Evidently, this is where it all started:


The comments have been running hot and heavy over "dogs" versus "legitimate thought out reasons."  And while a "job action" cannot be advocated and is grounds for dismissal, it seems more and more obvious that the one-way attitude prevalent among the upper ranks of the Department has more than a little to do with the negative number push-back from the boys and girls at the bottom.

Guess what, Sarge? I'm RDO tomorrow and here's what I've got planned:

Right after breakfast, I'll be heading to the UPS store to burn a couple hundred color copies of your "edict". The contact numbers to every local media outlet, the BGA and Loevy & Loevy will accompany this handout.

I will then spend the entire day driving around 004 passing out these flyers to the citizenry. Those that have the time to listen will be given a synopsis of how their civil liberties are potentially at stake thanks to an over zealous asshole sergeant that has a (Koolaid) drinking problem.

I will also encourage them to take preemptive actions to combat the possibility of their freedoms being restricted and/or their finances compromised via mandated ticket blitzes.

No worries, Sarge, I won't "out" you by name. The local preachers that'll descend upon the district to complain will get that information. So too will the media, and ultimately the civil rights attorneys.

The best part is I don't even work in 004. I've just had enough of hypocritical, idiot supervisors that tow the company line because they're spineless cowards or because they're actually stupid enough to try and throw decent coppers in the trick bag to further their own agenda.

So if you folks in 004 get calls of "Suspicious Person driving a maroon Camry handing out papers" today, please don't get hurt responding. That'll just be harmless old me empowering the people of the greater southeast side.

Maybe no job action is available, but if everyone printed 5 of these and sent them to various upper 'assholes' they might get the point. Send them to the media as well. Pam Zekman. She'll do a story just about getting a bunch of these in the mail!

Years ago I outed an asshole news reporter and sent copies of what I wrote not only to every news outlet in the city, county and state, but also to the nat'l news.

Some people paid attention.

Love it.

But we also need one that everyone in every district can turn in at the end of their shift. I'll try to post one on SCRIBD.

the old crusty looking guy sitting in the back of roll call with the eisenhower jacket on and a star and a bar on the left sleeve is just sitting there soaking in the technological revolution that the department is currently experiencing--- he has never heard a crybaby supervisor whining about the activity before--- he has never been threatened before for coming in with no activity--- the younger hair gels sitting around him don't want to work with him and think he is a total pooch--- do they really know the man though, do they know where he's been--- after you have seen a police officer shot full of holes bleed to death in front of your eyes or watched a couple of dozen guys drink themselves to death that fuc%%n mover or contact card doesn't really seem to important--- survival becomes paramount not only for yourself but for the fellow officers on the watch--- from day one we all dream of the day when we can walk in to the bosses office for the last time with that par form and start collecting that pension--- if you get there you need to be both physically and mentally fit or you lose--- before you label someone a dog please find out a little bit more about the person before you make a judgement about them....

For those that still believe this was photo shopped, I can personally tell yo that as a 004th District officer, I know the person that took this picture when the message came over the computer. This was also spoken about at roll call. So don't for one second assume its not real cause it is! Now if only the FOP gets off their ass and use this as an example to show everyone and anyone that we are short in manpower and forced to bring in activity.

Don't EVER refer to a fucking idiot like this as "Sir" for he is not worthy of the title. About his ONLY defense for this is coming up with the story that someone else sent that from his pdt, which gets him a day suspension minimum for failing to secure department vehicle or property. Same thing happened some years back in 011. That asshole 1130 on afternoons received an unsavory message from some outside units pdt. Guy didn't know the loser sergeant from Adam and explained that he musta hit the power door lock button the wrong way and someone else did the deed. But Jagoff Jeff still wrote him up for not securing the car and dude caught a day. So go ahead 430, try that story and see where it gets you, douchebag.

