Here's a good take on the new XO program:
- I am surprised nobody has commented on the all too obvious: They are not getting rid of the rank of Captain. They are getting rid of the rank of Commander!
The XO will be running the Districts and Units soon enough. They will do this through attrition or forcing the current Commanders to retire. Lieutenants will run the Watch with Sergeants and the Sergeants will be in charge when the Lieutenant is off.
Now most will think, "Good, fuck 'em". That is shortsighted, though, unless you came on the job to work harder for less money. This whole shake up equates to the Police Department taking a huge pay cut with less chance of promotion. Now are you paying attention young guy?
This is a naked end run around our Union. Nothing new for the Mayor.
We understand they are making less promotable spots. The last time they made detectives was 4 years ago and a small class of sergeants was 2 or more years ago. Lieutenants, same thing. Opportunities are not going to be there in the future.
We also assumed that the Department was making the Captain/XO spot a crappy job so as to force the Captains out and eliminate the spot again. But eliminating the Commander spot makes more sense after reading the above comment. We can't really disagree with either move as the entire Department is top-heavy far beyond need. It's the expecting everyone else to take on more responsibility without compensation and in violation of the contract that grates on everyone who is paying attention.

Well captains werent really doing anything for the amount of money they were being paid. Going to roll call and apprving arrest reports was highway robbery.
Unfortunately promotions will be harder to come by but having layers of do nothings making six figures is the biggest injustice.
My XO sounds so sad now. They "fucked" him. Reap what you sow, bitch! You went from being a watch commander to be the commander's secretary/ civilian station manager. Dummy!
With less than a one percent chance of getting promoted legit (with merit, secret study groups and people with the answers) does it even matter? There will be people that scored under 150 on the last Sgt test that will never be promoted. Myself being one of them. Dont get me wrong I wouldnt turn it down. But with the state of things now I cant wait to get the fuck out of this department.
If this is true, then why are some district commanders trying so hard to make these changes work? Is it just that they are clueless? Also, some of the commanders are young and won't be retiring soon. So how do they get rid of them?

However, XO as we're aware stands for Executive Officer. In the military my XO or 2nd in command dealt more hands on with enlisted personnel and other Admin. issues within the squadron. We always had a CO.
That being said, if they replace each Dist. Cmdr. one at a time thru retirement etc. those XO's become Cmdrs just by mere definition.
XO or Executive Officer always has the reference to that of 2nd of command which brings us back around "full circle" that it's the Capt/XO that would be phased out.
Commander? Never! That's the aldercreatures pick, and all these decisions are based on the political angle as the most important consideration. Even when the money is the political factor. Remember, all these decisions are based on politics, not what's right for the city. Do enjoy your democracy comrades....

The next move is to stagnant our wages and take away our benefits. It won't take long before we're at the bottom of the working class. McDonald's average pay is around ten dollars an hour. They'll move up and we'll stay the same.
Our only hope with our curent postion is to start voting all current Alderman, State Officials and the Mayor out of Office.
The goal is to make us a bunch of subsevent amateons who have no thoughts of are own and do what the Mayor wants. Their gutting the department of all senior leaders and forcing tenured employees to retire, with policy and work rule changes. Very soon no one will even know what's going on or how to do their job. Which you can see that with the XO order. All the orders coming out appear to be written by none experienced personnel and have been written very vague. Leaving orders open to interpretation. Which fits their agenda and overall goal to run us at will.
How about advanced Night Stick / Batton training. Battery to law enforcement is up. Protesting is up. The G8 is coming and only now they think we need additional training. We should have on going training every year. How about everyone goes for two weeks every year for training. In life everything is priorities, with everything we buy do, school, house, car and all others. We are the departments last priority. We are the step kid they forgot about.
Last I checked; Captains are removed from field units with watch commanders office. Al No Goodie, 001. Worst Captain ever. Who promoted him to Captain??????

