We Don't Need No More Cops

  • As City Council budget hearings continued Wednesday, Mayor Rahm Emanuel was trying to deflect aldermanic calls to hire more police officers than already planned for next year.

    CBS 2 [...] reports the fight against crime on the streets of Chicago might become a fight inside City Hall.


    In 2011, there were 432 murders in Chicago all of last year, and there have been 426 so far this year. 
So we might manage to pass 2011's totals in October leaving us two entire months of "bonus time."   But don't worry, these brainiacs have it all figured out:
  • During the Police Department’s budget hearing on Wednesday, Ald. James Balcer (11th) asked McCarthy, “Can you please tell me what is the difference about Chicago, and why we are seeing this level of violence?”

    “That’s a big picture question,” McCarthy said.
And that's a bullshit answer.
  • Ald. Ricardo Munoz (22nd) asked McCarthy, “Can you help me understand what you believe to be full-strength?”

    “Full-strength” is a term McCarthy and the mayor have been using recently, when discussing the number of police officers they want on the street.


    Emanuel and McCarthy said that means having 12,500 officers on the streets by the end of 2013.
12,500, which is 1,000 under the numbers we had just about ten years ago.

Here's a laugher of an admission from Rahm:
  • The mayor wasn’t ignoring the aldermen who want more cops than he’s already planning to hire, but said said at an unrelated event on Wednesday that he’ll keep the force at full strength while putting more cops on the street, by using about 600 officers he’s already shifted off desk duty since taking office last spring.

    “The police officers weren’t doing policing, they were doing paperwork. They were doing very good paperwork, but they weren’t doing policing. We’ve put them on the street,” Emanuel said. “And since that time burglaries are down 15 percent, auto thefts are down 14 percent, sexual assaults are down 8 percent.”
Rahm is hoping no one is noticing he's counting those officers twice.  You and McJersey already moved those guys...or so we thought.  Could it be they're lying again?  Crime isn't down - it isn't being reported because people figure they have better things to do than sit around for 2 or 4 hours waiting for a car that might never show up.  Call volume is up how much?  OEMC overtime is how far over budget? We're busier than ever and can't catch a break - that isn't because crime is down.  We're undermanned and crime is still ongoing.

And finally, get a load of this statement near the end of the article:
  • Aldermen pushing for more cops might soon find themselves butting heads with the mayor and McCarthy over this issue.

    “There’s no studies that show that more cops means less murders. It’s what those officers are doing,” McCarthy told the aldermen.
Maybe not, but we have a pretty strong empirical case that says if you're down over a thousand cops, the homicide rate ends up climbing.  We'll leave it to the readers and pundits to figure that one out.

    I'll tell you what.

    Those crime numbers that they are willing to report as being down is only half the story.

    Please report the case closure rates and successful prosecution rates and incarceration rates. Then maybe people will see why "crime is down".

    The people stopped calling crime in because it doesn't matter. Nothing matters.

    Why would anyone in their right mind even bother to call 9-1-1? If they catch a guy shooting someone for example and then two weeks or months later they see the same guy running around the hood... why, why would you bother sticking your neck out again? For what? It's a waste of time.

    Same goes if your Apples get picked on the L platform.

    Working people can't sit there waiting all day risking losing their jobs waiting for CPD to respond because you are not a high priority call.

    Its true that it is about what the officers are doing. The absolutely clueless leaders on this job are the ones pretending to really know what they are doing. The commander in 015 honestly believes she is making a difference in the district. The animals will kill each other no matter where her ridiculous missions are. There is also a female w.c. in 015 who chugs the cool aid by the gallon. This person has been heard saying, "I am like a general putting my troops in the right spots". Mean while she is in her office caboodling cars by GPS to see exactly where they are. If that isn't enough, time due is out of the question. Yes, it is important how officers are spending their time, but when they are micromanaged to the point of hand holding, nothing will get done. Morale is
    as low as it can get. I'm sure this is not only a 015 problem. Wake up west and p.c., understand that you are destroying a once great place to work.

    In the book Freakonomics the authors state that the only thing that a city has ever done that actually lowers crime is hire more police. They found that cities hire police officers when incumbent mayors are up for re election and after that they can show that crime goes down. Its not a huge book but there are alot of words in it so I can understand why Gary never read it but he only has to read the chapter "where did all the criminals go?"

    as to paragraph one: The difference is the Democratic Party of Chicago, in order to curry the black and Hispanic vote, has let the reveruns and the goofy alderman allow this to happen to their neighborhoods. They have been in cahoots with them for years because they bring in the vote.

    as to paragraph two: Mr. Mayor, we have hundreds of Officers back inside doing Comstat work now. We waste more man hours than ever in this giant game of gotcha. The Superintendent you hired is nothing but a drunken bully that loves to disect the Command Staff at these meetings. To be prepared for this silly game, we have hundreds of officers doing nothing but stats all week. They are not given the programs or the training to add to the fun (and waste). See how well it's worked. We are the murder capitol.

    The next thing will be to tell the North side residents to pay for their own "off-duty" police because there is a greater need for "on-duty" police in the ghetto.

    Actually more police presence does deter murders as when shooters see alot of police they usually put off their hit as they say its too hot right now. And we already surpassed last years numbers according to crimeinchicago.org, and I noticed you never even hear on the news about those shooting themselves, heck the news only reports random murders, sooooo mayhem is already here in the hood, we wont here the mayor admit how horrible it is until it affects the north side. So be safe, take God with you, and I feel for all the police, you are totally undervalued, but not by us the citizens with eyes wide open.

