Still No Manpower Shortage

The funny thing is though, all the evidence points to exactly the opposite. For example, take this study:
  • An analysis of state data on traffic tickets found that the number of traffic stops dropped by 6 percent and the number of ticketed motorists dropped by 11 percent.

    Pinched by the recession, police departments ranging from small suburbs to Chicago have been pulling over fewer motorists, while also giving more breaks to those they do stop, a Tribune analysis found.

    Police officials offer a host of theories to explain the trends, with the most popular being loss of manpower to make the stops.

But there aren't any shortages, are there?

  • ....Chicago police fueled much of the drop.

    The region's largest agency stopped 38,000 fewer motorists and ticketed 46,000 fewer — drops of 19 percent and more than 30 percent respectively. The numbers reopened a long-running debate about manpower shortages in Chicago.

  • Superintendent Garry McCarthy has said the department doesn't have a manpower shortage and the reassignment of officers will help curtail crime.
The "debate" is merely spin. If we're chasing the radio from start until finish, we aren't doing traffic and we aren't being proactive. But even in the face of this evidence, McJersey continues to parrot whatever Rahm is telling him to say to the media. No crisis! No shortage! No problems.

Now, why would I 'stop' a car for being late on a red light?

Because of the prolific revenue-generating cameras, I rarely do.

So, fewer tickets for no d/l, no insurance, no seat belt, broken mirror, etc. And no weapon charges, or contraband on the floor, or open liquor arrests.

Could also be the cops are having a slight case of the "Blue Flu". Why write any tickets for these ungrateful bastards running the city. Give everybody a break. The reduction in traffic stops is probably due to several factors. Manpower is obviously one of them. If you are chasing the radio assignments all day and there is constant RAP status, traffic enforcement gets pushed down the priority list.

Another factor is probably the the traffic stop cards that have to be filled out for every person on every stop. To insure against "racial profiling." What this says to the cops is "we don't trust you." Why would any PO want to put his name and rear end on the line with one of those cards.

And most cops today know that traffic enforcement has stopped being about safety and is now about revenue generation.

A police officer when he/she stops someone can let that person off with a warning. Fining someone, especially in these tough times , can be cruel. That's why the cities are going to cameras: they have no sympathy.

The Traffic Section's roving unit of LIDAR cars, which were implemented in 2006 to curtail speeding and directly respond to citizen and district commanders' requests, was disbanded as of today. The reason? Lack of personnel. They started out with 25 officers and 3 sergeants and ended 2011 with only 8 POs and 1 sgt. No more speed missions in the districts. The only place traffic officers will be running RADAR or LIDAR now is on Lake Shore Dr and the Skyway. The districts will be on their own for traffic enforcement from now on. But don't worry. Crime is down and we're fully staffed.

how much safer and how much more liveable this city would be if those who need arresting served full sentences?

Or those who illegally challenge the law were quickly and surely dealt with?

Or those whose violently forcible and illegal disregard for the life,liberty and persons of others begs for a summary and expedited revocation of their birth certificates by lawful corporal injection of multiple Cu jacketed Pb projectiles or by means of boots and fists wielded by determined and wholly empowered men and women who wear the Sillitoe Tartan?

The Policeman is alone in giving a damn about the plight of this rudderless and sinking Department.

We're afflicted with a mayor and an itinerant, gypsy-style ceo who chained the doors in hope all of us with any memory of what once was would remain trapped below decks while they get to escape...

Mcjersey shore, needs to acknowledge that murders have been up the last four months. Sept,Oct, Nov & Dec all had more murders than the previous year. Jan is on pace for a 35% increase in murders. We don't have the manpower to prevent crime. We don't even have the manpower to respond to many calls in a timely manner. There is no time for traffic stops all you do is go from call to call.

Could it also be that with a court appearance costing someone $165 before a fine is added, that officers have a heart and give everyone, but the no DL, no Insurance a pass?

$165 in court costs is just plain obscene and a sign out of an out of control government.

I also refuse to write expired meter tickets or zone parking
tickets, if a car has current plate and a current city
sticker then it should be able to park anywhere.

I only write fire hydrant, bus stops and handicapped parking violators.

Rahm and his new parking taxes and city sticker fees should have plenty. $200 a year just to register your car is plenty.

A military serviceman nabbed three robbers at a CTA Red Line station on the Near North Side this evening after the suspects snatched someone else’s iPhone, according to Chicago police.

A police officer who knew of the incident did not release the serviceman's name, because he was not certain the man wanted his actions reported, but the officer felt the heroic response should be noted. The officer believed he was a reservist.

By the way, Traffic Court at Daley Center sucks! Most judges are soft as puppy shit and let most cases that are contested get off with the stupidest reasons! Thus, why bother writing tickets anymore! What a waste of precious time just to sit through a bunch of "Not Guilties"!

