Brilliant Idea!

Let's form a new Special Police Unit!
  • Ald. Tom Tunney (44th) on Wednesday proposed the city create a special police unit in the North Halsted Street entertainment district to address concerns about recent violence there.

    Tunney’s proposal follows a videotaped attack on a man Sunday night in the 3300 block of North Halsted in the Lake View neighborhood’s Boystown section — the center of the city’s lesbian, gay, bisexual and transgender community.

    The video shows about 10 young men kicking and punching a 25-year-old man who was stabbed in the melee. No one is in custody in the attack. Police don’t believe the incident was a hate crime.

Is this guy paying attention? J-Fled stripped the districts to the bone populating an endless parade of redundant units. G-Mac just spent the first 60 days disbanding any unit he could find to put cops back in the Patrol Division in a last ditch effort to maintain control during the hot summer months. We're still expecting the Detectives to be ordered back into uniform at some point should July and August prove to be exceptionally bloody.

And now Tunney wants a "special unit" formed? This guy hasn't been paying attention at all.

Notice Tunney spoke about the number of police on Michigan Avenue, etc., but he didn't dare tread on the south & west side districts that recently received a large influx of officers courtesy of MSF & TRU.

The 023rd district has been decimated. The manpower has been crushed for a long time now. We have no one working and there are very few young coppers in 023. The only bodies we get are old timers. About 6 years ago there were 250 patrolmen in 023, now there may be 180 tops! 35th street could care less about 023.

That move was done as part of the lies errr, I mean smokescreen of RHAM putting the 650 officers he promised in his campaign on the streets. At his little press conference...the first 30 days in office....he had an easel behind him with 2 checklists on poster board. One of the items he had checked of was "Putting an additional 500 officers on the street.". That move had nothing to do with maintaining control of the streets.

So an alderman finally backs up beat cops and talks honestly to the media and goes on the record about the CPD being down 3000-4000 officers and you go after him?

He wants enough police officers sent back from the ghetto to his ward to keep people who actually pay taxes safe from the marauding youths from the hood and you mock him?

He wants the same kind of police coverage that the fat cats on Rush and Division streets have and you ridicule him?

There are barely enough officers in 023 on mids to man all of the beat cars, much less pay any special attention to hot spots. He's saying I don't care where you find the bodies, find them.

Perhaps you should take the time to read his whole statement. In case you can't find it, heres's the part of his statement that talks about police resources.

I, for one, am happy an alderman is calling out the police brass about how undermanned we are.

I firmly believe that because we are an entertainment destination, it is important that the police districts serving the 44th Ward have the number of officers assigned to them appropriate to the influx of people we see daily and nightly and not just be geared to the number of residents.

It is unrealistic to expect beat officers to cover areas where there are high concentrations of entertainment and hospitality venues. That is why I have proposed an "entertainment detail" be formed to assist the beat officers.

Unfortunately, at the same time that we’ve seen the number of people drawn to our neighborhoods increase dramatically, because of budgetary constraints and hundreds of retirements in each of the last few years, the number of Chicago police officers on the street citywide is estimated to have perhaps fallen by 3-4,000 officers. That’s not acceptable, but it’s the budgetary reality for all Chicagoans at this time.

I have requested that the 19th and 23rd Districts provide me up-to-date information on exactly how many officers are on the street from 10 pm to 6 am every day of the week.

If the number of officers appears to be insufficient, I want you to know that I will ask the command staff of the Chicago Police Department to do anything possible to get more officers on the street during the later hours.

Taxpayers demand fiscal responsibility. Get that aldermanic axe swinging. And while you're at it any city employee or ex-city employee who want bodyguards with a car the going rate is .55 cents a mile and $75.00 per hour for each officer.
Taxpayers will settle for nothing less. I know you all can here me!!!!!!!

The crowd was huge and emotional.

I was waiting for the tar and feathers to be brought out and that was only halfway thru part one of six.

Between the Wrigleyville bars and the boystown bars I think half of the on duty patrol officers in TWO districts are deployed on weekend nights there.

