1,200 Times $20 Equals....

Remember that "Ethics Statement of Interest" that everyone making over a certain amount was required to fill out? You had to declare if you were involved any additional work for the city involving contracts for non-existent sewer cleaning companies or no-show inspector jobs or some other fixed BS. If you didn't fill it out by June sometime, you were going to be charged a $20 fine?

They started pulling people aside after roll call this week to tell them they hadn't filed it - over 1,200 in the Police Department alone, easily 10% of the manpower. It's probably safe to assume similar percentages across the board for other Departments.

Now we're waiting for Rahm's people to come up with some sort of fine for no one taking the required annual Ethics Test on line - the test that doesn't exist even though there's an entire Department of Ethics that's sole purpose is to develop and administer the test once a year. The year is already two-thirds gone, and by Ordinance, every city employee has to take the test yearly, even though the "unethical" people comprise a minuscule percentage of politically related individuals ripping off taxpayers.

The budget will be balanced somehow someway - twenty bucks at time if necessary.

Did members of the Daley-Venecko Crime Family ever fill out one of these "ettics" forms? These corrupt bottom feeders have been stealing from us for years. How about all of Daley's South Side mobbed up pals? Did they ever fill out a form? I doubt it. They could well afford to pay my $20 fine. Bastards!

We civilians get the ethics test every year at OEMC. Unsure if the police dispatchers & admin personnel (detailed here) get it.

The $20 dollars will most likely go into a special fund for ex-mayor and aldermen body guards and/or CFD inspector mileage expense accounts I'll wager.

FYI, all those alleged violators are retired, fired, long term iod, etc, etc that are being used to pad the manpower numbers. The longer they can keep a freshly retired person on the books the better, but it just backfired in their face.

I see this as an easy grivance to win.

several of us officers in 010 took the test "together",..and we all printed out the proof that we took the test and submitted it...a week later most of us were informed by our watch commander that we were on a list from area four that we had not taken the test yet. the proof we presented was not accepted because we were still on "the list"...we called some number that was provided and got the problem fixed, with an e-mail stating that the dept. that runs the test screwed-up and now we were all off "the list" i still have my e-mail.....typical dept. incompetence.

The notification that you had to file comes ONLY through your department e-mail account. You no longer get a notice via U.S. mail. You are NOT REQUIRED to HAVE a department e-mail account. That is how 1200 people were never notified. And now they want $20 a head for their error? Start filing grievances. FOP, where are you?

I'll be honest. Last year was the first year I had to do this and again this year. I almost was late myself but, in the citys defense - they sent me like 6 emails reminding me. I just didn't check my department emails enough back then.

I took my ethics test a couple of months ago and printed out my "Certificate". I was later told I did not take it. I was able to produce said "Certificate" and able to go back online and log in to show I completed it. I wonder how many of the 1200 are like me and the City is just hoping they pay the 20 bucks?

Sneaky bastards. The only notification given about thus form was sent to your police email. How many coppers routinely check their police email? I'm talking about your average beat copper. What percentage do you think routinely check their police email?
In the past these notifications have been sent to our houses through postal mail. They knew damn well that there'd be a significant number of people who would never see the notification in their email and would then ultimately be on the hook for the $20 fine.
Do you think all the thieving politicians and their cronies fill out this form? Yeah right.

I personally know a few "bosses" who did not file by the required June 1st deadline. Will these great leaders be disciplined too or be swept under the rug like when most bosses or exempts fuck up. Discipline should start at the top before you come after us lowly blue shirts. But then again two sets of rules right Rahm(residency), Bea, Ernie, Penny, etc etc. Do the right thing for once Gary. Be a fucking man!!! Then maybe I will give a fuck about this job again.

The Statement of Financial Interest forms were deemed necessary because many Department members were pushed over the minimum for the first time because of that big RETRO CHECK last year.

I have talked to a few officers who have had to file now and as I understand it the form can be filed on-line in only a few minutes and the late fee is being waved because they were never notified to file the first time.

The big RETRO CHECK caused other problems, higher taxes because kids left home and now no longer deductions, homeowner exemptions and a few others. Watch out in the next contract negotiations. Rahm will dangle that in front of us to make us sign and sell out the future of the CPD.

Latest rumor is the $20 is being waived. I know for a fact some of our people NEVER check their dept e-mail.

I said it to J-Fled and I'll say it again. The paperless department is the informationless department.

BTW, be sure to get on the dept. website several times a day and check the AFMN messages, as I don't think 1/2 of them are being put in our C/O book.

