Parolee Charged in Officer's Death

  • Two Chicago men have been charged in connection with the slaying of an off-duty Chicago police officer, according to department sources.

    Clifton Lewis, 41, an eight-year police veteran, was fatally shot during a Dec. 29 robbery at a West Side convenience store.

    Sources said Tyrone Clay, 29, of the 5100 block of West Huron Street and Edgardo Colon, 34, of the 1100 block of North Central Park Avenue, were both charged early Saturday morning with murder while in commission of a forcible felony and first degree murder of a peace officer.

    Colon was arrested Tuesday by police for making an improper turn in his vehicle, authorities said. A .357-caliber handgun with two live rounds was found, they said.

    Colon clutched a baseball hat in his hands and shook his head in court Friday as prosecutors detailed the charge of unlawful use of a weapon by a felon. He was ordered held without bond on an unrelated gun charge, and is on parole for a conviction for home invasion.

    Lewis was off-duty from his police job and working security when two masked robbers burst into M&M Quick Foods at 1201 N. Austin Blvd., opened fire with a gun — akin to a TEC-9 — and fatally wounded him, police said.

    Lewis took the part-time job at the store after it was robbed Dec. 9. The two crimes appear unrelated.

    Lewis drew and fired his weapon, according to police, who declared that he had died in the line of duty as a result, affording him a funeral service and honors. He had become engaged Christmas Day, four days before his death.

    Sources said cash was stolen from the register and the officer’s gun is missing.

    A third person who was being question was released without charges.

    State records show Colon was sentenced to six years in prison in April 2007 for a home invasion in which he was armed with a firearm, a class X felony. He was paroled in October 2009.

    Before that, he was sentenced to four years for manufacturing or delivering one to fifteen grams of cocaine in 2006 and one year for obstruction of justice in 2005.

    He was first in Illinois Department of Corrections custody in August of 1999 for a variety of gun and marijuana charges, sentenced for three crimes to a total of four years, according to records.


This guy should have been in prison until at least 2013.

We are calling for the FOP to immediately begin backing a truth-in-sentencing law so that these parolees remain in prison so they don't kill citizens and police officers. This should be priority #1 along with pension legislation. How many parolees are out there killing people that we have written about over the last several months to a year?

This is so wrong on so many levels. Im also curious as to why he got the minimum 6 years on the class x felony (agg home invasion with a gun). The range is 6-30 years. With his priors he should have gotten closer to 15. Who made this offer -- an ASA or a judge!?!? I want their names printed. And his DCS of 1-15 is a class 1 felony. He should have gotten and served more than 1 year IDOC.

Truth in sentencing was passed for murder at least a decade ago but it's unacceptable to have 6 or 7 years equate to 2 1/2 years in prison. 6 means 6.

And these pieces of sh*t should be facing the death penalty.

I'm so sick of hearing about parolees being charged with murder (Indian Head Park murderer). This has to stop!

Many years ago I was in a jury selection for an aggrivated rape case down in Texas. The judge said that if the defendant was found guilty that he could be sentenced anywher from 4 years to life. He asked if there were any questions. I asked the judge "if the defedant is sentenced to an intermediate term, not minimum and not life, would he be in prison for that entire term?". The judge went snakeshit, slammed down his gavel and said that was an inappropriate question. Needless to say I was excused from jury duty. People need to be asking questions like that.

God bless the CPD for setting the wheels of justice in motion so expertly and so swiftly. In order to make that work the lesser offenders need to be out of the system. Essentially opening up room in prisons for the hardcore scumbags.

I know it's hard to believe if you work in Chicago and deal with the Cook County courts, but downstate dumbass kids get hammered for crimes all the time. Get drunk with your friends, take a tractor for a joyride, damage tractor........six years in jail. Out in two or so.

Something like that should be probation, fines, and paying back the owner for the damage. At least the first time. Talk to someone at IDOC about the disparity of sentencing between counties and Illinois regions.

In Cook County we have guys who fire weapons across crowded streets and serve only a year or so after a plea deal. It's FUTZ.

Legalize drugs, treat drug use as a public health problem and divert criminal justice resources to dealing with violence and theft. Oh, and public corruption.

