Contract Survey

The FOP is asking for input for the upcoming contract negotiations.

More likely than not, this is going to be the most important contract in our history. Protections must be defended and benefits must not be reduced. The City and Rahm are going to pull every trick in the book, invent some new ones and out-and-out lie in an effort to undermine the current agreement. Outside events are going to have an impact and we wouldn't bet against arbitration again.

So hop over to this link and let the FOP know what needs to be defended, what ought to be looked at and what should be a major concern, not only to you, but to your co-workers and to future coppers.

We must be united! Dont give up a damn thing like the teachers did! The teachers union is dividing as rahm plans for an extra 850 dollars a year. Now teachers have given up raises and longer school days and rahm has them right where he wants them.... he has them listening and agreeing with him more than their own union. Boys and girls, weather you like this guy shields or not we must stick together on this. If we give anything up our union is doomed. If we concede and let the city run over us and the union we are doomed. We need to keep a loud voice, a louder voice than what the city is going to do. Be prepared for negative attacks, for the media to portray us as a bunch of stubborn greed hungry cops who are over paid, over weight and lazy who dont do what they are paid for... The media blitz against us has already begun and will only get worse. Rahm is a union buster and is targeting us and our 1.7 billion dollar budget...the largest budget in the city. Almost 650 million of our budget is based on payroll obligations. The rest is pension and medical along with the other operating costs. They will go after all of the big ones... They will go after payroll, medical and pension. They dont care about the small amounts of the budget, they will attack the big three to try and chop as much as they can off the top. We cant be divided, we must unite for once or our union will be busted.

The City has been told the Summit does not qualify as an ILEAS event because it is preplanned. Unlike the Obama election night party where no one positively knew he would win the election, the upcoming Summit is preplanned and does not qualify. We are SOL!

OT The new McSupe is in a position to make Changes for Da Rahmo. He will implement many changes, he will be a goof at Compost Meetings (Who Cares has he dumped anyone? He is in no position to dump people. EVERYONE has a contact) I am glad he has not hurt anyone like Bill Cozzi like the last WEISASSHOLE! He was the Police and probably handled things the way Bill did a hundred times over. Until he does a COZZI on someone I DONT THINK HE WOULD give him the benefit of doubt! Just clicked on the link and I get a message that I already took the survey, WTF!

In any event, the city wants 12 hour days. 9.5 wants a 9000 officer force. 9.5 told Mctool that “9000 is the magical number”. The 4 and 2 schedule won't work with 9000 officers, but a 12 hour schedule will.

F.O.P., I am opposed to 12 hour schedule and any type of give backs!

This time we need / have to stick together or he will do to us what he is doing to every other city union.

Saw Gmack being interviewed on Channel 11. The reporter had some hard hitting questions about lack of promotions, morale etc. Carol Marin. He is a good tap dancer but she seemed smarter than the average Chicago reporter. You go Carol, look at the numebers.

O/T I attendednthe G8 summit training. All I can say is we are fucked. also heard and interesting tidbit.

The unit thatmkeepsntabs off all sworn officers files. IE CR numbers, personal info, investigations... Is being disbanded. Rumor has it that the Andy Frain company will be given the contract. And who'd a thought...they are friends of none other that our beloved mayor rahm emanual. It seems that this is andy frains reward for donating 1 million dollars to the rahmsters election fund. This new mayor willl prove
to be a dictator. He has his sites on the governors office, then president. He will destroy everything in his path to get there.

Rahm will screw us royally next contract. And what will we do? Nothing. We will come on this blog and complain. we are so pathetic. FOP should be hounding rahm about federal money for raises just to keep us smewhat happy with the upcomong G8 BS. Makes me wannauke.

Duty availability will be replaced with a shift differential for officers that bid or assigned to 1st and 3rd watch . That's fair because senior officers can bid and officers assigned to 1st and 3rd watch will be compensated.

Supervisors 45 min. a day in free comp time and 45 min a day in cah paid quarterly will be gone .
Supervisors are paid time and a half for all overtime worked , no more free money . Chicago is broke.

