Dismantling Them? Or Us?

An interesting observation from last month's Chicago Magazine article, "Under the Gun:"
  • McCarthy’s citywide gang audit, completed in May, shows that Chicago now has 59 active street gangs with 625 factions. That’s up from 500 factions and 68 gangs in 2003. This continued fracturing of the local gangs, McCarthy believes, is the reason for the rash of recent violence.

    The splintering stems from a lack of leadership; many of the highest-ranking chiefs are in prison or dead. “We took the generals out, and we now have the gangs being run by sergeants,” explains Leo Schmitz, the commander of the Englewood District (7th). “Instead of having an area, now they have blocks.” This means increased rivalry—and, as a result, more shootings.

Take out the leadership and now the sergeants run things.... Leo's still talking about the gangs, right? Because something about that phrase seems so....coincidental. We just can't put our finger on it.

In any event, if you can point out one single direct factor that seems to affect homicide totals, wouldn't it make sense to stick with (or reinstate) that factor?

  • One thing that McCarthy can’t do, however, is rely on units that specialize in fighting gangs—the teams that ­Hillard began disbanding as interim superintendent. McCarthy hasn’t moved to reinstate them, arguing that the officers’ expertise is better used in the districts. That’s one reason his gang strategy has failed to rouse support among the rank and file, whose job it is to proactively police the beats in the way their boss demands.

    Police chiefs dating back to Phil Cline, who served from 2003 to 2007, relied on such specialized units.
A group of cops you could move around at a moment's notice to "hot spots" and shootings and put the screws to an entire neighborhood in order to pacify and calm tempers. Seemed to work for years, and should work again, but only when fully staffed, which we aren't and probably won't be ever again.

I'm not convinced SOS, MSF, and TRU were effective at reducing agg batts/homicides. When they were around so was Daley who we know was fudging the true numbers. Now I'm not saying Rahm is trustworthy when it comes to such a thing but perhaps he was told by the DOJ to knock that shit off. Hence the increase. So we really don't have solid figures to compare to when trying to judge the effectiveness of varying policing strategies and never will if we don't get some honesty into the fifth floor. Just my two cents. If I'm honest, I couldn't care less.

Ot. A more interesting homicide number to see would be cook counties. I'm sure they've seen a huge increase in homicides as well.....and I'm sure the same goes for every city in this shithole county w all these animals migrating out to the burbs. Anyone got the numbers?

The city is bankrupt. Rahm has to come up with triple the amount being contributed today to the pensions in 2015, 1/3 of the total city revenue.

Where'z that going to come from?

There's gonna be no hiring to the old staffing levels anytime soon.

If they're touting 500 new hires there's probably 600, 700, 800...or more due to retire or just leave on their own in the next few months leaving the city with a net negative staffing level.

Funny how all talk of city casinos and video gaming have all but disappeared from the local media too isn't it?

I mean with the city needing every single dime possible to meet its commitments.

Maybe all that city revenue income talk needs to be buried so that the city leaders can play victims during these contract talks..

Oh look, look at how the unions are breaking us all...we have no money, we have no money..Shhhh shut-up don't talk about gambling revenues yet until we get contract concessions and bust out the unions...

Yeah, don't look at the reason the pensions are busted out is that the so-called leaders did not honor their written signatures either and are now in the process of legalizing the pension thefts using the bankruptcy word...pretending to save us all as they and their clouted friends laugh all the way to the bank with the stolen proceeds.

Man-oh-man...the coppers did their jobs and the taxpayers did their jobs and where'd the money go that was promised to y'all?

They used the CPD as tools like they use "the children" as tools to win the hearts and minds of the taxpayers to commit to more taxes. The money is gone now.. it's pathetic.

We're going to save you by allowing you to pay more into your pension and cutting your benefits so that when the casinos get installed all that income will go to our friends.. Isn't that what's coming?

Per jackass McCocksucker, only the District Commander and XO can approve your requests for elective time off. And DC EW is being closely watched to make sure he adheres to this latest directive from the clueless assholes at Fort Fellatio. Will he risk sticking his neck out to keep his workers happy? Don't count on it. And XO Bay is a Koolaide guzzler so expect him to tow the company line 100%. What's this mean for the rank and file? Better have a good believeable ailment at the ready for when you're denied the day off and have to hit the medical. Enjoy what this department has become all you hair gels. Hillard's moves getting more and more play in the media - and of course, it has to have a racial angle in Chicago:

African-American aldermen said Thursday they’re all for interim Police Supt. Terry Hillard’s plan to reassign officers from specialized units to the patrol division — but only if those freed-up officers go to high-crime districts.

Supt. Jody Weis resigned earlier this month before delivering on the police re-allocation he had promised.

So the next best thing might be Hillard’s plan to siphon 100 officers from the 260-member Mobile Strike Force — and possibly pull officers from other specialized units such as one that focuses on seizing guns from gang members — the aldermen said.

We see a lot of people getting shifted to crappy districts, then the Department not opening up bids for a few years like they managed to do during large parts of J-Fled's reign.