Fund the mental health centers appropriately and maybe the two dead Chicago police officers killed in the last few years by obvious headcases would still be alive.

If it's done correctly the resources will be available to keep the perpetually violent locked up until they need Depends underwear.

Of course change like that takes courage and I see few politicians of the left or the right who have that kind of courage. The only semi serious national figure who talks that way is Ron Paul and while he's right on many issues he's a flaming nutjob once you get him talking about monetary policy.

Quinn claims he lives near Division and Austin, anyone know where? We should picket his office at the State of IL Building.

Quinn is a Fenwick alum, his brother is basketball coach at Fenwick.

A security guard at Fenwick had his brother murdered (Mike Norton) at North Ave and Cicero, Norton's Sweet Shop. I don't know if any of those offenders were recipients of early release previously but they will get their crack at Pat Quinn's revolving door prison policy, that's for sure.

Nothing but thieves and idiots soft as baby shit here in Illinois for governor.

George Ryan, (still in prison) Rod Blago, (going to prison soon) and Pat Quinn, needs a drool cup and a box of Depends, softball moron.

This year, 1st Sunday in May, remember how many people Pat Quinn helped murder with his early release policy. And be sure to remember on election day.

Yet Illinois has a brand new prison in Southern Illinois that they are trying to unload on the federal government. Open this place up Gov. Quinn and build a dozen more to keep these murdering creeps behind bars. On the bright side it would also create a lot of jobs for a state that is losing so many.

te other day i was on the 1100 block seeing the police canvass the nieghborhood on austin
about 5-6 guys ithought the reward would make someone drop a dime
but instead a simple traffice stop did wonders
unfortanaly the pricks will live which ina sense will be pure hell
when the gaurds turn a blind eye to thier new friends:)
lets send the biggest boys in the joint 20bucks a week to keep them "entertained" every night:)

When you have asshats like Quinn creating a situation that for example freed about 1800 people from prison and add to it the fact that judges seem no longer willing to keep violent people locked up, Clifton is just one result. I am sick and tired of this crap. Prayers to be uplifed tomorrow in church yet again for he and his family. He was a fine man from all accounts killed by absolute scum. We all know that a huge percentage of judges in Cook County are worthless, shameless, political hacks. And, they are almost never held accountable for the minimal sentencing of armed-offenders, who very frequently, soon after being paroled, become murderers of police officers and common citizens alike.

We need stiff laws in Illinois that take away the judges' horrible discretion to give lenient sentences, laws that also take away the prison system's ability to give early releases. I also agree with a prior poster who said the jail sentences handed out all across Illinois should be more uniform, instead of Cook County being the lone jurisdiction that hands out tiny jail terms for very serious armed felonies, while non-violent goofs downstate get hammered with long sentences for comparatively, petty crap.

We should also have a law that if you commit a crime with a gun...any crime...there will be a minimum sentence of 10 years in prison, where 100% of the 10 years must be served, with no possibility of early release. If we had such a law here, there would be far fewer murders committed in Chicago.

This would also mean far fewer children shot in Chicago, too! Mayor Rahm Emanuel, THINK OF THE CHILDREN! Where do you stand on this issue, Rahm? Are you willing to advocate for very stiff sentencing laws in Illinois, to help greatly reduce the number of kids shot in Chicago? Get back to me, Rahm! Or are you too busy figuring out more ways to increase taxes.....the main area of your expertise?

Truth in sentencing??? What about truth in following the law? 6 is impossible for home invasion armed with a gun. The MINIMUM is 6 plus 15 for the gun. It got ignored by some judge.

And no death penalty. He does the same time as he would if he shot a fellow gangbanger.

Teka a look at Colon on IDOC website. No less than 7 felony convictions, and EVERY ONE, including the last one, was for the very MINUMUM.

