Divide and Conquer Part II

As predicted here yesterday, Rahm exploits the opening:
  • Mayor Rahm Emanuel on Saturday touted his administration's success in getting three Chicago elementary schools to agree to extend their day by 90 minutes and urged other schools to follow suit.

    Teachers at the three Chicago Public Schools campuses who agreed to opt out of their union contract in exchange for 2 percent bonuses "voted right for our children's future," Emanuel said during a news conference before the 14th Chicago Football Classic at Soldier Field.

    "The teachers did right by their profession and they did right by the children that they teach," Emanuel said while surrounded by several schoolchildren in cheerleading outfits and band uniforms.

At roughly $800 per teacher, Rahm gets priceless publicity, a chance to tell the world, "Won't someone think of the children?!?" and an opportunity to break the teacher's union.

And it's going like clockwork.

A union contract is not only a contract between the City and the teachers union; it also binds the members of the union.

The Chicago Teachers Union should censure any members who 'choose' to waive their contractual rights and should move to eject them from the union. They should also remind those teachers that they have no further representation for legal matters and no rights to the perks and benefits given to union members.

And the FOP should do the same. You're either a union member, or you're not. You don't get to pick and choose at whim.

So, the teachers were supposed to get a raise, but Emanuel said there is NO money for it.

The same teachers refused to work a longer workday without additional compensation.

Emanuel offers the teachers a two percent pay 'raise' in exchange for working a longer day.

So, the teachers received their contractually guaranteed raise, after all. Except they have to work a longer day to get what they already had in their contract. Huh?

And, of course, the money to fund this has now magically reappeared, when only a month ago it didn't exist.

These completely stupid people are teaching our children?

SCC, this is as good a place as any to start working on one. Cutting 193 million from the police budget will endanger the public and they need to know it. A march is a great start.

One of the schools is the Schiller School, 640 West Scott. Once within the heart and shadows of six Cabrini-Green high rise projects (now all demolished) it's no surprise that they grabbed that free money and ran with it.
They have a lot of experience in that area.

The teachers union should take back the momentum by taking a strike vote ASAP. Put this treacherous little POS on the defensive. If they don't act immediately it will be to their detriment.

For all of you who want to waive your hard fought for contractual rights, (CPS teachers and CPD Officers), you are dancing with the devil and he will come back latter to stab you in the back with his pitchfork. By then you will have harmed yourselves (and all the other union members) to such a degree that you will not have the protections you need to fall back on. Mark my words!

When I was in grade school my hours were 8:00 to 3:30. over the past 40 years teaches unions have reduced hours of school by 7.5 hrs!
do you really feel this is an issue?

I have been on the police dept. for over 20 years and have seen teachers and administrators reduce their duties and pass them on to the c.p.d. they have created a headache for us by creating policies that we the police must handle. they have "created" jobs that are wasteful and costly.The principals run the second watch with a bunch of bull shit attentions that create back logs and jeopardize the safety of officers.

The Command response was to make school officers to deal with their made up bullshit.In response these school officers,in most schools, have generated work in order to keep them off the street and to justify their position. Police officers that are school carshave meetings with staff and parents because little Johnie is a fuck-up, wasting more police man power.
manpower in the second watch is depleted by at least 10 p/o's and a sgt.in order to deal with school administrators problems. Why does the administrators feel because little fuck-up gets killed at 1:00 a.m. ITS A SCHOOL PROBLEM? Face it people its a parents problem.

Teachers are a bunch of liberals that feel that they have the knowledge and the means to help the neighborhoods in their school district. Their job is to teach the three R's. and with what I see their three R's mean raise,relax and retire. Yes their are great teaches however the teachers union has kept a lot of teachers in a job that they our to incompetent to handle. In conclusion fuck them!!

Teachers didn't get their raise. They were supposed to get 4%. Now the scab principals of these small schools will get 2% for working 90 minutes more, which works out to about $3 bucks an hour over the school year. Try and find someone to watch your kids for $3 bucks an hour. Also, to strike they now need 75% of the members to vote yes, as compared to the 50 + 1 majority. That's something Quinn and the Legislature changed this year because they knew this was coming. It's going to be impossible to get that many to vote, let alone vote yes. Don't be surprised in Jan when they say they can't afford our 1% raise.

