Solve This One GMac

Some readers have been complaining we're too hard on the Supernintendo. We prefer to think of it as pointing out a myriad of shortcomings that he has demonstrated, coming from another agency and being completely unfamiliar with the politics of the CPD. So we've come up with a simple, yet pressing problem plaguing the Districts. Let's see how it gets addressed:
  • Hey SCC, on Zone 10 right now, we have 12 cars down on school crossings. Is this an efficient use of manpower? How come Crossing Guards don't get perfect attendance ribbons like us?
This complaint has been going on for years. It runs contrary to Rahm's and Garry's specifically stated goals of getting more police on the streets and freeing up officers from the mundane tasks that are better handled by an unsworn employee. Who needs a $70,000 per year crossing guard?

Yet on one radio zone, we have reports of 12, sometimes more, sworn police officers tied to a corner for an hour or more. Twelve cars is an entire district worth of manpower, and that's just one zone. Citywide it has to be close to 100 officers covering corners per day.

Ideas? We've suggested those "parent patrols" do the crossings. We've suggested removing crossing guards from the police department and sticking them over a Traffic Management Authority facilities - they can handle sporting events and school crossings and they can be responsible for subbing in the hundred no-shows that occur on a daily basis.

What do you say McThinkOfTheChildren?  Is this worthy of your time?

My neighbor just retired from being a crossing guard. Her reasoning n going now iwas they're going to be eliminated anyway within the next year or two years, max.
It's not just no-shows, anymore, which is what we've dealt with for years, sending one-man units out to cover the missing crossing guards.
Now, it's attrition. Those who leave are NOT being replaced. And, because crossing guards aren't being replaced, we are spending a FORTUNE in police payrolls walking a small handful of kids across streets, many of them at intersections with traffic-control lights. It's insane.

Many schools that we do the crossings for have a security guard that sits in their car nearby to see if the crossing is covered or not. They then call the principal or crossing guard supervisor. Maybe instead of tattling, they can watch the kids cross the street with the traffic signals, freeing up manpower that should be part of CPS' budget.

they could really give 2 shits about what happens in district law enforcement--- that's why they allowed the manpower to dip to unsafe levels--- that's why I laugh when the sgt puts that check off paper on the table and tells you to write down your activity--- nothing for the little skunk from the 4200 block of north hermitage....

That is absolutely right. Especially when I have over 25 years on and I make a little over $86,000 a year. Why would you want to be a piker and spend only $70,000 a year when I have seniority, make $86,000 a year and will gladly take all the crossings available and do a good job at it.

See, we aging veterans know where the good jobs are and do not complain about them. Ever hour spent on a corner guarding the kiddies means I also greet the moms and include a coffee stop on the end.

So stop using the $70,000 a year kids and use us old veterans instead.

ALWAYS put yourself on a School Crossing event even if you are assigned out of roll call.. The city is now doing a study to figure out how many police man-hours are being used to fill crossings. (It's a LOT).

Crossing guards are retiring , quitting and they are not being replaced. The city has not hired a crossing guard since 2007-2008.
Some districts are short 10-15 crossing guards on a daily basis.
Simple solution: hire more crossing guards!
They only make 10 an hour an get no health care.
Rahman is that cheap!!

In 025 we had to put a copper down on a school crossing at Medill and Cicero. I pointed out the fact that there was an intersection ONE block north that was controlled by traffic control devices and that was the spot that the parents should cross with their children. I was told that the didn't want to walk that ONE block north. So instead I had to put a car down for half an hour or so.

Anyone defending this Superintendent is a shill. While many were willing to give him a chance, I haven't heard ANYONE that is happy with him.

Everyone is just disgusted. It is not his complete lack of knowledge about the Chicago Police Department, and Chicago in general. It is his inability to see any other viewpoint but his own, and the ferocious way he attacks anyone who dares to question him.

Witness COMPSTAT. Garry run the meeting like a megalomaniac. The bosses don't even bother talking. There is no give and take. Just the ravings of the least knowledgeable man in the room. What a complete waste of time.

Don't count Rahm out of the possible defenders. His school chief had to go. I think getting rid of Garry would make him look like a poor manager, not very Presidential. Maybe some Federal agency desperately needs him, Rahm? This Department will bounce back. Just get rid of him.

For 2 weeks now, the corner where my kids cross (4-way stop signs, major intersection with busy neighborhood arterial "cut-through" street) has been manned by 16xx for both morning and afternoon crossings (sometimes it's our beat car, sometimes not). Three out of the last 14 days at an intersection half a block from school that has a light but needs a guard because of the idiot drivers who blow lights, turn illegally, etc., there has been a car assigned (again, sometimes the beat car, sometimes not). I appreciate that the district cares about the kids' safety, but this is a waste of manpower on the street. I agree with you, SCC - put the parents or traffic aide people out there. I would do it for my school.