(730 ILCS 105/5) (from Ch. 38, par. 1655)
Sec. 5. Definitions. As used in this Act:
(a) "Applicant" means an inmate who is being considered for parole by the Prisoner Review Board.
(b) "Board" means the Prisoner Review Board as established in Section 3‑3‑1 of the Unified Code of Corrections.
(c) "Parolee" means a person subject to parole revocation proceedings.
(d) "Parole hearing" means the formal hearing and determination of an inmate being considered for release from incarceration on community supervision.
(e) "Parole or mandatory supervised release revocation hearing" means the formal hearing and determination of allegations that a parolee or mandatory supervised releasee has violated the conditions of his or her release agreement.
(f) "Victim" means a victim or witness of a violent crime as defined in subsection (a) of Section 3 of the Bill of Rights for Victims and Witnesses of Violent Crime Act, or any person legally related to the victim by blood, marriage, adoption, or guardianship, or any friend of the victim, or any concerned citizen.
(g) "Violent crime" means a crime defined in subsection (c) of Section 3 of the Bill of Rights for Victims and Witnesses of Violent Crime Act.

Here is a law to use when you encounter parolee's


(720 ILCS 5/25‑5) (was 720 ILCS 5/25‑1.1)
Sec. 25‑5. Unlawful contact with streetgang members.
(a) A person commits the offense of unlawful contact with streetgang members when:
(1) he or she knowingly has direct or indirect

contact with a streetgang member as defined in Section 10 of the Illinois Streetgang Terrorism Omnibus Prevention Act after having been sentenced to probation, conditional discharge, or supervision for a criminal offense with a condition of that sentence being to refrain from direct or indirect contact with a streetgang member or members;
(2) he or she knowingly has direct or indirect

contact with a streetgang member as defined in Section 10 of the Illinois Streetgang Terrorism Omnibus Prevention Act after having been released on bond for any criminal offense with a condition of that bond being to refrain from direct or indirect contact with a streetgang member or members;
(3) he or she knowingly has direct or indirect

The saddest part of all is this isn't the first CPD officer that killed by a savage who should have been in jail. How many times have we looked at a cop killer.s rap sheet and seen the same exact bullshit. Our ASA's and judges, with the exception of a handful, are all full of shit. The ASA's play lets make a deal with violent offenders every day. How many murderers are released after a watered down sentence to kill again.
Fuck for that matter, how many cases presented to the ASA's are denied charges beause it's not slam dunk. The same cases that every other county will take to court where the offenders are found guilty. There is the blood of police officers and innocent victims on every ASA and Judges hands thanks to them giving these violent repeat offenders a slap on the hand. Yes they did pass a law that you need and ID to purchase drain cleaner. However, there is no specific procedure(s) for the retailer to document that purchase.
There was an interview on WGN radio last week with several different retailers and all said the same thing:
No specific document that was provided by the state to track the sales.
No specific info that retailers must collect from the purchaser other than checking your id.
No info provided to the retailers on or to whom to send within the state the info that they collect on those sales!

In order to make that work the lesser offenders need to be out of the system. Essentially opening up room in prisons for the hardcore scumbags.

I know it's hard to believe if you work in Chicago and deal with the Cook County courts, but downstate dumbass kids get hammered for crimes all the time. Get drunk with your friends, take a tractor for a joyride, damage tractor........six years in jail. Out in two or so.

Something like that should be probation, fines, and paying back the owner for the damage. At least the first time. Talk to someone at IDOC about the disparity of sentencing between counties and Illinois regions.

In Cook County we have guys who fire weapons across crowded streets and serve only a year or so after a plea deal. It's FUTZ.

Legalize drugs, treat drug use as a public health problem and divert criminal justice resources to dealing with violence and theft. Oh, and public corruption.

Fund the mental health centers appropriately and maybe the two dead Chicago police officers killed in the last few years by obvious headcases would still be alive.

If it's done correctly the resources will be available to keep the perpetually violent locked up until they need Depends underwear.

Of course change like that takes courage and I see few politicians of the left or the right who have that kind of courage. The only semi serious national figure who talks that way is Ron Paul and while he's right on many issues he's a flaming nutjob once you get him talking about monetary policy.

I agree with you about certain things but why should we turn our backs and legalize drugs becuase we dont have the stones to do something about it. I have sat in court hundreds of times and coppers bitch and moan about how long they are in court, why does it take so long, and when the state comes in saying the mutt wants to plea .. you almost never hear a copper object. You don't like what happened. Guess what, drop paper on it. To/from to the Supe/Chief of patrol/Deputy chief of the Area and the commander. You will get a response. Put it on them and let the state KNOW you are not satisfied. Force THEM to do their job.