When push comes to shove inregards to our contract, the F.O.P. needs to came out publicly and say, "Do not be proactive, just answer calls and perform you job required duties." Then we have to adhere to it! Not like the last time after we walked around the Daley Center (or where ever it was)to show unity, but the majority of us were still bringing in numbers. We just need to be on the same page. They think we are all lazy and anyone can do it, we have to prove them wrong. But, we still need to perform our job rejirements, it's not a strike!

I think it was a department in New Jersey or Phili a couple of years ago, when the city wanted to cut their pay and lay off, the chief told all of his officers to park in the lot and only leave to answer calls. After your done with your call, come back to the lot. 3 days later mediation over.

Whether you like teachers or not, they had a 4% raise in their contract and Rahm took it away saying they did nothing to earn it. The public bought into it. Now the table is being set to take away uniform allowance and duty availability - the argument will be we did nothing to earn it. Again, the public will buy into it.
Look around at you neighbors, they are being laid off from work or losing their jobs. You think they give a rat's ass if we lose duty availability, uniform allowance, or Rahm chips away at the # of p-days, bf-days and other "perks" we get. They see us as still having a job and insurance.
Sure the public doesn't want police and firemen to get hurt, but they still are not going to sympathize with us for what Rahm will refer to as extras we were given - and did nothing to earn.

Rahm is using this office to move on to bigger things. To claim he made the city sound financially will be want sets him above the rest. 4 yrs from now when he is running against Kirk for senate, people won't remember how he did it, just that he did it.
Daley did not need the police and fire vote, you think he does, you think he cares......

Come June 2012, everything in the contract will be on the table and negotiable. As far as Rahm is concerned, this was Daley's contract, not his. We will have to fight to keep everything we have. Bottom line, the city has top notch lawyers and labor negotiators on their team, we have a bunch of coppers and their friends who are lawyers who represent us.

Don't kid yourself, the city's team is already putting together a strategy and listing our weaknesses.
They have the press in their pocket and more slanted stories will come out over the next nine months concerning what we were given and did nothing to earn.
Limiting time due on weekends will be next.
W/C will lose that ability, all slips will be approved by D/C - and that will be monitored by Comptat, God help the D/C that gives a lot of people time due on a Saturday night and the District goes up for grabs.
He willbe held to the fire at the next compstat meeting justifying the time due (this per a little birdie at HQ)

The Teachers need to F'ing Remember they took that Job to TEACH. You don't become a Teacher because you expect to make 50k+ a year.

And the Teachers Union needs to take action against Each School that held a Non-Union sanctioned Vote on this topic.

I would not put your jobs in the same category as the teachers. THey are very different. VERY. I say this as a past CPS teacher who left the system disgusted with the lack of professionalism by many (not ALL) of the those in the sytem.

You work longer hours, are put in more dangerous situtuations, and are asked quite a bit more. The teachers are in cusy positions and are paid quite well for what they do.


FIGHT your fight. I am behind the CPD. MOre officers, fully armed, fully protected, fully supported.

Yes he is trying to do just that. I heard from a friend of mine that he had Alderman Nick Sposato of the 26th ward he is the firefighter who won the last election go to the CFD Local 2 executive board meeting to try to talk about some cuts that Rahm would like to see made within the CFD.

Be careful of this man. Remeber he worked hand in hand with a president who was known as "Slick Willie". They were 2 pees in a pod.

Many teachers make well above 50k and are only required to work approx 180 days/year for 6.25 hrs/day. Many put in a lot of additional time, but not all of them. And some stay after school for various meetings, professional development, and tutoring and are paid extra for that.

Most people in the corporate world work 40-50+ hr weeks year-round for less money. They also don't get additional compensation for staying late for meetings, etc. They get paid the same salary whether they work 40 or 60 hrs per week. The teacher's union is out of touch with the reality of most working people.

Lieutenant Nick Sposato CFD has a good rep with his neighbors in the Mont Clair-Galewood neighborhood and it is the 36th not the 26th Ward.

He beat John Rice; the Daley appointed to replace Alderman William W. P. (Zoning Board rubber stamp for Sergio & Banks Real Estate) Banks in a runoff. Rice's police advisor was the infamous retired Lieutenant John (Thanksgiving dinner anyone?) Finnegan. Rice said, "We can't hire more police we just gave them a 2% raise!"

We are so glad we dumped Rice/Finnegan and we think that a decent guy like Sposato would be the first one to go if we went from 50 to 25 Aldermen. The maps would be redrawn to be sure that this area was now a large Black or Hispanic ward so they could keep a white alderman elsewhere.

