050 and 051 to Close?

Shaved is reporting that the Department of Aviation (amusingly abbreviated DOA) is about to or has just purchased weapons and vests for their officers in anticipation of actually being allowed to go about the airport grounds armed.

If true, what is the implication?
  • The Chicago Police presence has become redundant, meaning yet another unit (or units) will be closed and the officers scattered to the corners of the city
This may result in another wave of retirements as the high seniority and clout-heavy officers who don't want to go to 007 or 011 bail out.

The good news is Rahm can claim another few hundred officers pulled out of his ass and "redeployed" to the streets.

The better news is that Aldercreature Burke won't have to take his city vehicle over the border to Wisconsin for the golf outing this year, resulting is massive savings for taxpayers.

Who's got the info on this one?

Gonna need those officers to set-up the rolling road closures as the 7,000+ dignitaries that are bringing the Apocalypse here will want to sight see, travel back and forth to the airports and maybe hit a few of the suburban casinos while they're here.

Excellent next should be officers on larabee close the school and send officers back to the street the online training is the best way to train. Also all school officers should be assign to the street ASAP no need for officers in schools ! . City wide everyone should work the same hours no more 8 hours for some and not all . Good Job Mayor Emanuel .

This should have been done the moment they created that outfit! The concept of a bunch of trained cops without the ability to protect anyone or anything was an expensive joke!

The move will add some cops and perhaps free up regular CPD officers for street patrol.

These were phantom units anyway. Some of the in custody jobs midway would call in you'd swear were done by the keystone cops. Guys with over twenty years that act like recruits. And don't expect anyone to go to court either.


Plus the special police wanted to carry guns years ago and dayle said no. They will be turned into cpd when it's finished.

If this is true then mayor Emanuel is essentially on purpose laying off police officers. He knows in his right mind that most of the officers at the two airports have very high seniority. Now their units get disbanded and they end up working in shit districts. They know the officers will just say "thanks but not thanks, I will just retire and call it quits".

Mayor Emanuel has a great strategy; make life very miserable for police officers. So they retire. Thus saving him a lot of money. Then you don't replace the officers that do retire.

To keep a lid on crime in the south and west sides of Chicago, you just deploy as many officers from the department as possible. Even if that means stripping the already depleted thin ranks from the north, northwest and southwest sides of Chicago (you know the "low crime districts"). While the professional criminal goes out there and turns those "low crime districts" into shit.

It all sounds like a plan to me. A disaster plan that is.

If true, Rahm is truly insane......while they (DOA officers) are nice guys, they nowhere near pack the gear to do what is needed.

The Feds will never allow it, even LAPD absorbed the LAX police after 9/11

The PAPD in NY/NJ is different.

The majority are clout babies that have been hidden for the majority of their 'careers'...if you even want to call it that. Dept. of Aviation did get Homeland Security funds for vests long ago, it's just now they're spending it. DOA does get involved in many functions on the borders of the airfield, they should be armed as well. There is some buzz about the G8/NATO dignitary security or lack thereof. This may be why it's rumored. But, if given additional police powers of arrest, good for them. We can use they help. There may not be any immediate plans to disband, but many of last years incoming bid spots are already retiring, so 050/051 manpower will be back down to where it was by 2013. We don't expect any openings, the supplement will likely be DOA.

Retirements - Pensions

Tribune reports LA suing a bank for bad investments. LAPD has their pensions nearly fully funded and they earned 21 percent last year. Sounds like strong aggressive management and oversight.

Did our pension fund get bad investment guidance that would merit a similar lawsuit to recover lost monies?

The guns were purchased for use at the academy. Also the vests are under a match grant.
There was a plan of reducing CPD at the airport and having the aviation police tak over more duties, such as traffic. They already do some of this unarmed, even though they are state certified and qualify one a year same as CPD.
The CPD is already so short of manpower at the airport that they would have to add manpower to come up to the level of a joint CPD/DOA force.

It's about time they arm the aviation police. I've always thought it was the dumbest thing to have state certified and trained police officers standing at an airport in the post 9-11 world (or even pre 9-11 world)unarmed. The city allows them to drive around in marked police vehicles, yet no firearms. I can't think of another city anywhere in the U.S. that has unarmed police officers stationed at their airports. And as far as I'm concerned, the old timers still carrying revolvers wearing old worn out blue vest covers loitering around the airport looks bad when people are traveling through the city. And as far as anybody complaining that some at the aviation police are goofs, just look around our department (CPD) and you will see a plethera of goofs from P.O.'s all the way up to commanders. If Rahm arms the DOA and allows them to enforce the law (which they are trained to do already), that will be one of the few good decisions that I feel he has made so far. I'm sure many will disagree with me.

