- Word is that the Supt. once again jumped all over Carrothers about crime in 007 at yesterday's ComStat meeting, and even informed other Exempts in attendance that Carrothers was an example of "how NOT to be a leader."
How bad was it?

At the first Compstat meeting 007 District Commander Carothers was a mess. He couldn't put a sentence together to save his life, and he didn't have the basic info about homicides that commanders were told to bring. However that was the first meeting for everyone under the new Supe, and it was understood that it would serve as an example and everyone gets a next chance.
At Thursday's Compstat meeting Carothers was asked the EXACT SAME QUESTIONS as the first meeting. He was COMPLETELY UNPREPARED. When an LT tried to bail him out McCarthy screemed that Carothers needed to answer himself. When he couldn't he WALKED OUT. The Deputy Chief ran out after him. McCarthy screamed at DTEB to go get both of them. If Carothers doesn't get returned to his "merit"-lieutenant rank by Monday, it is official-business as usual, and any exempt changes will lack any moral authority.
Well, when you've been "merit" promoted your entire career, and your last promotion was a reward for your brother keeping his mouth shut at trial after wearing a wire at the City Council for months, it's probably safe to say you really have no leadership skills.
In any event, expect exempt movement shortly. And based on the above narrative, someone is already on the chopping block. Will Rahm permit the axe to fall?

Is it true that a 20th district commander drove her personal vehicle through crime tape in Rogers park? This occurred after a police shooting. That is very unusual.
I got this from a boss who was there. He said Carothers didn't even know how many people were assigned to his district. Not even a ballpark figure. No clue.

Met him years ago when he was a sergeant in personnel. My impression of him was, what a dumbfuck! Than, I found out his brother was alderman..and I was like "okay this mystery of how he made SGT way beyond his ablility is solved." One bite of the merit apple, okay..But, all then other promotions he had should be an insult to all the rank and file officers on this job! Just seeing this goof and others undeserving of such a position of leadership leaves a bad taste of bile in my mouth!

Not to defend the selection of Carothers as 007th Dist. Cmdr., but it won't make a damn bit of difference who is selected to head up that District. Nothing short of a selected airstrikes headed up by drones will turn that area around. As far as Carothers making himself appear to be stupid and unprepared for those ridiculous ComStat meetings, well, that's on him.
But I know people from CPD who had traveled to NYC to observe the ComStat meetings when McStupid was still working there, and they said that the NYPD used those meetings to intimidate and spread fear throughout the command staff of the NYPD, even demoting several commanders after those meetings. If McStupid's ComStat meetings are only going to do that as their main purpose, better to drop them all together.
Carothers and DTEB would be a great start for McDummy to start the cuts!

Why would anyone be surprised that the Commander of 020 would drive through crime scene tape? It's not her fault. Lucy has never seen crime scene tape in her entire career. Most of her arrests if not all involved "holding one at (insert a Michigan Ave store)". That's the closest she's ever been to a criminal. So don't be so hard on her. She didn't know it was crime scene tape. She probably thought it was some kind of party decoration.
Chicago Loyalty. Yeah, that makes sense. It's worked so far, right? Showing loyalty to a guy like Carothers is the right thing to do. And as long as your at it, why not show some loyalty to DTEB, Masters, Weis and all the other nitwits that have had a role in destroying this once great Police Department. Goofball!

Former Chicago Police Superintendent Jody Weis has a new job.
The Chicago Crime Commission announced today that Weis is taking a position as the group's new deputy director. Weis is slated to appear at a news conference Wednesday to discuss his new role.
Weis is a former FBI agent who took over as Chicago's top cop in 2008. He resigned earlier this year when his contract came to an end.

old commander of 13 JM went to special functions because she would of been grilled in a meeting like this. In her new unit she does not need to know anything. They did her a favor. She is a good example of Merit at it's worst.
I don't think any of the politics is going to change, unless it's through the natural progression of clout.
Mayor daley III, has shown where he's coming from. He recently appointed, (rewarded), two dozen "supporters", to boards/posts.
Among them are the lawyer who worked to keep him on the ballet, the former Cook County Assessor, a former alderperson, and a son, (how many members of his family are on the dole?), of House Speaker Michael Madigan.
He also reappointed Demetrius Carne, the current president of the Police board.
Seems no matter how much things change, they remain the same!!!!
He will be dumped as a message to ALL local politicians that loyalty to Daley, as shown by Ike Carrothers, means nothing. Ike performed the supreme sacrifice by tipping Daley and others that he was wired by the "G".
The Mayor told the Superintendent to do this, period. If they wanted, they can make anybody look like an asshole at these meetings.
The clock started fresh on 15 May for all of these guys...and their clouts.

For one, I highly doubt that McCarthy was " screaming". He might have been raising his voice and upset, but not screaming. If the reports are true, then the commander of 007 is not doing his job. I spent a lot of time in the military and attended a lot of command briefings. The unit commander was expected to know everything about his unit, from what the manpower is to the amount of weapons to their training status to the status of equipment and everything that occured in his area of responsibility, often relying on intelligence reports. NOT knowing these things speaks volumes on the redieness and involvement of the commander. And, lastly, COMSTAT worked to reduce serious crime in some of the worst areas of NY, broken windows works. It will work in Englewood, if the political powers let it happen.
I agree with the earlier post, maybe Carothers was unprepared because of Welch?? Mislead maybe? Anyway One thing I do know is Welch doesn't give a rats ass about Area 1 districts. He just wants to make Himself look good and screw his Commanders. Bring back JP or promote Kup from 008. Just sayin...

