XO Failure
Amazing. The Captains voted what? A week or so ago to sell out their own contract and by their actions, throw everything else into disarray. Now the city and Department turn around and stick it in their asses? Priceless:
- Exempts and XO's were called to an emergency meeting yesterday at 1730. All XO's will be in Sun/Mon, start at either 1630 or 1730. They wlll approve all overtime and CU for all 3 watches.They will all be given blackberries and if there is a problem they can be called while they are off and they will be compensated(OT) for the calls!!!!They will be responsbile for all administration duties and crime analysis(compstat) in the district. There new office will be the former Watch Commander office and the station supervisor will sit out at the desk. The goal is to remove all Lt's from Units and put them back in patrol.
Things got pretty heated, it became obvious to the Capt/XO's that they got lied to and fucked by the City and good ole Don O'Neil. The City specifically put the starting times at 1630/1730 because they are within 3 hours of the starting time of 3rd(1330) and 1st(2030)watch. The Capts can have their hours changed by 3 without being compensated.

Everyone saw this one coming. Everyone except the 23 Captains who voted for Hoot's harebrained scheme. Remember, these are our leaders selling everyone else down the river.

It seems the new XOs wee flexing a little muscle but were finding their 30 pieces of silver were not waiting for them in the Districts. Too bad.
There was a lot of screaming and swearing and no real anwswers. A clear indication that this downsizing of the Department was implemented without any real thought. Just looking at the money they thought they would save. This Department is a mess. Thank you Mr. Mayor.

There is a new draft order that supplements the District Station Supervisors duties. It changes their radio call sign from 99 to 01, 2599 now answers up 2501.
The DSS has to conduct roll calls and check the lock up 4 times. Not a big deal but each roll call is 30 minutes and a lock up check is about 15. So that is two hours away from the desk to have shit pile up.
Of course the ones who are getting screwed are the PO's. They will just have to stand there and wait until the DSS gets to them.
Sorry office I have to do roll call, then check the lock up, then check all cars outside in the lot(also in the draft), then I have to approve the a/a's, then do a watch incident log, oh yeah the XO needs this report done.
At the emergency XO/Cmdr meeting they said XO's have to approve all OT, but in the draft it says the DSS has to be notified if someone is on OT, but it doesn't say who approves it.
I'm not sure which rank they are trying to phase out, Lt, Capt or Commander. The LT is now basically a desk sgt, the XO is responsible for all the Commanders duties, so im going to guess the Commanders rank is the one they are after.
The only thing the Titanic had on us, it took under 3 hours to sink, we have been holding out a little longer, but we are heading in that direction. The final blow will be G8/Nato.
Get's even better...McNutty has an order about to come out making all Lieutenants desk Sergeants..With an 01 call sign and sitting at the desk..No office. So now if you go to him/her with a problem, you get to tell everyone including the public and or go hide and whisper in the hallway..

All field incidents will be handled by a Sgt. even police shootings, but they can't approve a TRR. This puts a stop to all promotions and was only designed to save the city "Mayor" money, plain and simple. And the Mayor expects us to be all fired up for the G-8? All I plan on doing at the G-8 if deployed is stand there and look pretty if I don't have the flu that week. Arrest who? I am holding the line sir.

I read an email that a Capt from 022 sent to all the Capt's in the weeks prior to this vote taking place, with all the reasons they should vote AGAINST the XO proposal. He was spot on about why they should not trust the city's offer and referred to the city as being " snake oil salesman".
This offer was APPROVED by the Catains Association board of directors. I'm gonna guess they will all land on their feet.

Don O'Neil. has never done a day of real police work, he was a school officer at A/5 , would you believe even a rep for FOP, how soon they forget and sell their souls and forget where they came. from.
The job of the commander of MLAS is to advise the department on the contracts, that is, his opinion, possible backed up by the attorney's opinion. It is not to take care of the rank and file. You call him a sell out, well, friends, he does not work for you. I worked in that unit at one time and I can tell you that MLAS is an arm of the administration and they must tow the company line, even if you do not like it. And for those who think that going to interest arbitration is a sure win, you are dead wrong. Interest arbitration is not as easy as grivance arbitration and it can be a winner, a loser or a split decision.Captains were a test rank . The city eliminated the rank and then brought it back using appointments ( clout). They can easily do the same thing with lieutenants. Caaptains are now an exempt rank and their time in grade counts toward the gold braid pension if they ever get a gold star. That was settled by the pension board a few years ago, which also stated that when a captain is acting exempt when the commander is on vacation can also count that time toward the gold braid pension.. I think what you might see soon is the end of district commanders with just one commander in charge of 3-4 districts. We are in the midst of a department wide reorganization and this is just the opening shots. There is plenty more to come.
I would pay money to witness the first encounter between the new inspectors and that embarrassing skinny male white officer that works in the 2nd district that has his hair in a tall mohawk, tucks his uniform pants inside his boots, wears leather gloves all year long, even in the hot summer while wearing short sleeve uniform shirts showing off his tattoo arm sleeves, big janitor set of keys dangling next to his dangling wallet chain and exposed handcuffs. Not to mention his squad car is riddled with creepy toy spiders everywhere.
This is either a way to get rid of District Commanders and replace them with XO's or District Captain and they also eliminate the WC position which means $$$$$ this eliminates all out of grade pay, doing more with less, here it's less $$$$$....
Oh and to the poster who said he was a Capt. And can't be demoted, I think you can, read the order/contract.....it's a process involving the Supt. But it did happen to a couple of Capt.s when they first started appointing them, some got sent back to Lt.s

