New Strategy? (UPDATED - Gang Audit?)

Driving in tonight, we heard McNewGuy talking about some new strategy he was implementing in response to the uptick in shootings centered around warm weekend weather. It involved something about actually talking to the people working the street, cops in close proximity to the gangs, front line intelligence.

Unfortunately, we can't find the audio on WBBM's radio website. Anyone have any idea where it might be? It sounded somehow exactly like what our readers have been preaching here since McOutsider arrived.

No mentioning manpower though.

UPDATE: Ah yes, here it is. Everything old is new again:
  • After a violent weekend during which five people were killed and more than 20 hurt in separate shootings, Chicago Police Supt. Garry McCarthy said Monday the police department is implementing a new gangs strategy using intelligence on the ground level.

    "We are conducting gang audits in each district, which means we are sitting down with a map, we are sitting down with the officers who work on those beats," McCarthy told ABC7. "We are sitting down with our intelligence personnel and we're mapping out who are the gang members, what turfs do they claim is theirs and who are they in conflict with."

Ah, yes. The old "map with the push pins" strategy. We haven't seen that one in a few years. Next comes the color-coded map with all the gang territories looking so pretty. And you know what comes next, right?

  • McCarthy says the strategy is about responding to incidents before the retaliation begins.

Some new order supposed to come out about all this. It entails patrol(beat guy) doing all the wonder work to better the community like gang intelligence, caps, gap, dibs, all kinds of other fancy sounding crap. At the same time answer baby momma drama, holding offenders and barking dogs. I say skip the lube and ram it harder! One job at a time and i'm taking my time.

Maybe the mayor will offer them temporary $11.85/hour welding jobs WITH food stamp application help if they give up their six to seven figure tax free drug turf as a illicit drug distributor?

Maybe that'll work.

Why these people don't want to buy into a system that makes false promises of healthcare, living wages, retirement funding and pensions is beyond me ya know?

They need to work and earn that $11.85/hour and save for their futures..ya know?

They need to pay taxes to fund the boomers pensions, fund the teachers, fund the public safety services, fund EVERYTHING...so when it comes time to collect on their benefits and the political promises they can be bent over the table like everyone else.

I heard the same report from WBBM but it sounds like McNewGuy is going to do the same stuff we were doing years ago when at roll call the watch commander would tell us who and what got shot or beaten up while we were all off duty.

Another great plan that no one else has ever thought about before.

I see the crystal ball unit coming back sooner then later also.

After, the nonsense from McLiar, stating how we're going to fix it all using new strategy, reporters standing outside of 35th street, stated once again that crime is down!!!! IDIOTS, IDIOTS, IDIOTS!

I saw it on the news this evening. Supt said that the dept is going to sit down with the cops who work the beat every day, and write down which gang is operating in what location of the city, who are the gang members and gang leaders, what crimes the gang is committing, etc. Then the dept will take all of that intelligence and create maps and charts and reports. This "new" gang strategy will help the dept stop gang crimes.

Genius. Absolute genius.

Too bad there's glaring flaws with this latest knee jerk, grasping-at-straws approach: 1- most po's in the ghetto districts are hairgels that haven't been around long enough to know how to do most things proficiently on this job, let alone know who the players or problems are specific to any given area - three years in the Duece ain't shit kid, so save the war stories for about 10 more years down the road, 2- these same officers are too busy running from job to job to job to have any free time to learn the who's-who and ins & outs of the gang players, conflicts, etc, 3- the players and citizens in general are ever less than cooperative than ever with giving up information for obvious reasons, hatred and mistrust of the police just to state the obvious.

I won't even begin to address the fact that 90%+ of these gang "specialists" and members of other "illustrious" teams don't know their asses from a hole in the ground, but are assigned to places like this because of a phone call. Just like merit supervisors ruined that aspect of this job, so too has diapers working tact, gangs, narcotics etc ruined any real type of intelligence gathering and subsequent police work. This is the Entitled CPD generation producing what they think is police work: DOPWs, pissers and two bag weed arrests - even Easter Sunday in 007 wasn't off limits for a handful of handjobs that arrested the usual suspects for a variety of MCC violations when it's a traditional day of rest for the men and ladies in uniform. The occasional gun pinch or half-assed S/W that results in anything bigger than what a good traffic stop will yield is nothing to bolster the "elite" moniker often attached to these units (insert finger down throat here).