Lack of manpower is only an issue for the rest of the districts during those Mardi Gras like hours.

The nightlife owners in Boystown need to up their security and coordinate better with the PD. More cops need to be on bikes and out of cars because it's too crowded to travel quickly in cars there and all the negative activity is happening within a relatively small area anyway.

Here's a good paragraph:

"The real problem is cultural, mixed with high crime rates and a lack of respect for others among a rising number young people from inner cities. As in what's been happening on North Michigan Avenue. Or last year's Taste of Chicago problems."

I do disagree with Hinz on one thing. Most of the trouble causing youth are gay. He had their race correct, but their sexual identity wrong. Unless your typical urban banger is now wearing makeup and capri pants I'm fairly sure I'm right on that point.

Did he try out for SWAT? If so how did he score/rank? I think the swat test for PO's was probably the fairest test I've ever taken on this job. If he did try out and didn't make it I would question if he was in fact a navy seal. Most guys in SF don't go around telling everybody what they did in the military. They usually allow their actions to speak for themselves.

Channel 2 reported that Ald Tunney requested a listing of how many district officers are working each shift. I'd like to hear what hdqs is going to tell him.

They also showed clips of the community meeting. I liked hearing the community demand to know why cpd is reporting this as an isolated incident when the whole neighborhood is aware of numerous violent incidents.

Sadly I would hate to be the supervisor at that meeting who hadto answer that question. Hope the community knows it isn't us, its only exempt, superintendent and the mayor who lies about crime in Chicago.

How about we just charge the offenders with Agg. Bat. for the knifing and the rest with mob action? Why a special unit?

It's like more gun control laws. If you do not penalize people for the ones on the book now what good are new ones.

Just another interest of a special interest group saying they deserve special treatment.

Funny, shootings and stabbings happen daily in some districts, but 3 stabbings in 3 weeks means they're more deserving than other residents for special treatment.

Here’s the problem, there were officers trying to clean up Halsted, but the community groups in the area started to cry, complain, and beef to IPRA that the big bad police were picking on the homeless teens in the community. Maybe you should back the police and not take the side of transgender junkie prostitutes, drug dealers, and petty criminals.

Now the heat placed on Halsted and the police will be the bad guys again. I say fuck you and deal with the problem that YOU created yourselves.

I don't see where this guys is wrong. All he is calling for is manpower in 019 and 023 be brought up to where it used to be, especially on midnights. Several years ago 023 had 2 foot men and sometimes an additional 2 PAPVs to patrol the entertainment zones. Now they barely field all 9 beat cars and the wagon. I don't think he's calling for a seperate unit as much as having enough resources in those districts to assign a "detail" to cover the bar and restaurant areas so the beat cars are free to do their jobs. If his bitching gets some cops hired, I'll back his comments.

When i came on the job, and man oh man, that was a few years ago. The Prairie ave and Wabash districts still had blocks and blocks of bars and clubs. Each district had what they called " umbrella cars" whose only job was to patrol and check on those bars and clubs. It kept things down a lot. However, back then people had respect for the police. It does not seem so today.

Why not? The wimpy 014th district has had its Wicker Park bar detail for almost ten years now. Given to the district when little Maria was the Commander and they had a rapist running around. The detail is a joke. They pluck two officers from 025, 015, and 017 to help staff it. Might not sound like a lot of manpower being wasted, but it's the point that 014 should be able to clean up their own back yard without this stupid detail being in existence.

When the high bacteria count invades your neighborhood you can't hold anyone accountable for an act of nature right -- the politicians gotta love that -- so see how well that name works.

Wolf packs sounds so mean and hateful I'm a bit surprised that no-one has been charged for using that term.

On the other hand border collies sound playful and fun...and we all like fun..how can you be against fun...and nature.

So the next time you get a call for high bacteria counts at the Walgreens turn loose the border collies and watch them work the herd keeping the high bacteria counts in check. Heh..try and outrun them go ahead try.