That's all fine and dandy, but without a call or clout, there is no promotion anyway. So fuck em' is right. I came on the job thinking it was all legit when I was a young guy. There is a new mayor that is culling the old clout and the big paychecks. My heart is bleeding a river because my chance to be a high payed boss has been lowered from none to zero
Was at a recent Law Enforcement conference, many Captains from across the nation. All of them were pretty much operational as our Commander equivalent, they ran districts/precints and units. Should be that way here. Promotional opportunities will still be available, just to Captain as opposed to Commander. If this is yhe eventual goal, I think it would be a good thing.
No, the real targets are the Lts and sgts....the commanders already r in rahms pocket....they have always jumped when asked.
Many of us have talked about this already. It sounds like eventually XO's will be the "district commander", in order to save the city money (both in salary and pension).
But what are they going to do about the exempt ranks higher than cmdr?
If the taxpayers think this will save them money, they are wrong. They will find more flower pots or wrought iron fences to put up.
You see, taxes never go down, only up. The politicians still haven't taken a hit on their salary in 'these hard times'. Where is there 'skin in the game'? Oh yeah, the pay increase they gave themselves was only 6%.
This is not good. You have to have someone running the ship. I suppose this leaves the Deputy Chief in charge of the District the? A little removed I'd say.
The XO where I work is already trying to push off his duties on the DSS. Sorry dick weed, me doing your job will be last on my to do list. Guess who has to answer for the shotty work at Compstat? Not Me!!!
I might actually have to attend one of those meetings just to see you stumble and bumble around the microphone. Why don't you tell them, "well I instructed my DSS to do it, but he didn't have time"
I will try to find the article, but I read somewhere that McDrunk said that police depts. are evolving from being run like para-military organizations to being run more like businesses. I'll try to find the link...I just read it in the last couple of days.
I said it before, they are eliminated the position of Commmander for most districts. A Commander will only be at the head of very important units/districts just like it is in New York.

Chicago police Superintendent Garry McCarthy on Monday said moving officers from specialized police units and desk jobs to patrol duties was part of a strategy to shift from a top-down structure in the department.
"We are running police departments more like a business. ... With that comes organizational change," McCarthy, who took over as superintendent in May after the election of Mayor Rahm Emanuel, said in a speech to the City Club of Chicago.
The biggest part of the police buget goes to the patrolman . We can expect changes also ,in an effort to reduce operational cost . These cost saving plans have been in the works well before the new superintendent had arrived.
The changes to command does not effect the beat cop one bit. We will still do are jobs and answer the calls that are never ending. Each and every rank will have to fight their own battle on this one. Things will stay status quo until after the G-8 /NATO protest ends. I fully expect the reduction in tactical officers to be reduced and be place on the watch. More preasure on the watches to bring in revenue by way of anov's, caps will be gone and inside p.o.'s to be replaced by less paying civilians with no benefits. The new inspectors have been put in place in order to give out suspension time , not only to p.o's but also their supervisors. This will save the city a ton on paycheck reduction. These are just a few things I can think of, I fully expect a lot worse for the p.o. In the future .

I would like to know how many of those killed last year had I.R. numbers......real taxpayers don't care because the murder rate doesn't affect them, but the bottom dollar does.

I couldn't agree more. I took the detective's exam over 8 years ago and scored high enough to receive a number in the mid 200's and still have not been promoted. Hell, if you have less than 10 years on this job I don't think you've even had the chance to take a promotional exam. The CPD is a fucking joke. Anyone who signs up for this shit now is softer than baby shit unless they're just looking for a steady paycheck and don't mind having a shitty, dead end job. All I want to do now is coast into retirement and get the fuck out of this shithole. If only I could have glimpsed the future before I signed up for this shit I would have stayed in school and chosen a different career path. What a disappointment this job has turned out to be.

Contract yeah right I've been told by several bosses (Not just Police Dept.) the city wants free reign over all departments, Police, Fire, Streets & Sands, Water etc. the days of being pro-union democrats are over. No more promotions by testing all merit. If Rahm can't control you your out!

I don't believe they are trying to get rid of the Commanders. Think about it, the XO's are still protected by the Captains union. Thus they still get overtime. The XO's in time will make this work for them where they will be making enough overtime to be making more than the Commander. You had Lt.'s that were making more than a Commander because of their ot. But I do believe this is some kind of master plan to even further reduce future promotions..

