The plan began with a study of 911 calls, but expanded to include other information on crime trends. The plan would have shifted 300 patrol officers from 11 districts to the remaining 14 districts. In addition, the study found that those 11 districts could still stand to lose another 60 officers, Weis said.
In the past, patrol officers were reallocated based on “gut feelings” of their supervisors, Weis said. Chicago hasn’t conducted a comprehensive analysis of where patrol cops should be deployed in at least 30 years, he said.
Surprisingly, the study showed all of the districts on the Northwest Side needed more patrol officers, even though department statistics show two of them — Jefferson Park and Albany Park — are among the least violent ones in the city. Another low-crime district, Morgan Park on the Southwest Side, would have gotten more cops, too. They get a higher proportion of calls about property crimes such as burglary, which can take longer to process than calls about some violent crimes such as “shots fired” because many of those calls are bogus or can’t be substantiated, Weis said.
High-crime districts on the Far South Side and Southeast Side would have gained officers, as would Austin and Harrison on the West Side and Marquette on the Southwest Side. And every North Side district east of the Chicago River, including the Near North District that covers the Magnificent Mile, would lose patrol officers. Several high-crime districts on the South Side, including Englewood, would have lost cops, too.
Once again, this is just more proof that a serious look has to be given to redistricting - not only redistricting, but redistricting on a semi-regular basis, like every three years or so. Not the 30+ years it's been now.

Sorry guys but, J Fraud was correct. I have been assigned to two different Area 3 districts and have worked in 024, 023, 020, and 019. Those districts are DEAD!!!! I can remember going a week without a paper job on midnights in both districts I was assigned to (I would write at least one mover a day and be treated like a king. Lock somebody up and your fellow officers on the watch gave you the death stare).
I do realize these districts don't have close to the manpower they once had back in the 90's. That being said more officers could be shed. The reason MSF or TRU should have spared is to move guys to a slow district when needed. Having a slow district with a stack of do nothings is a waste of manpower. The 016th, 008th, and 022nd districts need more manpower. The amount of dope being hid on the east ends of 008 and 022 along with the south end of 016 is unfathomable.
Off Topic if the Daley security people who got dumped and the people from 35th who got dumped don't have to go to shit districts. The MSF/TRU people should get a wide open super bid after 90 days if the FOP don't help these officers can go to the National Labor Relations Board and file complaints against FOP.
Need to increase the numbers on the street? How about putting the detectives back in uniform too?

The Plan is to align district boundaries? Gee what a brainstorm. Less police & larger boundaries for certain districts. The appearance of less crime on paper, graphs, by CompStat.
They may as well create 5-10 more new districts to level out the stats. They tried a similar tactic years ago in at least 025, by adding 3 addition 'primary' beats so crime spikies werent so apparent in the sectors.

no the districts are not fine. 022 is way too big, 008 massive with almost 250,000(documented) residents and 004 is too big. you need to cut 022 off at ashland and 008 cut off at the tracks at knox. merge 021 into 002 and get rid of 013 and make that 012. from knox to harlem would now be 013th district and 008 would go from knox to bell and 022 would go from eggleston to ashland and 013 would be from ashland to pulaski.

You must work in 013 or 021.
It only makes sense closing both of those districts...
002 is without projects and is just way too small. Yes, it does have it's fair share of problems still. However, if you close 021 and put all or most of those officers into 002, you are able to efficiently man the deuce. Which has been understaffed for years.
Same with 013. 013 no longer has the projects and the violence. 012 is no longer has the crime it use to nor does 014. Expanding 012 and 014 and fully staffing both districts only makes sense to close 013. Especially since 012 is getting a brand new district.
You save money, building maintenance. All the while you get more officers into already understaffed districts.
Most people agree with this. Unless you work in one of the districts.

means merging the district geographically boundaries, increasing the beat boundaries and the amount of area (call volume) covered by beat cars.
Take one set of district personnel and spread them around the areas.
The gangs of the 013th district are a fraction of what they were 20 yrs ago.
The projects of 012 and 002 have been torn down... those districts are way too small for the crime that occurs in their boundaries.