Here are some of the benefits Alderman enjoy that have not been cut back as they are asking us to sacrifice:
1. Part-time job (they also have lucrative side businesses, such as Beales interest in Security company.)

2. Over $100,000 for this part-time job as opposed to our salaries which are way below $100,000 for full-time employment.

3. Voted themselves a 6% raise as opposed to our 1% this year....again for our full-time job.

4. Aldermen receive an 80% pension after a mere 10 years of service. Police officers receive 75% after 30 years of service.

5. Aldermen pay into social security, Police Officers do not. Our pension is all we get.

6. Health insurance upon retirement.

Not sure which of these benefits the Aldermen would like to cut or sacrifice, oh right, NONE of them. Feel free to add more...

When I was in grade school my hours were 8:00 to 3:30. over the past 40 years teaches unions have reduced hours of school by 7.5 hrs!
Teachers are a bunch of liberals that feel that they have the knowledge and the means to help the neighborhoods in their school district. Most people in the corporate world work 40-50+ hr weeks year-round for less money. They also don't get additional compensation for staying late for meetings, etc. They get paid the same salary whether they work 40 or 60 hrs per week. The teacher's union is out of touch with the reality of most working people.

People are commenting and implying that, because people in the private sector are taking pay cuts and losing jobs, governmental employees should partake of the misfortunes. Also, a few people are making arguments grounded on socialism and fairness. Get this; governmental employees are not the direct cause of the problems that people are facing. So, people need to realize that, at some level, we all have some control over our positions.

First of all, Police Officers do have decent job security. That job security, along with medical insurance and other perks, is part of the compensation package. This means that it comes with the paycheck. Put another way, the employer, the city, is merely fulfilling its end of the bargain. This means that police officers have this luxury because it is something that they worked towards to—academy, graveyard shifts, staying clean, and other sacrifices. Consequently, Police Officers have paid the price to enjoy the spot that they are in, in comparison to being unemployed.

Additionally, the people who are arguing that everyone should take a pay cut should know, by this point in their lives, that no one is going to give them anything or genuinely assist them in getting out of their situations. With that being said, people should do away with the mentality that other people should suffer as well.

Furthermore, Police Officers are not the direct cause of people losing jobs. I qualify my statement with “direct cause” because someone is going to make some far-reaching argument—tenuous at best, in an attempt to link Police Officers to the problem. So, blaming Police Officers for the misfortunes of others (along with resentment towards Police Officers) is not fair.

In addition, as far as fairness, anyone that has held a job knows that life is not controlled by fairness. It might seem unfair that one person loses his or her job while another person retains his or her job. Along the same line of reasoning, it does not follow that, because one person takes a pay-cut, another person (in a completely different company) should take a pay-cut. This logic is seriously flawed.



Therefore, for all of the aforementioned reasons, Police Officers are not responsible for the misfortunes that people are facing. Police Officers have made sacrifices (shift changes, grave yard shifts, academy training, worked hard to stay employable, and other things) to get where they are. Most people will agree that people are facing misfortunes; and most people will not wish these troubles on other people. So, the people who are wishing misfortune on Police Officers should do something for themselves instead.

I and many other teachers I know would gladly forgo the 4% raise during this recession in exchange for more job security, and if the board and superintendent weren't so busy lining their pockets with salary increases while poor mouthing the media in the name of the children.

As I understand it, they broke the contract on financial grounds, and the CTU is challenging the board legally, demanding transparency and justification on the budget. To strike would be to play into their hands, that's what they're trying to provoke. They're playing the public and media, selling their bottom line decisions in the name of reform.

sorry for the spelling error. however do the math 1.5 hrs per day x 5 =7.5 . that is what 9.5 wants to add to the school week. does Your family work for the Chicago puplic school system? what watch do you work on? wow, I Talk to many teachers and they tell me how fuck up it is with useless teaches . I have talked to principals that tell me they can't get rid of these teachers because of the union. I may be wrong on this but the C.T.U was against giving a state test to see if they were able to teach within there(that's a joke it should be their or is it i before e?)grade level.
Educators are pushing for the longer hrs. in the day . I do not back up 9.5 however, times are changing. When we are getting fucked on our contract lets see the C.T.U. back us up! Most educators in this country are liberal and vote Democrat. Hell even the Potus was a teacher. If all you got out of my post was a grammar issue and a misunderstanding about 7.5 hrs then I failed in the meaning of my post.