If you reference the history of the Chicago Police Dept., you will find that when they were on a Precinct system, one (1) captain was in charge of the Precinct and he was appointed by the Ward Boss. This era is actually called the Political Era of American Policing. Some of the older stations, such as 023 actually still had that precinct designation in the concrete. Add to this the Booze Allen Study when Daley first took office and you can see that the rank of Captain and Commander can easily be flipped or one can be eliminated. Let's not start to think like some of the people we police and forget that things have origins and beginings. In the 1990's this Dept survived with the virtual elimination of Captains and it can survive without commanders. Eliminating Commanders would save millions of dollars in Gold Braid Pensions which for too long have been patronage golden parachutes for the clouted.
I like being a blue shirt. No worries or cares. Put that white shirt on or become a det. and the job sems to go to hell. As a lowly blue shirt I make about 80 grand just to drive about and answer my calls. Easy livin.

You are right on with this. They are definitely phasing out a rank with this move. It also could be phasing out Lt's, if Sgt's can do the job when Lt's are off then why will they even need to pay for them?

Chicago - One more thing, about a few questions that need to be answered. Last week two Chicago men were charged in the Dec. 29 murder of a Chicago police officer.
Clifton Lewis, an eight-year police veteran, was off-duty, working as a security guard when he was shot several times during a West Side convenience store robbery.
Tyrone Clay, 29, and Edgardo Colon, 34, were charged with murder while in commission of an armed robbery, and first-degree murder of a peace officer. Colon has a criminal record dating back to 1997. He was convicted of unlawful use of a weapon, burglary, obstruction of justice, and the manufacture and delivery of cannabis. Four years ago, he was sentenced to six years in prison for using a firearm during a home invasion. But when he was out on parole when he was arrested last week.
Clay was convicted in 2004 of unlawful use of a weapon but received probation. When he violated that probation twice he was sentenced to two-and-a-half years in prison. Then last year he was arrested for cannabis possession but received only six months conditional discharge for that.
Conditional discharge, probation, parole.
Why were these men continually and quickly put back on the streets?
How do the judges explain it?
Why does this happen so often?
As I said: Questions that need to be answered.

When the politicians take away the "candy" to hand out to clout babies on the dept. what incentive is there for anyone to do any work. We all thought Daley used a scalpel to gut this dept. Now we have Racoon Eyes with his sledge hammer.

I don’t know where you work and I’m sorry if you’ve had a bad experience, but here is a little insight into being a captain W/C. Theoretically, on any given watch there are 20% who will do their work to their best ability, regardless of bosses or other outside factors because of integrity and strong work ethic. 10% will make every effort to do nothing for the opposite reasons. That leaves 70% who given proper direction, motivation, and attention will be brought up to the 20% or without it slide towards to the 10%. I have to know each of these officers, what motivates them and their strengths and weaknesses. I have had to guide supervisors to step out of their own comfort zones and motivate officers that they would have avoided in the past. We have to deal with people who have different work ethics than us and to understand that everyone is not like us. We find strengths (sometimes difficult) whether it be traffic, guns, or sometimes people just like to answer calls and write reports. If they take that responsibility on with pride that’s fine with me. I know when their children are due to be born, when they are getting divorced, married or had a bad breakup. These factors all have to be considered before counseling them for activity etc… because I have found that my words have an enormous impact on them. I have to be a buffer between them and the often ridiculous mandates that come down from above. I have to make decisions on manpower while ensuring that time off-furlough requests are met to the best of my ability. When officers make mistakes we fix them before it goes beyond watch level. We make sure that awards are written, CR’s are handled and equipment is in the best working order that this department will allow. This I has turned out to be an honor to be able to experience a watch that has become the 90% .
I’m sure that most of you already know this and those who don’t will find out soon enough. BTW the 10%’rs that love to write negatively on this blog , we know who you are, your very transparent.

We have been saying this forever...
Captains like Commanders are APPOINTED, plain and simple. Their TRUE career service rank should br Lieutenant, a rank they tested for. As appointees the carrot is consistenly dangled in front of them, if they do not comply, they may lose their captain status. True Captains like TOM HUGHES would never have gone for any of this bullsh**. The Department is in the toilet bowl on a downward spiral. We NEED hierarchy such as the military. We do not need the gross numbers of the "somebody's boy" bosses. A Sergeant and Lieutenant cannot run a district. Commanders are needed, real captains follow and then lt's and sgt's. It's the trickle down effect. We are suppose to reflect a military command chain, hence a "para-military" organization. The department should not gamble with officers lives by restructuring the ranks, just cut the WORTHLESS fat. 35th, Units, political sronies, etc... Let those that do the WORK in the trenches keep doing their job, without being stonewalled or made to turn 180 degrees everytime a new "puppet" steps into the chair. Good policemen will always survive changes. Morale is another story. As George S. Patton stated; "Did you ever see a FEW policemen hanldle a crowd!" The good general was complimenting us on how are presence demanded RESPECT and FEAR! We can become that again, only with TRUE LEADERSHIP. Bye Bye McJersey, see ya!!!!!!!!!!!!