Oh, but you can be demoted. You hold an exempt rank and even though you are covered by a contract, if the city makes a case against you ( I admit it would be a hard thing to do), you will be a lieutenant in no time. They can also suspend you. Don't think you are bullet proof.

The Traffic Section's roving unit of LIDAR cars, which were implemented in 2006 to curtail speeding and directly respond to citizen and district commanders' requests, was disbanded as of today. The reason? Lack of personnel. They started out with 25 officers and 3 sergeants and ended 2011 with only 8 POs and 1 sgt. No more speed missions in the districts. The only place traffic officers will be running RADAR or LIDAR now is on Lake Shore Dr and the Skyway. The districts will be on their own for traffic enforcement from now on. But don't worry. Crime is down and we're fully staffed.

That's a good one. We had some good shoe shine guys at A3. At the time all were recent graduates of Shine King on the West Side.
Our W/C, a REAL Captain, Patrolman Joe McCarthy, name checked them all and many times he marched them right into the back. The inventory cabinet of prisoner's property often included shine boxes, tools of the trade.
The DSS has to conduct roll calls and check the lock up 4 times. Not a big deal but each roll call is 30minutes

He is actually going to limit the number of "supervisors" needed and he is going to make the ones who are left do a full days work AND be accountable for the results. All these pussies here crying about the poor field Lts can take the cock out of their mouth and kiss my ass.
The only problem with this plan is that it wasn't put into effect ten years ago. This is the best thing I have seen from this ridiculously lazy department in my entire career.

I agree the Dept has gotten lazy over the last 15 years, but this is not about being lazy it's about contractual rights.
You fail to realize the people who are going to suffer the most are the PO's. The XO's are being told to use aggressive discipline, SPAR, SPAR, SPAR!!!
It has taken several years to get to the point we are at now, you can't just expect it to be fixed overnight.
The field Lt. was an easy gig, but when the shit hit the fan you wanted that good field Lt on your side.
Why is everyone so worried about the XO's, Lts & Sgts. They can fend for themselves.
This will also change the way lawsuits are filed. I have been sued a few times. Each time my arrest report was approved by a Lt. or higher. When the lawsuit came down I was named but the approving boss was not on the lawsuit. Watch, when a a sergeant approves an arrest report. When the lawsuit comes down the approving boss will be included on the lawsuit. This department always writes theirselves into a legal corner each and every time they try and change something that does not need to be fixed. The people running this city are all incompetents. This department needs to erase 90 percent of the general orders that they created and go back to a small stack of orders the way it was back in the 60's and 70's. The politicians destroyed this city beyond repair.

As a retired lieutenant, I have to admit this poster is basically correct. It did not happen all of the time, but it happened frequently. The captains always left early and left a lieutenant as WC with no slips either for time taken or out of grade. When two lts were working one usually went home early as did sergeants . Nothing new here. Field Lt was a very good job, even if you had a no nothing no balls captain. All good things must end.
If it wasn't for officers who take pride in doing their job, these guys wouldn't be in custody.

There is a new draft order that supplements the District Station Supervisors duties. It changes their radio call sign from 99 to 01, 2599 now answers up 2501.
The DSS has to conduct roll calls and check the lock up 4 times. Not a big deal but each roll call is 30 minutes and a lock up check is about 15. So that is two hours away from the desk to have shit pile up.
Of course the ones who are getting screwed are the PO's. They will just have to stand there and wait until the DSS gets to them.
Sorry office I have to do roll call, then check the lock up, then check all cars outside in the lot(also in the draft), then I have to approve the a/a's, then do a watch incident log, oh yeah the XO needs this report done.
At the emergency XO/Cmdr meeting they said XO's have to approve all OT, but in the draft it says the DSS has to be notified if someone is on OT, but it doesn't say who approves it.
I'm not sure which rank they are trying to phase out, Lt, Capt or Commander. The LT is now basically a desk sgt, the XO is responsible for all the Commanders duties, so im going to guess the Commanders rank is the one they are after.

