number crunching? Maybe start with the budgeted amount of 13,500 vs. actual numbers making pension contributions. Then work in the number of recent retirees compared to hires for some more numbers fun. Then ask Tiny Dancer what exactly he meant when he muttered "1,000 'more' police officers" as his recurring campaign drivel.

Then let Nubs know that even if we had double the amount of budgeted officers, it wouldn't make a damn bit of difference. There's just too many factors beyond manpower responsible for the sorry state of affairs surrounding the CPD and law enforcement in general.

Smoke. Mirrors. Diversionary tactics. Lies. There's a literal smorgasbord of Sheeple Chow available, folks. Come and enjoy seconds, courtesy of your new mayor.

Rahm is correct about McCarthy stopping the shit on Michigan Avenue and the lakefront. The populance that lives there won't tolerate it and want the police to take action. The police officers working that area won't tolerate it and they are taking action. Michigan Avenue and the lakefront are the police department's Stalingrad. If we don't stop it in Streeterville, the city is lost.

On the other hand, the West and South sides are lost. And because of the worsening economic conditions, they can't be won.

I'm rooting for McCarthy. He's a mentally tough son-of-a-bitch. And he has a plan, where as the previous regime was beyond clueless. I think McCarthy will end up as one of our best superintendents, but he has a very weak supporting cast. There's going to be a shitload of changes at the exempt level.

OT, a cop asked where he could do some competitive shooting in the area. Well, you're going to have to drive some, but there are places all over that have matches. There is the NSPPL, a north suburban police league that has associate members, there are IDPA matches in McHenry, out by Aurora and I believe Oak Park Sportmens Club, but the club is out west, not in Oak Park. There are matches at local clubs in northeastern Indiana, I believe there is a South Suburban Police League, there is the IPA, I think Maxons has a shooting club, ITOA has training opportunities, the ISRA has a range with many activities at their range out towards Kankakee and last but not least, the Bristol Range, in Bristol Wisconsin.

You can check for IDPA, IPSC, SASS and USPSA via the web, there are many matches.

Once you check around, you'll find that there are more matches than you have time and money for. But they are all a bit of a drive from Chicago.

While I know that we all are rejoicing in the fact that numerous deficiencies are FINALLY coming to light in the arrogant way we've been treated by the Daley administration for the past two decades AND his cavalier attitude toward public safety, we had better not lose sight of what's REALLY important in this city.

Cheering on the loss of tourism and the many dollars it brings in, that helps to pay our salaries, may be fun in an 'I told you so' kind of way, but it certainly hurts ANY CHANCE that our pension funds will be replenished or ANY kind of raises will be discussed for our next contract.

And, while I realize that one tool we have to fight the mistreatment we've all felt in the past by Daley is to NOT produce revenue for the city via citations, auto tows etc, this is certainly counter-productive and really just creates an opportunity and a NEED to hire civilians to do the things that many of us have vowed not to do. While some of us may feel justified in not creating revenue for the city, this sure makes it easy for them to cry poor when it comes time to talk about pay increases.

Just something to think about... millions or billions of revenue or tourism dollars NOT going into Chicago's pockets means Rahm will look for other ways to balance the budget... like cutting into our pensions, maybe?

The Judges and the State Atty. or soft on crime.
The Press already begun to tell you about every arrest made downtown and that is the message the Mayor hopes the media will convey for the rest of the summer months. By gosh, then it sounds like they're actually doing something! The publicity will make everyone feel so much safer.
That's they're summer plan.
Now, let's focus on jobs and education, oh wait we don't have either.

Ryan went to jail after an entire family was killed by a trucker that shouldn't have been on the road. Ryan put him there.

Daley has put tens of thousands of illegals in this City that account for many deaths and a staggering amount of crime. ( I will always remember the 13 year old girl shot dead on a playground by a Nigerian 'student' arrested over 2 dozen times for violent crimes) I won't even get into the economic mess they cause, just the crime for now.

Why can't he go to jail as a little incentive to Emmanuel to end this "Sanctuary City" nonsense?

The Tribune editor explained on page 2 today that they only mention race if combined with other sufficiently identifying details. That may make some sense, yet the Breaking News story goes into great detail about the clothes (which can change in 2 minutes) yet doesn't mention the complexion and hair color. Back in the 70's the CPD had two pistol teams: gold and silver. They competed against each other and against some surburban police teams. I am long retired, but maybe some active guys/gals would be willing to start this again. The hardest part is getting a range to practice the a good deal on the ammo. A couple of the guys were reloaders so that saved us a lot of cash. At the time, Com Ed has a gun club range at 23rd and State ( yes, 23rd and State) that we used for no charge. It was a two story building just east of State. I am sure it no longer exist!! We had a lot of fun. But, I would be willing to bet you will get absolutely no support from the new superintendent.

OT - the Civic Committee wants to raise pension contributions.

Police Officers have 9 percent of their check deducted for our pension. How does that compare with other pension plans? Well according to the NY Times, New York state employees pay 3 percent of their pay for their pension and Governor Cuomo's reform bill seeks to raise that to 6 percent. So right now we are already paying 33 percent more than the reformers in New York are seeking. Also Social Security participants pay 4.2 percent of their pay, we are already paying double that into our retirement plan. Does the Civic Committee think we are not paying our fair share?

I am willing to give the Supt. 6 months to prove himself although so far he's made some very bad moves and continues to alienate the rank and file.
Outsiders must have no idea exactly what their walking into when they take jobs here in the city, county, or state. There is so much corruption, it must leave their heads spinning. I'm not saying I feel sorry for him, you accept this job, you accept everything that comes with it.