Do your job as a Police Officer , go to court twice a week . McCarthy should require sgts to issue traffic tickets . Why aren't XO , Lt , Sgt required to swipe in and out .

Why is Fop playing games with members who are running for political seats? I'm not saying we need to blindly endorse them, but how about you give them the benefit of the doubt? Have them come in to request endorsement, but for chrissakes - these are people who have our pension in mind.

McCarthy deserves a big applause for reassigning officers to Fugitive apprehension unit .The 2 officers helped arrest killer of Officer Lewis .
The biggest mistake they made was getting rid if the desk Sgt. Granted, some were assholes but most knew their shit and caught alot of mistakes before they hit the WC que. Removing that level of approval (or pre-approval if you will) puts the oweness on the "DSS" to be right 100% of the time. They forget, not all WC were desk Sgts before they were promoted. As a matter of fact, most good WC were street coppers and street/tact Sgts before they were promoted to Lt.
Bring back the desk Sgt and when the District Station Supervisor is a Sergeant make a PO the actor so there aren't any bruised egos
Eventually all Commanders and XOs will be civilians -- and a new generation of retired clouted hacks (Sgt. Keating and the like) will be able to collect a pension and free $$$ from the city.
Was i seeing things or was that Ernie Brown's Lt. Karyn M. getting out of a city car this morning at 35th street. You mean to tell me that this COMP STAT Lt neeeds a city car with city gas? For what? The newly appointed XO's don't even have a city car and they might have to respond to a legit emergency within their districts from home. What is Karyn going to respond to? The Chiefs call from home?

Why does any police officer care about xo rank . If you're a sgt , you will make more money working out of grade as a station supervisor . Sgt did most oc WC/Captains work anyway without any extra money . Once in awhile , maybe a free lunch or early out .
WC's always changed on city time , had the desk sgt or lt sit in while they toured district or left early .
Now if McCarthy could only force XO's to swipe in and out and write up some officers for uniform and
hair , beard violations , it would be a big help to sgts.
You don't get it both ways. Either the department is too top-heavy and the administrative ranks need to be thinned or "it aint my job" and the bosses need to stay to push the paper around that the lower ranks refuse to do.
Eliminating ranks has nothing to do with any contract and just because you work there doesn't mean you have some God-given right to a promotion. Either do the job or quit and go work somewhere else where you can sit on your ass and do nothing.
Who cares?!?! I give a rat's behind about losing another strata of bosses! Most are incompetent, few will have your back when it matters. Do you honestly think the working copper feels sorry for these clouted fools? They make a 6 figure salary and get off on screwing with the blue shirts e.g. shuffling starting times, bouncing people from car to car, all while taking care of the dogs of the districts who are their chosen pets; holding their slips, never asking activity of them whatsoever - the list goes on. Most of these bosses have property elsewhere- summer homes, real estate, and are set for life- and we are trying to focus on ONE mortgage payment each month and pray for a meager pension at the end of our 20+ years! I'm about sick to death of hearing about the poor bosses and their "burdens"- they all have enough time to retire (with a nice pension) so if the chair is that rough, then GO! And as far as promotions go- HA! That's the biggest joke of all! Any cop with more than 3 years on knows that's not going to happen without some clout. Stop focusing on stupid nonsense like this and give more attention to our depleting manpower, morale, and next contract!

In my 24 plus year career with this department, I have never and I mean never seen it this fucked up. From our incompetent and inexperienced leaders, to low morale, faulty equipment, theivery and mismanagement of pension funds, hiring freeze, no districts bid openings for 6 months and counting, shuffling of crime numbers and statistical lies from the superintendant, broken judicial system here in Cook County and the violence towards the police. I am going to retire sooner that I had originally anticipated. I cant and wont take it anymore. Good luck boys and girls. Stay safe. Watch your back and your partners back. Family first. Fuck this department, the sneaky corrupt Mayor and this savage shithead filled city. I'll send you a post card from my modest 2 bedroom summer home I've been paying for all these years thats far away from this hell hole we call Chicago.