The buzz at 35th is not about 050 and 051 its about 701 and 702.
There is talk that the CTA should utilize their new pod cameras more and hire a private security firm (read: hiring off-duty p.o.s) to patrol the transit system. There could be grant money involved thus putting more police back in patrol.
It is no secret that there are not a lot of personnel in Mass Transit and their lack of activity reflect that. A private security firm would not have to payout pensions, medical, and other benefits thus saving the CTA and City money.

SCC here is the real scoop! The airlines pay the salaries,and the benefits,+ pay for all the vehicles and fuel for CPD. The coppers cost the city budget ZERO, My brother is a station supervisor for Southwest airlines,and said that the airline would never allow CPD to be pulled out in favor of DOA! Aviation police were called aviation security up to 3 years ago,and there reflects this as the AS for aviation security denotes on the vehicles. The AVP (Aviation police department),have no lock up or processing facilities,have never done a case report,have never written a traffic ticket,never did an arrest report,as a matter of fact they have never even arrested ANYONE!

It is true the city aviation department bought them vest because they had extra in the budget and did not want it to go back as next year they would not receive the same amount.

Another dirty secret is that the guy in charge was former Bensenville police chief who as we well know the city forced that village to sell their nice homes, so they could plow through that once nice suburb to make more runways that airlines don't want! Look yesterday American Airlines is laying off (FIRING) 13,000+ workers! Now the former chief a young guy, was given this plum assignment,little police experience but his wet dream is to head a department like AVP!
Apparently like we see with CPD superintendents the officers in Chicago are not qualified to run a department,so outsiders are brought in to run roughshod on working coppers. Also many of the AVP officers have so many issues that make CPD look like a college team VS a grade school team. When calls come out where is APD?

not gonna happen. Aviation is fine from a security standpoint, but once you give them powers of arrest, deadly force, etc. there are checks and balances that have to be put into play.
They need an internal investigative body, detective division, independent police review, just to name a few.
They are titled "police" because Maurer searched to empower them, but in reality, they are no more than unarmed security guards driving around and watching as CPD does the arrest work, actual confrontation, etc.

Cook County President Toni Preckwinkle is announcing that 80% of Cook County suburbs responded affirmatively to a survey asking if they would annex unincorporated areas, where the County would pay the suburban police a contracted fee for police service there instead of paying Sheriff's Police.
Sheriff's officials have been shown signed documents that purport to show 80% of Cook County suburbs support this back-door plan to eliminate 232 Sheriff's Police patrol officer positions that currently cost $19 million a year. This tiny fraction of the massive $4 billion County budget is the latest sacrificial lamb.

Huh? Are you being serious? Sometimes it's hard to tell from the text.

First off, if you really believe that online training is better or as good as in person hands on training, you are nuts. I've had some really good training at Near North, some not so good. The active shooter was really good. Needs more scenario's tho. The terrorist one really blew tho. Just horrible and incredibly boring.
But we should be pushing for way more training than NONE!
You're advocating sending everyone back to the districts and having basically no more training. That would mean that pretty much those 6 months in the academy however many years ago are it. You know how much shit has changed since i've been in the academy and how many better tactics and options for dealing with situations are available now than what i learned years ago in there. As soon as you're involved in a shooting or something crazy situation, believe me, you'll wish you had WAY more training. Anything to give us more options, recognition and calmness when dealing with these crazies out there is a good thing.

I used to work for DOA. Its true they are getting vest but no guns. There are some solid officers out there but some real goofs as well. If they arm them they would have to let half their dept go because the majority of the officers won't be able to qualify. PS who gives a fuck about the clout babies having to leave the airport and come back to the streets?

I am a DOA copper and its true. Not only are we getting weapons but our supervisors have been going thru riot training and word is us officers are next. I guess the plan is to use us as casualty replacements during the summits. Also as a combat experience military man I have been task with drawing up a plan to start a rapid response unit which is a basically a swat team. I'm already slated to attend the FBI swat school at Great Lakes. Upon my return I will hand pick 11 other officers for my squad. We have federal and airline(nothing from the city) money and will basically receive the same training as CPD swat only we will be task with boarding planes and responding to tactical incidents thru out the airports.

DOA sgt said its all true. There was a staff meeting and apparently the city figured out that every other major city in America has its own airport police dept with fully functional units. Word is that a lot of the older DOA guys will be getting notices soon letting them know the dept is going in a different direction and their services will no longer be needed.