The sad part is that he has very few competent Exempts to help him out. Most have risen the ranks due to political clout and what you have left is an absolute shambles.

As far as manpower, we have been pointing out the shortages and clamoring for more hiring for years but instead, Daley used the money to fund his pet projects. The officers you have left out on the street are demoralized and burned out and who can blame us, in the midst of anarchy you still have attacks on police and fire pensions/benefits which I find fascinating. What they usually fail to mention is that we pay more into our pensions then teachers and others do, in some cases a lot more. Then of course there is the excessive force issues that arise anytime you put your hands on these honor students. The States Attorneys Office has successfully villianized the Police Department so much so that officers are hesitant to put their lively hoods on the line.

At this point I'm not sure what can be done with what we have to work with. Perhaps you start with a joint task force supplemented by Cook County, surrounding agencies and State Police we simply need more bodies, period. I wouldn't be surprised if we eventually have to call out the National Guard and institute a curfew. I know, I know it sounds somewhat ridiculous but lets wait and see how ridiculous a prediction it turns out to be.

These are Urban Terrorists and the rules dealing with them have got to change. How is it that their rights are equal to or more important to that of the average law abiding citizen?

Instead of getting rid of limited duty officers, utilize them to do actual police work. Have them monitoring pod cameras throughout the city along with pow's from callback. Use the hundreds of bodies you have at your disposal.

Sorry, I'm done ranting, I will take a wait and see attitude on the new Supt. The comment sections are filled with a mixed bag of comments but I also find some much needed wisdom as well. I hope all of you continue to post ideas for positive change because like I say, he's going to need all the help he can get. Not that he reads this "insignificant blog"

New Boss McCarthy has to eliminate captains or make lt out of grade pay pensionable . It's not fair as a lt we are respnsible for a watch 70 % of the time in some of the busiest districts and not compensated at retirement.
Captains should be reassigned to replace Area Commanders , MLAS ,ERPS , Crime Lab , Narcotics , Public Transportation , or assigned to Areas as Watch CXommander to supervise Lts in the districts.
Captains are 100 % political , most were merit sgt & lt and over 50% of lts didn't apply for the political appointed rank.

Just wanted to post a thank you again to the P.Os(sorry don't know your Bt.) who were working near Jackson and Michigan on 11Jun11 at 1900hrs. My 15 year old son was walking nearby to meet me at blues fest. While nearing Grant Park he observed 5-6 male/1 teens gathering, then chasing a male and female white down an alley. He said he told said beat car who immediately turned on lights and sped towards and down said alley. I don't know if you guys observed anything, found any victims or caused the group of offenders to scatter preventing two more victims from being robbed and beaten. No mention of where the magicians are coming up with these additional 150 beat officers. Anyone see anything official on this?

Rahm is working on city contracts to link teacher raises to student performance. The thinking is that the contract allows for anywhere between a 0 and 4% raise. Dramatic improvement let's them get 4% while a decline puts their raise at 0%.

There is now a push to link police raises to crime rates at the distrct/area level. High crime districts would get their full raise even if crime slightly rose, while low crime districts would not get the raise unless there was a dramatic decline. This would push more experienced officers to bid into high crime districts and motivate them to work once there. Best yet, the city loses no money because it forces police to earn raises the city would have otherwise just given.

The department is gearing up to get crime down by any means available. Big changes are coming in the next contract. The city is gearing up to get the next contact settled quickly. If the FOP fights them in arbitration, the city is gearing up to propose a 10% across the board pay cut.

Expect the next contract to be settled before this one expires. The big word is absolutely no more retro pay checks. Low interest rates and uncertain market conditions mean there is very little advantage for the city to hold that money while contract negotiations drag on. Besides, the city is looking for major work rule changes, including linking raises to crime rates, or else they will move forward with the pay cuts.

At the time, Com Ed has a gun club range at 23rd and State ( yes, 23rd and State) that we used for no charge. It was a two story building just east of State. I am sure it no longer exist!! 6/12/2011 10:05:00 AM

For those that want the city to hire 2000-- not going to happen. City lost 200,000 since last census. I realize many of them were mutts but all police departments are cutting back drastically-- LA- Phoenix- NY- just the way it is. As for the new guy-- same nonsense-- visit the reverends and hug Meeks ( like Cline) -- the new guy is fairly young and has aspirations.

CPD will be lucky to receive any pay raises in our next contract ,rumor is we'll have to give up some benefits like personal days , bfd's and duty availability will be only for police officers assigned to the 1st and 3rd watch , that does make sense and offices on medical will not receive duty availablity checks

Also, the 2% didn't cover the increase in medical insurance payments (coupled with the decrease in our dental); let alone the exorbitant costs of putting your kids through private school, food on the table (no LINK or free breakfast and lunch here), mortages/rent (no section 8 here), utility bills (no extra gov. help here), etc. Isn't it great that illegals are now eligible for college scholarships??? How much did your kid get?? I'm betting nothing or $1,000 unsubsidized gov loan. Not only that, illegals FROM OTHER STATES will be eligible for the scholarships as well as IN-STATE TUITION. Your U.S.born nephew or niece from Michigan who would like to attend the U of I are not eligible for this luxury.

Keep voting democratic in this fucked-up city, county and state and the leadership from politicians to superintendents will continue to suck.

I'm rooting for McCarthy. He's a mentally tough son-of-a-bitch. And he has a plan, where as the previous regime was beyond clueless. I think McCarthy will end up as one of our best superintendents, but he has a very weak supporting cast. There's going to be a shitload of changes at the exempt level.

if he sticks to accountability, i want to see who is the first commander to lose the spot, and if that happens then we know he means business. if it doesnt happen, then we know the revs are once again calling the shots.