Always look out for your fellow officers and then try to help as many decent citizens as you can. Taking chances is not an option any more. Taking a chance to keep yourself and your partner safe is always the right thing to do and will always be worth the risk.

Sgts are the only Supervisors that wont be shocked by work. What else can be asked of the Beat Sgts? We already work our 8.5 (before the comments start, I wouldnt fear the swipe machine, Id be due more o.t. pay with it, ha!) and handle all the supervisor paperwork. After 8.5 its o.t.....
Tact and Unit Sgts might get set back a little but, we are all the same.
Lts and Capts will feel the shift. Some might keel over. Anyway, they will push some out. Change happens. Next mayor and Supt will bring more. Dont like your Goverment job? Try the private sector again. Its not greener over there.
Im just saying if you shut down and sit on your hands, you just make it harder for all of us in the end. You lose control of the streets and you will work harder in the future trying to do your job.

You refer to Capt. Tom Hughes in your rant. While he was a great W/C while in 015 he was also one of the biggest political animals in the department. He was tied to the 11th Ward with an umbilical cord. He was also very lucky that he did not go to prison when a police radio assigned to him was found in the possession of a mob gambler. That is why he was never an exempt after 015.

Al N. was also in 019 for years before he made Sgt. I never had a problem with him, I worked for him after he made Lt & Capt, no problem, he would tell me what he wanted, it got done, no problem.

The thought is that they can hire two young guys for the price of one old guy. The young guy will do more work and bring in more revenue. The old guy won't kill the pension because he gets out early and is paid less, and again the two young guys are now putting in.
The Department gets more bodies and they are more pliable and the Department sees it as a win. the Mayor gets credit for hiring the bodies we are always crying for so he sees it as a win. I get to Florida sooner and I see it as a win.
As an old guy, it hurts my feelings but I'll get over it when I get to Florida. Offer only available AFTER G8. I can wait.

If you reference the history of the Chicago Police Dept., you will find that when they were on a Precinct system, one (1) captain was in charge of the Precinct and he was appointed by the Ward Boss. This era is actually called the Political Era of American Policing. Some of the older stations, such as 023 actually still had that precinct designation in the concrete. Add to this the Booze Allen Study when Daley first took office and you can see that the rank of Captain and Commander can easily be flipped or one can be eliminated. Let's not start to think like some of the people we police and forget that things have origins and beginings. In the 1990's this Dept survived with the virtual elimination of Captains and it can survive without commanders. Eliminating Commanders would save millions of dollars in Gold Braid Pensions which for too long have been patronage golden parachutes for the clouted.

Just to go a little farther with the history lesson, after the arrival of O.W. Wilson the Captains were removed from command of the Precincts (Renamed Districts) and many Captains were promoted to District Commander. The rest of the Captains became Watch Commanders. One of the things Wilson insisted on was that a Districe Commander and higher exempts had to be hold the rank of Captain. He did allow for a couple of Lieutenants and at least 1 Sergeant to hold exempt rank, but those were only in non operational assignments, such as the Directory of Training, who only held Sergeant rank. Things went along fine with this arrangement until the 90's when for some reason there was a decision made, along with the Caps initiation, to eliminate the rank of Captain and to assigne 3 Lieutenants to every watch. One would be the Inside Boss or Watch Oerations Lieutenant, 1 would be the Field Operations Lieutenant and 1 would be relief. Fortunately this was only a pilot program in 5 or 6 districts. The orders delineating the duties were extremely similar to the recently promulgated orders regarding district operations. The original program was an absolute, unmitigated disaster. In many of the districts at least 2 of the 3 did not speak to each other, in many of them dissimilar styles created havoc. In only 1 or 2 one of the Lieutenants assumed more responsibility and authority than was called for, but in those 1 or 2districts the system struggled along, but barely. It did not take too long, thank god, for the mistake to be rectified and once again Captains were promoted and took command of the watches. Unfortunately that also gave rise to the current Captain promotion system. Captains, by the way, are not technically Exempt members. Their title is "Senior Management" and they do have some protection, much more than the exempt from arbitrary demotion.
Personally I do not see this as an attempt to eliminate either Commanders or Captains, but rather as an attempt to make do with less, notably promotions in the lower ranks which will be a big money saver.
Again, Personally, I do not see how the duties of a Desk Sergeant can be lumped on to a Watch Commander, by whatever name you call him. Lot's of possibilites for things to go wrong in that scenario. I have been both in my day, at one time or another, and both, if done correctly and responsibly, require a fair amount of attention. I also don't see exactly how a Lieutenant station supervisor can sit back comfortably while a Sergeant Field supervisor handles a shooting by or of a P.O. I'm sorry Sergeants you simply do not, in general, have the experience to do this, and you certainly do not have the wherewithal to dispute an obviously stupid decision by an Exempt when that happens, and it will. Many of you have no idea how many times a Captain or Lieutenant have spoken up loudly to prevent a lot of bullshit fallin down on the back of a P.O.