The fucking aldermen got exactly what they wanted. All those officers got fucked and were put in the "high crime districts" just like they wanted. The plan didn't work and now their short term memory has kicked in and they want to blame someone. Even officers on this blog slammed the officers in TRU and MSF. There are countless posts saying the units should be disbanded.
Good luck putting together a unit again!!!

Chiefs dating back to Phil Cline? How about back to Orlando Wilson in 1961! They use to have the Task Force which was sent to any district with a problem. But the Revs. said "task force" sounded bad so it was disbanded.

Will it be as effective and meaningful as say, the intelligence, training and preparations all us peons in patrol were made privy to regarding the pre-NATO goings on?

I love this blog but on this i differ a bit. back when we had the specialized units, there were many complaints that the district beat cars were too depleted and the beat cop who didn't have the phone call for a unit ended up running all over the place chasing calls. there were many who complained that the units were depleting the districts of manpower.

i agree that if the department was fully manned at the district level, and there was some leftover officers, then yes bring back the units. but i would hate to see those units come back without first making certain every beat car was 10-4 in every beat in every district on every watch, and time due was granted when requested because there was enough manpower to cover people who took time off.

and to repeat what many have said here: let the savages kill each other; don't do more work than you have to; go home safely.

there is already too much pressure on this job, to worry about the safety of people who don't want us in their neighborhoods. if the "good people" of Englewood, Fillmore, Ogden, etc., want the police in their neighborhoods, let them stand up and say so, let them stand up and say what they saw and tell what they know about who the criminals are in their communities. otherwise to hell with them.

when we stood up and went the extra mile for the "good people" they turned their backs on us when we were being shot at, attacked, spit on, and then sued.

those who live in places like Englewood made their own bed, let them sleep in it.

i am not a disgruntled cop, but one who has learned the hard way that no matter how much you love this job, it never loves you back. too many friends have been injured putting bad guys in jail, some have been murdered, some have taken their own lives. some have killed the bad guys. quite a few have been sued. many have had complaints against them, while many more have been decorated with fewer awards than they have earned. many friends have lost their marriages and missed their children growing up while protecting this city.

The specialized unit is a great concept for the bosses and the politicians when it helps to "bring down numbers" which is really what crime is to them. the politicians, hacks, and clout babies never see the true misery on the faces of people. all they care about is the numbers, and how YOU obtain them. all i care about at this point is my safety and the safety of the blue shirts, detectives, evidence technicians, canine officers, helicopter pilots, and all the other 9161's who have to roll around in the mud with the spawn of the devil, only to have MacStarchedShirt and Honey Badger Rahm talk about "stats."

Forget the units. Fill the beat cars enough that i can get time due when i need it.

OT: The Attack of the Killer Tomatoes


It seems that recently Rahm came home and found a brown paper bag sitting on his front porch and demanded to know how it got there and what it was from his security detail. After all, there are police guarding his house front and rear 24/7.

The police are not supposed to come on the front porch and the 1st watch detail knew nothing about it. Looking inside it was determined that it contained tomatoes and various vegetables.

When the cops on duty couldn't explain how it got there the full court press was initiated. First the commander of the bodyguard unit was contacted. The mayor was livid. Who the fuck was playing around with hizzoner.

Then up it went, deputy chief was contacted, commander of 019 was called, DSS of course and who knows who else or how high the brouhaha went but this was SERIOUS! An errrant bag of vegetables on Rahm's front porch and his highly paid security detail knew nothing about it! What the fu.....

So they finally got to the bottom of this, after calls, screaming, blah blah blah.

It seems that this summer an organic vegetable garden was installed in the mayor's back yard . A state of the art vegetable garden for organic vegetables complete with an irrigation system, special soil, nice wooden construction , the works. It also came with the the company proprietor planting a full garden worth of organic vegetables, including of all things, tomatoes and other makings for salads etc.

It also seems that this proprietor comes over and picks the vegetables that grow there and leaves them for the family in brown paper bags. Normally the bag o'salad is handed directly to the Mrs but not this day. The Mrs was out of town and Rahm was out late doing mayoral shit for the kids so Ms. Organic Garden Lady left the bag of potential killer tomatoes on the porch and the knowledge on what it was with 3rd watch officers.

It also seems that 3rd Watch neglected to inform 1st Watch about the bag of tomatoes sitting on the front porch so when Rahm came home he suspected that perhaps it was a visit from Hamas or Hezbollah or worse.

That is when the investigation started.

The truth was quickly revealed. Nothing worse than a 1st Watch Officer not wearing his vest and a police shirt with several buttons unbuttoned was found. All the bosses could again sleep in relative peace. And Rahm had a bag of fresh vegetables from his own garden.

And the Case of the Killer Tomatoes was closed with no evil consequence. And so far as can be determined, just one officer was tossed off the detail for not wearing his vest and not buttoning his shirt all the way.

