"Merit" Letter Out

Once again, the Department is asking for "merit" nominations for sergeant and lieutenant. Deadline is the end of the month (pending delays) and supposedly a class of each before summer.

We heard there might be another detective class soon also. Rumor was that they will use the existing merit pool from the 24 December class.

Is hiring keeping up with any of this?

I'm currently sitting 2300 on the Sgt list, and why? Because I didn't study or spend hundreds of dollars on classes. Also I was working in ghetto districts and sitting in court all day...no time! I will not make Sgt and I'd rather push a beat car in the ghetto for the rest of my career than ever be a merit promoted hack. Maybe next time I'll study or maybe not! Merit is a broken process that passes over too many deserving officers. I don't deserve a Merit promotion and my guess is more than half on the list won't either. But I am amazed by people who truly believe they deserve it over an officer who took a bullet or gave a few on behalf of the city. No shame.

I don't deserve a Merit promotion and my guess is more than half on the list won't either. But I am amazed by people who truly believe they deserve it over an officer who took a bullet or gave a few on behalf of the city. No shame.

I made sgt off the list many years ago. From the day I learned I made it, I was full of painful thoughts. Am I sgt material? Am I smart enough? Am I management material? Do I really want to be a sgt?

During the 4 weeks sgt training at the academy, I met some obnoxious aholes who truly thought they were deserving of being a supervisor. These loud mouth pricks raced to the uniform store to buy their stripes.

The lesson for me - I will be a sgt and always remember to not be like those aholes.

But you are right, absolutely no shame. It is amazing how the dirtiest rotten pricks truly convince themselves (and others above them) that they are "boss" worthy.

How come someone from IAD (confidential) section gets a merit pick everytime. Unreal almost 90% have under 12 years and less then 4 years on the street. But the poor bastards that work all three shifts in ghetto districts get nothing.

Merit promotions should, 1. Be totally transparent. A merit sgt or lt should be named by an asterisk* on the promotion list as a merit pick, 2. Merit promotee's should be sworn in the day after rank order promotee's so they are less senior and can forever be identified by DOA as a merit pick, 3. No one, absofuckinglutely no one should ever get more than one merit pick in their career. There are many exempts and Lts who've been pushed up by merit all the way.

There really are a few people worthy of a merit promotion for one reason or another but we've had enough of the Welchs, Wests, Moy's, Carothers, Martins, etc in this Department.

Done with my rant as none of what I just said will ever be adopted.

This department is top heavy in merit promotions from the superintendent on down. All incompetent, never been the police, clueless hacks who for the most part have never had a bad job.

It is up to you hardworking ghetto police to study hard and get promoted. You are the back bone of this department. Do not get down because of the numerous ass wipes that pass for supervisors.

This department is crying for leadership. That is you, but you must step up. Know that you can make a difference. STUDY HARD you are needed. These ass wipes in charge now need to be stood up to by the real police.

We have been saying it all along, Merit equals political appointment and now that the majority of Exempts are Merit means the department is under control of the Democratic Party. Can anyone explain why the management of this department promotes 'backwards'?

Just got done promoting detectives, now looking at making FTO's.

once they're done promoting blue shirts to different blue shirt ranks, they'll promote sergeants, taking some of the newly promoted FTO's and detectives with them.

How about promote sgt's first, then if you don't make that, maybe you'll actually stick around in your D2 whatever position for more than 3 months.

A constant, knowingly made vacuum
designed to keep the ranks short.

How about instead of the commanders getting the picks, the people working the districts get to vote for people they'd like to see nominated/made meritorious? In order to vote, you'd have to have more than 5 yoj and to be made youd have to have at least 10 yoj. I know people who have worked 20 years in a shit district and know more than 99% of the bosses in that district. The bosses come to them for answers on how things are done. You know who these people are, you see other pos going to them with questions and for advice because their sgts and lts are idiots. I can name a few on my watch that deserve stripes. I'm sure everyone knows coworkers like this. What do ya say?? I say let the officers vote!

I stopped listening and caring when you said you didnt study. Get off your soapbox and nobody cares. If YOU dont want to study and you dont want to TRY hard enough to get promoted then please, push a beat car. Your rant is not heart warming, its not witty and its not something that will make me sympathetic to you. In fact, it makes you look like a complete dog ass. Study and take pride in what you do. If you cant find time to study then dont take the test. You knew you had to study. You knew you had to make time to prepare and you knew that it was not an easy thing... but what did you do???? NOTHING. To bad, push your beat car and get to that domestic. Merit has absolutly nothing to do with what your talking about. What it has to do is with your laziness. stop being lazy and maybe you will get somewhere. its not like every spot is merit. Think, if you studied and got at least 350 on the list.. not a bad score but not a good score you would be making sgt this next class like me. I took the time, I prepared and I got a so-so score. As noted previously on this blog, by someone who admitted that he had a phone call to get into a unit, "nobody gets into a unit without a phone call."