As a retired lieutenant, I have to admit this poster is basically correct. It did not happen all of the time, but it happened frequently. The captains always left early and left a lieutenant as WC with no slips either for time taken or out of grade. When two lts were working one usually went home early as did sergeants . Nothing new here. Field Lt was a very good job, even if you had a no nothing no balls captain. All good things must end.

I don’t know where you work and I’m sorry if you’ve had a bad experience, but here is a little insight into being a captain W/C. Theoretically, on any given watch there are 20% who will do their work to their best ability, regardless of bosses or other outside factors because of integrity and strong work ethic. 10% will make every effort to do nothing for the opposite reasons. That leaves 70% who given proper direction, motivation, and attention will be brought up to the 20% or without it slide towards to the 10%. I have to know each of these officers, what motivates them and their strengths and weaknesses. I have had to guide supervisors to step out of their own comfort zones and motivate officers that they would have avoided in the past. We have to deal with people who have different work ethics than us and to understand that everyone is not like us. We find strengths (sometimes difficult) whether it be traffic, guns, or sometimes people just like to answer calls and write reports. If they take that responsibility on with pride that’s fine with me. I know when their children are due to be born, when they are getting divorced, married or had a bad breakup. These factors all have to be considered before counseling them for activity etc… because I have found that my words have an enormous impact on them. I have to be a buffer between them and the often ridiculous mandates that come down from above. I have to make decisions on manpower while ensuring that time off-furlough requests are met to the best of my ability. When officers make mistakes we fix them before it goes beyond watch level. We make sure that awards are written, CR’s are handled and equipment is in the best working order that this department will allow. This I has turned out to be an honor to be able to experience a watch that has become the 90% .

The biggest mistake they made was getting rid if the desk Sgt. Granted, some were assholes but most knew their shit and caught alot of mistakes before they hit the WC que. Removing that level of approval (or pre-approval if you will) puts the oweness on the "DSS" to be right 100% of the time. They forget, not all WC were desk Sgts before they were promoted. As a matter of fact, most good WC were street coppers and street/tact Sgts before they were promoted to Lt.

I don't believe they are trying to get rid of the Commanders. Think about it, the XO's are still protected by the Captains union. Thus they still get overtime. The XO's in time will make this work for them where they will be making enough overtime to be making more than the Commander. You had Lt.'s that were making more than a Commander because of their ot. But I do believe this is some kind of master plan to even further reduce future promotions..

Those former captains won't have a contract after the expiration of the one they have. If they want to remain exempt but get benefits that other exempt do not get they are in for a rude awakening.

Captains like Commanders are APPOINTED, plain and simple. Their TRUE career service rank should br Lieutenant, a rank they tested for. As appointees the carrot is consistenly dangled in front of them, if they do not comply, they may lose their captain status. True Captains like TOM HUGHES would never have gone for any of this bullsh**. The Department is in the toilet bowl on a downward spiral. We NEED hierarchy such as the military. We do not need the gross numbers of the "somebody's boy" bosses. A Sergeant and Lieutenant cannot run a district. Commanders are needed, real captains follow and then lt's and sgt's. It's the trickle down effect. We are suppose to reflect a military command chain, hence a "para-military" organization. The department should not gamble with officers lives by restructuring the ranks, just cut the WORTHLESS fat. 35th, Units, political sronies, etc... Let those that do the WORK in the trenches keep doing their job, without being stonewalled or made to turn 180 degrees everytime a new "puppet" steps into the chair. Good policemen will always survive changes. Morale is another story. As George S. Patton stated; "Did you ever see a FEW policemen hanldle a crowd!" You guys should be aware that the CFD has downgraded and the rigs have to go miles out of their district to go to their HQs leaving their area of protection vacant for quick response which is why they are where they are to begin with. Home protection is the name of the game. And your family will have to wait a LONG time for a response.
Better make sure the smoke detector has a fresh battery.
The biggest mistake they made was getting rid if the desk Sgt. Granted, some were assholes but most knew their shit and caught alot of mistakes before they hit the WC que. Removing that level of approval (or pre-approval if you will) puts the oweness on the "DSS" to be right 100% of the time. They forget, not all WC were desk Sgts before they were promoted. As a matter of fact, most good WC were street coppers and street/tact Sgts before they were promoted to Lt.

