City Stickers

Just your friendly annual reminder that the "grace period" runs out today for getting the city sticker bought and applied to your vehicle.

Although the chances of getting nabbed by an Inspector are lower due to there only being something like one Field Inspector in the entire city, you don't want to be the one they make the example of.

Open post for a hot Friday, and a preview of a very hot spell coming into town this weekend.

No need for inspectors to check anymore, just about anyone who works for the city now writes tickets. Up an down every non-ghetto street in chicago all types of different people are writing tickets. It's just not worth the chance of getting hit by numerous expensive tickets.

I have a totally radical idea here, but it's something that i think could benefit the department and since the dep't has no channels to offer idea's, i guess this is the place.

So here goes; What about being able to trade shifts with people in other districts? I work in a northside district that is pretty slow and once in a while i really crave some action. I would love to work a day or week here and there in another place on the south or west side. Maybe i'm crazy, but i still like to get in the mix once in a while, but just not every single day for years. I also think there's no doubt that the guys/girls in those districts would love a break once in a while and would like to try a shift up on the north side. I remember when i worked in a fast district, i thought about how nice it would be to just get out of there for a day and be around normal citizens. I didn't necessarily want to leave, i just wanted a break from the same old ghetto BS every day. Also, i think this would be a fantastic way to feel out a district if you were thinking about bidding there.

So what does everyone think? Is this a really crazy idea, or is this something that could possibly be worked out?

For instance, a guy from 007 puts it out there on-line that he would like to trade his 16JUL11 third watch shift with anyone in another district willing to trade. So i'm working that day too in, say, 020 and i go on-line and see his offer, i could put in to trade with him and he could work my shift for me in 020 and i could spend the day being the real police down in englewood.
I think it could be a win win for everyone involved.

Just an idea. No use coming on here and constantly complaining without offering any solutions.
So any thoughts on this would be great to hear. Even if you think i'm crazy.

Doesn't sound like a bad idea for people who might be interested in doing it, but because there isn't a NEED or necessity for it, it will probably never happen. Seems like the process would be pretty cumbersome and mostly one sided, as well. (ghetto guys looking for a break).

My other concern would be guys' unfamiliarity in the unknown district and the safety concern that could lead to.

I think the CFD has a trade policy, but only to trade shifts, not locations and knowing the 'territory' is less critical for them.

This is exactly the kind of 'thinking outside the box' stuff that J-Fled was looking for. Maybe you'd have been openly received by his Policy Group (or made an exempt) if you'd have spoken up sooner?

Finally, guys come on SCC to complain? I hadn't noticed... wink, wink!

Actually, the CPD's "suggestion box" is a to-from submission directly to Research and Development who evaluates and acts on them. I actually received an Honorable Mention from the head of R&D for an idea I submitted to them years ago. After you submit your to-from, you may want to cc a copy to your CO. I got bitched at for not taking my idea to HIM first. I was warned ahead of time, however, that good ideas handed to your own CO, usually just results in them stealing and taking credit for your idea. This is exactly why R&D allows you to submit your brainstorms directly to them.

Off topic...Today's Sun Times editorial is PRICELESS. They talk about the racial profiling study recently done that criticizes the Illinois State Police for requesting consent to search cars driven by minorities.

The Sun Times is calling for all consent vehicular searches to end. That's right...ALL.

Consent has been recognized as a legal justification for a search and an exception to the warrant requirement for probably more than 200 years.

We now get called out by the press for utlilizing a recognized legal priniciple during our daily work?

Q:"Can we search your car?"
A: "Sure."
Consent is signed; car is tossed.

Q: "Can we search your car?"
A: "No."
Fine. Off to the next job.

Think about how many guns have been taken off the streets after valid consent car searches. Guns that will never be used in the future to harm a PO.

Indeed...we got nothin'.

I understand that you meant trading with po's in other districts. But I've always wondered why it isn't possible to trade with po's in your own district?

Lets say I need a day off for whatever reason. I have no CU time on the books. If I could get another po to fill in for me that day, in exchange for my filling in for him, on his watch, that work week, what's the problem? Can you imagine how much CU time could be saved?

Yeah - tell everyone living in those high rises to buy a lousy city sticker so many Chicago parking lots can lower parking rates.

Go into any high-rise building's parking lot and see so many who don't have city stickers and/or valid Illinois plates.

Maybe all that extra revenue would shore up both the city's and state's tax coffers.