When I was in 010 they use to put down 4 cars and a wagon every school day at Farragut HS when the little darlings got out of school to keep them from killing each other.

Yea on afternoons 5 cars are held down and the car on mathers beat takes advantage and stays down for 2 hrs then when they get a call for a burglar alarm they do a contact card for person who lived there!!! Duh those cards are not for homeowners of alarm companies..oh yea and going into the station for an hr to "knock out a card" is really goofy..handle your calls!

No offense to crossing guards, but they cause more problems most of the time. Can't the school paid security guard do his job? Or what about a, HARK, parent! Why are the police being used as babysitters, therapists, crossing guards and teachers? If the city wants to put this much pressure on their shoulders, then give them all raises and hire more officers. They are here to protect us citizens from danger and retain order. Not be mommy, daddy, pastor, shrink, etc.

The whole concept of Community Policing was a non-original idea stolen and re-packaged by Supt. Rodriguez, who later was forced to resigned when his connection to organized crime was exposed. However, one rock solid concept from Community Policing was the tactic of being Proactive rather than Reactive and we have lost that under McNumbnuts. Saturating areas with police is absolutely Reactive and is a band aid approach. What happens when those officers return to their regular missions? Do you intend to on a daily basis saturate the schools? Crime is out of control in parts of Chicago and the Police Department has no direction.

Per news reports: There were over 40 security personnel at the Simeon basketball game, including on-duty CPD and ISP. For one basketball game? Really? My kids play basketball and there is 0 security at their games and no one has ever gotten shot?

since we seem to be overstaffed by command members, lets use them instead. I'm sure most of them would like to get away from McNuttys rantings anyway.
This way, we would have more serving police officers on the street and the brass could continue doing nothing, just doing it better!

The problem with the Crossing Guards is that in past practice Crossing Guards were offered the same medical as the police. It came out of their checks. They also were included in the Defered Comp program as well. All new hires do not have benefits anymore, thus with the attrition rate of the old loyal with benefits, we have hourly employees who work 4 hours a day with no benefits who are not loyal and could care less.

About 6 years ago the City tried hiring at least 100 crossing guards. Half did not show up after the first step of hiring. Half of those that took the piss test failed.

No, you guys are dead wrong on this one. As far as I'm concerned, there is nothing MORE important than seeing kids get to school safely. Sure, its a pain in the ass job, but lately I have seen idiot drivers, so impatient, that they deliberately disobey uniformed crossing guards. Ive seen people drive around kids in the middle of the crosswalk, Ive seen them creep closer and closer to the crossing guard, apparently attempting to intimidate the guard into hurrying the kids up. Its getting worse out there, this lack of respect and me first attitude and we as coppers see it all the time.

Now imagine, these asses are doing this to a uniformed crossing guard. What do you think they will do to a group of kids with no one in authority crossing them at busy corners? Or a well-meaning, but clueless parent?

No, I dont mind handling a crossing. And I dont care if you work in 007 or 016, what would you be doing anyway? Preventing a gang related shooting? Locking up a shoplifter? Explain to me how any of that other nonsense is more important to ensuring kids, OUR kids in some cases, get to school safely.

Yeah I know hire more guards, give 'em time if they wont show up for work regularly. All well and fine, but you know it aint gonna happen.

Come on guys..."freeing up manpower"? Unless its a 10-1...free us up for what? Gimme a list of other victims out there that deserve our attention more.

So grab a cup of coffee or a cold pop, and watch the little rug rats get to school safely. And quit all this whining.

Crossing Guard Supervisors are PO's who should be the first ones to man the corners when one of their crossing guards is a no show. I our district the CGS rarely if ever mans a corner. And here's another question what job are they doing when the kiddies are off of school and there are no crossing guards to "supervise"?

stop sign and let them go for it. As a matter-of-fact, compel them to if their child or children are enrolled at that school and the parent is physically able to perform the duty.

I do believe there is a Dept. G.O. or directive relating that when a crossing guard calls in sick, that a desk officer will be assigned to replace them before assigning 'field personnel'. That order has not been rescinded, replaced, or expired.

why, between 1430 and 1530, was every car in the 016th district assigned to either taft high school or foreman high school. EVERY CAR! a birdy also told me that a supv in 016 stated to hold all jobs until dismissal was over. so if you or your family,friends,or neighbors needed the police, they were or would have been sol. this dept never ceases to amaze me in their stupid logic!