Seriously? In my south side district we've got 3 commanders secretaries, 2 timekeepers(1 civilian,1sworn),
2 review officers and a sworn full duty p.o. as district manager/crossing guard supervisor!
That's a total of 7 sworn working up in the administrative office. Come on Dave wake up!

Where do you work? They were sent out a few days ago (31Jan12). They waited to the last possible day as usual to have to give them to us. Did you bother to check your station. They are probably sitting out in the open, on top of a desk, unsecured, for everyone to look at or take just like the paychecks!!

The Aviation Police were a Daley friend contract deal. Why should the airlines pay for them. The CPD has been there for decades long before someone decided to line their pockets. Be careful what you wish for.

I am a DOA copper and its true. Not only are we getting weapons but our supervisors have been going thru riot training and word is us officers are next. I guess the plan is to use us as casualty replacements during the summits. Also as a combat experience military man I have been task with drawing up a plan to start a rapid response unit which is a basically a swat team. I'm already slated to attend the FBI swat school at Great Lakes. Upon my return I will hand pick 11 other officers for my squad. We have federal and airline(nothing from the city) money and will basically receive the same training as CPD swat only we will be task with boarding planes and responding to tactical incidents thru out the airports.

Oh how true. I had to pick up a family member at the airport(you know the arrival area). The person I was picking up wasn't outside yet so I passed as I was waved frantically and yelled at by the P.O.s to keep moving. I had to make 6 trips around the airport and back up to the arrival area until my family member was outside waiting. I stopped the car and low and behold a P.O. comes running up and says I can't park or stand there. My family member had to put one bag in the back seat and get in, so a matter of 20 seconds I was there. Again the airport P.O. starts yelling at me about parking. I told said P.O. that I'am a fellow CPD and inquired how am I supposed to pick up a person who just arrived at the airport in the arrival pick-up without briefly stopping the car to let them in. I joking stated that should I drive by slowly with the doors open and have them jump in. I saw the officer then standing behind my car as I was pulling away writing on his hand(my plate). A few weeks later I received a parking ticket. So my question to all you airport police who have it so rough, How do you pick up a person at the airport without stopping the car without getting attitude and a ticket from you. Signed a fellow P.O. who's been working the streets in a beat car for over 20 years not in a clouted unit.

Well, guess who could not make it to observe the three day g-8 training today? Neither Kirby nor Georgas could find the time to came and observe the training. However, both of them had no problem clearing their schedules to make it Hawaii at tax payer expense! Passing along their wisdom and expertise no doubt. Kirby even manages to make it to Monterey every couple of weeks to support her efforts at the Naval Post Graduate School. With that pedigree and her expertise navigating the rocks and shoals of the g-8/nato summits she will probably wind up an admiral.

The Aviation Police have been around since 1991 or 1992. Their first boss, or Superintendent, was Ira Harris, formerly a Deputy Superintendent with CPD. The first groups received exactly the same training as CPD, with the addition of some hours relative to policing airports. They took the same state exam as CPD, and were quelified to carry weapons. It was Ira Harris' decision to NOT arm them. A lot of people tried to to persuade him to change his mind, but he was adamant that they not be armed. I never quite understood his thought process. Quite likely it was a political decision made above his level.

All this talk has been going on for a long time, believe it when it happens. I can say yes APD/DOA/CDA whatever you want to call the department has been fitted for Bullet proof vests. The guns have been a rumor, but Im pretty sure the guns were bought for the academy guys. Rumor says we will be getting them also. I honestly dont see CPD just being taken out of the airports just like that. CPD has great officers and do nothing hacks. APD is no different. I can say one thing, if it does change and I will believe it when I see it, you clout excuse, negative talking pricks will be BEGGING to come work at the airports.

Who cares its easy to go after units. Go after the office workers who spent a career inside and have no intention of ever working the street. They are in every dist. , area and 35th st. Check the transfer order, they go from an area desk to another at 35th street. Go after the 100s hidden in all the special teams.
How about checking their work career. Anyone who spent a career inside switch with light duty, there is a body on the street. Or no one can work inside with less than 15 yrs min.

LAX Police were created to re-assign LAPD Officer back to the street. Still to this day, LAPD officer are assigned to the airport, they do foot patrols in the foot court, enforce traffic adjectent to LAX, and conduct follow-up investigations. LAX police do not have a detective division, youth officers, or SWAT. They use the city for this.