If you're expecting to get into a unit without a phone call, you're an idiot.

That said, a phone call isn't necessarily a bad thing. You might've been a great copper and you might've come to the attention of one or more decent bosses, who may have hinted or maybe even came right out and asked you if you'd like to go to a unit.

I'm not dumb enough to believe that this happens very often at CPD, but it DOES happen. Not often. Too bad.

You said half of these people don't know how to do an inventory, so that means half of them do. They must've done some police work at some time in their career.

So once again, for those of you who haven't been paying attention:

No one gets into a unit without a phone call.

Print that last sentence out and tape it to your bathroom mirror. Read it every day before you go to work and act accordingly.

crime (robberries and homicides at least) are way down in 007.


Why? Because there are many, many police officers (including outside units) working there.

So Garry's strategy to reduce crime?

But what happens when YOU want to be a boss? What happens when YOU have another kid or two and you need the raise?

Then you want to compete fairly to get that extra $. (Even though the tests aren't perfect, they do put everyone on equal ground. ) Ya, ya, some dollies get the answers .... even aside from that I mean.

The written test is the fairest way to do it. Its not perfect.

1. No inside P/Os.
2. No Commanders Secretaries
3. No Exempt drivers.
4. No P/Os who work under the bosses desk. Can be male or female nowdays we won't discriminate.

Not sure if you've called FOP about the status on the list, b/c they are nowhere near 350. The last class went through and it took the list up to right around 245. So if your score is 350, unless they make just a gigantic class, you will still have a little while to wait. I'm not trying to be an ass about it, just want to let you know where you stand so you aren't dejected when you're not in that next class.

Most units and districts get a merit pick. Just because you are put in for merit dont mean you will you get it.

The only fair way is to score it in front of you. Then give you your completed test and your score.

That's the way the old Detective test was handled. No political correctness then.

In 2013 their will be a test for Sgt and Lt . It will be Pass / Fail and all future sgts and lts will be selected like XO's . Don't worry they will all be good guys.

The only fair way is to score it in front of you. Then give you your completed test and your score.

That's the way the old Detective test was handled. No political correctness then.

That was pretty fair, only problem was you didnt know the other guys score. Imagine some guys were given the answers, but overall the best way to test.
Always have had a problem with the city not immediately posting your score and the score of everyone taking the test. If you are competing against others for a position, you should be able to know their score.

Who cares, a few more Ex Commanders kids, politician's picks, and significant others of those currently in power will make it over hard working, deserving P.O.'s. People wonder why crime is out of control, clearance rates even for homicide are at an all time low, and lets not even talk about morale. The Chicago Police Department is a lost cause and its a damn shame.

Merit promotions should, 1. Be totally transparent. A merit sgt or lt should be named by an asterisk* on the promotion list as a merit pick, 2. Merit promotee's should be sworn in the day after rank order promotee's so they are less senior and can forever be identified by DOA as a merit pick, 3. No one, absofuckinglutely no one should ever get more than one merit pick in their career. There are many exempts and Lts who've been pushed up by merit all the way.


Years back the department had a group of sergeants research the merit promotion process because they wanted it improved. One of the many sound recommendations was to list those that were made merit. I believe the department did that once and scrapped it, along with all the other proposals. You've got some good ideas, just like the research group. The problem is the department doesn't want to hear them because they don't actually want the change.

I never worked in a unit. I didn't have a phone call, but I'm smart enough to know that one is required, no matter how good you are. So do what you gotta do, or STFU. It's Chicago. It will never change.

I suggest that Mr. New York use his merit picks this way…. Use the Merit picks towards the officers who would be next on the list. For example, if they are up to 250 on the list and they are going to make a sgt’s class of 50 … Merit pick is 30% which is 15 spots and 35 will be from the list. 250 + 35 brings you to 285 on the list. Then Mr. New York should take the next 15 people off the list (286 to 300). It is sad that officers who scored in the 300’s will not make it off this list and they should. If people score in the top 10% of the test they should make it, but we work for the City of Chicago. Stay safe out there.

Unless you have never worked in the Detective Division or OCD, you can forget any merit promotion. It doesn't matter how much or hard you work in you'r district, you will never be looked at for anything.