McCarthy is desperate and grasping at anything to avoid further embarrassment for both himself and his Puppetmaster 9.5. If Garry thinks hes going to gather intelligence from the pool of nitwits that came thru the Academy in the last decade or so, hes in for quite the rude awakening. Newsflash, McStupe, this is an Epic Fail in progress.

Change the calendar so that we no longer have Saturdays and Sundays. That's right. Only 5 day weeks, Monday through Friday. Guess what? No more stories going around the country about what a bloody weekend there was in Chicago. Another problem solved!

Heres an idea , lock up gangbangers . Juveniles are accumulating 25-30 arrests with amazing regularity before anything happens in court , and even then, there is tremendous pressure to NOT lock them up.They are given chance after chance of supervision, probation, intensive probation, electronic monitoring , non- secure detention alternatives .Probation and some of the judges know who the bad guys are , but we constantly hear about using detention alternatives , disproportionate representation of minorities , etc , etc.The county seems obsessed with not holding delinquents in custody , but rather to keep coming up with new programs and alternatives.It's even getting harder and harder to violate their probations once they're actually on probation. We can no longer be proactive with the kids who are really bad , but rather the attitude seems to be that they have to be caught doing something really bad before anything happens. As someone who has been doing this for a long time , I have seen tremendous changes with these juveniles and it's scary . They are learning that they can be criminals and be held totally non- accountable.They have no respect for police , judges , the court or probation. When they do finally get convicted , I'm noticing more and more of them are fighting with the police during the arrest.There is no doubt in everyones mind that this will be the worst summer in recent memory.

- declining manpower
- poor leadership
- no promotions
- 911 workload (we answer every bullshit call, even if not remotely police related)

How about putting a positive spin on things. Out of the couple million people that live in Chicago, less than 50 got shot last weekend and only five died. So in actuality there is less than a .1% chance you will be shot and an even smaller chance you will be killed. Those sound like good odds to me.

Don't worry. There are color maps already in place. The 010 district has one with all the gangs and their territory. I believe that map was distributed in 2008, so mcflurry needs to come up with new ideas... Here I'll give him one - hire more police.

Effective next period(allegedly) 165 officers from gang enforcement, 72 officers from gang investigations and 45 officers from narcotics section to be sent to patrol. The vacancies in those units will then be eliminated. The officers will have top three picks of what district they want to go on and what watch until they are reshuffled at bid time. The cuts will be determined by seniority. Gang investigations will be based on the old gang investigator where each area will have two teams of 10-15 coppers.. so it will be gangs south, central and north. They will still do the same thing they do now and will still be based out of homan square. Gang enforcement will have the same roll they have now and so will narcotics... they will just have to do it with less. Tell me rahm, what will you do when you cant steal manpower from units anymore??? Pretty soon your gonna have to hire people. look for the changes to come next period.. although, the guy I talked to at homan square said the details may only be released next period and no changes may be made until after the nato summit. more smoke and mirrors people.

I knew Brett Goldstein when he was assigned to 011 on midnights around 2003 , although a nice enough guy he WAS NOT THE POLICE and he worked the radio room and desk for the most part. I have no ill feelings towards Brett but how is someone who was never THE POLICE going to have anything to say about gangs or violent crime in general. He was very good with computers as WE that worked around him remember. Sorry Brett but its the truth and you know it as well...

I did this "gang audit" a few weeks ago.

All we did is list the gangs, the factions, who they're allied with, who their in conflict with, who's in the gang, what is their source of income (eg weed, heroin, robberies, burglaries).

While it's a good idea because all of our gang maps are out-dated. They have no real strategy.

They seem to want to "splinter" these gangs off. The problem with that though is you create even more factions and have no leadership within these factions.


Most coppers in their district can figure out if a shooting happened at 63rd it's more likely the guys off of 65th who did it. You cannot accurately predict when and where a shooting will occur. I remember some west side boys were shot outside the rock and roll McDonalds. If another gang catches you slipping, it doesn't matter when or where you are they will get you if they want to.

The answer is more police, and a large city wide unit to combat upticks in violence. It's a proven strategy that works.

