Manpower "Adjustments" Begin

Word via e-mail that a few districts have begun redeploying manpower.

Supposedly, 013 has pulled people off days via seniority and sent them to First Watch on "90 day details." 004 is doing the same. The supposition is that we can move people off of Second Watch and nothing bad will happen.

We doubt any of them will see days in the near future.

The camera zooms in on the Chief as he and his horse come up to beautiful grassy area and the camera cues towards all the garbage on the ground.

Then they fade the shot away from the Chief's face as a tear slowly trickles down his cheek.


That is how I feel about the CPD....

Heard a rumor today, yes just a rumor but one worth researching. Some one from city hall has told some officers that the Mayor is putting the aldermen on notice, he's going to start our contract negotiations with a proposed 10 percent pay cut for CPD. Yes, I know the city has made no offers to the union yet so they won't know. If you have a friend in city hall or an alderman who might be honest with you ask them if they've heard about this. If true then maybe, just maybe, this will unite us.

Not in 010. A ten person "incident team" composed of the ten eligible candidates for midnights has been formed to keep said candidates (low men on totem pole) from having to go to midnights. All this to cater to a few ass shakers and phone call cry babies with less then 5 years on. Real classy move on managements part. Team will operate from 1900-0400hrs. So much for the low man making sacrifices like the rest of us working police had too when we got thrown around (rightfully so) as seniority dictated.

We were told this was going to happen in 009 also.
Supposedly the bottom 10 in seniority on 2nd watch were going to be sent to 1st and 3rd watch.
Haven't seen it in writing yet though.

If bottom 10 are management I don't know that they can't do it. Sort of shitty but I think they're within their rights doing it to management people. When you're management you're pretty much at their mercy.

it's all coming from McGruff, who has a chart (likes charts) showing that most crimes occur between 7 pm and 4 am, so.....he tells his deputies and commanders (who are scared of their own shadows).....move lots of folks to midnights! No one willing to say, hey boss...a) we can get things done without moving people; b) your idea is horseshit....one south side district averages about 25 two man cars on the street on 1st watch (take that, 16th taxpayers!); oh, wait, in a couple of months, there will be snow and cold overnight.....good move, jerseyshore

Maybe the starting a new incident team is b.s. but get used to it. That happens all the time(made up cars, beats, and assignments) but as for not going to midnights-1900-0400hrs sounds pretty close to midnights to me. Then again I've been on days for the past 12 years. (4 months to go and I'm out of here. Good luck youngsters, seniority will come and it might get better. Then again with the leadership(lol) we have now I doubt it!!!)

100% true! Jody was ignorant about our contractual rights, but never tried to go around them once they were pointed out. This guy doesn't like to be told what he can and can't do. He expects the exempts to come up with creative ways around things like contractual rights and even State Law. He's a very " do the right thing -wink/nod" kind of boss, giving the signal to "handle" things, but never actually saying what to do so it can't come back on him.

This shouldn't surprise anyone. Haven't they always done the same thing when all those 'senior' officers who work days take their summer furloughs? Doesn't management move people from other watches to make up for 2nd watch shortages? So why does anyone think it couldn't be done in reverse? As far as 'working around the contract,' Weis and Masters did this all the time, or at least attempted to. Anyone who attempted to fight them
on this was either moved aside or demoted.

other city workers were forced to take 24 unpaid days a year .

Good! And about time. It's been long enough that these do nothing daytime dollies have hidden on the 2nd watch because the commander likes the way they look in their 80/20s. Meanwhile guys are busting their ass on the 1st and 3rd watch and can't get time due.

I agree with you that they should not be taken care of like that. However, I am so sick and tired of other PO's saying I put my time in. That may be true but this is a whole new ball game. I have 6 years and very, very, few people below me seniority wise. Say the department didn't hire for another 5 years, would it be fair to still call me the new guy and tell me to do my time?

This is going to happen city-wide all through the Dept. And yes THEY can do it for manpower projections. Each Unit/District has a Hot Zone where there are spikes in crime and must shift their manpower in to each zone until the spike shifts down. Like it or not most crimes happen between 2000 - 0400 hours. Strap yourselves in and enjoy the ride.

First thing, to the post about an incident team that is going to be 1900-0400, the hours blow, I know I already work them. It's not mids, it's not afternoons, it sucks. But it is what it is. Now for the contract rumors, this happens every time the contract talks come around. A lot of posturing, don't sit here and bitch about it on SCC. That won't fix it, you have to start going to union meetings, bottom line. If you don't go to the meetings you can't have a voice in the negotiations. I know, I know, nothing gets done, it's all bullshit, etc. Well then don't go, but then don't bitch when you don't get what you expect. There should be no room at the FOP hall during a monthly meeting. It should be filled to capacity, or better yet overflowing. Get involved and make a difference. Everyone just wants to sit back and let the union do all the work; yes they are supposed to deal with the city, but you have to be involved and you have to show your support. Get involved, show a united front and see what happens.

It would be a crying shame- to go out there and be aggressive and make arrests to only be dumped off to 1st watch. It's covered under section 23-5 of the contract. Was told by Aguilar this was going to be amended in the current contract. Guess that didnt come to pass?

Not only are they sending 2 officers reverse seniority from 2nd & 3rd watch to midnights in 013. They canceled a detail for a 3rd officer and he is packing his bags back to mids. Funny thing is, a young officer with almost zero time on job is currently detailed to a/4 deputy's office. According to the DC of 013 niether she or the CAPS officer (management on 2nd) count towards reverse seniority. Though both officer take up management spots on 2nd watch in 013. What a ball-less prickof a DC does 013 have?