Trust me, this alderman does not have the back of the police. He's the first one to arrogantly say, "Don't you know who I am?"
(Had to laugh when one of my guys said, "No, and I don't care".

Please note, Tunney did NOT advocate for more police and simply noted we are short.

He said he wants more in the
'entertainment district' at specific times. In other words, he thinks only 'his' people are deserving of police protection and he doesn't care who else gets deprived of protection as long as he gets what he's demanding.

It's easy. I am assigned in the ghetto. I like to lock up people that need to be locked up. Pay me time and a half on my days off, and I will gladly work in places like that. It'd be nice to occasionally interact with people that work and pay taxes.

IN RESPONSE: he never backed us up before this.....was he marching with us when daley was around? was he speaking up about patrol numbers back then?

if this video didn't exist....then the attention wouldn't exist either.....and now he is on the hot seat.....and now he wants more police!!!!!!!

Tunney is a company man. He's afraid his businesses of over priced cinnabons will suffer. Now! He cares whats going on, as alderman he has allowed for the police department to be decimated. Halsted has been at the throws of thuggery for over 4years. It use to be multiple bands of youths, for decades, that hung around, hustled, panhandled, were involved in occasional thefts and at times fought each other. But that has changed. Tunney, with his nose so far up in the air, allowed Daley to downsize the lowly police force, not once had we heard tunney call for more hires, never! Now he wants this new detail. He finally let the kitty cat out of the bag, by stating the cpd is short about 3000 p/os. He did not say that he is going to propose the city hire more police. His statement implied the redistribution of police resources, again. Tunneys ward makes a shit load of money, for the business owners and the city. The powers that be could hold rahmmys feet to the fire, but they wont. They look at police officers not as valued members of their community, but as serfs and commoners. Many an officer loved to patrol the district, its a great community. Its to bad the politics and the politicians are so full of it and have to wait for hell to break loose, before they start to listen. Hopefully its not to late. that community took almost 30 years to become what it is, it would be a shame if it got bad again under tunneys watch.

The politics of policing is an odd thing, Mr. Anonymous. Coppers get tired of being pawns in the eyes of politicians. Jody Weis stripped North side districts of manpower in an effort to provide extra service to the ghetto dwellers in the form of special 'response units' and 'mobile forces'. When there was insufficient outcry from the taxpaying citizens, EVEN MORE officers were diverted away.

Enter Rahm Emanual and his campaign lie... I mean pledge, to put 1000 more officers on the street. Four hundred fifty some officers working in the ghetto had their unit of assignment changed, but CONTINUED PATROLLING WHERE THEY HAD ALREADY BEEN PATROLLING, namely NOT on the North side.

We police officers saw this coming. There was no other way for this to play out:

More cops = less crime.

Less cops = more crime, (though, interestingly, if there are less officers to take criminal reports then there will be fewer REPORTED crimes).

So now, after YEARS of Daley letting the police manpower dwindle to DANGEROUSLY LOW levels with nary a peep out of the City Council, NOW we are having a rude awakening and everybody wants 'special police units'.

So, Mr. Anonymous, are we "going after him [Alderman Tunney]"?
Are we "mocking him"?
Are we "ridiculing him"? You bet we are, because he is one of the 50Aldermen who allowed this situation to develop to begin with!

Well if 018 continues to have their creepy crew on the Entertainment detail one is definetly needed in 023. Every night 023 mids cannot man multiple beat cars or a wagon. There is probably 10-12 officers on the street ,tops. Yet , this bozo commander continues to stash people inside on ghost assignments and foot posts. Also, the rapid response cars on afternoons get out so early because the 3rd watch Captain doesn't like the Midnight bosses. Commander KB has no management skills or decision making ability. Her incompentance has finally been exploited. Get us some help before one of us on mids gets seriously hurt.