1/2 hour roll call
1/2 hour check off,
1/2 hour lunch,
2 personals,
15 minutes checking veh. damage file with no consistent car,
1/2 hour checking department e-mail & AFMN's.
Run into station because AIRA is down on PDT, or your pool car doesn't have one.
= ~6.25 hour work day.

off topic--- the mighty blackhawks have unveiled their newest weapon, carcillo from the flyers--- nicknamed "car bomb" by his former flyers teamates, he has a bad habit of ending up in the penalty box quite often--- hopefully quinny has a big bag of oxycontin to give this guy between periods to calm him down before he fucks up the whole season with his antics--- they let brouwer and kopecky go and bring in this cement head--- can we please get dale tallon back and get rid of the bowman twins....

Almost every has a dept Web mail exchange that's where it was posted you should check it everyday and if you had checked you web mail exchange which is right on the front of I-clear you would have see notices for opening such P.O as polygraph examiner and such.
But I pretty sure who posted this checked their favor porn site everyday religiously

Let's get our info correct. The filing of an ethics satement is triggered by the BASE salary that you recieve. Overtime, duty availablity, retro, etc have NOTHING to do with whether or not you file. I believe if you have about between 10 and 15 years it triggers the filing threshold.
There is an order that requires you to have an active department e-mail account. It was issued several years ago when the brainkids downtown had pipe dreams of doing much more electronically. That never happened, but the order for the e-mail is still there.
Some fees are being waived. Not sure how it is determined whose is and whose isn't but not everyone is paying.
Do yourselves a favor, keep up on the orders that impact you. It will keep you out of trouble and it will give you an opportunity to stick it in some boss' ass when you know what you are doing and he/she doesn't.

It's the Statement of Financial Interest that must be filed by those making over $79,300 (this amount varies from year to year based on calculations by the Ethics Board). This is different than the annual Ethics Training, which is now available for 2011 and includes Emanuel's new ethics rules. Of course, the rules don't apply to Daley and his minions, there's a loophole from 16 May - 16 November 2011 so that they can find jobs with companies that had done business with the city.

You don't need to get an order to do it. If you fall in the salary range it should be known by union to do it. I do know that my union & dept told me to make sure it was done about a week before it was due. But then again I work for a much better bunch of bosses. Most of them EARNED the promotions & care about the men.

Some guys on here are talking about 2 totally different thing. The Ethics class that you have to take each year & an Ethics Statement based on your salary. There is no penalty that I know of for the test.

this is a statement where you devolge your & families earnings thru the city. It is also only based on your contract salary by rank. Has NOTHING to do with O.T. or retro checks and what not. "All members with an ANNUAL BASE SALARY of $79,300 has to file an "Ethics Statement" with the Board of Ethics.

Ethics Statements

Several members have been notified that they failed to submit an annual Statement of Financial Interests with the Chicago Board of Ethics. Several members have filed and have now been advised that a $20.00 late fee must be paid.

Department Notice 09-26 and Employee Resource E01-12 clearly state that Members who are required to file, based on their Department salary only, will receive a STATEMENT OF FINANCIAL INTERESTS form from the City of Chicago Board of Ethics, via United States mail, annually on or before 1 March.

These orders were not complied with. The Lodge has filed a class action grievance on behalf of these officers that have already paid or will be required to pay any late fees. Members who are notified that they have not filed should file immediately. Any late fees should be paid. All receipts should be kept so that members may be reimbursed should an arbitrator rule in favor of the Lodge.

I was not aware that the Police Department issued me an email until today. Received a text message from my Sgt. telling me that I was on the list as one of the persons who had not completed an ethic statement and it must be completed before August 11th or I would be put on a no-pay status! I am currently on furlough but had to go to 35th street today for an unrelated reason and stopped up at the Personnel Division to inquire about this Ethic Statement. Nobody there knew what I was talking about and directed me to Administration Division. Went to Administration Division and again, nobody there knew what to do and they directed me to Finance Division. Went to Finance Division and was finally informed how to locate this Ethic Statement on-line. I was given a generic password, along with my last name and last four digits of my Social Security #. I opened up this Email account that I wasn't aware I had, and found 682 messages!!!! The Ethic Statement was sent to me on 29 Jun 11, and stated it was due in May???? A little late with the email. I followed the steps and before allowing my to finish, I was directed that I must pay a $20.00 Late Fee. Kinda sounds like a grievance to me? Anyone??? Thanks and be safe guys and gals

I just filed aug 11 it has nothing to do with the ethic test, it's for basically anybody with over a certain amount of city income, if you have 15 yrs it does not matter how much you made it matters how much your projected income should be. I was there with about 3 other officers I did not know, and the lady who took care of us was very nice and waived the 20 dollars if you were never late in the past.