The Progressives have completely won in Chicago. They have the remnants of a police department with demoralized and disillusioned officers. The supervisory staff is manned by very incompetent personal that are completely clueless on what it means to lead. Officers on this job now look at how soon they can get out without ruining themselves financially.
There is no quick fix, none whatsoever. If we were to get the appropriate funds that we need, get a Superintendent that was just adequate and understood the job, stop political merit promotion and actually promote by uncompromised testing and experience, and hire more officers, we would not be able to get near to what this department used to be for another three to five years. Be very careful out there, the barbarians are very aware of all the above.

Since about the time Weiss came in, it seems our beat cars have had a revolving door on them. Leave officers alone -- in one place so they get to know their beats, who is who, the specific gang players/issues, problem corners/blocks, and build relationships w/ community members -- perhaps then more info. might be shared and incidents averted.

SADLY this is the trend and pretty much how each unit/district is run now. These people are the DSS's and Commanders etc.

Some of thesefolks have "street" experience but if McCarthy or whoever in charge really wants results, they should run the arrest history and awards history of ALL their bosses (even SGT.s) and the results may astound/awaken/shock those that expect results.

Mainly because most could NOT lead by example in the street but lead mostly by example from their experiences at the desk or soft districts where they did not much and spent little to no time in court putting DUDE away.

Now they run around trying to "fool" some of us old and been there done that folks that they are lock em up vets!

I often wonder what McCarthy thinks of them or our department at Compstat when he looks upon them if he knows there background or sees their arrest numbers or award history.

I'm in GEU and have had enough of the BS. On nights, when were not doing private security at funeral homes for gang members, we're assigned to the f'ing brilliant "zones." When on days, i heard of teams babysitting churches during gangster funerals, and even PROVIDING POLICE ESCORTS FOR MURDERED SHITHEADS TO THE CEMETARY! How are we supposed to do the things we need to do to function as designed- things such as surveillance, and cultivate informats (who often give us sensitive inside information into the inner working of gang structure and activities), and catch people dirty to flip them. I cant even tell you how many times we would be working on something and get a call saying "hey, we need you to respond over to zone xx in district x" then we drop what we were doing to drive around in circles staring at 30 other cop cars in the same box. This unit is done, scrap us all.

Oh, and the new commander is in over his head, so he reverts back to his "saturate the area" ways of TRU. News flash- TRU got axed for a reason, implementing their strategies in GEU will not be any more successful. Say hello to GEU, the largest civilian dress saturation team in CPD history.

OT: I reside in 008, a few blocks west of MDW. 2am, this past Saturday morning, I woke to doorbell ringing. Because of the distorted peephole view, I opened interior door slightly (exterior security door locked), I see 1 male Hispanic about 15 years old standing on front porch, but my dog barking makes it impossible to hear what this kid is saying. Dog jumps up on bay window, under the closed blind and only then do I see two more male Hispanics, 1 standing on sidewalk directly in front of property, the other adjacent to property, in gangway looking towards backyard. Phone in hand, I dial 911; explain the situation with a brief description to dispatcher, who tells me they’ll send a car out. The three remain outside my house another 5 minutes before leaving in a 4-door late model Caprice.
SUV arrives at 230am, I tell the two officers what took place giving them a more detailed description (15 yr old male, 130 lbs, dark blue hooded sweatshirt, dark pants, dark curly hair. 2 males approx. 35-40 years old, 165 lbs, one grey hooded sweatshirt, dark pants, other jeans and dark jacket.) Officers tell me they’ll drive around vicinity, and to call 911 again if I see anything else suspicious.
I realize my poor choice of neighborhood years ago coupled with eroded property values today have led me to living this somewhat survival mode existence I find myself in. Not quite the lifestyle I envisioned for my family or myself. As unremarkable as this thing was compared to the carnage you usually see, I admit to having sleepless nights over this incident so I welcome your suggestions.
I appreciate you, your chosen profession and your willingness to put your lives in jeopardy for complete strangers, especially now, when public apathy towards police is so extreme and the criminal element is increasingly confrontational. Fingers crossed for an unseasonably cold summer (if it helps).

If you're tired of seeing friends die needlessly, pay them some attention. Return their phone calls. Call 'just because'. Sometimes the people in trouble don't realize how deep they're in the black hole and having friends who let you know you're VALUED means everything.