Not True. The airport police got the metro program which is half as long as the CPD program. Many in that first class were people who failed our screening process, drug testing, were fired from the CPD, or flunked out of the CPD recruit training. Yes they did get a State Certificate if they passed the state exam but those first classes were so bad they did not get a CPD certificate.

Most of those screw-ups are gone but not all. The difference is even the worst of our worst people have worked the streets for some time even if it was only a couple of years for the management people. The older 65% all had 25 years or more before they could bid out there.

p.s. They were armed to start with until they had shots fired at a check point and were forced to disarm. They only qualified once a year to keep the peace officer status.

Everybody should know the facts before leaving posts on here! There are plenty of inaccuracies on here regarding DOA Police. To the poster with a brother at Southwest Airlines, First off, the Aviation Police title came in 2005 and not 3 years ago like you state! Secondly, The "AS" on the vehicles stand for "Aviation Squad" not security like you state! Thirdly, you are correct about DOA not having lock-up or processing facilities, when aviation officers have an arrest, other agencies facilities are utilized, however, you are wrong about the rest of that statement, Aviation officers have arrest powers and have used them over the years, also have done reports, attend criminal court when needed and write state traffic tickets! Fourth, Aviation responds to whatever calls they are dispatched to so im not sure where you are going with that 1! Please know the facts before posting! And maybe your brother should stick to his airline job! Thank you!

Traffic unit busted up years ago after some were indicted.
Leftovers scattered to districts citywide.
25 year guy sent to 011, been awhile since he pushed a beat car if ever.
No sweat he said at roll call and went out 99.
First call he got was see the rape victim.
Arrives to find the rape victim dead in bed with offender with gun on the scene.
Had no clue how to handle any of it and was outta 011 real fast.
Good luck to the seasoned airport police if they find themselves evicted.

I started out there in 1988 and I was in the 2nd or 3rd class... The Metro program was 13 weeks long. I believe Leroy O'Shields was in charge along with Ira Harris.. I'm a little foggy on that because neither of them stayed for very long. Rich Kuninki (spelling) and his side kick Jim Joyce Ran the show... Joyce was prob. assist Commisioner 20 or so years before his demise.

I am current CPD, former DOA. DOA are state certified police, but yes not all of them are qualified to be police (and at a higher percentage thsn CPD). There are also a lot of good professional officers who would love to have more responsibility and to stop being treated like children. They have had a high turnover rate because young guys get on, get disgusted with being glorified security, and are snatched up by the suburbs (already state certified= massive savings because they have already been through the academy). A lot are retired from, or as I was, waiting to get on CPD. They do make an occasional arrest, but have to hand it over to CPD.

You were hired as the police not a secretary! In my district the commander has at least 8 P.O.s working in the office. Fuck that, get civilians for 25K not police for 80K and it would help the guys who constantly get denied a day off. Either you want to be the police or go find an office job. And another thing, please spare us the office jobs are so difficult bullshit. People stay there because they are scared, period!!

In most cases I would agree. But the average time on the job for a copper at either airport is 25+ years and they are there because they have worked the streets and got tired of it.

We are going to see a shit load of retirements from the airports.

Wait til the see the invisible people and evacuate O'hare for 4 ir 5 hours with air traffic backed up to Moscow burning millions of dollars in fuel.

Nobody will fly thru Chicago and lose their luggage and sleep in the gutter.

The good news is that new runway will last a long long long time unused and I'll get some sleep.

4:39P.M. The C.P.D. has not been responsible for curbside traffic in about 7yrs. At first it was City of Chicago Traffic Aides, next up and currently it is the Traffic Management Authority. Most of the Police could give a shit if you parked on the sidewalk!

The Aviation Police have been around since 1991 or 1992. Their first boss, or Superintendent, was Ira Harris, formerly a Deputy Superintendent with CPD. The first groups received exactly the same training as CPD, with the addition of some hours relative to policing airports. They took the same state exam as CPD, and were quelified to carry weapons. It was Ira Harris' decision to NOT arm them.

Not True. The airport police got the metro program which is half as long as the CPD program. Many in that first class were people who failed our screening process, drug testing, were fired from the CPD, or flunked out of the CPD recruit training. Yes they did get a State Certificate if they passed the state exam but those first classes were so bad they did not get a CPD certificate.

p.s. They were armed to start with until they had shots fired at a check point and were forced to disarm. They only qualified once a year to keep the peace officer status.