Was the check deposited, do you have a canceled copy with the number of the sticker printed on it?

It's best to buy them on line and it gives me frequent flyer miles to buy them with a credit card. Mine came within a week of my on line purchase.

Years ago we grabbed a guy in the First District with a phony city tag; made with a Venus Paradise Coloring Pencil set (yes, I am old enough to remember to having had those as a kid). Back then you wrote the plate and the city tag on a parking ticket and a sharp eyed copper spotted it.

I don't have a car this year. So no problem for me!

However, when I did have a car, I always bought the city sticker before the end of June, and made sure I had it displayed before the end of the grace period. The city had its money on time, but I sometimes wanted to wait for a day within those 2 weeks when it was not 110 degrees inside the car, so I could remove the old sticker without passing out from a combination of heat and WD40 fumes. But no violation, no ticket, no problem.

What I did have a problem with was the Illinois plate renewal. It so happened that my registration was due the same month as the city sticker. And for 2 years in a row, on July 1, along comes some mercenary jerk from the city on a bicycle (not a cop) giving me a ticket with a photo spit out by his little machine.

Well, I looked up the Illinois law and guess what, it said nothing about a display due date! Only a date for paying. Which I always did on time. So why wouldn't I just affix the renewal sticker on the same date as the city sticker? Anyway, I successfully disputed the ticket both times because I had proof of the date they deposited my check.

But what I want to know is, what the freak is the greedy City of Chicago doing enforcing a state law that the fools in Springfield wrote with loose ends in it, at the same time the city won't touch you for its own sticker because you are in full compliance? Oh, wait, I just answered my own question. Greedy. So greedy they will waste untold paid man-hours enforcing a nonexistent violation, just in case some suckers don't bother appealing it. Or maybe these guys are paid a commission?

It use to be the wild west, now its just another ghetto with a whole lot of abando's and hypes and typical thugs... back in the day when the west side was up and every house was packed then I would tip my hat to you... but now, every kid with 4 years on that works in 11 thinks they are the baddest mf'ers around... give me a fuckin break Junior.

I know that the city businesses are looking forward to the estimated 30,000 plus professional protestors and the related economic windfall for the 2012 G-8 summit here in Chicago and all.

However I'm a bit worried that they may visit the beach and start falling down ill with heat stroke and such.

Therefore are we sure that the fire department has enough two and a half inch hoses to set up sprinkling stations with?

We should put up some maximum occupancy signs like we have for buildings -- put them up at the beaches and in designated areas such as streeterville and the mag mile to protect everyone.

You know...Max occupancy 500 people. It is unlawful and dangerous to have more than 500 people at this location -- like that.

Oh and these hoses need to be pre-staged at the lake. Everyone knows that LSD is a death trap. Trying to get emergency vehicles in and out of there is nearly impossible on any major scale.

7/15/2011 12:37:00 PM

Hey brainchild great idea but this already exists in our department. It has been going on well over a year. You need to find find a person to trade with, notify the w/c so they can fill out paperwork and make sure you work a day for that person within the month. I've done it already, it just takes effort from you to ask around and find a person to trade with. And yes it does save some comp time.

I hadn't noticed... wink, wink!

7/15/2011 06:21:00 AM

==================================You are right that the CFD has a trade policy. But it is for anywhere in the city. We can go from one district to another. But our trade policy works where if you need a day off you trade with someone who is off. Then you owe them a day. If I have say a wedding for Sat and have to work I can trade for the day off or just flip with someone who is schedule to work fri.
They way I read it is this guy didnt say change shifts, just locations.

"However, when I did have a car, I always bought the city sticker before the end of June, and made sure I had it displayed before the end of the grace period. The city had its money on time, but I sometimes wanted to wait for a day within those 2 weeks when it was not 110 degrees inside the car, so I could remove the old sticker without passing out from a combination of heat and WD40 fumes. But no violation, no ticket, no problem."

Look, you think you have it tough now! We use to have to do it in January when it was below freezing, with water activated decals that used to curl up as soon as you put it in the pan.

I always leave the last years on in case of inquiry by the city. To take them off skip the WD-40; use your blow drier, and a 99 cent razor blade scraper. Then use a disposable eyeglass wipe.