All my tickets get SOLed by the ASA or Judge anyways, and the fines are never what they're supposed to be. So what is the point? I don't write petty shit, but even blatant violations get a slap on the wrist. Oh, but that's what happens in criminal court as well... So I should have known better.

I see absolutley no need to generate revenue for this shithole city via tickets, whether movers or parkers. For that matter, I see no need to generate supplemental revenue of ANY origin for this band of thieves ruining this once-grand city.

Those that deserve and earn tickets are the mutts that will never actually pay them. They simply don't give a flying fuck about fines or even showing up for court. Getting picked up on a BFW is a mild inconvenience for these ghetto rats. And when finally cornered by the judge to cough up what they owe, the court-appointed public defender cries hardship on behalf of Pookie and sets up some kind of asinine payment plan that is forgotten about long before the tab is completely paid.

The other side of this coin sees the legitimate taxpayers out there in what used to be the proverbial "Homelands", where there are still some mentally- challenged Hairgels that won't think twice about hanging a banana on your car when it's too far off the curb, or cracking you ILCS-style for talking on the phone while driving...something most in the ghetto never get looked at twice for these days.

The way I see it, the fucks in power already raised just about every other fee related to living in the city in order to nickle and dime us captives to death.

They send out their minions (ala D.O.R.) to areas dominated by city employees who they know will have to pay up or face internal consequences/wage garnishment/suspension time.

Meanwhile, you'll never see these same jagoffs in Englewood or Austin because A) these tough guys and gals would shit their pants and run off never to return once the first savage confronted them, and B) as stated earlier, you can't get blood from a turnip.

Good people of Chicago reading this blog, please know the following: the majority of us will NEVER sandbag an honest, hardworking citizen in any way. Although we all come from different places, we all share the commonality of the costs associated with living and raising a family in this overpriced cesspool called Chicago. I know that I speak for many when I say that I will only hang that parking ticket when there's a legitimate complaint behind it and I've exhausted other means to keep from issuing it. We have a wonderfully powerful tool called 'discretion', and you'd be surprised just how far that can go when dealing with 'normal' people. And this applies for almost every aspect of this thankless job we do.

big article in chicago tribune today about the drop in ticket writing statewide--- leading the charge was the mchenry county sheriff and the second largest decline was none other than the mighty chicago police department--- guess what the xo or play lieutenant or watch coordinator or whatever it is they call them now will be crying about at roll call for the next week--- will it be like the old days when they lined everyone up and checked their mover books--- the last time this happened one of the old timers opened his book in front of the boss and a moth flew out of it--- why would anyone want to write any movers for this crooked little thief who wants to "restructure" our pension plan and take away benefits....

That's why you literally see Revenue'ers prowling in captive tax paying neighborhoods from the crack of dawn to the stroke of midnight...

You're not going to see them in the "garden spots" where every other vehicle is boot eligible and has compliance/parking violations out the wazoo. Sorry if The Police are too busy running from call to call... (Still lolz @ the boot truck that got "ventilated" years ago)

Of course they're going to paper neighborhoods where people actually go to work. And as these neighborhoods get hit on the regular, diminishing return comes into play.

That's why you see an alphabet soup of people in all manner of get-ups, costumes and disguises now empowered to issue parking citations and such.

The Policeman demonstrates incredible power by sitting on his ticket books and starving the city.

Fair is fair?

Look at all the people who came down on Mike Shields for challenging McCarthy at the City Club of Chicago luncheon. Mike Shields has balls and has said more in his short time than Mark Donahue has said in his whole term as FOP president. Mike Shields spoke up on the pension board when others were silent. I wish we had someone with those big balls working for FOP Lodge 41 for the ISP Troopers. McCarthy has a lot of nerve to say we don't need more officers in this city. He had a lot of nerve to belittle Shields at the City Club. The politicians continue to go against what all of us know is right. They are giving away our tax dollars to fraudster contractors, lazy welfare breeders, connected lawyers, connected preachers, illegals, etc. Sonny was right...the working man is a sucker! It is time for a Republican mayor. Just for a change. If it doesn't work out..switch it up in four years. Something has to change this thieving political Democratic machine.

