Stations = Homeless Shelters

We are being told that there is a directive being circulated that states the homeless, with all of their diseases, sicknesses and ride-along critters will be allowed to sleep in station lobbies with the arrival of cold weather. We are also being told this is in regard to shelters falling upon hard times.

Who is deciding this nonsense? And if true, who is going to file the first grievance?

What does the National Center for Disease Control think of this? To DELIBERATELY expose your first responders to bacteria, viruses, tuberculosis and any number of unknown environmental threats is just plain insane. (Or maybe diabolical?)

Police are the first responders in times of emergency. If the police are compromised, by contagious, debilitating illnesses delivered by diseased people who have taken up residence in the lobbies, WHO WILL RESPOND TO EMERGENCY SITUATIONS?

If anything, the City should be taking steps to ensure the health of its first responders. If we are laid low by disease, the City will be on its knees in times of crisis or worse.

And, civilians, be forewarned; you will now be exposed to all of the above, every time you touch the door handle of your local police station, or breathe the air as you walk in, when you enter to report your car accident, your lost child, your damaged fence, your missing dog, your broken window, your identity theft, your caved-in sewer...

Police stations are not homeless shelters. They should not be breeding grounds for biological experiments, either.

"Sh-tter's Full"

The Governor is about to shut some prions and juvenile detention centers and empty out the mental wards because we can no longer afford them.

--clip--
By Monique Garcia, Tribune reporter

September 6, 2011
Gov. Pat Quinn plans to issue layoff notices to thousands of state workers this week as he deals with a budget shortfall he pegs in the hundreds of millions of dollars, a state government source with knowledge of the situation told the Tribune.

The governor also intends to announce the closing of several state facilities, including a prison, juvenile detenti
on center and homes for the mentally ill and developmentally disabled, sources confirmed. Without action, Quinn's budget office says, several agencies would run out of money by the spring.

Someone please correct me if I'm wrong, politely please, I actually don't know, but is the problem that the Human Services budget was cut so they aren't making after-hours pickups, or have many of the shelters closed? If the problem is pickups, I think the problem can be solved by; (sorry wagon guys) putting the group of them in the wagon and dropping them at the shelter door. We need to protect our staff and our facilities and this seems like a possible solution. We simply can't have desk crews, officers passing through the lobby, etc. continually exposed to whatever airborne pathogens the unkempt homeless have acquired, in addition to the sustained unpleasantness of the stench that accompanies them. I have heard there is a "note" from DTEB, but someone in the know should check the “General ORDER" that covers utilizing police facilities as "WARMING centers" and not shelter alternatives.
If DHS isn’t making pickups, they shouldn’t be “full”, so any BS that comes out of them not being able to accept the wagon load should be followed up by a supervisor request, license violation case report ( find out what licenses the possess first before moving on this) and take whatever action necessary to ensure they cooperate in taking the homeless off your hands. … just an idea!

An Email sent to the CDC, some of it plagiarized:

I'm writing the CDC to advise you that the City of Chicago has ordered it's police department districts to begin allowing homeless persons to sleep in the lobbies of all police districts. Now, while this may appear to the Mayor to be some act of kindness towards the homeless in Chicago, it threatens the health of every first responder in the City of Chicago by forcing them to contend with the diseases, bugs, virri and other various infections present on these people and their belongings.

Police officers are front line responders and as such, should not be subjected such diseases, virri and infections commonly found among the homeless such as tuburculosis, body lice, hepatitis, strep, pneumonia and all the other various contagious infections the homeless unfortunately commonly possess.

Beside the fact that exposing front line responders to these threats, the City's order also threatens the health of the general public who needs acces to the police district and will also be required to navigate through seas of diseased homeless people sleeping on the floor or in chairs that they may themelves use at some point, thereby threatening the general public with exposure to the above listed diseases and infections.

Now, while the general public may have the luxury of deciding to leave the police district and lose the ability to contact the police through that avenue, police officers assigned to work in the districts will not have that luxury and will be forced to comingle with these homeless people and be in constant contact throughout their work day. not to mention the fact that each district has personnel assigned to work at their front desk. which puts those people at great risk by having to work amongst these same homeless and quite possibly diseased persons for 8 or more hours every single day.

Needless to say, the threat imposed upon the front line responders and desk personnel having to comingle with these people every day and all day long is immense. This order executed by the Office of The Mayor threatens the health of every police officer working in the district, the health of every person they come in contact with during their day and most definitely the health of their families.

This order threatens to spread the diseases, virri and infections commonly bourn by the homeless to countless others who would otherwise not be exposed to these potentially life threatening diseases. The potential casualties increases with the exposure to the general public.