Wow, I have never seen a bigger bunch of whiners on this department. Some moron took the time to create this to-from and another poster plans on making copies of this pcad message and giving it to the media, the BGA and asshole attorneys and driving around 004 to pass the fliers out to the citizens claiming "their civil liberties are potentially at stake"? These same "Police Officers" refuse to do any police work?
Before I get called a "hair-gel" or whatever, I have 26 yrs on and have worked on the street in a district every day of those 26. Has this departments hierarchy sucked and let us down? ABSOLUTELY!
Now I'm not saying you should hide in bushes and and get crazy but because the bosses want us to do some type of enforcement action you're gonna yell "quota" and alert the media? You sound like a total asshole by making these threats because you're asked to do your job. I don't agree with the contact card strong arm tactics unless it's at a crime scene or gangbangers or someone fits the description of a wanted offender. I would NEVER do a contact card on a law abiding decent citizen. That's not what they were meant for and for our bosses to demand them is out of line. They serve a useful purpose when used as they were intended and they were not originally intended as a form of "activity".
Maybe I'm wrong, as I only have a high school education and I'm sure I'm nowhere as book smart as 95% of this department, but I think being asked to produce minimal activity is not out of line. When I came on I worked with old timers who wouldn't dream of coming in with zeros. They had some PRIDE.
But these guys coming in with 1 Parker and handling 2 jobs totaling about an hour are a joke. And these are the same ones you'll never see at a hot call and who will lay down for 90 mins on a burglar alarm.
Sorry for the rant.

I am not arguing with the sentiment, but that provides a very clear reason why "shall-issue" concealed carry is needed in Illinois. My brother ascribes to the "I carry a gun because a whole cop is too heavy" school of thought.

1,2, 3 or 4 contact cards are pretty easy to come by during an entire tour. that being said, i have to also defend those officers that work in the busy districts that have back logs everyday on every watch, every week of every month. Those officers are responding to stacks jobs from the start of the tour to the end of the tour, never getting any free time to do pro active policing and sometimes not even getting lunch. So, If I was one of the many officers that have to deal with this and a boss wants me to drop paper, I would gladly drop paper but the bosses wouldnt like what I had to say because apparently, we dont have a manpower shortage. McCarthy & Rahm says so! hah

To the contrary, he or she is what is RIGHT with the job today. Refusing to be bullied into putting their very livelihood in the crosshairs for a department and city that will leave them twisting in the wind once the Civil Rights violation lawsuit is filed.

RIGHT for not further driving the wedge between the citizens and a police department that is already vilified for our every action.

This officer is RIGHT to preach self preservation given the current atmosphere. I refuse to gamble with my assets I earned over two-plus decades thru blood, sweat and tears; your pension is already under attack in case you haven't noticed.

When I was a sergeant in 003 , years ago, early 90s, we had the same thing going on with George Sams. Remember him? The guy who was arrested in Berwyn and let go? I designed a standard fill in the blanks to from that I submitted every night that I need to compy with his directives. I quoted the patrol division orders on activity every 30 minutes which just about everyone has. That is all that is required of a police officer and a supervisor. Nothing was ever said about this. Just dont put foolish and stupid things in your report and dont put in threats. It will come back to haunt you. Every emeployer has the right to set certain standards, they might not be right or good, but theyhave that right. This is a job after all.

So I am looking at the PERFORMANCE RECOGNITION SYSTEM the other day.

I am a SGT and I analyzed the activity of the men/women in our district.

CONTACT CARDS stuck out.....

Some of the numbers stuck out and are just ridiculous. Example the majority of Tactical Officers have over 150-some near 400.

Some of the aggressive watch officers have in the 100's . An average aggressive officer has 50-100 on the 3rd and 1st watch. 2nd watch some had in the 30's to 60's.

The desk or dogs or whatever classification you have for these Officers have anywher from 0 to maybe 25.

I am a sgt. I have near 35.

My point?

Well we are a NORTHSIDE district that realistically has only so many REAL situations or SHITHEADS where you SHOULD be writing these fucking things on contact cards.

It used to be you only did a contact card when necessary or to cover yourself on a stop or to inform or take notes on a significant thing.

NOW

I see all these coppers running around like secretaries documenting names and BULLSHIT 15 times on the same motherfuckers in a day just to appease someone.

Totally useless and confusing but now a MAJOR part of being a GOOD aggressive police officer in the City of Chicago......ARE WE SERIOUS????

Sorry to say but I BLAME THE TRU UNIT .....I think this stupid insanity started with them and their need for activity to prove their existence or something!

PIMPY PETTY BULLSHIT when you should just lock dude up!

I know a police officer in my district who says that the streets run with gold. Damn if he is going to work for minimum wage. He writes tickets by the boatload, dui's every night, felonies several times a week and is in court 5 days a week. He works hard.

For that some months he earns another 50% or more of his paycheck and has been maxed out in deferred comp for years and has loads in savings and brokerage accounts.

