Paroled at 17

  • A 17-year-old parolee who led police on a chase early this morning that injured three officers has been arrested and charged, according to officials.

    Eric Samuels, of the 600 block of East 131st Street, was wearing an electronic monitoring bracelet at the time of this morning's chase. He also had been wanted on a parole violation warrant stemming from a gun-related arrest in February of 2012, police said.

    He was arrested after police spotted a black 2001 Dodge Intrepid with a broken taillight at about 2:25 a.m. driving near the 400 block of East 69th Street and pulled the car over, police said.

    As police were walking up to the car, they noticed that the steering column was stripped and a screwdriver was sticking out of the ignition lock, police said. Samuels then sped off, with police in pursuit, police said.

    Other officers spotted the vehicle and pulled it over, police said. During the chase, three officers were injured in a traffic accident, police said.
Assorted bumps, bruises and broken bones among the three injured officers. Best wishes for a speedy recovery.

But seriously? On parole, wanted for a parole violation involving another gun, caught with a gun.....anyone else wondering who thought this kid was a "good risk" for home monitoring? Any scapegoats waiting in the wings on the County side?

This kid walks and the lady from uic Kathleen lovisek a hard working woman who purchased a gun legally gets charged with a felony. Not to mention the gun was never displayed, was not loaded, and in a locked case. ok so she brought the gun to work, not a bad idea considering the world we live in these days. Charged with a felony. Getting an asa to approve charges on a shithead is like pulling teeth but not for a decent middle class citizen. Getting the feeling Anita is trying to prove a point and maybe every swinging dick gets charged. But not because she cares but because she has an political agenda.

A University of Illinois at Chicago researcher has been placed on administrative leave after she brought a legally purchased handgun to work because she didn't want to leave it at home while her house was being renovated, a UIC spokesman said.

A judge set bail at $25,000 Wednesday for Kathleen Loviscek, 55, according to the Cook County sheriff's office. She is expected in court again on Feb. 19.

This is a good example of a law that I would like to see. He is a violent felon on parole, now with another gun charge. He needs to do his full time in prison and when he gets out he should have to register as a violent felon. Just like a sex offender. Also, placed on a national data base and on the internet. Criminals choose to do these crimes so they wouldn't be " labeled."
10-20 years of registering as a violent felon may deter others to commit crimes since we don't have a deterrence in Illinois.

Well it looks like the CCSAO &/or the probation dept has dropped the ball AGAIN. If he was on parole already when he was arrested in Feb 2012 for a gun charge, his parole should of been terminated. Also if he is under electric monitoring how didn't they know where he was. Somebody needs to start investigating these people that keep dropping the ball.

State: Illinois prisoners to bunk in gyms

SPRINGFIELD — Inmates at six Illinois prisons will be bunking in gyms in the coming weeks as part of the state’s ongoing struggle with overcrowding.

With more than 49,000 inmates packed into space built for 33,000 prisoners, Illinois Department of Corrections Director S.A. Godinez notified the union representing prison employees on Wednesday of the pending changes.

Prisons in Vandalia, Danville, Centralia, Canton, Vienna and Hillsboro are affected.

“The gymnasiums in those facilities will be temporarily set up as dormitory units for minimum-security inmates,” Corrections spokeswoman Stacey Solano said in an email Thursday.

It’s not the first time in recent months the state has had to find alternative housing for inmates because of overcrowding. But it comes as Gov. Pat Quinn is closing prisons as part of a controversial budget-cutting plan.

“Cramming inmates into gyms at these six prisons is meant to make room at Logan (Correctional Center) for inmates from Dwight,” said Anders Lindall, spokesman for the American Federation of State, County and Municipal Employees union. “It’s the perfect example of how one closure has a dangerous domino effect statewide. It will worsen tensions in an already-volatile environment.”

One potential solution to the increase in headcount is an early prisoner release plan that has been in the works for the past year. Prison officials have been given a green light to begin releasing non-violent offenders who meet certain qualifications, but the program has not yet begun.

Because the Chicago Sanctuary City drug hub draws billions of dollars to the city. We don't want to lose that money. It trickles down unlike the Fed and corporate money that is said to create THE JOBS.

And besides, the shitters full. The State is about to crank up the early release program again.

However that doesn't mean that we can't use the laws to extract fines and fees and maybe even a little jail time from the staff at UIC because they are the ones with money. Unlike the average mutt with a gun on the street.

After one incident last week, AFSCME regional director Eddie Caumiant said as many as 15 inmates implicated in an attack on two Menard maximum-security prison officers and a chaplain were moved to “lower-rated facilities” accompanied by no information on the risks they pose to receiving institutions and their employees.

“Despite assurances to the contrary from the state during the litigation around the Tamms closure, it appears you are returning to the risky, discarded practice of treating the most dangerous offenders in the system as ‘circuit riders’ ... ,” Caumiant wrote. “As you know, this practice proved so ineffective and unsafe that the state built a dedicated facility for these offenders rather than continue it.”

It’s especially dangerous, Caumiant said, when the prisons are overcrowded and have too few employees guarding them. Illinois’ adult correctional facilities have more than 49,000 inmates in space designed for 33,000.

Prior to the 1998 opening of Tamms to house “the worst of the worst” — violent offenders or gang leaders exiled in nearly around-the-clock isolation to sever communication lines and reduce other troubles — the separation occurred through “Temporary Disciplinary Detention.” Past DOC officials say participants earned the moniker “circuit riders” because they didn’t stay in one penitentiary for more than a month.

Caumiant’s letter said it’s a violation of Corrections’ administrative guidelines to move maximum-security inmates to facilities with lower levels of security.

“What’s more,” Caumiant said, “it is the height of irresponsibility to put employees of the receiving facilities in the position of taking inmates with no immediate knowledge of the violent crimes they have committed against employees and other inmates.”

The asa that approved the case against the UIC teacher should be tarred and feathered. What a complete and utter joke. Good luck making it stick though. The Seventh appeals had something to say about UUW and FOID holders. Even though they granted a 180 day stay, the law is still unconstitutional.

Why is anyone surprised, you have unqualified judges, that refuse to hand out appropriate sentences, a states's attorney that bases everything on conviction rates, a useless liberal governor that releases inmates early so that they can re-offend, and a population that refuses to take responsibility for raising thier children. What a complete shithole this entire state has become. I'm not only trying to find another state to reside in but perhaps even another country and I never thought I would utter those words.

How right you are. Only people with something to lose stand to lose anything when arrested.

The mutts have nothing to lose, therefore incarceration & fines are not much of a deterrent.

That's why they made UUW a felony years ago. The legislature knew that criminals would be criminals regardless, but they made it difficult for otherwise law-abiding citizens to CCW, because the citizens figured "if the criminals are doing it, why shouldn't I be able to protect myself?"