Police officers are the first responders in times of emergency. If their health is deliberately comprimised, who will respond to emergency conditions in the city of Chicago? The City can ill affod to have any less police officers on the street working in these times. This order threatens not only the health of police officers and everyone they come in contact with, but it also threatens the safety of the public at large who call for police assistance and that assistance arrives late because police officers may now be unable to work due to constant exposure to this problem.

Please intervene and investigate this order by the City of Chicago. There are may other entities within the limits of the City of Chicago that are actually equipped to handle this kind of health situation.

Please advise the City of Chicago to seek alternative shelters that are suited for this situation rather than allow them to subject the City's front line responders, their families, the people they come in contact with every day, and the citizens who visit the police districts in need of help.

For what it's worth, historically this was what happened. It's in The Jungle, for instance. Back then, though, Police Stations and Firehouses were the only municipal buildings besides City Hall. Police stations were de facto homeless shelters, but the homeless were in cells, not the lobby--every police station had a large lockup area. And there were many more stations (50 rather than 25).

The cuts always start at the bottom, not at the top. The decorative paving and landscaping work in front of empty stores continues -- and the city is putting up huge posters promising "$10,000 FOR ANYONE, REGARDLESS OF INCOME" if they can afford to pay for a house.

The city orchestra plays on...

The private firm "City Lights" -- another Daley selloff -- is gonna change every light bulb in the city, too, just for grins.

Watch out for those red knobby things they're putting on all the street corners -- I got tangled in one at Addison and Oak Park. It was actually just about 1/4" of red-colored cement with very thin wire reinforcing rods in it, and it had already crushed under the weight of cars and trucks cutting the corner and all the steel wires were sticking out.

Must be Vanecko And Sons Paving.

Oh -- you can't possibly move the hydrants and street lights back far enough to avoid their being hit by the 55-foot-plus trailers allowed now. They keep welding on extensions, making the containers longer and longer.

Many incompetent drivers bring the rear wheels diagonally across the sidewalks every time they make a turn -- why do you think all the curbs need replacing at our expense? These trucks should be banned from city limits.

This will be the impetus for more bonafide Illnesses of district patrol officers, which in turn will cause more officers to be on medical leave. It has already happened in other municipalities.

Worse, will be the officer who contracts something from a district squatter, then returns to patrol, whirr he interacts with the citizenry and spreads the illness to them.

Either way, bad idea/outcome.

When ISP District 4 headquarters was at 83rd & King Drive we used to have a few piss bums in our lobby during the winter. One of them took up residence on the same chair each evening. After the first day there was a really nasty looking stain on that chair that made it unusable to anyone else. Kind of like he marked his territory. Normal citizens would come in and see this guy and have a horrified look on their faces as they smelled the foul stench in the lobby. i agree, our swat teams would get destroyed.... they have no dynamic entry at all. guys with ak 47s and just a little training would shred our swat team. the slow approach and all the cameras and bs waiting games our swat teams plays when entering a house does nothing except give the bad guy more time to hatch a plan, dig in and set up killing fields for when the entry happens. In the military I was on a task force that involved performing countless entries into buildings every day... when not in a combat zone all we did was practice entries and everything is a dynamic entry... this slow and methodical crap that cpd swat uses is just asking to get a swat operator killed. its dangerous and its very stupid. but hey what do I know....

wow...someone is calling out swat!! swat... any response??? i kinda agree with him!

thats because the old sgts and guys who knew what was going on when they were hbt beams(bosse) were forced out by tobias. Bosse was one of the best out there and ran those teams like a well oiled machine. Tobias didnt like him and pretty much forced him to retire. Now, we have the new super swat teams. I must agree with the poster above about the way in which swat enters a building.... They are asking for nothing but trouble if they come up against skilled heavily armed men... the slow approach and entry is only asking for disaster

Im sure maximum occupancy, in a city/state building has to be adhered to. Its funny how the police as awful as some citizens percieve us to be are now put into positions of providing shelter, are cit trained to deal with the mentally ill, have become taxi's and ambulance services. Taking curfews home, truants back to school, dealing with lawrence hall and the likes and taking all mentally ill citizens to hospitals for eval and treatment. All this on top of our law enforcement duties. Not complaining, just pointing out we have been doing more for less for a long time. All of societal ills the politicians find they are no longer going to provide services for, with our taxpayer monies, is conveniently placed on the backs of the lowly police. Bring it! Henny penny actual published this last year in 011. 10 s Kedzie is so close but they wont take them in ,instead they send them to 011 to call and wait on DHS to respond. Which in winter is about 0530. Just in time to tell them the shelters are not taking anyone in, so do it again the next night. I for one see the layoff of the overnight workers from DHS as a benefit since they did nothing all winter long for the past couple of years.

From the station or from the street...

When one of these mutts, or for that matter anyone goes to the hospital and a P.O. has had contact with them be sure to fill out a HOSPITAL RUN SHEET

If they still exist.

