Perception Problem?

  • Amid media reports highlighting Chicago’s rise in homicides and shootings so far this year, police Superintendent Garry McCarthysaid Tuesday he is facing “a perception issue” when it comes to crime.

    Speaking to the Union League Club in the Loop, McCarthy pointed to declines in homicides and shootings in recent weeks but said he’s having a hard time getting that message to register with the public.

    “Would anybody believe me if I told you that murders in the city were down 17 percent in the last month? Probably not, right?,” McCarthy told about 100 people at the breakfast. “Would anybody believe me if I told you that shootings are down in the last two months, 10 weeks? Would anybody believe if I told you that we had less shootings on Memorial Day this year than we did last year? Probably not.

    "We’re having a perception issue. And perhaps it’s my problem. Perhaps it’s my fault. I don’t know how to change this.”

It bothered us, so we did a little research, and found this on the ABC site (29 May):

  • Chicago's homicide rate at this point of the year is up nearly 50 percent. The vast majority of those homicides are gang-related.

    "It's not OK that we had 53 shootings last week, but that 53 shootings is the same exact number of shootings that we had last year, so this is not a new problem. What it is is a new is the solution that we are applying to it," McCarthy said.

He's playing the numbers game again and no one is calling him on it (besides our readers and us). Claiming shootings are down on Memorial Day, but admitting the year-to-year comparison is exactly the same.

And the "perception" thing? We've argued before that the Supernintendo isn't responsible for each and every shooting that occurs on his watch. Even the commanders he attempts to blame at CompStat meetings aren't going to be stopping each and every shooting as shorthanded as they are. But McCarthy pretends he has some magical formula and a whiz-bang computer system that still isn't predicting shit and won't address the elephant in the room - that we are shorthanded, and badly so.

Cameras don't prevent crime. Computers don't predict crime.

Have you noticed how the target keeps moving too as we bounce around first talking about "homicides" being down several months ago and now that that is obviously proven not to be true it is the "number of shootings" that have risen in the debate.

It's like a blur going back and forth with this guy. When you get called out on both of them then look over here at "overall crime"... see it's down. And even that a while back we had talk of "violent crime" being down instead.

Subtle but significant changes in the words.

Funny thing how the state with the strictest gun laws has a problem with shootings isn't it? Maybe we're doing it wrong.

It's been awhile since I worked up north, and with the merging of the areas I got to again witness Area 3 detectives doing what they do best! Way to torpedo the case even before an ASA got involved! You guys are the KINGS of the 19P! LAZIEST detectives in the city! Man do I miss Area 4.

Hire more Police Officers. We only have a total of 7,300 Sworn Police Officers. This includes IOD and Medical.We are 5,000 Police Officers short of what Mayor Emanuel & Superintendent McCarthy publicly state that we have.This is a public safety issue for the law-abiding taxpayers of Chicago. It is a Police Officer safety issue for all of the Chicago Police Officers who work the streets of Chicago. Of course there will be the screams of disagreement from those brown-nosing asskissing liars,who do not want any attention brought upon this issue because the house of cards which they have built upon a foundation of lies & corruption and monetary theft will collapse faster than an imploded building.

These guys get marching orders from the Civic Federation, everything talked about by 9.5 and his appointies is in the Civic Federation research reports. I found this on the police deptartment, it reads:

All the states attorneys at 26 Street know how to do is make a plea deal.

There are a couple of big problems there - a lot of the attys are either on the take from the bad guys, or have had their families threatened so they comply with the gangs demands.

My wife woked there for about 6 weeks after becoming an attorney. She wanted to do something, and she had clerked in County Atty offices elsewhere in another major city in law school. So she knows how a real prosecutor's office works, and almost immediately, she noticed something different here. She noticed that certain prosecutors were literally acting like defense attys, and looking for holes in cases or excuses to dismiss, as opposed to trying to nail these bastards.

After a few weeks, We went out to dinner with a couple of the attys whom I believe to be straight, and they filled us in. They said a lot of the prosecutors have gone out to their cars to find envelopes under the wipers with pictures of their home & kids. Some have been approached on CTA busses or trains, or even on the street they live, with people delivering a "message" to drop all charges, plead down the charges, or request minimal sentencing. Usually the message is delivered with a gun, and includes mentioning loved ones names.

Others, they've told us, are believed to be rec'g payments from either the gangs or the gangs shyster lawyers.

