Pension "Reforms"

We don't profess to be up-to-date on all the pension legislation currently being debated in Springfield, but we can understand how everyone, including people with no horse in the race, can get confused about pensions.

Tom Cross, the Oswego republican, who has no Chicago constituents in his district boundaries, is the stalking horse for Rahm's attempt to gut the pension system, and he's calling it "reform" to make it more palatable to the masses:
  • A major overhaul of the way Illinois government handles pension benefits for current workers won a key victory Tuesday, but its fate remains uncertain because of heavy union resistance.

    House and Senate lawmakers also advanced proposals to crack down on pension abuses uncovered in Tribune/WGN-TV investigations, including efforts to undo a law that allowed two lobbyists to be eligible for sizable teacher pensions after substitute teaching for a single day.

    The sweeping pension changes, presented by House Republican Leader Tom Cross and Democratic Speaker Michael Madigan, would establish three retirement options for government workers to choose from going forward. State employees could keep their retirement benefit in place but pay more; take smaller benefits but pay no more; or set up a 401(k)-style plan that would give employees more control of their investments but also see them roll the dice on the markets.

    Employees would hang on to the benefits they've built up to this point, an attempt to address concerns that the state constitution doesn't allow pensions to be scaled back in midstream.
Who could possibly be against reform, right? But it isn't the rank-and-file causing the problems. It's assholes like these:
  • In other action, the panel approved a bill that would rescind a 2007 law that allowed lobbyists Steven Preckwinkle and David Piccioli of the Illinois Federation of Teachers to get in line for sizable state teacher pensions. They merely had to work a single day as substitute teachers. They had no prior teaching experience, prompting sponsoring Rep. Jack Franks, D-Marengo, to call their arrangement "obscene."
Lobbyists work a single day and manage to be pension eligible? This reminds us of the Huberman stunt where he attempted to remain part of the Police Pension Fund even though he had stopped being a police officer (as if he had ever started actually) years prior.

The Tribune has an entire series of articles about pension abuses, but interestingly, none of them seem to involve regular beat cops, rank-and-file firefighters or even front-line teachers. It's a lot of higher up, politically connected mucky-mucks from other unions feeding at the trough and screwing the supposed beneficiaries.

..and isn't the biggest abusers of all when it comes to the pensions are the people responsible for making the matching city contributions -- and have neglected their obligations to do so?

The media is busy demonizing the recipients, and rightly so, however what about the cities negligence? Nice little distraction.

How about we all pay-in the same amount regardless of rank. Of course, when we retire, we all get the same amount as well. This will keep all those "dumb as a box of rocks" merit bums from cashing in any more than they already do from their outrageous salaries.

Police officers, Firefighter and Teachers did not cause the financial meltdown. The average police widow was 74 years old and received a meager $1,525.00 a MONTH to live on according to page 8 of the 2010 Actuarial Report.

They did not create credit default swaps and they did not get huge bonuses selling those swaps.

TARP bailed out the rich guys who still get their big bonuses. The CME wants more breaks in Springfield. The middle class worker has been cast the villain. Their modest retirement benefits are about to be cut.

Where did the money go? New roads, better schools? I didn't get it. My pay was frozen for 7 years. Did you guys get it?

I have about 5 years on the job. I welcome these changes. Why? Well the pension system won't be there for me. So why should I pay into it? I will opt for the 401K plan. The only way to save the pension is to reduce the monthly benefit amount. But those who are retired and about to retire don't want that. So once again, why the fuck should I pay into the current pension system? Representative Cross, please give me the option of a 401K.

How could our political leaders in Springfield have the absolute gaul to give Sears and the CME hundreds of millions of our tax dollars to bribe them to stay in Illinois. If they are not happy here in our state then they should leave. But they won't. This is all bullshit just to extract money out of our weak state treasury. I can only guess how much our corrupt greedy legislators stand to gain by pissing away out tax dollars. Our state government is so broke right now they can't even pay our bills. Sears probably won't be around next year. They are going to go out of business. Why are we handing them money? Easy. Our low life bastard politicians all have side deals going on with them and others. And how many jobs are really involed here. Sears would take about 4500 jobs away. The CME is all done with electronic tech today so there wouldn't be many jobs going away. Plus how would they unload their facilities in this shit market. They ain't going anywhere folks. How about this;

Let's get together with other city pensions and hire a few lawyers who will investigate these ridiculous money grabs of our collective pension funds and turn findings over to the unions who could, when warranted, give the results to the Att Gen. office for prosecution.

These abuses include the cases that don't pass the smell test like relatives of a certain mayor requesting money to invest in a new company that was formed just to benefit from these types of mayoral piggy banks, and a politically connected computer geek that wants years of credit never earned.