I remember honorable mentions from R&D. I worked there in the late 80's. We'd put together GO and SO packets for tests, read law books, and spend about two hours researching where we were going for our 2 hour lunch. Every now and then someone would go over to the interdepartmental envelopes that were read and then put in the gray metal bin marked suggestions or someshit, toss them in the air and whichever one landed rightside up on a footstool that was inexplicably near the bookshelf, we'd recommend for an honorable mention which was usually signed off on because it was not a requisiton. OK actually the footstool was to put in front of the door so that when it opened it made some noise. A few times a month Capt A (name rhymes with "i'm a dick") would wander around and one of us would wait a minute and jump up and loudly exclaim, " here it is" holding up a law book, and a couple of us would engage in a nonsensical debate throwing around terms and other phoney citations and he would slowly shake his head up and down in agreement and leave. Once the Commander (whose name is near the same as the POlice Chief on the Simpsons) came in, looked confused and left. We figured he was lost looking for the head.
Ahhh those were the good old days.

Gentlement, based upon the weathr forecast we can anticipate warmre and more humid temepratures over the next 6 days. This is going to require enhanced levels of vigilance from each layer of command. As I indicated in an e-mail yessterday, it is essential that not only is it imperative that every member of your command know what the game plan is, but also that you and your supervisors ensure that the mission is followed and the mission objectives are met. We are already on pace to beat last year's July! You are the insurance against that occurring, not so that we can compete numerically, but so that bodies will stop falling in the street. Please notify all of your commanders to ensure that the strategies that they have set forth are implemented over the next few days and that they are highly visible to ensure that everyone holds the line.

Similarly, I have sent out at least two e-mails that discuss the shift in shootings from 3rd watch to late into the 1st watch. Please admonish each of your watch commanders to ensure that large grous of youth are challenged, curfew violations are enforcened, ANOVS (where practical) are written. we should not be riding past potential problems, it only serves to embolden the perpetrators. members who fail to do their jobs MUST be addressed. We can ill-afford to have officers not do what we ask them, there is too much at stake!!

Winter of 82/83, my partner made a point of us driving down one particular block every night between 0100 and 0500. He'd make a note in his ticket book and keep going.
After a few tours, I asked what he was doing and he told me he'd tell me in a couple of weeks. Okay, fine, whatever.

After several weeks, he explained he'd been documenting a car with out of state plates for no city sticker. He figured documenting her between 1 and 5 am would convince any judge she lived there and wasn't just stopping by.

He wrote her a ticket one morning when we were on a late
car. He handed it to her and explained the reason and showed her his documentation. (He might have been a tad sarcastic during the conversation, but my memory fails me...) She was ranting and swearing at him as we headed in for check off.

Next time I saw that car, it had a Chicago city sticker on it, with its Michigan plates.

When we were on afternoons, he hit her for the plates and I think for her out of state driver's license, too.

I was on my rdo when he gifted her with that one. She had an expensive year that year.
And I learned the way to ticket cars that ought to have Chicago city stickers on them.

Thanks, actually I do take the sticker off with a razor (a little plastic holder with a single edge razor blade), and the WD40 is just to get all the remaining residue off the glass. Not really room on the windshield for a dozen old stickers (maybe you are hoping to write me a ticket for obscured view) but I have all the old paperwork. (Who would be asking and why?)

Course I didn't have to do it at all this year for the car I no longer have (and the old license plates in a bag on a closet shelf). Yet I'm still half thinking--maybe that Revenue a-hole on the bike will find a way to issue me some tickets anyway, maybe just leave them on the curb out front.

City stickers are a wheel tax. Meaning, no matter where you have them registered, if you physically live in the city, you have to buy a city sticker. If you run a plate that is registered to lets say downers grove, but you have a license attached to it that is a chicago address, you have to have a sticker. If you have a plate registered to lets say your summer house in Wisconsin, but you physically live in chicago and someone can prove that you live here, you will get a ticket. I'm not saying that I agree with the policy but it is what it is.

If you draw a check from the CPD, sworn or civilian, you can go to Gwen's Helping Hands at the CPFCU. Patrolman's Credit Union across from FOP. She helps a lot of people, her service is free. You must have an account there.

...If his cars are registered outside of Chicago sorry can't ticket him for no city sticker. Works ...
Yes you can. If you can show the car is "domiciled" within the city limits you can issue a ticket. Citu ordinance is quite clear: you park it here, you buy a sticker. Call Dept of revenue and they will give you the steps for submitting a To-From as to why you are writing the ticket and how you are showing the car is there most everyday (not just to bring someone to work or to visit) and they will slam them with the fine. It is nice to see these smart asses getting their due.