They are the green half-page two part form sets that list all who came in contact with that person.

They go with the E.R. paperwork and are to inform the First Responders if they have had contact with a communicable disease.

They could be used in medical claim or a grievance.

Stay Safe, and keep a BIG bottle of hand sanitizer, rubber gloves and even face masks handy.

Agreed. Dynamic entry and measure/countermeasure.Remember always that there CAN BE a countemeasure to your efforts.

THe below comments are seen when somebody who has no idea what they are talking about, starts shouting off like they have a clue.

It is obvious that you have no idea what kind of tactics are used by our SWAT team. Furthermore, you have no idea why certain tactics are used in certain situations. And lastly, you have absoultely no clue of what it means to operate tactically in civilian areas within the U.S. when executing search warrants, responding to a hostage/barricade or active shooter.

If you had any knoweldge of our SWAT team you would know that everything from dynamic entry to slow methodical to surround and call-out and everything inbetween is used on these missions based on the known intelligence of the specific mission to execute the safest plan possible for all involved.

You would also know that there are laws, case law, Department G.O's and policy and procedures that guide what SWAT does.

I do sincerely thank you for your service overseas and I am sure you conducted nummerous entries while you were there. The major difference between what you did there and what happens here is that over there you can toss grenades, machine gun fire from a .50 cal, shoulder fired missles, mortars and air strikers ontop of a house if you needed or so desired based on your intelligence. These tools and this type of force (unfortunately) is not available to our SWAT team.

So, please before you start shooting your mouth off about what you think you know. Don't spread your non-truths for the public to view.

I'm just still stunned that some who call themselves cops would post on this blog saying they would hide and not go in when the know children are being killed.

What kind of filthy piece of cowardly shit do you have to be to say that and not be ashamed? There are times when sacrifices have to be made, and times when you know that you would lay down your life.

If your child was being attacked would you run? You would fight even if you knew you would be killed. But we actually have pussies that wear our uniform who will tell you that they won't go in no matter what.

What the hell does that say? I'm just stunned that we even have that level of cowardice on display here.

'C' is a terrible disease that has no cure and only has a test.

++++++++++++++++++++++++++++++++++

While no diseased piece of shit should be sleeping in the station, the above statement is untrue. Read on:

Q: Is there a vaccine or a cure?
A: Unlike Hepatitis A and B, there is no vaccine. A cure? Sort of. In about 15 percent of people infected with Hepatitis C, the virus simply clears out of the system without any treatment. For the rest, drug treatment is often successful. The most common subtype of Hepatitis C is cured 50 percent of the time with treatment, said Nancy Steinfurth, executive director of Hep C Connection. Other types of the virus are even more curable.

Q: What is the treatment?
A: Hepatitis C is treated with a combination of drugs: an injected drug known as an interferon, and an antiviral pill, ribavirin. The drug regimen lasts 11 months and some people experience severe side effects, chiefly chronic fatigue. Specialists who treat Hepatitis C patients are usually gastroenterologists and hematologists.

When I went to give blood for Mike Ceriale, C was discovered, likely from a blood transfusion occasioned by an accident during my misspent youth. The virus "sleeps" inside of you, and mine was still asleep. There is a point after it "wakes up" where you would be in trouble. I underwent a year regimen of shots and I was cleared. It's not a death sentence by any means.

At any rate, giving blood for Mike probably saved my life.

RIP Mike.

On this job, the solution is to feed the problem.

Slow down? Please. Speed up. Make 14 arrests every night for everything and anything. Flood the districts, flood the courts, break their backs. Bankrupt their asses. Lawsuits? The more the better. Good luck getting my money.

it's a band-aid. the real homeless problem is a result of poor policies for dealing with mental health. most of those people suffer from one debilitating disease or another. don't worry, scc, that part isn't contagious. the shame here is that we have to resort to this. government's job is to enforce contracts and protect people who can't do it for themselves, by no fault of their own, i.e., these people. the state government ought to put more restrictions on welfare programs to minimize gaming the system, and handle the dismal mental health situation, instead.

Use the zoning laws against the Pols. A lawyer can tell you how to incorporate a non-profit religious scam.

A church? No, a homeless shelter and urinal. No restrictions on entrance, felons preferred.

Off Topic, but a question. I saw the flyer in the station for a vest with outer cover, shock plate and iwb holster from Nate's for $600.

I've been around here for 27 years, but never been to Nate's. Is the place any good? I've heard both good and bad things about the place? Is this a bait and switch? Are there hidden extras in this deal? Is is worth driving down there from Touhy/Harlem?

This will probably be my last vest, I need it to last a while.

Any advice?

9/06/2011 10:47:00 AM<<<

Very displeased with Nate's.

Needed to exchange never worn vest pads Level 3 for Level 2 and would not give me the price difference back.

