Once again...the mumblings are getting louder. Let those who can hear, listen.
Once the dust settles from the Area and Patrol consolidations, there is going to be a glut of manpower and equiptment (cars mobile terminals, and radios) to be utilized any way that the Department wants. (read Manpower needs in our contract) Many of these x-tra personnell will be used in busier districts (read 011 & 007) This will be by executive order of the Department. Looks like it will likely be a 90 day detail so that NATO, G-8, Summer mobile, and Grant Park festivals such as the taste of Chicago can be manned. The Mobile Field Force is also slated to get beefed up.
Watches will not be respected in these assignments. Manpower necessities will be under the Authority of management needs. Get your phone calls lined up now.
Down town will be locked down under what is essentially Martial Law. But that term is not to be used publically. A heavy presence of National Guard will shore up the Homeland Security Forces.
F.Y.I The feds say that CPD doesnt have the manpower to contain G-8 NATO. Thats why the shuffling is necessary.
Out side Metro Units (undefined as yet)are to be hired as the deatils become availiable. These will be indemnified by the city however begrudgingly.
The city is preparing the surveilance in the downtown area and it will be top notch. High definition camersa are being installed in areas where trouble is expected.
In a counter intutitive move, the City is strong-arming buisnesses to stay open, and look like buisness as usual. G-8 funds will be availiable to repair damages done.

I am glad no one was dumped. Why? Because I believe, as many P.O.'s know, whether they say so or not, that police in our current configuration, cannot always stop people from shooting and killing each other. We do what we can and so do our bosses and Commanders. No policeman on this job regardless of rank wants anyone to commit a homicide. Not one. Regardless of what we think of each other individually. It is ridiculous to hold a Commander responsible for stopping a shooting especially with the level of manpower we have currently. To dump someone for this endorses the mindset that the high volume of change we have suffered for several years will eventually produce a discernible advantage. It hasn't.
Constant irrelevant changes are working against the department at a time when we need to be cohesive and strong with the summits coming up. The changes have achieved no cost savings or improvement in my opinion and no doubt in the opinion of others whom are affected, this includes citizens of Chicago. However it HAS served to disturb and disorient every policeman, detective, sergeant, Lt. and Commander in myriad ways.
The least affected are former Captains or XO's, perhaps because they threw everyone under the boss to achieve a position where they are potentially accountable for less and do less.
Change for the sake of change has not helped but demoralized this department further.

Amazing how they (City) always have money for layers of exempt positions. Yet at OEMC the guard shack is unattended due to loss of funds, ( so they say ). As A Patrol Officer who will never be promoted, I will never do anything on this job. I will however collect my paycheck, and do what is important to me. I learned very well from the competent Exempt members that lead this lousy department.
Commander Velez , a man filled with all kinds of knowledge none relative to police work. He is one of the biggest idiots ever to put on a CPD uniform and he has no business in this line of work.
At a recent police shooting he looked lost as one of his men shot an armed assailant and upon arriving on scene had no idea what was going on. Best way to describe him that night is a deer looking right into your headlights.
He gets promoted because what the hard working men and women of the 025th district were able to do for him while he was there
He was notorious for downing all the rapid cars on missions just so they would go out and come in with numbers for him. This has created a great divide between the beat cars and the rapids which should not exist since we are all on the same team.

The reason why this job will never be a profession or taken seriously is because of the exempt promotions.

This is the most confusing personnel order I've seen in almost THIRTY years. The commanders who are being moved from districts are referred to as "C/O's" and yet their replacements are "Acting Commanders." Is this really the way they do things in New York and New Jersey? It seems that he has also created severalnew ranks. We now have Commanders, Acting Commanders, C.O's, Acting C.O.'s and Acting Deputy Chiefs. The term for head of a district or detective area always was Commander. In the past there would be Acting Commanders, but once an order came out, like this one they, or someone else, was given the title Commander.
It just seems like he cannot get a handle on the way Chicago PD has always operated, so he has been trying to blend Chicago and New York together. I hope that sooner or later he comes to realize that Chicago has its own unique culture and that it is neither better nor worse than New York's. It is merely different.

international relations is going to be a temporary spot for g8. They are going to act as liaisons for the foreign governments security details and military officials who are coming to Chicago. Every security detail for each dignitary is going to want something different for their dignitary so its going to be a mess. after the G8 who knows what will happen with them or what spot they will go to.

You know what, i've worked for her for a while now and not one single time has she ever hurt a copper. She is a nice person who means very well and would never try to jam anyone up. In fact, she's helped quite a few get out of jams. So don't judge a book by it's cover. She's actually a very good boss to work for.

This is by far the worst written command change/promotion order I have ever seen. It looks like it was written by someone who has no clue what's going on. But what about the brand spanking new lockup at new 019? Closed, not open. New 019 must bring their prisoners over to old 019 for processing. Where's the savings?
Every prisoner placed under arrest in new 019 must be transported to old 019 for processing. The more you handle prisoners, transport them, move them around by car or truck the more potential there is for a catastrophe.
Anyone remember the two police officers shot in 010 while driving a mope around? Two detectives killed in Tampa, FL while transporting a prisoner? These are not the only incidents, of course. The potential for disaster goes up, way up, but the city saves a few bucks on a closed lockup. A brand new closed lockup.

I agree. Here's a case of judging a book by it's cover. While Kathy Boehmer's appearance may lull some into thinking shes a dullard, she happens to be one of the brightest exempts around. She's an attorney but that doesn't make her smart. She just is. And most importantly, she was always good to and fair to the troops. I've worked for her for the past 3 years and found her approachable and willing to roll up her sleeves and work the street with us. Does she have her "crew?" Sure, but what boss doesn't. Right before Weis left they offered her the commander's job in Intelligence. She turned them down flat, telling them she liked being in a district. Most bosses would have killed to that job. Says something about her. So don't always judge a book by it's cover and don't make moronic statements unless you've got some facts to back them up.
Rahm stopped quickly yesterday. Gmac will never be the same again!
