Old Ideas Are New Again (Again)

First up, Broken Windows makes it's Chicago debut....under the name Broken Windows - it was stolen years ago and called something else..."quality of life arrests" or something.  Back before we had New York people running things, Chicago folks borrowed generously from the NYPD idea factory:
  • Police Superintendent Garry McCarthy said today he wanted to bring a "broken windows" strategy to Chicago that would allow cops to arrest those who ignore tickets for routine offenses like gambling and public urination.

    "Fixing the little things prevents the bigger things," McCarthy, long an advocate of the "broken windows" approach, said at a press conference at the Harrison Police District Station.

    The superintendent said an ordinance would be proposed to the City Council to allow police to arrest those who fail to pay tickets for public urination, public consumption of alcohol and gambling, "the three top complaints" he said from residents. Currently, 65 percent of the tickets go unpaid, McCarthy said.
You just know that 65% unpaid rate grates on Rahm like sandpaper.

Here we go though, enforcing little crimes prevents big crimes is the theory, and it has produced positive results in practice. The only thing it needs is a fully-staffed police department, enough cars and teams to get it done, fully operational lock-ups to process the sudden influx of prisoners, and a willing Cook County Jail to take all the assholes who won't be paying bond money.

Oh yeah - no I-Bonds, which fits nicely into the way McBrokenStreetlights wants things to be, but doesn't take into account Dart's and Preckwinkle's desires to cut their budgets and empty out County.

We also saw a report on NBC this afternoon of a brand new idea to shut down open air drug markets, and then....get this....park a car at the location to discourage the boys from setting up the operation again and warning off former customers. NBC doesn't appear to have a link up yet, but you can rest assured, it's brilliant!

In fact, we remember it being called the Distressed Neighborhood Program back in the late 1990's and it was run by Vice and Special Operations. It may even have been created during Phil Cline's reign as every idea seems to be traceable back to him lately - almost as if someone is going through the history books and seeing what worked five and ten years ago....you know, instead of coming in like a New York or FBI blowhard and trying to reinvent the wheel.

Top 3 complaints from citizens. Who the fuck did they interview or get that percentage from? On my beat, my top 3 complaints are 01) I never see the police, ever! 02)burglaries, home invasions and thefts are out of control 03)bangers, thugs, scumbags walk the streets and alleys in my neighborhood unchallenged. beat 433 resident, family of the police.

ANOVS DONT DO SQUAT! they can get 15 non payment or more without ever being flagged to become ineligible when running there names on leads. locking them up dont do squat either. misdemeanor court is just a big joke as felony court is.

We had "Operation Pride" in 011 back in the early-mid 90s. 93' rings a bell.

Got paid time-and-a-half to sit on the busiest dope tips in a marked car on your RDOs. Being on the tact team back then pretty much guaranteed us the lions share of that short lived cash.

Too many differences exist between then and today's VRI to even begin to explain why those working Rahm and McCarthy's "Hail Mary OT Initiative" are part of the problem. It will, however, become crystal clear once our contract goes to arbitration.

Yes SCC, everything old IS new again. Sadly, the only evolving constant is the continued decimation of what I remember as a proud department full of the Real Police.

SCC,good memory,it was the DNP (Distressed Neighborhoods Program) I got assigned about late 1998 early 99. We were to maintain a corner after the "real SOS" made a drug bust,cleared a corner,did a search warrant etc. It actually turned out that we never once did that. We were a 4600 series of cars and from day one did exactly as the "regular" SOS cars did. Everything old is new again!

So, let me see if I understand this....

Right now, you can physically arrest someone for pissing or drinking, removing them from the street where they could shoot/get shot.

The Supe is extending ANOVs to pissers and drinkers so they can get tickets, then IF the dont pay them and then IF we stop them again for pissing or drinking we can physically arrest them so they can't shoot/get shot.

I'm sorry, how is this supposed to improve things?

great point. And another note: Try to lock up some Asians and Caucasians fellas. Preckwinkle does not appreciate the demographics of Cook County Jail. She said there is a cold place in hell for Ronald Reagan due to his implementation of the "drug war."

Someone tell Preckwinkle that the bodies in county are there due to the laws implemented by our state legislature. That's right Teri, not one prisoner sits in county for violating a federal law.

1989 Lt. Bob Dart(no relation to the Sheriff) took over Mass Transit and instituted Zero Tolerence on the CTA. He brought in new Sgt. many of whom were Vietnam Vets and arrests began for everything from spitting on a CTA platform, somoking and urinating. Crime went down and the Unit received a fancy new ribbon! The courts, central detention and everyone else in the food chain began to complain about the "sandbag" arrests. When Dart left and the Unit went back to being a hiding place for political hacks, the CTA returned to being unsafe. ZERO TOLERENCE IS NOT NEW, THIS IS MORE BULLSHIT! WHERE ARE THE REAL NEW IDEAS?

I believe the New York method was also followed up with zero tolerance prosecution as well. Cooperation between the department and 26/cal and branch courts to tighten sentences could make a difference.