He works for himself, not for bosses. Want to make more money? Get out there and work. You have the power to control your own income, drive around dogging it and you are just leaving cash money on the table.

Sure, back in the day we had IBM type cards known as contact cards, but they were only used for holding doors open. Used the missile x cards for your jobs, cause they had no writing on the back. Lot more work got done, too. You could move on and stop the next shithead instead of writing a novel about it, then going into the station and putting your novel on the computer like you do today. But today's police are data collection/entry clerks, not law enforcers.

Read the article about the 'fusion' centers a few days ago? Something like a billion bucks spent, and no terrorists to show for it.

We're not just talking about parkers and contact cards here, we're talking about the whole ball of wax.

There are BIG problems on this department, and they begin AT THE TOP. The parkers & contact cards are merely a symptom of the problem.

If Weis hadn't shit-canned the infamous "Morale & Stress Survey" results, both sides would know a lot more about the problems on this department.

As with any job, there will always be a few who don't do anything and a few Supermen (and Superwomen), but when the people in between those two extremes of the spectrum start laying down, you've got big problems.

We have A TON of bosses who never were the police. All they can do is count things, like an autistic child. It's all they know. They are unable to motivate coppers because everyone knows that they're posers.

Anyone with any time on the job knows that threats will not result in the desired actions. As a matter of fact, threats will often evoke the opposite response, particularly with coppers.

What we're seeing now is the result of the "housecleaning" that began under Weis and that has continued under McCarthy. Yes, they got rid of the "old boy" network, the bosses who had a lot of connections inside and outside of the department. But those were also the bosses who knew how to get things done, who knew how to motivate people-with rewards, not punishment. Sure there were some bosses that we were glad to see go, as with any organization.

You're also seeing the results of the "brain drain"; the retirement of a lot of highly-experienced coppers, men & women who knew the job and actually did the nuts & bolts work that an effective police department needs to perform effectively. Many of these people left when it was clear that they'd never get promoted, weren't going anywhere and there was no reason to stay. Yes, some of them we were glad to see go, too. But now that all that experience is gone, who has replaced them?

The funniest part about this nonsense is parkers and contact cards aren't going to help the out of control homicide rate in Chicago. It will just make CPD look busy.

Yes, when it takes you two hours on each job that is more than likely a 1p or 19p, your a dog. Accident reports on a two car crash shouldn't take more than 1 hour tops, and that's with writing movers and not having a pdt. Ah, the camaraderie brings a tear to my eye.

I always love it when I hear the DOG label being used. The user is usually some copper who has less than 5 years on.

A person like this will fall into one of the three following categories......1) They are on a watch they hate and believe that if they continue to increase their activity, they will get either the car or start time they desire; put on TACT or, come Nov, get a bid spot on the watch they WANT. 2)They already have a bid spot on the watch they WANT and believe that to increase the chances of staying on that watch, they must continue to bring in the numbers. And finally 3)The CLOUT factor. Mommy, Daddy or some other relative is already on the job. A simple phone call or conversation at the weekly family dinner and VOLA! they magically appear on the watch they want (and 9 out of 10 times it will be days because they do have family to take care of).

When I came on I worked with old timers who wouldn't dream of coming in with zeros. They had some PRIDE.
But these guys coming in with 1 Parker and handling 2 jobs totaling about an hour are a joke. And these are the same ones you'll never see at a hot call and who will lay down for 90 mins on a burglar alarm.

I'd say 2 in 10 contact cards are actually legit. That is where coppers actually have "probable cause" to stop someone to write one.

Now with these young guys "forced" to write them just to get some overtime, or by idiot supervisors, this will all blow up. Its right up there with the phone book curfews, except you are actually stopping people for nothing and writing/running them.

Citizens are actually supposed to be left alone unless you have probable cause. No really, the Constitution says that. Just wait and see if these jackoffs take the heat for a phoney stop you make due to their pressure.

I know a police officer in my district who says that the streets run with gold. Damn if he is going to work for minimum wage. He writes tickets by the boatload, dui's every night, felonies several times a week and is in court 5 days a week. He works hard.

For that some months he earns another 50% or more of his paycheck and has been maxed out in deferred comp for years and has loads in savings and brokerage accounts.

He works for himself, not for bosses. Want to make more money? Get out there and work. You have the power to control your own income, drive around dogging it and you are just leaving cash money on the table.