Even though it was a great resume builder for her, I told my wife she absolutely had to quit, before the gangs targeted her (and me). It was the best decision we ever made. She now works a boring, mundane, but high-paying job doing transactional work that will never put her in harm's way. And we are saving as much as we can right now, to get the F out of Chicago and into the suburbs the first chance we get. Thank goodness both her firm & my company have a presence in Lake County.

I can't stand the Ostrich-thing. And I had to reply. So here's a cross-post:

Weekend violence "spills over" into Streeterville ... NO it did not "spill" anywhere.

This was no excess of crime from other neighborhoods that spilled into Downtown like water sloshed out of your bath. This is on-going, deliberate "hunting" for victims where the softest victims are most easily found. It's methodical, it's deliberate, it's vicious and it probably has a racial component. It's mob action plain and simple. And the mob enjoys what its doing ... that should really make all of us stop and think.

Hire more Police? Yes. Leave the City? Possibly. Protect yourself when you go out? From mobs ... how?

If the City doesn't take swift and throrugh action, it is saying that we ALL are potential victims ... that it can't and won't do anything to help us. Chicago is telling us that a new Mayor and Police Chief are bankrupt of ideas ... they can't even begin to keep Chicago together.

The cited interview was played on WLS this a.m. and McCarthy was nailed on a question about the three reported wildings in 018. McCarthy's response was very interesting because he seemed to play off the attack on the Red Line saying that was on the CTA. Apparently he still thinks he is in New York where the Public Trans System is policed separately though by the same police department.

Lowest crime weekend? During NATO. Why? Days off canceled meant every district was flooded with police in addition to the huge contingent downtown. You know, the amount of officers that were there about three years ago before the mass exodus/hiring freeze began.

A new strategy is being developed to supply the Rev's with almost real, paper police hats. When the shit hits the fan a call will go out for volunteers to put on their paper hats and walk Michigan Avenue. Problem solved!

Good article by Kass. Victim of the beating Sunday (Asian doctor) wondering what these tweenagers were doing out at 10:00pm on Sunday. Pretty much everyone asking the same question. Are there any responsible adults? Who comes to court with them?

How about dropping off any curfew violators at the "involved" churches where they can administer a sermon to parent and child about what is appropriate behavior. That is if they can find a responsible adult, if they can't they get to keep them. Reverends know just what needs to be done, dontcha know.

The entire basis of Compstat is a flawed logic. Idiots watching raindrops on a window and guessing where the next one will land.

A criminal cannot be stopped before he acts. He can only be caught after he does. To the extent that his capture stops HIM from committing more crimes is the only means of fighting "future crime."

I hate to be a pessimist (ain't it always better to be optimistic!) but you guys are at the tip of the spear of a monumental set of major problems. CPD is charged with basically doing a magician's job -- make the results of decades old major societal decay go "poof" in the night. (And do it short-handed no less.) All of this wilding and mob lawlessness didn't crop up over night. What you guys are confronting on the streets day in and day out is the result of generations of societal rot. To be sure a great deal of the blame must always be placed squarely on the heads of the criminals, but our inner cities (and Chicago is no exception) have become a breeding ground for the amoral and socially maladjusted "yute" that barely comprehend the distinctions of "right and wrong" that have been a hallmark of civil society since its beginnings.

Criminally EVIL and immoral gubmint policies (always cloaked by the cover of "it's for the poor and/or for the children") designed to foster a dependent class have succeeded in creating multiple generations that have had a great deal of the basic human decency and morality breed out of them. For far too many of these criminals that you confront on the streets each day, their parents and grandparents have had basically no tools or societal constructs that are required to raise healthy, law abiding, productive citizens. Each generation is more damaged than the one proceeding it. (Of course there are individual EXCEPTIONS to all of this, we all know that well. However, it is sad to say that the numbers of these exceptions dwindles with each new generation.)

In short, you are charged with maintaining law and order during a period of severe societal breakdown. And because the root causes of this breakdown run so deeply throughout all levels of gubmint and have been entrenched for decades, there isn't even the possibility of society as a whole engaging in an honest, substantive conversation about these problems, no less begin the changes that are needed to reverse this decline (which will take decades even if it is attempted in good faith).