Not to many blue shirts will cry over that loss.

That could have been better arranged. Three boxes with the same question seems like they pulled it out of their asses at the last minute.

Having said that, I just listed my top three priorities. Let's hope they listen to the membership. This next contract is going to be very important to us.

With G8/NATO coming up, they're asking us for a lot. We should be compensated accordingly.

But, last night on Chicago Tonight, McCrushOnCarolMarin seemed to be unconcerned with the medical and stated New York has unlimited medical. He commented it's all about how it's monitored, not how much time is available.

We should extend this to include the CPD and CFD.

I figure what we do is to implement a "just-in-time" police and fire department manpower pool the same way the corporations keep down inventory cost via "just-in-time " inventory.

GM, Ford ..all the big manufactures do it.

SO...that said we should first determine our manpower requirements for each day.

Then at a designated pre-determined meeting place, such as outside the Home Depot where all the illegal immigrant worker-pool population gathers for their day jobs -- we'll have the CFD and CPD gather to see if they work for the day or who they will work for!

Now how about THAT!

Should the C.B.U. predict that crime will be down for the day -- you're then free to lay some shingles for that day!!! So bring your gun and a hammer mi amigo!

I think we should start with a pilot program right away.

However let's use the aldermen since pooling them should be no great loss if we're wrong-- we know there are too many already.

1 per month doubt it. The normal flu takes a few days to recover this can be a safety issues if you got half alert officers going to work

There are many cpd that plan on retiring prior to June 2013 because of the insurance. There is no way Rahmie will offer a "better" plan than the crap plan that we have now. In addition to knowing the new contract will suck, why both staying?

Recall the mass hiring over 2 years that began in June 1986? Theres a few thousand that can leave with 25-26-27 years, and they will. Why stay for 5 or 10 percent more, when Rahm is going to take it away through other means?

The city can count on losing another thousand police officers over the next year and a half.

You can bet your uniform allowance that this is going right back in front of Arbitrator Benn in about 3 years. so the whole thing will be in preparing for the arbitration. There is no way we will get anything from 9.5 through negotiation.

Just sit back and hope the FOP puts a good team together to present the case to the arbitrator.

City can try to go after medical, but since it is a negotiated contractual benefit they can't just arbitrarily change it. It has to be negotiated.

It would be a great bargaining chip to do away with the usual Judaic-Christian PAID HOLIDAYS and let us choose our own holidays instead.

Allow us to pick our Holidays when we pick our Furloughs.

Example: If you work the First Watch maybe you don't want Thanksgiving or Christmas Day off but it is the next day off you wanted.

Example: You do not want Pulaski Day off because your kids do no have the day off from school but they do have Martin Luther King Day off.

If your want Jewish Holidays, Muslim Holidays, Graduation Days, Spouse's Birthdays just fill in the form in November.

This could be a good thing to do instead of giving up something else.

When Bill gets out he will have been damaged by the treachery of Jody Weis and I will also add Rahm Emanual and Garry McCarthy. I add the latter two because I know for a fact that McCarthy was asked, point blank, at Father Nangle's retirement party to go to Rahm and ask him to make a phone call to his former boss the President of the United States for a FULL PARDON for Bill. Not only for Bill himself and his family as Father Nangle talked about in his "Last Sermon", but also for the morale of the Department.

How many officers are afraid or hesitant to retire? I would assume if the housing market did not crash, then thousand officers would sell their house and leave. For the last twenty years Daley and the city refused to bargain in good faith and contracts regularly expired and we went two-two and a half years without a contract. The decision was then passed on to an arbitrator who gave us a minimal raise.

NOW Emmanuel wants a contract signed ASAP.

SCREW THEM. Now it's time to turn the tables. Agree to nothing. Let negotiations drag on past the expiration of the current contract. Let decision go to arbitrator.

Sound familiar Emmanuel. Daley and the city has stuck it to us for years. Things are different now.