How about putting some kind of control on the payouts to supervisors. After serving a few years in rank they jump on the pension for the next 30yrs at a pay that reflects a ridiculously skewed contribution to benefit ratio. They should have a sliding scale regarding years in rank, rank attained, to what percentage above Det pay should be payed out.

I got an automated call about pension reform. said that if it wasnt done our schools would suffer. they are painting us as the assholes. at the end it would direct you to your state repso u can either agree or disagree on the bill. I called by rep and senator and told them to vote against it.

I have worked hard for my pension, let the freeloaders work for a living. An average of 250 million per month is spent on the LINK system in Illinois. I'd say about a third of that is obtained Illegally by someone cheating the system. For those who need it it is a good system but it needs reform. I say a drug test and a time limit. Other states have reformed their systems with great success forcing the freeloaders to move out of state, mainly to Illinois. Thanks Pat Quinn and asshole Madigan.

Surely Mike Shields knows that the changes he requested to HB 3813 do not fix the pensions of his Union officers. The FOP sought and received a formal arbitration decision that says FOP Officers are not subject to CPD rules. Remember when they didn't want to: 1) Qualify annually with firearm, 2) attend required training (TARA, Gas Mask,etc.), 3) submit to random drug tests? FOP Officers pensions now go back to the level at which their leaves began, when the were subject to CPD rules, That's a pretty high price to pay to exempt yourself from the rules you agreed to for everybody's else. Somebody outsmarted themselves on that one. Congratulations to Sid Davis on his retirement -- THE ONLY SMART MOVE AT 1412 WEST WASHINGTON THIS YEAR!

Off-Topic.......But, maybe not too far off?

The Jefferson County, Alabama Bankruptcy case just hitting the MSM is the result of a Chicago/cook-county-like environment that initially borrowed/financed the complete rebuilding of the sewer system. Because of corruption, it had to be re-financed several times, and each time the clouted, corrupt ones profited immensely from the said refinance!

Could we potentially suffer the same fate with a Rham initiated rebuild of our sewer system ?????

Maybe the real agenda is to spend us into bankrupcy? Sort of like burn up the credit card before you throw in the towel.

It's bigger than the Orange County California debacle.

Google, Jefferson County, Alabama. It's an interesting read. I recall wiki might have a non-msm story about it.

Bobbie Steele found out that after being ACTING President of the Cook County Board, she could collect a pension based on the PRESIDENT'S salary instead of just a Commissioner. She then retired and "arranged" for her son (a Park District supervisor) to be appointed Acting Commissioner in his mom's seat until he could be elected on his own.

Of course the morons still had to vote for him, but you know how that turned out.

This guy is right, were not talking about percentages, we are talking about dollars. There should be a cap on the pension pay outs. City employees shouldn't be retiring with 100000-150000 a year pensions. Reap the benefits while in rank, retire and receive a modest pension like the rest of us not one that is draining the pension system. Every retired exempt is almost collecting the same amount as two retired PO's. Reform is needed and they should start with the ones doing the most damage. First the city and their failure to pay their fair share into the pension and then the over inflated pensions collected by politically connected bosses!!

Fact for new people who don't expect a pension. If your pension, medical, insurance or any other things that the mopes call "perks" are diminished, you are losing money. All of these were given instead of raises. These aren't gifts cause they like you, it was to keep from giving you real money. Take a look at what actuaries do. They calculate the odds that you will crap out before they have to pay you a maximum amount of money. The politicians are the "house", you and me are the "marks".

Why, we had a guaranteed retirement plan, we pay 9% they pay 9%, then we retire its 75% pay every year of our life. 401k is not guaranteed and you can have paid a lot into it and have nothing at the end. Zero. Fine opt out of your guaranteed pension for a 401k pyramid scheme.

The legislature just passed bills that will alter current benefits for people who are entitled to pensions. Little talk about whether this is constitutional or not. One of the Illinois senators stated that they can alter benefits for current workers because there is a clause in the constitutin that prohibits improper use of public money that is detrimental to the taspers. Is this a forerunner of what they are going to do to our pensions?

Thank you for expressing your views on the so-called “pension reform” legislation, otherwise known as SB 512.

Just as I did when the proposal was offered last spring, I have gone on record as an opponent of the bill. I am opposed to the legislation because I believe the true intent of the bill is not to “reform” public employee pensions. Rather, the bill is an effort to slowly bleed public employee pensions out of existence.



Additionally, I have strong reservations about HB 3827. Part of that bill would make it more difficult for high ranking government employees and union officials to engage in a practice known as "double dipping," which allows a relative few to collect millions of dollars in pension benefits. I favor this much needed reform.