But the offender has yet to be arrested and charged even though the CPD has a name and address of the offender as well as witness statements.
Now...I'm no fan of the Contractors that write for Revenue....but I'd figure they should be supported by the Cop's on a Battery beef since they are doing City Business.
I just made a check to the city for a Meter Maid ticket which was put right on top of my current FOP and St. Jude sticker. I will run to help as soon as I put the check in the mail.

I don’t know where you work and I’m sorry if you’ve had a bad experience, but here is a little insight into being a captain W/C. Theoretically, on any given watch there are 20% who will do their work to their best ability, regardless of bosses or other outside factors because of integrity and strong work ethic. 10% will make every effort to do nothing for the opposite reasons. That leaves 70% who given proper direction, motivation, and attention will be brought up to the 20% or without it slide towards to the 10%. I have to know each of these officers, what motivates them and their strengths and weaknesses. I have had to guide supervisors to step out of their own comfort zones and motivate officers that they would have avoided in the past. We have to deal with people who have different work ethics than us and to understand that everyone is not like us. We find strengths (sometimes difficult) whether it be traffic, guns, or sometimes people just like to answer calls and write reports. If they take that responsibility on with pride that’s fine with me. I know when their children are due to be born, when they are getting divorced, married or had a bad breakup. These factors all have to be considered before counseling them for activity etc… because I have found that my words have an enormous impact on them. I have to be a buffer between them and the often ridiculous mandates that come down from above. I have to make decisions on manpower while ensuring that time off-furlough requests are met to the best of my ability. When officers make mistakes we fix them before it goes beyond watch level. We make sure that awards are written, CR’s are handled and equipment is in the best working order that this department will allow. This I has turned out to be an honor to be able to experience a watch that has become the 90% .
I’m sure that most of you already know this and those who don’t will find out soon enough. BTW the 10%’rs that love to write negatively on this blog , we know who you are, your very transparent.

i agree with the other poster. never had a problem the year or so i worked for nagode. we crossed paths when he first made capt and was in 024 on 1st watch. he has a bit of a temper, ill give you that, but as long as you are working and not a complete dog he was cool. sounds like you got yelled at by the big bad captain, had a few pops and now are flexing your blog balls. Also if nagode is the worst captain you ever had you have never worked out south. finally if you are so interested as to who promoted him to captain why dont you post your name and maybe someone can tell you?

Theres no comparsion between the two. A CFD Captain is responsible for maybe 30 guys tops. A CPD District Captain under the new configuration will be responsible for over 300. Time to get real.
#1 Tact officers to do investigation work because not enough dicks to handle the load.

I said this in a different thread, but I'll say it again here. The XO spot is to insulate/protect the gold stars. 1 to 1 management makes no other sense. Come on, a Commander can't talk to one person from each watch? Total of 3 people? He's so important he can only have 1 person to talk to?
The XO will be the one to fall on the proverbial sword when things go wrong. All the exempt has to say is "Well, it's this way because my XO didn't listen to me"
Gold stars will thus be protected from any wrong they might do. Honestly, do you think the department is going to get rid of any exempts? What jobs would the the politicians/Rev's give away then?

This is a nice comment and as of now, true. But what, in reality can be done to anyone in this department for not doing their job? What has been done to anyone in the last 20 years for not doing their job, from patrolman to lieutenant? Why nothing of course. That is because the department has chosen not to do anything. But, that does not mean that they will not choose this same policy in the future. Supervisors can be demoted, detectives can be put back in uniform. Anyone can be fired for not doing their job. It is just that the department, at this point, is just not willing to take on the battle.

Captains can be demoted by action of the Police Board; I believe that has happened twice since that sellout contract from the 1980's.