I know this because, once I retired, I became invisible. People who still consider themselves my 'friends' have disappeared. They're too busy to call back. They send bulk jokes in email, but don't know who they even sent all that stuff to. It's painful and lonely and I can see how one 'last straw on the camel's back' could push someone over the edge.

Me, I found a hobby or two and some new - real -friends. But my advice is, if you value your buddies, act like it while they're alive. They won't know or care how many flowers you send to their funerals. Celebrate them while they're ALIVE, not after they die.

I too live in your area. I have lived here for almost 19 years and have recently retired from CPD. This area has been creepy from day 1. Drug house behind me for many years, gang bangers shooting it out in 2003 at 4:30 in afternoon. I left Englewood in December, 1976.(living there not working there). I've seen plenty, Now, when I see 6'7, black gangbangers walking down my block and alley, with their hispanic counterparts, gloves in their back pockets, in 80 degree weather, it takes me back. I cannot run anymore or afford to, in this economy. My advice to you is get yourself some firearms training and some home protection. You have a dog, but that is not enough. Stay vigilant, since you have had this occurrence, a little light sleeping is ok. Being careful is not being paranoid. Secure your home as best as you can and take care of yourself and your family. This neighborhood and most in this city are only going to get worse. This is the way of our our country. Burglar alarms, guns, and tall fences with locked gates, are a small investment to save you and your family from harm. Stay safe and stay alert. Thanks for sharing your information. I will now be looking for them. What color was that car?

Yes, watching gangbanger funerals sucks, but it sounds like you are just frustrated that you have to saturate a specific area and are not enjoying the freedom that you once had.

To the best of my knowledge, Joe Berry was never a street deputy. After he came back he was an Inspector, the job he retired from. I do agree with everything else though...Joe was always there for you, backing you up no matter what his job was. A great guy.

Goldstein was in 011 for a short period. I worked with him a few times. From what I saw, as a person, he was an intelligent and humble guy.
As a cop, he wasn't a mush. Granted, he didn't spend a lot of time on the streets. He did on-view a homicide off duty, catching shooter along with off duty County Deputy. He didn't run the other way, unlike our former head of the department.

Some people rip on him because he landed a nice spot after being on a short time, I get that, it is frustrating to see how the department rewards the sainted ones. That shit has been going on forever, most of those who land in a soft spot have no business being in those positions, they are there because they know somebody, or in some cases, if they are female, they are easy on the eyes. It isn't right, but that is the democratic political crap we have to deal with.

You know the saying about opinions. Now let me put on my asbestos suit before you people start flaming me.

1) it's not as easy as "just fill out a par form." I'm not the only one who Leo flat out refused to sign a par form for. We'll see how the new guy feels, but they aren't getting anyone so they hate to lose people.

It felt like you were living in Chicago in the roaring 20's, hearing round after senseless round of gunfire. Luckily, no one was killed or injured. Sounded like it came from an automatic, too. Cops finally came, investigated bullet holes, one of them said it was "a misfired weapon." I'm not buying that explanation. Not when my neighbor's sidewalk was tagged the very next day. I'm getting back to that 1975 feeling in Englewood where I don't even feel safe taking out the garbage or mowing the lawn. Gang bangers walking all over here day & night. Gang bangers driving around in those stupid low riders with the blackened out windows. And the unaware immigrant neighbors around me let their kids run wild outside day & night! Don't they realize that it isn't safe in 008 to just let your kids be kids anymore? Don't they get it? Or don't they care? But where to move now, where to go, when nowhere is safe these days thanks to Rahm & McNutty. And let's not forget to thank Shortshanks for tearing down the projects so the whole city becomes a ghetto! Suffice to say, property values dropping to well below $50,000 in the 008, and those homes are not even in foreclosure. People just want to get the hell out of there, and at any price! It makes me sick to my stomach because this used to be such a great neighborhood. Within less than 10 years, you have to fear leaving your house. Every time I walk out the door, I cross myself and hope for the best. 008 ain't Englewood, but lately, it seems like it's not far from it. Not far at all...

How about putting a positive spin on things. Out of the couple million people that live in Chicago, less than 50 got shot last weekend and only five died. So in actuality there is less than a .1% chance you will be shot and an even smaller chance you will be killed. Those sound like good odds to me.

I'm a retiree and I noticed right away that non retirees treated me like a asshole. I just stayed away then.