Word has it that Victor is refusing to cooperate and lied to the FBI to coverup for members on the Chicago Police Board that he paid off to fix cases.
There are still two CPD officers on the job that paid Victor and were interviewed by the FBI. One is a Palestinian Female who has a very nebulous background on the job.
This is still an open matter and not concluded.

The Plan is to align district boundaries? Gee what a brainstorm. Less police & larger boundaries for certain districts. The appearance of less crime on paper, graphs, by CompStat.
They may as well create 5-10 more new districts to level out the stats. They tried a similar tactic years ago in at least 025, by adding 3 addition 'primary' beats so crime spikies werent so apparent in the sectors.
Perhaps more new beats are in the works.

Sorry guys but, J Fraud was correct. I have been assigned to two different Area 3 districts and have worked in 024, 023, 020, and 019. Those districts are DEAD!!!! I can remember going a week without a paper job on midnights in both districts I was assigned to (I would write at least one mover a day and be treated like a king. Lock somebody up and your fellow officers on the watch gave you the death stare). I do realize these districts don't have close to the manpower they once had back in the 90's. That being said more officers could be shed. The reason MSF or TRU should have spared is to move guys to a slow district when needed. Having a slow district with a stack of do nothings is a waste of manpower. The 016th, 008th, and 022nd districts need more manpower. The amount of dope being hid on the east ends of 008 and 022 along with the south end of 016 is unfathomable.
My dope days are over, I could care less. Unless someone ia getting hit in the head with a bat I'm not looking for shit.
Ah nope that will be YOU going to those districts because now my senority is going to take your car.

It is not mentioned in the post-- regarding the 911 call study--how the 911 calls were quantified. If it was just by number of calls--which it looks like since high VIOLENT crime areas were going to lose cops (counter-intuitive)--nice idea to start with but obviously very ignorant in study design. There have to be weights assigned to the different types of crime. As this blog has argued previously, all 911 calls are not created equal so they would not have equal weight in a study. "My son was just shot" does not have equal weight with "I locked myself out of my car." If there were no weights applied to the different types of crime in this study, then the study is useless. Bad study design = useless results.

You might have 2 less Commanders but te rest will still be there, they will just report to 002 or 012 or 014 or however it works out; the area still has to be patrolled and supervised. True also aout the buildings, both would probably go for a pretty penny..
012 and 013 can be merged together... the tact teams can then keep their fixed posts at the bars and clubs posing for chicks with their faux-hawks and tribal arm tattoos

If we could get Cuello to do the same and not fill those positions, one level of management would be gone.
You do not have to redraw the district boundaries, just redraw the beat boundaries. Bigger beats within the district mean few officers assigned. The beat boundaries were established years ago along the old telephone trunk lines. When you called the police from a a district the call went directly to the police dispatcher within the trunk lines of that district. That system is no longer needed, but redrawing district boundaries often is just too time consuming and confusing. The political fight would be tremendous with ethnic and racial groups competing. you would end up with police districts that look like the legislative districts and snake their way around the city. The answer is to get all sown personnel out on the street, hire qualified civilians to handle all administrative tasks and retrofit the station houses with bullet resistent glass desks to protect the desk workers who should be civilians.
On the other hand, not so dumb as to walk away with $310K for fucking up this place.

But, let's be truthful here, this is evidence that the decisioms made were based solely on political factors; the arguments made took into account not the public's best interests, but that of the political leadership. Didn't we just have those morale posters put around the stations about pride professionallism, earned not given and the like....you at the bottom read these words and behold our superiority at the top...what bullshit. How can you clear anything when you have about 15 minutes a day to devote to each case? How long do you think it takes to write up subpoenas, take them to 26/Cal, interview witnesses, write supps, and on and on and on? In the meantime, your old cases keep going, and you pile new ones on top every day.
BTW, I go out to lunch about once every two months. Otherwise it's lunch at my desk, and multi-tasking all day long. I'm not complaining--I just wish I had the time in the day to do my job well.
Shopping? I haven't shopped since I was in patrol. Patrol div you're tied to the radio--det div you're tied to cases and paper.