The media still reports a police force of 13,000+ strong. They continue to quote a budgeted strength to the public when the actual number of police employed is several thousand less. Faulty reporting at best, and indicitive of a lack of talent of those employed to report issues these days. The news would have a great story if they reported on budgeted strength compared to actual officers, and the huge amount of money that is in between those two numbers. As far as Funny-Tunney, he is demonstrating a detachment to his ward. This subject is serious and he is telling everyone he does not know anything about very important issues affecting his voting block or the city in general. Sleep sheep, good luck Chicago

If he did try out and didn't make it I would question if he was in fact a navy seal. Most guys in SF don't go around telling everybody what they did in the military. They usually allow their actions to speak for themselves.

If your friend didn't make it it is because he obviously didn't pass some part of it. Whether or not he wishes to discuss it is his decision. Many, many people fail the SWAT testing. Maybe he isn' really a SEAL, or maybe he didn't even really try out, but that doesn't really matter.

I wandered right through that mess minutes before the stabbing and about a half a block away, and the sidewalks were packed with almost all black and primarily gay males with their female friends, the majority of whom looked underage and who were loitering and cat-calling, I felt my spidey senses and got the hell out of there. I'm not gonna comment on deployment of cops in this district vs. S&W sides, but since Pride, its getting really bad and really hard to give yourself physical space away from a potentially dangerous "gang" when there are so many of them concentrated in such a small area....curfew enforcement?

The Center on Halsted must address their role in this.

SAD reality, this District has gone from 250 officers in a few years to about 180. The real SAD reality is that every District has gone through the same transformation. Really SAD REALITY......WE ARE NOT HIRING ENOUGH COPS TO KEEP UP WITH DEMAND!

FYI: This area rakes in the LARGEST amount from "liquor sale" taxes in the ENTIRE city,YES, more than Rush street, and way more than North avenue).

The days of using a phone call to get to SWAT are over. The last two tryouts (POs & Sgts) were legit processes. Phone calls were attempted and failed. Candidates sank or swam on their scores alone.

There's no pay bump for SWAT. You have to come out of pocket for a lot of equipment. You have to be flexible in terms of your schedule as it changes frequently.

On the bright side, there are standards and it is legit.

I think I know why trouble of a certian element is hitting neighborhoods like 18 & 23.

With the projects gone, many of those model citizens who once lived in the projects have been spread-out and put in to rentals and condos throughout Chicagoland.

Lately in my condo building in 18, one of the few relatively modestly priced buildings left in 18, about $170-180K for a 750 sq. ft. 1 bd. rm.,, $500/mth assesment and $3,000/yr. in taxes, I have noticed some people wearin gangbanger shiek in the elevators and pool area.

The rentals on a 1 BRs in the bldg go for about $1,200/mth.

Here's the thing. I just learned, there was a CHA person here checking on some of the subsidized housing residents in the building. I was shocked. They are putting some of these people in the Gold Coast?? Did I mention these Sec. 8 tennants don't have JOBS?

Look, for the Liberals out there, I'm not opposed to giving someone a hand up. But in the real world, when these people, and by these people, I mean tattooed on the neck; pants down to the half of their ass; moving-in and pimping the white chick in to the studio next to you, well those people in the real world eventually take OVER your building and you pay them to do it cause you're paying your way and theirs in the taxes you pay.

Move 'em next to you and you'll know the drill.

I suspect the homies still in the hood come in 18, 23 and other neighbrhoods and hang out with the subsidized section 8's dotted throughout the city living in the subsidized relatively high rent housing.

Like that lady said during the election, "I want some Obama money".

Well, Obama is showing them the taxpayers money and I just outlined one of the ways.

Oh and these absentee landlord owners? A lot of them will rent to anybody because they are behind on mortgage paymens to the bank for the multiple of units they bought for that big Real Estate ride in to the sky ( which the taxpayer is also making up the slack) plus a whole shitload of these owners are claiming Senior and Homestead exemptions without even living in the fucking units.

Working Chicago taxpayers are getting HOSED.

I was at the meeting and the guy who yelled at Tunney came up and apologized after. I heard Tunney tell him that the kids aren't even allowed up there for some reason. BTW, one of us went up and kicked the people out, not Tunney. He didn't care Big Mama Boehmer did.