    If there are enough cops, why do dets have 70, 80, 90 cases in their in boxes or late lists?

    Why is everything supposed to be suspended immediately, and then, well, if the victim calls bitching, you can reopen it?

    Why are there only 2 or 3 people in the entire city to retrieve video of shootings, robberies and burglaries?

    Every time a det retires, where do people think the cases go?

    It seems like every week in Area 3 (north) someone retires. And that number is going to skyrocket, especially since the seniority to get days next year is 24+, almost 25 years? People who were planning to stay, even without that to think about, are saying 'f*ck this'! Court on every day off, over time every day---what a bunch of bullshit.

    Why aren't ET ordered on about 90% of burglaries? Now rumor is that NO ET's will go to burglaries any more--at all.

    Please explain to me, then, the concept of flooding 'boxes' in 'violence zones' with additional cops. To my professional policeman's eye, this looks like an attempt to control or stop crime by adding police to a specific area - something also called 'hot spot policing.' Is this not an admission that extra police reduce crime? And, instead of constantly moving boxes from block to block (which by the way lets displaced thugs come back to the area the police just left)what if the whole city had the same additional bump in manpower that the 'boxes' provide? So, in actuality, McCarthy's own violence reduction strategy is an argument for hiring more cops.

    McCarthy's statement that those in SPecialized Units were "just playing cowboy" and not doing good work is a complete slap in the face to the many fine officers who PROUDLY served the City in SOS, MSF, and TRU. It's hard to argue with numbers. There were less shootings and less murders when they were on the street. Especially the "cowboys" in SOS, because the assholes FEARED the "hoodie police"! Yes, a few went rogue and made it about themselves, but a Hell of a lot of good came out of those units and disbanding them has done NOTHING to lessen the misery of this City.

    to g-mac and rahmbo--- why do you think that the alderman are asking for more police--- you trot out numbers about how auto thefts and burglaries are down--- you promise to hire 850 officers in the next 2 years--- you promise to make the entire patrol division more efficient by eliminating some of the jobs that officers respond to that can be handled over the phone--- that means very little to the little old lady that waits in the pouring rain for an hour for a car for a traffic crash report--- that means very little to the guy paying 8000 dollars a year in property taxes who comes home from work and finds his lawnmower and snowblower gone and he doesn't even get a police response other than a phone conversation and an rd number--- officers have no time to stop and talk to people because they are just running from job to job all night long with little time to be proactive--- alderman are asking for more officers because they are getting citizen complaints that they never see the police and when they do need an officer to respond to a problem it takes them forever to get there--- at least possum head weis came right out and stated publicly that we needed more officers and that was 2 years ago--- rahmbo doesn't have to worry about anything, he has 24 hour protection on his house and his kids get driven to school every day in a city vehicle with city gas by armed police officers....

    I thought the beat officer was the " backbone" of the Dept? I thought that is why they disbanded all the citywide units? Didn't they just start another " new Saturation" team? They got rid of all these a few years ago but slowly/ quietly have been creating new city wide teams. Gary will never admit it was a mistake then, do lets quietly suck people back out of patrol. That backbone is mighty thin lately.

    about the lack of leadership in 015, it would be nice if p.c. did not always refer to the offenders as "young men or victims" hey patti these are criminal who got what they deserve. the concern you should have is for the well being of your officers and not that of the criminals that we are forced to cater to so that you and the commnader can move up in postion within the department based upon the work of your officers. get your focus and priorties straight.

    Mcjersey shore is a failure I hope his show is getting cancelled at the end of this season. Yes more police are needed, what is most apparent is the complete lack of moral on the department. Rahm and mcjersey shore have finished destroying a once good department. We need a real leader that can instill confidence in the whole department. All the Sgts, Det's, and P.O.'s are so beat down and demoralized that it is hard to see how this gets turned around.

He had no valid answers and still claims that we do not need more police. And that was just the clips that they showed on the news.     Why doesn't Emanuel do two things first get rid of the New Yawker and second why not turn Chicago into the safest city in the country. Hire 5000 more police and spread them all over and crime would fall. Tourists will come back (if they do not see Chicago on the world news every night)! Those police officers being hired back everyday will in the end up suffering burnout and many will end up on the medical! After the New Yawker is gone moral will rise through the roof. Thats a good start to motivate the troops!!!

    The numbers are dropping because burglaries are being reclassifies as criminal damage, aggravated batteries reclassified to simple. They are falsely changing the crime stats. they did it back in the early 90's and are doing it again. Yes I can prove it I am being forced to reclassify. move crime from certain location codes. All kinds of shit going on. You guys are just at the tip of the ice burg. The media should be running with this but don't. Democratically controlled and all that shit. Coppers are laying down doing only what is required. No proactive policing.

    McNutjob is right, more officers doesn't mean there will be fewer murders. It is what the officers are doing that will slow down crime. I guess he has to consider that his leadership, policies, and deployment of manpower is where the problem lies. He's been doing things differently, putting less focus on arrests and more focus on people standing in boxes. Arresting people keeps them off the streets and crime goes down. Its what worked before and it would work again. The units that were there to only arrest people are now gone.

    The CPD needs to deminish the manpower at OCD.

    Give the poor guys in patrol a break already. Rotate the poor guys in 007, etc to a slow district every other month so they can catch a break.

    How come via Mikey Shields the police pension board told Ald Tunney during those hearings that there were 11,000 cops, but less than a month later McGoofy says there are 12,237? Where'd they come from?

    They also told Tunney that 3,500 cops were eligible to retire with pension benefits that day.