I know for a fact that Lt. A.S. was not a merit sgt. or lt.; however, your completely right about this "I'm the liutenant" thing she constantly throws in your face. Must have a LOT of insecurities.

ugggh, I also know she passed legit, the problem is, she wanted to be the police and started a career in patrol and as sgt in area 3 which is a place of assholes and vindictive insecure coppers. As many officers have discovered if your not on the in, you never are or will be, and she never was. You view the fun, but no how much you try or emulate, you never fit in. Leave her the fuck alone, she hasn't done shit to anyone, but has been fucked with a ton. bottom line if you have worked in 024 and fought some asshole, got spit on, kicked, chased a car, whatever, she always has that officer(s) back, through completing TRRs or from IPRA or IAD beefs. So go fuck yourself, it is people like you that might make start thinking twice about backing her working officers. People talk a lot of shit about her, but when she retires she can at least at this point in time say "I always backed my officers"

Where do I start with this one.. I never said you have a certain time to do a case report. But you want me to do my job, then come clear when you finish it, not 1/2 hour later as you arrive at your lunch spot and then ask for travel time as you are ordering. But believe it or not sonny most of us over look those petty things because we know how you go from job to job on most nights. But when you start calling me to do my job well then I guess I have to look at those things you are fuckin asking for now don't I? Gsp? I don't know what that is maybe you can enlighten me. Lt. A.S. is a meritorious Lt. She also does not have one person in the district who respects her. How the fuck can she come to work everyday when supervisors and p.o.'s thinks she needs some help when she goes all crazy with her talk and then hides behind her bars. Is she so oblivious of how many people truly dislike her. Then she has a few minutes of clarity and tries to be friendly or funny, thinking that such behavior will erase her poor people skills. She should definitely be on the list of those who never should have been promoted.
The part that most people are missing, because they are too busy bitching is that they are violating contracts at will..
You all cheer (I am actually laughing about Hoot and that prick Lenti and the 4 other Captains who walked into a room saying no, walked out saying yes, and got spots..now their asses hurt from getting fucked)
But the reason you should be scared of this is the unfair labor practices being done are frightening and are fucking everyone from Patrolman up..
The city is doing these all at once..Cheaper for them to only pay off one arbitrator to win them all...

Second, working conditions:
You can say you push a beat car and don't do shit..fine. You're an asshole, but That is on you. A lot of the bosses now a days really don't give a fuck. It is an issue of work ethic and pride in ones work..but then again...still nothing to do with this..
The problem is you are now going to have a Sergeant, whether qualified or not, being the only one handling your police shooting...Being the only eyes that look at your arrest reports that will end up in federal court. Who do you think is going to be picked to be the SS? Do you really think it is going to be the good Sergeants that you will work for? NOPE! It will be the idiots no one wants on the street. The ones banging the commander/Captain, etc.. The ones who are afraid to be on the street and beg to let them do it.
You know that Sergeant that likes to take the CR instead of doing the right thing? He/she will be the one who is approving your TRR when you lump up pooky...
You know the one that screams like a 10-1 for a stupid traffic accident and ties down 10 cars doing traffic in the rain for BS...He/she will be the one who is in charge of all major scenes on the street.
He/she will be the one that was supposed to tell you about the wanted car at roll call but did the (10 second roll call like the douche who posted) and didn't so you get shot when you stop the jagoff for almost hitting you through a red light..
You can bitch about the bosses all you want. People like the Captains who voted for this and the Lt. who made threats on here about fucking with people (Hey asshole, the officers didn't fuck us, the City did...) but you all have to remember. They stopped paying ALL out of grade...That means for P.O.'s to Sergeant, Sergeant to LT, and LT to Captain....
They can ask me to sweep the station and I will because that is my job as long as they pay me.. But if there is something in our contract that says I get paid out of grade to sweep, guess what? I should get out of grade to do it..
Please, stop bitching at each other and realize that this is an assault on us all..

Field Lt's were always a joke. The Captains used to split their shift, so even as Watch Commanders they only worked half a day. This department has gotten so lazy over the past fifteen years that any additional work is met with the chorus, "Oh my God! How can we possibly be expected to do this?"
I was against McCarthy until this. He is actually going to limit the number of "supervisors" needed and he is going to make the ones who are left do a full days work AND be accountable for the results. All these pussies here crying about the poor field Lts can take the cock out of their mouth and kiss my ass.
The only problem with this plan is that it wasn't put into effect ten years ago. This is the best thing I have seen from this ridiculously lazy department in my entire career.