Mr MSF Stop your crying, all you guys from TRU and MSF did it to yourself! You guys worked 10 hr shifts, an hour was wasted with roll call and playing grab ass, then your two hour lunches, then you go make a one bag arrest and 6 officers go in with it! You might of spent 4-5 hours on patrol so don't tell me your the real police kid! You need to spend some time in the beat car and learn this job. I think it was great both Units were detailed to Districts, the new Supt should allow 50 officer, top producing Officers from both MSF and TRU become one unit that can be sent out and saturate areas but there was way too much dead weight in both those units

This is why I made sure the condo building I moved into was 100% OWNER OCCUPIED. Owners are strictlt prohibited from renting their unit out Every resident has something invested in the welfare of the building. As opposed to some section 8'er, who doesn't give a shit. Our building is virtually free of crime. Everybody knows everybody else, and their regular visitors. It's a very secure building with a roving security patrol. Non residence can't get in unless buzzed in by a resident, after being seen on tv screen. Couple of years ago, a woman bought a unit here. She brought an "unsavory" element with...loud, music, walking the halls all times of night, and a violent domestic episode with her ghetto boyfriend. Long story short, she was asked to leave and the the association purchased her unit. Ghetto shit is strictly prohibited here! Should you do another condo move, I strongly suggest a 100% owner occupied building.

Before an "entertainment team" is formed one must look at the current use or rather misuse of department resources in the 23rd Dsitrict. The problem on halsted St. usually results from a "brewing" of thuggery, in other words, it builds up during the early evening and climaxes( no pun intended) in the late/early morning hours. Back now to look at the current utilization of the current resources that are on hand. First off, the 30 Sector in 023 is where Boystown lies, with a small stretch into the 20 Sector. Every single tour on 3rd Watch the 30 Sector cars are sent to Uptown in the 10 Sector to participate in "Missions" created by Capt. TJL. Between 5-7 Mission a Day are run on 3rd Watch with the cars held down on these mission. Every day a 30 sector car is on these Mission which means that for most of the tour 1/3 and sometimes 2/3 of the 30 Sector are unmanned by beat cars allowing this manifestation of lawlessness and street thuggery to manifest itself untill full culmination of criminal acts. Also there is an officer assigned to a foot post in the area between Halsted/Clark/Addison every day on 3rd Watch, but this officer really works the Desk. These lineup sheets are sent downtown listing the officer as a foot post when in reality he/she works the desk (Is this a Rule 14? False Official Report). I wonder what Capt TJL would tell Ald. Tunney about this foot post? HHHMMMMM????.......... Secondly there are TOOOO many officers assigned to the front office and CAPS office. Do we really need a "quality of life car" on 3rd Watch that starts at 1200 hrs and ends whenever the officer feels like it. So we have the 30 Sector not only down beat cars while working Missions in Uptown, there are no Sergeants working that Sector either. The 30 Sector in 023 gets the LEAST AMOUNT OF POLICE SERVICE IN THE DISTRICT!!!!! Go ahead Ald. Tunney look at the lineup sheets for 3rd Watch, its all right there. Furthermore the Capt. on 3rd Watch has driven out all the old timers with his micro-management of everything that occurs on 3rd Watch. One just has to ask why no Lieutenant has submitted a Bid for the 3rd Watch Lt.s opening. This speaks volumes as to the ineptness of leadership by Capt. TJL on the 3rd watch in 023. So to sum it up, too many Missions with 30 sector cars in Uptown leaving 30 Sector virtually with no police coverage, no sergeants assigned to 30 sector, quality of life car that goes home by 1900 hrs everyday, a false foot post made by the WC all the while this officer works the desk, the Lt's who will NOT bid for the 3rd Watch, and loos of veteran officers. It all starts with leadership, well, WE DONT HAVE IT HERE.

023 has a bike unit also that can change hours and do a mission or two on Halsted. Instead of the sgt and that team leaving after capt TL leaves, they should stay the tour and do some real work. Some of us just had our hours changed, how about them? Mismanagement at its finest.