Anyone one of us who worked in the private sector before this job should have some, although minor experience, when the "Boss" comes to visit. Usually there is advanced notice and you should try to anticipate what they are looking for. Without attending this meeting, I assume McCarthy wanted to know:
How many Officers work in the District?
How many are assigned to each Watch?
How many cars are up on average?
How many Homicides happend in (insert time frame)?
How many have been cleared?
How may Agg Batt handguns have occurred in (insert time frame)?
Are there any covert operations currently going on?
What measures (if any) are you taking to try and reduce these numbers (insert bullshit here).
And these are just a few I can think of
"When society makes war on your police you should be prepared to make friends with your criminals."
Unfortunately some good people are going to get seriously hurt before the outcry to demand aggressive police action becomes deafening.
Thank god the police did not show up till the mob dispersed because if they had sprayed OC, Tased, or clubbed any of these mutts the video would suddenly be about police brutality.

I live in 022 and have no problem with a black commander as long as he finally does something instead of spending his time covering up crime. There are a few good police in 022, but overall the district's police performance is the worst in the city. Nice guy bosses who everyone loves have done nothing for the quality of life in 022.

This is even done in the military, we just don't call it Comstat. Been in plenty of meetings with LtCol, Col and Generals where when questions are asked and butts get chewed for not having the answers. If you can't handle the responsibility then people get dumped.
Division Commanders who just arrive dump individuals for not performing all the time. About time some holds bosses accountable for the postion they hold within CPD . These bosses are responsible for the Officers in their Districts and their well-being. Time to earn your pay.

4:27am. Get some sleep....lol... Compstat meetings are an outdated form of LE, borrowed from the NYPD. Leave it up to chicago to once again be the second city and not develope a more current and compatible LE system, that can be used as model for other cities. The 23rd dist has been up for grabs for awhile. Those fools on midnights were the exception to the rule. The community can blame themselves for whats happening. Their wimpy, useless alderman not calling for more police hires, a potential civil right violation at every turn, remember the bs the dui officer had to go through, not enough police to cover such a busy district, because there are more secretaries and caps personnel,working days, then any other district. Rumor has it, its the w/c on the 3rd watch that really runs the district, but he's alledgely homophobic, not a good thing to be in "boystown". Since when did P/O's start working for the Dept. Of Revenue. Discretion is one of our "policing" tools. Maybe that p/o in the 20th district had a good reason for allowing that parking situation to happen.

Biggest surprise of the summer, so far, three nights working the taste, one a fireworks night and working downtown on the 4th. Thought it would have been a nightmare, Wrong!!! McCarthy's entire reason for being here is his management style. At the NYPD and Newark if you didn't show up with the answers to the questions you knew were coming, you were returned to your civil service rank. I live in 022 and have no problem with a black commander as long as he finally does something instead of spending his time covering up crime. There are a few good police in 022, but overall the district's police performance is the worst in the city. Nice guy bosses who everyone loves have done nothing for the quality of life in 022.

For one, I highly doubt that McCarthy was " screaming". He might have been raising his voice and upset, but not screaming. If the reports are true, then the commander of 007 is not doing his job. I spent a lot of time in the military and attended a lot of command briefings. The unit commander was expected to know everything about his unit, from what the manpower is to the amount of weapons to their training status to the status of equipment and everything that occured in his area of responsibility, often relying on intelligence reports. NOT knowing these things speaks volumes on the redieness and involvement of the commander. And, lastly, COMSTAT worked to reduce serious crime in some of the worst areas of NY, broken windows works. It will work in Englewood, if the political powers let it happen.

Why would anyone be surprised that the Commander of 020 would drive through crime scene tape? It's not her fault. Lucy has never seen crime scene tape in her entire career. Most of her arrests if not all involved "holding one at (insert a Michigan Ave store)". That's the closest she's ever been to a criminal. So don't be so hard on her. She didn't know it was crime scene tape. She probably thought it was some kind of party decoration.

Worked in 008 tonite, 2 shot in the area of 72nd an artesian, large crowd out there. The need for more p.o's, in a very busy district (zone6), even the dispatcher(m.t.), who's excellent, was overwhelmed. Anyway, not enough 008 cars due to other b.s. Thx to 007 guys, they showed up to show more force. Was nice to say. 008 copper.

Per FOP O'Neill states that police officers MUST have an FOID card regardless of the state law.
SO, the department can SAY you are a mental, strip you, then the State Police will void your FOID card. This will then put you in a "no pay status".