Hello Fellow Officers, I'm coming up on 15 yrs and this is where the cards have fallen. I show up now and patrol my beat, I get paid for what I might have to do. I stay visible to deture possible crime with coffee of course. I answer my calls and provide the necessary police service required for each job because I get paid for what I might have to do as the police. The yearly evaluation reports are garbage and can be ass rammed because I still get a salary/overtime/court/holidays etc...regardless of what meets whomevers bullshit requirements. I get more coffee and use my powers of judgement to issue either a mover/parker/anov or arrest if deemed or not, I still get paid for what I might have to do. I get the 15 yr incentives of salary,BF, and vacation days and leave work after my 9 hr shift of which is overtime after that if deemed and there is nothing these assholes or liberal politicians can do to alter that. We are a needed department and whomever is currently on it will get these things because we are the fine line between order and disorder. They can move ,switch, threaten to change and take certain benefits throughout the media but I still get paid as the Police for what I might have to do and with that large cup of coffee in my hand and the Sworn Status of my job and shield you liberal politicians and citizens can lick it. Please be safe, Do what you do and go home to enjoy your family because when it All comes down to it even in the near future We will still get paid for what type of Police action you may have to do and that's a fact! LoL! Lick it Rhambo and your appointed puppets....

index for movers has steadily gone into the tank since traffic court moved into the daley center.several court rooms have been closed due to low volume of tickets.keep it up boys,lets shut down some more courtrooms.(remember when the judges were afraid to open a traffic court facility on the west side)jokes on them.

The Tribune story massage suggests that the corporations are concerned that Illinois corporations next multi-million dollar tax break will go unfunded unless we can get these traffic ticket revenues back up.

Nowhere is there even a hint that people may be driving less or being more careful because they can not afford a ticket

The reason the mutts have lost respect for us is because of people like you who are afraid to challenge them anymore. He hit the truth right on the head and these assholes get us to play all these roles while attempting to covet up financial disasters that they created, not the policeman. Wake up and smell the coffee and one day when you move out of mommys house and have a family of your own you will see how the system is trying to get you to work more more more for less less less while paying higher fees and taxes. You must be one of the assholes who buys Bulls tickets and contributes to gangbangers making millions of dollars to bounce a ball but will come into work and be a go getter.

overheard cpd doesn't like 4 on 2 off schedule and is considering a 5 day work week for district patrol
days off by seniority
like the xo rank most day offs would be mon tues , tues wed and wed thur , very few would be day off fri sat , sat sunor sun mon

like someone said shit rolls down hill , we'll be forced to use comp time on week ends and it must be approved in advance by XO

The guy that did that one is a nutcase M-1-50/55 yoa, gray hair, usually wears a dirty green overcoat, and is known to carry around jars of his own urine. He hasn't thrown them at anyone yet, but who knows when/if he might? He frequents Western in that area, and should be picked up soon. Everyone knows him. I'm pretty sure he lives near Graver Park 103 and Prospect with family who cashes his SSI checks.

There are many Chicago Police officers that still write tickets. I am one of them. I don't do it for the City or for the politicians or the State, I do it because it's my job. But that doesn't mean that I hammer people or not give breaks to some. With that said, I do believe that the traffic card data, that was only supposed to be part of a two year study but that has gone on for far longer, is a significant reason for a drop too. I don't think officers want to risk being sued because the cars that they stop with probable cause in certain neighborhoods are leaky going to be 99% one race. When you add that our leaders and lawmakers won't explain the reasons why this might be, and the police are punished instead, you have officers who are going to give up.

As for parking tickets...thank former mayor RMD for selling a large portion of the tickets we would have been generating, to LAZ parking. It is unfair that the City is paying twice by not getting the revenue and from paying salaries of DOR officers to write these tickets. I know they will say they don't write the meters but I have seen them do exactly that.

The Chicago Police budget is one of the largest in the city because of the number of officers, bldgs, equipment, etc. Our budget used to be funded by ticket revenue that we generated. RMD began using it for other things and in time our budget became a burden for the city.

Look at the City's budget and the size of departments. The DOR is the next largest dept in the City, possibly surpassing CFD. They were badges that are copied from the CPD badge, they wear similar uniforms and perpetrate as police as far as citizens can tell. This is really goofy. Seriously, you guys look goofy. Next they will put them out in cars to write movers. The City has put so many obstacles in the way of police officers doing their job it hinders effective enforcement.

I will admit I still do write tickets in the form of ANOVs- Cell Phone violations only.

I was hit by on Archer Ave while she was texting. My wife was hit when dude was texting and crossed the double yellow(thank fellow blue shirt for stopping and witnessing). So in the last 4 months my insurance co has shelled out approx 12,000 in repair to my personally owned cars.

My daughter spent 2 days in after being T-boned by a woman who was texting.

Ya- guess my family has been a magnet for accidents this last few months, but I will continue to give ZERO breaks for those who jepordize the saftey of others. Thats just me- if ya can afford to have a cell phone- you can afford to pay the ticket.

Just me- dont expect anyone to sympathize or follow. Its just my personal fight.

We do have over 200 officers who are not writing tickets because they are no longer here. They retired, the nerve of them. We should get mover books when we retire so we can keep up revenue.