Well I'm sorry, but, without giving away too much, it is sufficient to say that I was around when they started and was very involved in some of the coordination with them and the Dept. of Aviation. Horris was quite insistant that they go through the entire CPD program, and as I said, they did with slight modification, even though most of us involved saw it as a complete waste of time and resources. He never considered arming them, but they all did receive state certification. I don't believe they were certified as Chicago Police Officers simply because they were not.

I believe that pre-dates the Dept of Aviation Police and was actually some kind of security force that O'Shield dreamed up. I believe he was commisioner of Aviation at the time. I will admit that it might have been 1990, not 1991 or 1992 that they started. That was a long time ago.

Wow, sorry your experience was bad. Did you fail? Most of us are pretty fair and patient. It can be a very tough class bot physically and mentally, but we are by no means forgiving on safety. Maybe you could narrow the group down since "the bald guy" narrows it down to 4. If you'll recall over 10 years ago on the range, you would be at front lean and rest if you asked honest questions. We are not the range instructors of old.

In that case does it mean that all the Suburban Departments that went through the academy with Aviation Police are also nothing more than security guards. Just because they have been treated like that doesn't mean they aren't trained or cannot do the job.

Oh how true. I had to pick up a family member at the airport(you know the arrival area). The person I was picking up wasn't outside yet so I passed as I was waved frantically and yelled at by the P.O.s to keep moving. I had to make 6 trips around the airport and back up to the arrival area until my family member was outside waiting. I stopped the car and low and behold a P.O. comes running up and says I can't park or stand there. My family member had to put one bag in the back seat and get in, so a matter of 20 seconds I was there. Again the airport P.O. starts yelling at me about parking. I told said P.O. that I'am a fellow CPD and inquired how am I supposed to pick up a person who just arrived at the airport in the arrival pick-up without briefly stopping the car to let them in. I joking stated that should I drive by slowly with the doors open and have them jump in. I saw the officer then standing behind my car as I was pulling away writing on his hand(my plate). A few weeks later I received a parking ticket. So my question to all you airport police who have it so rough, How do you pick up a person at the airport without stopping the car without getting attitude and a ticket from you. Signed a fellow P.O. who's been working the streets in a beat car for over 20 years not in a clouted unit.

We are not the range instructors of old.

The only way I can explain him is younger, bald, musclehead who thinks that he is teaching a class for navy seals. His tight black shirt and his khaki pants tucked into his boots like a fool not to mention he talks to fellow police officers like they are idiots... I did not fail the class and I dont think anyone failed.. and yes, I too am HUGE on safety.. its of paramount importance.. his attituide has nothing to do with safety, it has everything to do with personality and being a stroke. Every instructor in there was decent, personable and talked to the guys like it was one blueshirt talking to another blue shirt.. not like this moron talking to everyone like he is the real deal and everyone else is his little minion. I guarantee if he talked to people like that off duty on the street he would be getting his ass kicked by alot of people... cant stand hardasses on this job anymore. when the hell did coppers stop loosing their sense of humor????

That's Funny..I was hired and entered the Metro Class in Nov of 1988 and was one of the First classes of 50 Aviation officers hired that were hired off the street... Prior classes consisted of both fresh officers from the street and previous security personnel who were already emp. by DOA. I worked there for 3 Years until Nov 1991 when I joined CPD 18 Nov 91. My earlier statement was that I was unsure who was in charge whether Ira or Leroy neither of which stayed very long....non the less, The Aviation Security (police) started prior to my arrival in 1988.. There's one thing a copper Knows and that's his aniver. date!

I never had a problem picking up family and friends at O'Hare. It is called common sense which some CPD seem to lack. Follow the rules and use some common sense. The officers in 050 have to deal with obnoxious people every day so why should we add to their misery? Same thing when ODPO's expect special treatment every day? Keep a low profile, and work around the problem. I used the cell phone lot or park on River road until the family member has their luggage and ready to go. Sometimes we are pur own worst enemy.

What is happening to the taxpayer money that is budgeted for 13,500 officers but there are only about 11,000 officers? What is happening to the money that is budgeted for those 2,500 officers who aren't there?

Good question for which no answer is given by the mayor of Chicagostan.

Sorry, I'm not clueless. I didn't need to park in the cell phone lot since the person I was to pick up was ready. So my point was if that person is standing outside with bag in hand waiting to get picked up shouldn't I be able to pull my car over for 5 seconds to let them in without getting hassled and a ticket?

Also, neither CPD or APD does traffic at the terminals, that's TMA whose harassing everyone out here. They don't even let us stand to pick up someone. I have to call 050 to get permission so I'm not ticketed and towed. Then again look at the types of mush TMA employs
