Shades of Phil Cline

Look!  Up in the Sky!

It's a bird!  It's a plane! It's Super-Superintendent!
  • It’s always busy for Chicago Police on New Year’s Eve but when Austin District Patrol Officer William Riga learned he’d be elbow to elbow with the superintendent himself, another factor was in the mix.

    “Initially I felt a little bit more pressure but when we got into the car with him he put it to rest,’’ said Riga, 31

    “He said, ‘Let’s go out and do the job,’’’ Riga said, quoting police Supt. Garry McCarthy.
Of course, the story goes on to tell of a traffic stop, suspicious activity and a gun arrest.

It reminds us of the time that Phil Cline on-viewed shots fired, gave chase around some alleys, through an abandoned building, over three or four fences before finally kicking in a door and arresting a felon with a gun on New Years Eve a number of years back.  Or something like that.  The finer details escape us.

While it's all well and good to see a boss, let alone The boss, riding around making the troops edgy, we'd probably appreciate it more if we weren't reading about it in the papers and heard it over small talk somewhere else.  The Department confiscates how many illegal guns a year?  But we hear about this one?  This kind of smells of self-promoting.

    I want to puke from this ridiculous PR move. Who called the news media? Is the supe box 1 or 2? Did he actually have any part in this? Trying to put himself in a positive light after 506 homicides for 2012 or is the real number more like 520+. shuffle shuffle shuffle those numbers and classifications. Oh yeah those thousands upon thousands that got shot but lived too, lets not forget about them.

Over his shoulder on the screen behind him you can see the just the letters MSTAT. The commissioner gripes about some crimes being up and says, "I want a new strategy." Art imitates life...

    Yes SCC, this indeed reeks of self-promotion. However, the bigger picture to be gleaned from this latest photo-op is the fodder it'll provide to augment the battle cry of the anti-Second Amendment-ers and Illinois CC dissenters. Don't think for a moment that this wasn't set into motion by a certain city hall somebody who knows a thing or three about choreography. Same digitally-challenged chap that hates us to begin with.

    And for the record, it was New Years Eve of the Millenium when Phat Phil did all those things you referenced.

    Only it was more like he simply responded to the on-view shots fired off a rear porch at 3104/06 W. Flournoy as called in by an 11th district beat car. He did so because he and the group of us from narcotics were BSing at the rear door of the station when we heard the loud reports and the unit calling it in. We all sprinted E/B down the alley, into the yard and up the stairs to the 2nd floor rear door which was already opened. Turns out the gun being fired belonged to a CPD officer who let her boyfriend empty the magazine to ring in the new year. Not sure what happened to her, but knowing this job, she was promoted for her inconvenience.

    Moral of the story? Don't take the "heroics" of the Big Boss Man, whether Cline or McLookAtMePushingABeatCarInTheGhettoOnNewYearsEve at face value. They're ALL full of shit.

    Commander Gusweiler(sorry if I misspelled ur name boss) went out there and played police all the time. Even when he was just taking a walk. Never self promoted himself, never patted himself on the back, but always acknowledged good police work. Worked for him when he was a captain a DC and a Chief. He never changed.

    Years ago, in 017 we worked a power car, and then Supt Fred Rice showed up. Was with us for a few hours, after we made a pinch, he got a text and had to go to a injured PO.

    Where in the hell does this guy get off already? One arrest, immediately put to the news for a photo op, does not a good superintendent make. The P.O.'s in this city put themselves out there, on the front lines for HOURS, not minutes, and make news worthy arrests every single day, but with no newsy fan fare or photos.     You need to do some archival reading here. Compstat comes to Chicago, courtey of the NYPD. (They doctored their numbers and there's been a big scandal over it.)
    McJerseyBoy brought compstat here and touted it as the best thing since sliced bread. And, as shown by the increasing- downcreasing numbers, they are also being manipulated here.
    What you saw on the tv screen is simply a depiction of how NYPD does business and how they have been doing it for quite a while. No 'artistic' anything.

    Since " McIdoitall" was the sole recovering officer (while the two others were watching the suspect offenders) he must be the one to testify.

    It's going to be difficult after testifying to the "furtive gesture"
    seeing the offender duck down out of sight and moving around. Then
    still mnanaging to see a weapon butt in plain view sticking out from under a seat. (in plain view)

    Say what you want about Phil Cline... The man has personally backed me up on three separate occasions when I was 99 on traffic stops..he got out of his car and acted as my cover officer every time. He would work the streets much more than people think and he was accessible, personable and a police officer.

    Off topic but a bit of humor -

    Been retired for 19 years and the ride a long brought back memories. It was a warm summer Sunday morning when my partner and I got out of roll call. We were both hung over and looking forward to getting the Sunday paper, White Castle coffee and pulling into a park next to a nice cool running water fountain. We had an extra Sgt that day ( who wanted to ride along with us - his thing was to write up abandon autos ) . Well, about 4 blocks from the station I pulled a random car over. Went up to the driver who looked very surprised. I explained that there was no violation - we were just doing random checks to see if he had a current drivers license. Everything checked out OK and let him pull off. On the way back to the squad car I reached into my pocket and pulled out the 2 $1.00 bills I had for coffee. I placed the money of the front seat and said to the Sgt - "Nice guy". Well, he was studdering so bad the words would not come out of his mouth. He spotted another squad car coming down the street - picked up his clip board and ran in their direction waving his hands in the air to stop them and get into their car. My partner was laughing so hard I thought he was going to wet himself. That story was the focal point of a few watch parties .....

    I had a few occassions to deal with the Supt, one being when an officer was shot I can tell you one thing, I would work a beat car with him in a second. He started out working a beat car in New York, not an easy place to work and I was down at NATO with him and would be happy to have him have my back.

The angle is that he is doing everything he can to get this number down. Reality is that he pulled up on a car stop and did nothing more!     I recall an old time original captain who would order us on New Years Eve to get the hell under a viaduct by 1145pm so we wouldn't get our squad car all shot up. He said he didn't want to see any squad car come in with bullet holes. At midnight it sounded like the Tet Offensive let loose.

    Now that Captain knew ghetto policing, an old original Fillmore guy. He's dead now but damn if everything he used to tell us proved valuable and true. He knew if we grabbed a gun it got us off the street when we needed to be on the street so we left them alone unless they were shooting right at us.

    You are incorrect when you say no texting capabilities in the 80's. Yes, not on telephones, but there was on pagers. You could send a short message or a number to call. I carried a pager then and so did a hell of a lot of drug dealers on the streets..Confiscating a dealers pager and taking down all of the numbers in the memory was a great source of info.