Like I said, I hate to be such a downer but I've been reading SCC for quite some time and all I see is a worsening situation. There is no solace in knowing that Chicago isn't alone. As an ousider, I would venture to say that perhaps one of the main reasons that these ills are so intense and widespread in Chicago, is that the decades of gubmint corruption have added another strongly negative reagent to the toxic mix. And much to our collective dismay, there seems to be a willingness on the part of some gubmint actors at various levels that are willing to stoke civil disorder as a means to attaining their evil ends.

May God protect each and everyone of you as you serve your public in the most under-appreciated and dangerous manner each day!

The Southern Poverty Law Center … I was a little disappointed with their reaction to it. We stand in solidarity with the Southern Poverty Law Center. I thought so too, then I saw an investigative report on tv today about a gangbanger from Chicago who went to Superior, WI and recruited some fine young men for his gang.

Influenced one kid enough that he killed his own father.

When gangbanger was setup via an undercover buying coke from him, search warrant yielded gun that was used.

Gangbanger on video telling either det. or prosecutor that they didn't know who they were dealing with.

Next thing you know, prosecutor's house burned to the ground in the middle of the night and he and his family barely got out.

The citizens of Superior were having none of this shit. Citizens took in the prosecutor's family, and half the town put signs on their lawns that read "So & so prosecutor lives here." Tons of them all over town.

Gangbanger had recruited the roommate of the head wrestling coach of the high school to do the arson while he was in the same cell with him on another charge. Wrestling coach and roommate admitted they did it. 35 years in prison.

Gangbanger and dad-killer got life.

If a Chicago gangbanger goes to WI and can recruit people to do that shit, I'd say the danger here is exponential in comparison to that.

Even if the city were to give us our original amount back to roll into a 401 K they don't even have enough money to do that. He says we will be contributing more and getting less. But go ahead and sign up for Operation Safe City Part Deux. We are not going to have a retirement. No Pension and no Social Security. I just did A quick check of our Pension Funds, we are paying over 50 fund managers over 10 million in fees ( 2011 report) to handle our money. WHY!!!!!!!! Oh because some are on the LIST. We need to totally overhaul these losing funds and fire half the managers. Then need to fire the pension board. Hey Mikey if we are that broke what paperwork has ben filed to force the city to start paying into our pension. Oh wait the city has already told us "Fuck You" they don't care if the courts and Illinois constitution have mandated and ordered the city to pay. Why are we putting up with this shit. Then the city want's your activity brought up and you to work your weekends in the land of the Beast. Well I say another whole hearted Fuck You Rahm! If any of you glom this detail you deserve what you get, because you my friends are part of the problem. Better yet just give me part of your pension, since your a turn coat anyway. In I clear I did some research. From 2002 to 2006 on average in 017 there were about 20 to 30 shootings per year and only about 3 to 6 homicides per year. From 2006 to now the numbers have tripled!

The only decent place to live in Chicago is 016 and other parts of the north side. And also small parts of 008. That is it. And even those decent areas are being runned over by the savage criminals.

A lot of offenders are moving to 016. On I clear look up where the parolees live. The majority of them still live in their shit neighborhoods but a lot are moving. Moving into your hood.

Crime probably is down, but what is a crime? Police making a report for an incident which fits the reporting guidelines. Witness calls in fights on the beach, police come, offenders are told to leave, no "victim" wants to file a report, what do you have, NO CRIME. I would like to see the calls for service and the final disposition codes. That would give a better view of what is going on. NYC crime is down. It seems that the NYPD has an ongoing problem with officers not making reports, no report, no crime, good crime numbers.

Hey jagballs, we know the assholes are moving up here, what I would like to know is why are you calling us goofs. The last time I checked they are sending all of us to the ghetto districts, probably because some bullshit reverend is constantly bitching about something. The bottom line is until the residents of 016 start really beefing to the alderman and calling 911 for every little thing NOTHING will change. You ever heard the term the squeaky wheel get s the grease?

Mike Shields came to afternoon roll call in 008 today. He told the troops that the pension fund is broke. Even if the city were to give us our original amount back to roll into a 401 K they don't even have enough money to do that. He says we will be contributing more and getting less.

I don't want McCarthy in charge and I certainly don't want Jfled back. I want someone who knows this city, who worked our streets, who understands Chicago. I would also like to have a guy in charge who is in charge (if the politicos will let him)and not some dufus who spent 20 years pushing papers across a desk. Among the 12,000 or so of us left I'm sure there are 2 or 3 guys who are real cops that have some leadership skills. It's time for a change at CPD.