You sir are obviously a sworn employee of somewhat limited experience. I don't give a shit how much the crossing guards make. I make $86,000 plus a year. If they want to pay me that to watch a crossing so be it. I am way beyond arguing for maximum efficiency out of this outfit.

A crossing in the morning would most likely be convenient for me. I do it for my convenience and edification, not the City's and certainly not to sooth your idea of what is right. They call me, no problem, 10-99, on the way.

I safeguard the kiddies, I say hello to the beautiful moms and then I go get coffee. The priorities of a 30 year man are, shall we say, different than yours.

I see things through different eyes than you. Besides, the residents on my beat like to see me there, they like seeing me there more than they like the crossing guards, it is a treat to have the cop on their corner. The kids check out my Tahoe, they look at the police gear I carry and they stare at a police officer. Who knows how many of them imagine themselves in the position of police officer when they grow up. If I can help with that dream, OK, I like that.

I feel relatively few of them look at a crossing guard and dream the dreams of being one.

So get a little more time on the job before you go calling people an idiot who have done this for longer than you.

You are too hard on McCarthy? I don't work for CPD but I see the guy babbling on the news. His ideas appear old. He should always on Act professional and back up his officers, and appearances are everything.
I am sure its not any easy job but he accepted the position and is compensated adequately. He shouldnt be grandstanding and just do his JOB!!!!
His job is to lead CPD and manage the messes. A good leader will listen to suggestions.

Is there an easier duty on the job than covering a corner? Especially if you work in a district where the people will appreciate it? Or even if you don't? People on complain about EVERYTHING. Handle a crossing? Bring it on. A no brainier way to kill an hour. What were you going to do anyway?

You are absolutely correct, sir. In fact that order has just resurrected itself in the last 2 weeks or so. They also want you to use "SX" if you put a crossing in PCAD, presumably so they can keep track of crossings, like a previous poster said.

As a 'desk dolly' I would like nothing more than to have all 3 of us on the desk out on crossings, and let the DSS tell the citizens they'll have to wait at least an hour for a report. Then have him call the duty judge and tell him a few of our prisoners are going to be past 48 hours in custody because he (the DSS) was holding 4 roll calls and the desk was covering crossings, so no one was available to get the darlings to court. I'm sure Judge Bastone would love it!

Speaking off crossing guards why does 012 have two guys pos doing this for st. Ignatius everday. And somehow they manage to make this a full tour. Best part its on 3 rd watch. Amazing. And i guess 12 needs two crossing guard supervisors. I guess the one female house mouse isnt enough. Again amazing. 7 more years and i can walk.

I'm not even sure WTF the point is of a Xing Guard? They have no enforcement authority anyway. I say let TMAs and the Guards write tickets (similar to the red light cameras). They can wear a f**king camera. This could pay for their existence (maybe, I don't really know how many people disobey the guards).

Rambo is always preaching about the children and they already want these BS speed cameras ever 50'.

Maybe commander 010 should send her office staff out there for crossings. After all she likes following general orders so much. She can also have them all report to her brand new house mouse Sgt who is the Sgt of the office staff. Seriously???? You want him inside so bad have him do all the bullshit reports,for the Sgts that work the streets. He can be the Sgt secretary since you already have 4 of them!!!!!

If you think McCarthy is going anywhere soon, I think you need to read the comments from the people in power. Not o nly do they like him, he is their answer to the poor management and " code of silence" of past administrations. Not only do they talk about the positive changes made by MaCarthy, but of Jody and talk about only on outsider could change what is perceived as being inbreeding of corruption and mismanagement by those that have come up through the ranks within the department. Nope! He will be here for a few more years. Even Burke made that comment.

Your bird is only partially correct. Not every car was down and the dispatcher was told to hold ALL PAPER jobs not emergency related jobs. Cars down at Foreman due to possible retaliation of a shot gang member.

Why don't they make school crossing a part of TMA. They would be off the police budget and they would have a city wide pool of traffic professionals to cover all the schools.

I'm not even sure WTF the point is of a Xing Guard? They have no enforcement authority anyway. I say let TMAs and the Guards write tickets (similar to the red light cameras). They can wear a f**king camera. This could pay for their existence (maybe, I don't really know how many people disobey the guards).

Speaking of this, and the other posting about the GO's, I think there is still a SO on the books that says if a crossing guard observes a traffic violation occur in her presence, they are to notify a sergeant who will follow the procedures needed to obtain an arrest warrant.