Hey! No knocking Moy Moy. Upon her meritorious appointment to detective she arrived at Area 4 filled with stories about the fighting 018 and how she "ran" Cabrini. She was an outstanding meritorious detective with accomplishments so great that in the history of Area 4 she was our one and only CAPS detective. A job she excelled at so well they were afraid to embarrass anyone else by attempting to replace her after her meritorious promotion to sergeant. A few periods of outstanding work in 012 before logging time at Management & Labor Affairs while waiting for the meritorious appointment to lieutenant. Upon her richly deserved meritorious promotion to lieutenant she then spent a few periods in 021 before returning to Management & Labor Affairs while she awaited her gold braid pension. An exempt pension earned with achievement and hard work. Moy Moy is a real example of the finest combination of tough policing and accomplished leadership. She is further proof that it is all legit.

I worked for a Sgt. in A/4 Violent Crimes who knew about every homicide in the area, both open and closed. He was a real sharp guy.

Sgt in 019 ran Intel Command in DC as a COL. PO in 023 Ltc with TS made coffee in Pentagon but dumped from CPD intel. PO Navy Seal in 024 but not on SWAT. PO Coast guardsman in 014 but not on marine unit.WTF over 350 POs and a few Sgts deployed but not one Gold Star. Doesn't that say it all!

23rd district needs some major changes real fast, never mind the nonsense that has happened in the past few days. It will be interesting to see if the news reports on the CAPS meeting tomorrow night and if they include some more observations by Ald. Tunney. This is even done in the military, we just don't call it Comstat. Been in plenty of meetings with LtCol, Col and Generals where when questions are asked and butts get chewed for not having the answers. If you can't handle the responsibility then people get dumped.

Lt LW - 2nd watch 003, reads this blog everyday. You're right, he never had an original thought, parrots everything he hears other bosses say, and has been known to identify himself as the Commander of 003 when attending meetings for the real commander. A couple of times, he's been called on this by individuals attending the meetings and who know he's not the commander.
Dump this merit hack back to midnights and give us back our Captain.

I worked for Georgas when he was a lieutenant and I thought he was okay. The Gold Star at 38 went to his head, but all in all he does a good job.

Actually, 99% of it had to do with the record low turnout. Now go put yourself in for a special commendation
obviously you weren't there, the low turnout helped but the police being police was the difference.

I'll take Lucy any day compared to some of these bosses. Yes, she does have some personality flaws but she is not out to hurt anyone. as a matter of fact she will bend over background for you if you are having a personal or family problem.
who ever is spewing off about her, be very careful what you wish for. you think midnights is bad now wait until you actually have to produce to keep that early car?
Police will start policing in 025 again when Commander Velez gets dumped. And anyone that says "He's always been the real police, and hes a good guy" doesn't work for him now. That may of been true before but he is no leader....hes not well liked in 025, just ask around. None of the troops respect him.

I remember my partner and I had a dozen MLD's on the hood near armitage and Pulaski. The first assist car? The Riv!! That man is well liked, respected and appreciated. He would have been the absolute BEST choice for superintendent.
Bag lady ??? Don't put down Bag persons. There is one sweet elderly lady that I run into every so often on Diversey east of Broadway that is dressed to the nines and can speak in complete sentences.

Okay, because there is no doubt she was promoted to DC due to her excellent performance and production, I will comply with your demand. (sarcasm)
She not only looked like a bag lady, which automatically and quite naturally evokes a viewer to ponder a question regarding her personal hygiene, but she sounded like a goof and the deer in the headlights look was unbecoming and unprofessional.
My observations, but not based on any inside knowledge: The new superintendent, who does not know anyone, is giving everyone a chance to either prove themselves or dump themselves. And, you will see a substantial reduction in the number of gold stars in the near future, probably after the busy summer season. Mccarthy and Rahm have made comments that this department is the most top heavy in the nation. That should tell you something. I say it is too early to judge, give the guy a chance. After 50 years of being under the thumb of the corrupt democratic party, everyone is s pessimist.
Add seven more to the list of needed and necessary dumps.

See, this is one of the many problems with this department and that supervisors face every single day. God forbid a sergeant step up and give instruction, or an order to do something, tell you to get out of the crime scene, push the crowd back as you sit there with your hands stuffed into your vest, tell you to code a job that you've been sitting on for an hour with no arrest, victim or report while your co-workers are running from job to job, or kick back a report because of spelling and grammar or missing information.....we are looked at like assholes.
In no way am I implying that to be a great police officer or detective, you have to have a degree in English.....or any degree for that matter. But damn, take a little pride in the work sometimes, break out a dictionary once in awhile. You ever think that maybe we just don't want you to look like an idiot down the road? The approving supervisor is just as responsible for that report as the officer or detective who wrote it.
I apologize for giving a flying fuck. Maybe if more bosses actually gave a shit, from sergeants on up, we wouldn't be where we are today.

Who cares if someone is a "nice lady?" I want to work for a LEADER, not a fucking nice lady. My mom is a nice lady, should she be a district commander too?
And regarding the 023 commander...yes, don't judge a book by it's cover, and all that, BUT there is something to be said for MILITARY BEARING and professional appearance (i.e. comb your hair before going on the evening news).
Also, I noticed that J-Fled is wearing a nice suit and tie and got a haircut now that he has a new job at the CCC. Surprised he didn't show up jeans and a sweatshirt like when he was our boss.