Ok last time...bid and management have same rights to a watch. If your management on 2nd watch, thats your watch 80/20, remember...If they want to move you from a watch they have to ask for volunteers, and if not enough then go by seniority. READ YOUR CONTRACT !!!!!

Reverse seniority for the detail--complies with the contract. Obviously, these reverse seniority people will come from the management ranks (first the 80% are picked by seniority, then the Commander picks the remaining 20% as management choices).

So far, so good.

The need for the detail in the first place is merely an admission by the Commander that he or she screwed up the allotment of manpower to the watches last December.

We need to use the fact that 1400 vacancies will not be filled to our advantage. This is our strongest bargaining chip and honestly a good thing when you take it into perspective. Lets be honest with ourselves- they were never going to fill those vacancies because they are incompetent. That being said the increased workload on an understaffed department SHOULD be used to secure our other demands. Lets stick together first and foremost, but let us secondly be savvy and use what we have available to us.

If your a management spot the department can do as they please with moving you to where they need you. If they try and move a bid spot then there is a grievance.

Ok last time...bid and management have same rights to a watch. If your management on 2nd watch, thats your watch 80/20, remember...If they want to move you from a watch they have to ask for volunteers, and if not enough then go by seniority. READ YOUR CONTRACT !!!!!

You are fixed on that watch as an FOP member....regardless of by bid or management, unless you waive it. Supervisors, now, by bid are guaranteed the watch for the year. Management supervisors are period by period.

I hope and pray the young and productive officers in 025 3rd watch don't get launched to 1st watch. It would be a crying shame- to go out there and be aggressive and make arrests to only be dumped off to 1st watch. Why can't management give the young guys (the ones who are aggressive and work hard) a freaking break? What gives?

Many people think that the worst scandal in today’s NYPD concerns its alleged manipulation of crime numbers. They are wrong.

Even worse is how the department retaliated against the whistleblower cop who came forward with proof that bosses in his Brooklyn precinct had in fact manipulated the numbers.

After officer Adrian Schoolcraft secretly tape-recorded his superiors at the 81st precinct, ordering cops to downgrade felonies to misdemeanors, the department went into attack mode.

This culminated on Oct. 31, 2009, when Brooklyn Deputy Chief Mike Marino and a posse of officers yanked Schoolcraft from his Queens apartment in handcuffs and dragged him to Jamaica Hospital, where he was held in its psychiatric ward, against his will, for six days.

Compstat in New Jersey:

The Newark Police Department is being investigated by the federal government in the wake of allegations of discriminatory policing by department officers, according to Paul Fishman, the U.S. Attorney for the district of New Jersey.

The inquiry will evaluate whether the Police Department's practices are in violation of federal law, including the Civil Rights Act of 1964. Officials have begun conducting interviews and reviewing records to determine whether officers have a pattern of illegal stops and frisks and use of excessive force against civilians.

Newark laid off more than 160 police officers at the end of last year to close a budget gap, marking the city's largest force reduction in 32 years.

Chicago compstat:

Chicago Police Superintendent Garry McCarthy, who will mark his 100th day in the job tomorrow, firmly believes the city is safer since he took office, he tells the Chicago Sun-Times. As the native New Yorker sat with his back to the Chicago skyline in police headquarters last week, he ticked off the latest crime statistics to drive his point home. “Shootings: down 75 through today. That’s 1,516 last year and 1,441 this year. Murder: down 30 through today, from 290 to 260.”

Yeah Mccarthy will be here for a couple of years or until that NY police Commissioner job opens up. So, go get him those contact cards by stopping everyone for anything.
You make him look good and because crime is down they can justify layoffs and then he leaves and the Justice department comes in, just like in New York and Newark and the investigation begins into quotas and street stops.

Schoolcraft story about a legit NY cop, veteran and see what they did to him when he tried to whistleblow on Compstat.

Have starting times changed with little or no notice.

Every bullshit mission that the boss comes up with.

All of those fun details!Puerto Rican Fest, Bud Billiken Parade, Air and Water Show, Pride Parade, Back of the Yards, to name a few. Oh yeah...there's a good time!

All the bullshit arrests that the boss demands, but the beat guys don't have time for.

By the way - you have your riot gear? You ready to suit up and march with the 100,000 protestors in the spring instead of writing that missing persons report?

I'm sure you are the same guy who bitches when you have to work the late car instead of the early car you are used to. God forbid we mess with YOUR precious schedule.

Trust me - you want the tact teams to keep doing what they are doing. I'll take the stability of my beat car anytime - knowing that I can make plans on weekends in the summer ahead of time, and knowing what time I need to be at work every day of the week.

Listen to this...talking with some p.o.'s and i told them how our union isnt strong because no one sticks together. i said even if everyone starts to do just the min at work the bosses will just go to units and order them to pick up the slack. couple guys said so what...they then said if a sgt told you,you can have 3 on the end if you write shit loads of tickets they would. so as long as people work for a few on the end we will never have a good contract

I'm assuming by your post you are the "young and aggressive cop" who makes arrests that is going to midnights because anyone with seniority has been through midnights and other bullshit to care about where they send you. And remember hard charger making arrests is nothing new. It didn't start and won't end with you going to midnights. Agreed. It's a lot easier to to talk the the talk, than it is to walk the walk the walk, when it comes job security. Not to mention, most of the public seems to view us a greedy ingrates anyway. People will see the average guy with a few years making 70 to 80K, and that's all they'll see.

The one thing her resume is very light on is time spent working a beat car.
