"No Mutual Aid" Part II

This give-and-take in the comments seems genuine:
  • The reason why this is happening is that the city is not willing to indemnify the suburban agencies!

Big controversy between the city and ILEAS. It seems that when the burbs came into town to help during O'Bama's election that this being a preplanned event, ILEAS asked the Superintendent for indemnity. J-Fled stonewalled them all the way upto the election eve. The suburbs came in (thanks guys!)anyway.

The suburban mayors and village managers had a fit about this as their asses were out in the wind if one of their officers got hurt, shot someone, etc. Fool us once; They vowed that this will not happen again.

So during the preplanning for G8, CPD went to ILEAS and asked for help again. ILEAS said no problem but where is our indemnity? And whle your are at it, is there any hope and change money out there to cover OT, hirebacks, fuel, etc? The city backed off.

No reason to speculate further guys, this is the real deal.

    -From someone who really knows

  • The above poster is absolutely correct! The City is balking at indemnifying reponding agencies that respond to the ILEAS activation. I send 10 of my guys, with 2 Sergeants and 7 vehicles(2 fully equipped SUV's with tactical gear) to the Presidents Election Night activation, without that indemnification, and trust me I heard about it from my bosses. Why? because it is/was the right thing to do. I also ate the approx $3k in OT,gas, meals etc out of my budget. We are all in this together, especially in the rough economy. Absent that idemnification I think the City will have a tough(er) time getting that type of response, and trust me you will need that and more with the upcoming Summits.

    Suburban Police Chief
Seems plausible. Follows past practice by the city and their bad habits. Readers?

This city is one major disaster away from revealing how understaffed this department really is...I hope every sububan chief says no to the city. Burn baby burn.

Cool, let the City burn-- Rahm will be accountable.

Outside agencies, don't stick your neck out... ...just watch the glow of burning building from your cozy 'burb.

they will get a few agencies to help out and Im sure I can name most of them... They will get cook county, state police, berwyn, hazel crest and winnetka... You want to know why the will help? Because the chiefs of police in most of those agencies are former CPD. Thats pretty much all they will get help from... everyone else is gonna tell the city to f*ck off...which they should do.

Let the fun and games commence and let the city burn. Only then will the public demand that more police are hired. Let's see, strip the districts during the G-8 and NATO summits and the animals will realize it and go wild.

obama election night-i sat at 87th and the Dan Ryan with officers and bosses from departments from all over. Crap radios provided by CPD, 1 CPD female LT (out of her district), and no plan whatsoever...the whole thing seemed like the ingredients for a perfect shit storm...very last minute...they did feed us pizza though.

If the city acquiesces to the suburban request, the burbs would be smart to ask for cash up front.

Yet, this stupid Mayor Asshole is now pushing for the Russian summit here in Chicago, too!

We can't handle everyday calls as it is!

Victims wait 20 or 30 minutes or so for the Police Officer to show for a stupid report.

When the Police do NOT show up to the victims and crime scene, guess what victim is gone and no crime to report!

Theres your drop in crime Mc Supt. JAGOFF!

Then if we have to do a report. We have to relocate to the police station from our beats, because our laptops has a problem connecting to AIRA! AIRA another shit program!

I can't wait to retire and leave this fucking city!

Anyone that doesn't take the health care at 55 years old and retire out of town! I have no respect for that dummy and fool!

Indemnification is a HUGE part of this. Absolutely HUGE. The City is still tussling over the 2003 Iraq war protester arrests. And if things don't go well, the final bill may hit double digits - double digit millions, that is.

No suburban mayor with the faintest sense of fiscal responsibility would subject his municipality to the kind of risk that dealing with these lunatics is going to bring.

Just think back at a news conference Da Mayor had several years back where he said the city is ready for anything at any time. Then the fire at the county building where 5 people died. The fire dept couldn't even put out a fie on the 6th floor. No coordination what so ever.Years later still the same.

There are Federal Funds available for this purpose. My guess is they Rham and his buddies are trying to find a way go embezzel that money in the finest traditions of the last mayor.

Maybe the Rahmster will subcontract out the Country Club Hills police Chief and her husband, and request their expertise. After all, she was the cream of the crop here in Chicago......

Suburban cops will help out because we don't want to leave city cops hanging. Same thing as if another burb needed help. That's the way it should be. Help each other.

If ILEAS is structured like MABAS (after which it was patterned)then mutual aid is for unanticipated emergencies, not for planned events. It would be like calling mutual aid for a parade.

If I am the mayor and my chief does something like what this chief did he is toast. He knows under what rules this kind of thing is supposed to be done. He does not get to make up his own rules because he thinks "it is the right thing to do". It is not about right or wrong. It is about following the lawful orders laid down by your bosses.

A chief down in FL got his head handed to him recently for deliberately failing to obey lawful orders.

If one of this chief's cops had pulled a stunt like this, he would be all over the guy. And rightly so.

good for them. taking personal charge. that is what supervisors are for. and in a highly charged situation like this, that is where they need to be. let the bosses take the heat they are paid to take.

not a cop.

Oh yeah, just like Pittsburgh. The Feds said that they would be right there with us but did not have any authority to make arrests, but they would be looking for "Civil Rights Violations"

Who needs "help" like that?

Read this article! Could you imagine bosses like Cuello, Kirby or Judith Martin leading the pack like NYPDs finest? Or how about Mealer? We have a joke of a department with no leadership. Just imagine Judith Martin at the up coming G8 putting hands on a passive resister? I would love to see her be the Police. Useless

Still, Chicago is the only big city in the country w/o a Master Exercise Practitioner to plan for major events. Homeland Security shouldn't get any money until Chicago gets one.

He didn't say Chicago POLICE won't have your back; he said Chicago (as in CITY OF CHICAGO ADMINISTRATION) won't have your back.
He doesn't sound like a punk to me. He's just reiterating everyone else's comment that the suburban guys won't be indemnified if they step into some shit here.

This G-8 / Nato event will be a federal event, not some local police department thing to handle.
Come Jan 1st the alphabet agencies will come and tell Kirby what to do and she'll take all the credit.

OT:

Dumb azz CTA officials and their electronic LED signs.

Seriously!!

No sooner does the media announce the CTA is going to install all these electronic LED signs to tell you if a bus is coming or not and now the CTA is talking about budget shortfalls and service cuts or fare increase for next year!

Are we trying to put on a show for our neighbors -- trying to keep up with the Jones creating appearances that we are well off when we're dead broke?

What are we going to have...a pretty sign that tells you that the bus used to stop here but doesn't anymore.

I'll bet if you took a survey and ask riders what would they rather have... an LED sign with pretty lights an overcrowded limited service bus with higher fares....or ...well I think you get the idea.

And who asked for these signs anyway?

Was there a public outcry that I missed somewhere I don't get it.

Another example of politicians doing things that we didn't ask for and don't really want or need...especially when your broke.

When you're broke you sacrifice and don't go on mindless spending sprees.