I like J&G on Irving Park/Austin much better.

9/06/2011 03:55:00 PM

I wouldn't want to buy a vest that left the store and if they took it back at all I would say don't go there. I know there are many who don't like Shore, but they have a vest, outer cover, and soft inserts for less than 600.

WHAT WOULD HAPPEN IF THE DESK SGT LAUNCHED THE DISEASED HOMELESS! NOTHING YET THEY WONT DO A THING...

ITS MOSTLY DESK DOLLIES AFFECTED SO NOBODY REALLY CARES. EVEN THE FOP DOESNT REPRESENT THE DESK CREW.

Nates: eh.....not THAT bad.
Shore: police friendly.

You want to SAVE MONEY? Call mega sports in plainfield. (no cook county tax) And there are a few places in Central Il that are good as well. I gotta ask this though. To the guy that traded DOWN to level 2 from Level 3...why did you do that? Level two wont stop a humbolt park Lagoon Mosquito flying directly at you much less a round..

While bulky, level 3 and 3a plus is far better. Hell I knew a security guy working the jets that had a 3A plus Swat Vest.He said something that stuck in my head. "better to sweat to death than to bleed to death".
Just curious thats all.

CONFIRMED.Yes she used to hang out in the lobby at 019 and was locked up a few dozen times in the vacants down the street in the projects as well.

FYI: The vest was measured for at FOP HQ at a multi-vendor show. The vest was then delivered to the officer's district and it was just too damn heavy and stiff for old timer pushing almost 60. It wasn't what was tried on at FOP Hall and there was a price difference that they would not honor.

Not grievance, IOD and exposure to communicable disease report. A grievance is for a contract violation. show me where the homeless have or have not a contractual right to sleep in their puddles of piss in our front lobby.

I've run across this before and, as is typical, coppers will not stick together and they want someone else to step up and do their dirty work for them.

What is needed is for each and every individual officer who works the desk and/or becomes exposed to these disease ridden flea infested shit pants subhuman democrats to complete the following reports, EVERY DAY:

IOD report, exposure to communicable disease report.

Not once but each and every day, EVERY DAY.

I've had people MF the FOP but then when I hand them the forms to fill out they look like I just shit in their hand. Officers, you have to put pen to paper, sign, date etc. Every day is a separate exposure remember.

Or, you can blog how the FOP doesn't do any thing for you and watch where people toss the un-filled out IOD and exposure to communicable disease forms.

J& G on Austin is the best. When I was promoted some years ago, I went there and had to get new EVERYTHING. And when I had a couple of uniform re-adjustments that had to be done, they handled it quickly and without any additional charges. It's a nice polish family that owns the place, they make everything themselves, including your vest covers,
and they do very good work, and will fix/repair or replace anything you've recently purchased without any hassles. What more could you ask? With Kales moving on, other than Chicago Uniform Co. on Roosevelt Rd., there aren't too many choices now.
Nate's wouldn't be high on my list. And yes, for you South Siders, J & G is a bit of a drive, so it's best to call them first and let them know what you need, so you can get in and out when you get there. It's worth it, trust me.

Never forget it was a homeless mentally ill democrat bag lady who would periodically sleep in the front lobby of 019 who murdered PO Rich Francis right in front of the station.

And why was she sleeping on the floor of 019?

Why it was because she was too violent to be allowed near her west side family so they threw her out.

TRI TAYLOR BE NEAR JUVENILE COURT NEAR WESTERN. SMALL STORE FRONT BUT LONG ON THE INSIDE.

DECENT PLACE.
Nates....well for trinkets(keepers ect) its ok Holsters...if they have them and god help you if you are lefty(Im lefty, I know) body armor...well....You can save money other places but think about what you are saving money ON. This is the second most important piece of equipment you will own. Number one is your weapon and #3 is the holster for it. Im still against this level 2 armor. while light weight it doesnt stop much. Three and 3A Plus (with plates) will. yeah yeah i know its heavy and bulky and bla bla bla. But ultimately ask yourself whats important cost or protection? if FITTED CORRECTLY,3 and 3A plus is comfortable. Remember to check fitting of your vest WHILE SEATED and while standing and while standing with arms raised. (for rise) It will take a while but checking and measuring THESE dynamics for Body Armor is crucial.
DO NOT buy a vest without side panels. DO NOT. period. DONT.
As far as covers go,get one from a place you trust or have your tailor make one for you. Remember,Canvas or tight weave nylon(breathes and is water repellent) As far as pockets, get what YOU NEED not what looks cool. Practicality. Usually 4 front pockets and an OC holder.
INSIDE the vest, have them install one more pocket, with a velcro strap.(for Number 2)
I wont ever recommend something to you guys that I havent tried and tested in my work environment.

Happy shopping.