Now for the shine box comment. How can you look at your neighbors who have lost their jobs or have reduced salaries and tell them I deserve more? I don't know about police or fire, but CPS is a complete mess and needs a new model. And this really isn't new. Daley has wanted to extend the school day for years, but the union has never allowed it. Charter schools have been around since the early 90s to offer kids a longer day, among other things.

I don't think it's about jealously, it's more about common sense. Why have 1 worker in the private sector earn 55k working 40+ hrs/week all year and a teacher w/about the same level of education/experience making the same working 31.25 hrs/wk (plus several more hrs at home) for 180 days? And it's not like you can justify it by looking at the students' performance. Most kids in CPS are not meeting very basic state standards, even after the bar has been lowered. From an economic standpoint, it just doesn't make sense to continue this same inefficient model of failure.

The contract allows any school to extend their day if 50% +1 of the teachers vote for it. I've heard of several schools extending their day by a small amount of time, maybe 15 minutes or so. Schools cannot shorten their day.

When i was first hired, officers did not have fixed days off, no union rights, no bidding, time due was limited to 75 hours max. Any hours over were lost that year. So what is your point asshat? Every profession seeks to improve their workplace. Just wait until we are the focus of rahm and you will cry like a stuffed pig, you parasite.

I couldn't tell you who most exempts or commanders are or what they look like. I can leave this job anytime I choose so I couldn't care less who the new fucking commander is because it really wont affect me one bit.

A union contract is not only a contract between the City and the teachers union; it also binds the members of the union.

The Chicago Teachers Union should censure any members who 'choose' to waive their contractual rights and should move to eject them from the union. They should also remind those teachers that they have no further representation for legal matters and no rights to the perks and benefits given to union members.

And the FOP should do the same. You're either a union member, or you're not. You don't get to pick and choose at whim.

Your idea would immediately apply to tact, units, etc.
Would those ejected members then stop paying dues? How would that effect the pension fund?

There are actually some teachers that asked for the school day and year to be lengthened. Given how fast these teachers agreed, is it just possible they got what they asked for and just were not in a position to turn it down?

If there really is no money to pay for it, something has to give. Employee salaries and benefits are a huge chunk of the city budget.

In the end, it may just be a negotiating ploy to help get payroll costs in line with what revenue is going to be available to fund those costs.

At some point the city will run out of things to sell to prop up the spending side of things and spending will have to go back in line with revenue.

Rahm is not an idiot and he has to know how dire the city's financial position is. I would not be surprised to see an actual budget cut. Not cuts in fictitious budget items that were never intended to be spent in the first place, or cuts in the rates of growth in spending, but actually honestly spending less on a net basis next year than this year.

Doing that and increasing spending to prop up the various employee pension plans is going to mean that a lot more has to get cut from the rest of the budget.

You guys think the police pension plan is in bad shape, what do you think the thieves in charge of the city have done to other employee pension plans?

That whole education and the nuclear family as foreign concept is a partial truth at best and even that much is a recent development. More than half of us are from families that came here from the south in the middle of the last century. And of those, like my grandfather, they came here with nothing and lived with the nuclear family you're talking about until you got on your feet and got your own place. The ones that could go to school did. If they couldn't, they almost rammed it down their own kids throats to go to as much school as possible. Don't let the last few decades distort your whole context of reality.

Let me tell you more people have been killed at work building this country then police officers have been killed defended it! Construction workers are hurting. Most people in the corporate world work 40-50+ hr weeks year-round for less money. They also don't get additional compensation for staying late for meetings, etc. They get paid the same salary whether they work 40 or 60 hrs per week. The teacher's union is out of touch with the reality of most working people.

The corporate/private sector employees are being completely hosed and are reverting to pre-union conditions - no sick days (oh sure you log a sick day but have to be available by phone/email on your blackberry OR ELSE), longer vesting for pensions (if there's a pension at all) and 50 hour + weeks with no job security because corporate restructuring can happen anytime. And sorry but everyone in the private sector is not more educated or "better" than anyone else. If anything these MBAs have forgotten or never learned why unions exist.

Just for the hell of it, the teachers should ALL vote to take the 2% and school bonus and see where Brizard and Emanuel get the 100 million dollars it would cost . It's 70 million for the bonus
( 150,000 X 450 schools) and 40 million ( 1200 X 30,000 teachers) for the 2%.
OK, I'm not serious, but it would be interesting !