No word on what became of the 3rd Watch crew who forgot to hand off the bag of vegetables to the 1st Watch. One more thing to go on the check list for the future. Don't forget to hand off the vegetables!

maybe some old timer can help a younger officer out here, refesh my memory. didn't the department awhile back, maybe under Weis, force a bunch of old timers to retire. a bunch of guys who were the real police. and one of the guys they let go was an expert in gangs or something along those lines. i thought I remember hearing he was a real great officer and very knowledgeable with gangs.

Why do you cry when there is a homicide?

The number of homicides has NOTHING to do with the number of police. It has NOTHING to do with specialized units. In fact, it has nothing to do with the police at all.

We have more homicides now and will continue to have more homicides because we haven't had enough homicides over the past four years. Nature is rebalancing our homicide numbers.

The best way to stop a homicide is for a homicide offender to get shot and killed. If we have less homicide offenders getting shot and killed, we will over time have more homicides.

Homicide is a problem that solves itself. Stop crying.

There is no doubt that the CPD needs at least one unit like a MSF/SOS/TRU whatever. One large unit of 400 plus coppers would be a great thing. What I can't believe is we still have that silly Gang Enforcement unit that does very little and braggs about it.

Hopefully the training division is teaching our new lts and Sgts ALL about being a desk sgt... (and any new lt w/actual desk sgt experience is a HUGE win for whichever district lands him....him since all two female lts are from units)

All we hear about is how units stripped the districts. There were still 2 man cars. You miss the point, over 60 officers dropped into 003,004,005,006.
Does anyone realize that "teams" were put in place in these districts because there was too many officers and not enough vehicles.
Beat cars were still manned prior to this.
The reason was to take aggressive officers because things were not getting done, how has that worked out?

I get pissed whenever I hear some unit guy "Squad, can you send a beat car over here to do a transport into Homan Square?" What? Fuck you! Why can't you do your own fuckin transports? It's simple: Cuff the mutt and throw him in the back seat. I don't care if you don't have a cage! How about the one of you who isn't driving, turn and face the offender in the back seat until you get back to your beloved Homan Square? What pisses me off even more is how eagerly the dispatchers sends them a car. Fuckin ridiculous!

Well, to be fair, in the 80's the people/folks alliances were in effect and were strong. It is still alive in the prisons but is MUCH weaker on the street. People gangs would not war with People gangs and Folks would not war with Folks. Now, that is not true and there is actually different factions of the same gangs fighting with each other.

They are all anti-social people who cannot follow society's laws, what makes you think they can follow people/folk laws? They can't hence, the infighting.

You got people gangs fighting both people and folks now and vice versa. You also have some factions that have gone "Renegade" which also causes problems internally.

The new school bangers don't obey the old school bangers in the prison system.

More enemies = more bodies.

Our employees are our most important asset,blah blah, and we can 'reward' them by letting them use time due.

As we always thought, we are fucking dogs to the dept. Good boy, you brought in activity, now here's your time due!!!

Apparently no one checked the definition of reward which as a noun is: A thing GIVEN in recognition of service, effort, or achievement. Um, the time was EARNED, not GIVEN.

or as a verb: Make a gift of something to (someone) in recognition of their services, efforts, or achievements. Again, a GIFT of something.

Does this mean they are now giving away free time due (GIVEN)for a job well done, or do I still have to take the time off my books (EARNED)?

My guess is not much will change in how districts grant time off, but the audacity of how it was written is phenomenal.

Just wondering if the 8 people who we are sending to Bud tomorrow all wanted to take time due tomorrow, (supposing it was't bud) would have been able to get their time due, or someone would have been denied due to manpower. Somehow it's ok if the district is short because of THEM, but not ok if we want to use our EARNED time off. Oh, I know, all the animals will be at bud, so the district doesn't need as much help tomorrow.

Or how about the 3 cars we'll be short on Sunday due to BHO's visit over the weekend?

True 20 has 2006's cars.Usually there are 3, 2 cars work and ride on jobs, the other forgetabout it.M.W. and R.A. do nothing.they are given school arrest and take the summer off.Never do they come in with a arrest of there own. And a 8 hr work day-ya right.

I know you two dipshits are bitter about being dumped on by the city after your "go get 'em" unit was disbanded even after you were warned countless times to not volunteer. That is no excuse for your utterly retarded responses. If you take the time to read and digest my post you'll understand my intent was to not piss on those units. I was simply pointing out the fact comparison of today's crime statistics to those in the past may be ridiculous in that there was/is so many inconsistencies, it is impossible to weigh the effectiveness of any deployment. So take those chips off your shoulders and shove 'em straight up your respective fuck holes.

Well in the 010 district if you work under pena, up in her office you could do what ever you want. It seems that her secretary CP was supposed to work the parade today she was allowed to change her day off. So she worked on Monday. So now another po is stuck with the detail.

Might as well get rid of the others, 100+ from area teams, probably another 100 from gang teams would still leave them with teams, and 100 from narcotics and other units, equal about 300 more in districts