However, I am opposed to another segment of HB 3827, one which will give the mayor of Chicago and the Cook County Board President the ability to appoint and control the majority of trustees on each of the municipal and county pension boards. I believe placing this much power in the hands of one official is poor public policy and will do little to address the root causes of the pension crisis.



Yes, public employee pensions in the state of Illinois are on shaky financial ground and need to be fixed. The real solution will likely require some concessions by all parties. But forcing employees to double and triple their contributions is not the answer. Public employees have dutifully made their payments to the pension system in each and every paycheck, while the state and local governments have routinely skipped or underfunded their payment obligations. For that reason, public employees must have a lead voice in any pension reform discussion.

29 and a day will be a thing of the past.

Without, the ship will sink even faster. If there is no long term incentive to stay, CPD is doomed. This is one job where employee retention NEEDS to be EXTREMELY high, otherwise the quality of coppers/service/beat relationships will degrade.

Public should educate themselves, before they poke any more holes in our boat. The politicians/clout bosses have already done a good job in pulling down our sails.

It has all the makings of a ponzi scheme. The money for years has been used to prop up the lifestyles of the politically connected. The only one's paying into were the investors, aka coppers.

If you put any money in a bond fund right now getting 3 1/2% fine, except for one thing. Interest rates are as low as they are going to get, the feds are loaning money at 0%. When, not if interest rates rise, which they have to do, the principal in the bond fund falls. You lose you principal in the bond funds and that a fact as investors do not want the bonds at 3 1/2% when new bonds are being issued at a higher rates. Just an economic fact, interest rates up, bond funds down

A 401 sucks unless you have matching funds from the city which would have to be paid with every paycheck If the city cant put their share into the pension fund, how are they going to pay you every payday. If they have those funds available, just pay that money into our pension and it will be solvent alot faster.
Another bad thing about the 401's is that when you are ready to retire the stock market could be down and your 401 could lose alot of money. At least with a pension you knoiw what you will get the day you retire

401's and deferred comp is great for a supplement to your pension, but not as a pension. A few years back a friend retired early and was counting on taking $1500 a month from his deferred for 15 years That was great but when the market went south, he was notified that he would now have the choice of $1500 for like 8 years, or $775 for 15 years as the principle in the deferred dropped and couldnt sustain the current payout for 15 years

I hope you were born before Jan 1st, 1955. If not you won't be seeing any 3% cost of living raises in your pension. I've been retired since 2008. COLA raises zero. Won't get a COLA until age 60, then 1.5% In the mean time they raise the insurance rates by 10 to 15% every year. Good luck with that COLA and thanks FOP for not doing anything to fix this injustance. Ret. 177

"Reform" is coming, be prepared. Rahm's "reforms" will gut your future. So that begs the question of what the police will do in response to this thievery? Here's some suggestions: 1) Since probable cause to arrest is subjective, stop arresting people, unless ordered by a supervisor. Doubtful they will, since they too will get robbed. Simply document the incidents and "advise warrant". Let the victims go to court and swear before a judge. Then, then the sheriff arrest wanted persons. 2) No street-stops. Why needlessly endanger yourselves and possibly force an arrest. 3) No traffic violations. Why needlessly endanger yourselves and possibly force an arrest. 4) Slow down when responding to calls (exception - assists or 10-1s). Why needlessly endanger yourselves and possibly force an arrest. 5) Respond to gang fights or shots fired? Sure, respond at a reasonable speed, check the area, and if all goes as planned, it's just another 19P. Should there be a victim, call CFD, write a report and enjoy the rest of your evening. Thinking about looking for the bad guys? Why needlessly endanger yourselves and possibly force an arrest.

The answer is document the demise of society on the appropriate case report and let the citizens count on the rest of the criminal justice system - whose retirements have not yet been cut - to protect them. Smile and be courteous when you tell that store owner to go to court and swear out a warrant for the shoplifter you are now releasing because in your opinion, you lack probable cause to arrest him.

I hope you were born before Jan 1st, 1955. If not you won't be seeing any 3% cost of living raises in your pension. I've been retired since 2008. COLA raises zero. Won't get a COLA until age 60, then 1.5% In the mean time they raise the insurance rates by 10 to 15% every year. Good luck with that COLA and thanks FOP for not doing anything to fix this injustance. Ret. 177

I don't know about 12:27 but I have 1955 beat, am 60 and ready and raring to leave the job and step into retirement. It is a perfect time to leave.

Speak for yourself and don't use the word "we" when you're talking about being a thief. If you have no morals, that's on you. Don't you DARE paint all of us with your blanket commentary.

I've taken second jobs and found ways to economize when money was tight. I have never and will never be a thief or a shakedown artist. You sound like a criminal who just happens to wear a blue shirt and a star. Don't know you, but I sure as hell don't like you.