We have nothing to lose. We will get NOTHING in this economy. Two, three years from now Obama gone, economy better. Better deal. Period.

That rumour is TRU. All current CPD officers born on or before May 15, 1949 will not have to participate in the NATO G8 Summit Detail.

Notice to malingerers: when the summit arrives and you're still on the medical recovering from cankle surgery, you'll be wheeled out to the front line. The City is counting on you.

Never happen. The current contract won't expire until June 30, 2012. We will never have a new contract a month before the old one expires. Never in the history of FOP & City contracts did we have one in place prior to expiration.

Look for an arbitration award somewhere around July 2015. That is probably very close to reality.No doubt some really onerous provisions will simply be put into place, resulting in unfair labor actions and lawsuits and ever worse morale, if that is possible.

Why make Joe Citizen pay? I haven't written a parking ticket or a moving violation in ages. More like 6 years. In my last review my Sgt. mentioned that I have zeros for activity and rated me something like below average. Or whatever, I couldn't remember. I don't give a shit. Besides, if push comes to shove, I want it in writing. I answer my calls for service and always back up my fellow officers. We need to stick together.

It would be a great bargaining chip to do away with the usual Judaic-Christian PAID HOLIDAYS and let us choose our own holidays instead.

Allow us to pick our Holidays when we pick our Furloughs.

Example: If you work the First Watch maybe you don't want Thanksgiving or Christmas Day off but it is the next day off you wanted.

Example: You do not want Pulaski Day off because your kids do no have the day off from school but they do have Martin Luther King Day off.

If your want Jewish Holidays, Muslim Holidays, Graduation Days, Spouse's Birthdays just fill in the form in November.

This could be a good thing to do instead of giving up something else.

Um, unless you're a lifelong Mon-Fri housemouse, this doesn't matter. Most of us are in day off groups.

No one's "GETTING THE DAY OFF". It's just another day on the calendar, but it's designated as a holiday, and, unless you have a ton of seniority, you're not getting DOH, anyway.

So, use those OT hours you picked up for the 'designated holiday' and take whatever day off you please, even if it's I LOVE MARSHMALLOWS day. Go for it.

As for contract negotiations, how swapping New Year's Day for the first day of Ramadan is of benefit to the City, I don't know. And, unless it benefits the City, I guarantee you, they are interested.

If you want the First Day of Ramadan, fine, or Yom Kippur, or
Cinque Da Mayo or Bud Biliken then fine. How about the day after Thanksgiving or Christmas.

How about those Teacher's Institute Days so may parochial schools have.

The city might go for it, it would mean more free time for us, less paid overtime for them.

I think they should compress the step raises and max out after 10 years. I would like to see what type of rates we could get with a FOP group insurance plan. I think any raise would be nice but I would like to see 4% per year. The medical should stay the same with more forceful action if abused. They know who is abusing it today....do something about it. Write your state and federal legislators about the ramifications of altering pensions.

Heard from a Sgt. at 35th that Medical Will be revamped regardless of what FoP wants. Into Paid Sick days Ratio of 1 per month (12 per year) and Required Doctors note for more than 3 Paid sick days in a row at a time.

This was supposed to put us in line with the private sector. Highly doubt the private sector needs a doctors note after 3 days. Sick of this bullshit and being treated like an asshole by this dept.

He is coming after, P-Days, BFD Days, medical, Clothing allowance and will try to get a pay decrease, is going to raise Insurance premium. Everyone hated Daley, But this guy is full of Vengence, hates unionized workers too. Will cause so much turmoil during negotiations that the union will be fighting amongst themselves. Sure glad I am going soon.

First off, we should tell the mayor we demand the right to strike. What a shot across the bow this would be and show him that we mean business.

Second is residency. If he takes this down, link it to increased pension and medical contributions

Third, no givebacks in any of the medical benefits

The FOP has the opportunity to become the leader for labor accross the entire state if only we can stand up to Rham. Lets not blow the opportunity