He even had presence of mind to take a picture of the "strong arm" robbery offender with his phone. Mind you he has over 19 years on the job! OT Things are getting ridiculous over on Zone 10 (districts 10 and 11) these days. We already have a very busy zone. Now with all of these VRI people running names and plates constantly, the beat cars literally can't get on the radio. Can't call for help or update status because someone is always trying to run 3 names "really quick". PLEASE put VRI and the sat teams on a citywide. It's a simple solution. They can run names all night without a problem. Or, maybe they should have PDTs in their cars. If people have to bring in activity to get their OT spot, that's fine. Just put them on their own zone so all us regular folks can use the radio too. It's just not safe the way it is.

OT: This day in the history of merit in the Chicago Police Det.

Regarding the 1993 Sgt's test, plaintiffs initiated a lawsuit against the city in that the test violated the Title VII of the Civil Rights Act of 1965 (AKA Affirmative Action). There was no merit whatsoever on the '93 test. During the trial, the city established a 'panel' to review their promotional practices. The panel recommended 30% merit.

So it was.

Merit was first put into practice for Sgts on the '98 test. In August 1998, the City promoted 251 patrol officers to sergeant as a result of this examination. Of these 251, 178 were promoted in rank order from the Assessment Eligible List, and 73 were promoted as a result of the Merit Component.

This is your day in merit history.

The original idea came from O.W.Wilson in the 60's. If you let people get away with little things, they move on to bigger things. It is not a new strategy. Retired CPD who came on in 1967 under Wilson. We had 13,000 police officers than, not like today. You need manpower to implement these programs. Da.

Maybe it's me,but I never understood how locking up some broken down piss bum for drinking in an alley curbs serious crime.The arresting beat and/or transporting vehicle are tied up for who knows how long.Back when locking up pissers and drinkers was the in vogue with tac teams,I saw pissed off wagon crews bringing in a ton of bums at once and the "working"tac guys sat in the tac office for hours processing this BS.
Anyone care to enlighten me as to how this joke of a police strategy curbs serious crime?

All these tactics have been tried elsewhere and generally failed to produce much in the way of results. The crime rate is generally going down so claiming these strategies were the reason is not supportable by facts.

In reality, there is very little that police on their own can do to reduce crime overall. It takes a lot more than the latest PR stunt.

About the only thing shown to have much effect is locking up the most violent ones for longer periods of time. They commit fewer crimes while locked up. All the other tactics and strategies have generally failed to produce much in the way of verifiable results.

Wasting expensive resources on relatively minor offenders serves no real purpose and is no longer even an option, given the financial realities the state faces.

I have no problem with that, although I'd rather be locking up dope dealers and gang bangers instead. Anyway, yeah I have no problem with that but why doesnt Mcgreatideas visit every desk and every watch commander and every lockup and let them know that's what he wants because when we do lock somebody up for petty shit, not because we want to but because we're told to, we get grief and flack from the WC, the desk and the lock up for doing it. They make our life a living hell just for doing are job and making arrests.

Biggest mistake the City ever made of preventing our proactivity was taking away the Vehicle Impoundment notifications for EACH auto that was impounded.

Back when it was at 11th and State and first instituted the Vehicle Impoundment was a GREAT tool for hammering DUDE and his bullshit with sounds violation and all the narcotics and gun and even curfew violations to take his/her ride.

The officers got paid and the City made money hand over fist. If they scrapped the car the City still made out on paying the officer for his appearance.

Either it was GREED on the City part or the BEEFS that rolled in from the aldermen that killed the notifications and slowed us down!

TOO BAD.....

Bring it back and results would follow!

The "Broken Windows" philosophy was developed by James Q. Wilson, a professor. It basically says that if you take care of the little quality of life issues, major crimes will be reduced because the neighborhood looks better (a block full of businesses or residences with broken windows sends the message that no one cares about the community; therefore, criminals take roots there and hence the name, the Broken Window theory. Bratton used it rather successfully in New York. But then again he had over 30,000 cops, didn't he?

Old News Again. This is for the press, not the police.

Does it bother any of the politicians or police agencies that in Illinois each year there are More People Killed In Car Accidents Than Murders.

In the U.S. for each Murder, approximately Three people Die in traffic accidents.

Slowing down Murders is very complicated. It will take more police.

Slowing down Traffic Deaths is pretty EASY. It will take more police dedicated to D.U.I. and other traffic enforcement.

As for Judges, how about putting people with more than one D.U.I. in jail automatically?

Currently in Chicago we are so undermanned that routine patrolling is hurting, let alone additional traffic enforcement.

I am deeply involved in Operation Kiss My Ass and find myself 5 months into retirement. No stress, no bullshit, I smile more and clench my fists and grind my teeth less.

Retirement is great. Get there as fast as you all can, it's like throwing off a lead overcoat getting away from a police station for good. Once those pension checks start flowing you never look back.

Never again will I ever have any involvement with anything police-like.

They are already doing it. When they arrest everybody they are calling it a roundup. Then two weeks after the round up a car has to be posted in the call it a wrap around. This is supposed to be 24 hours a day for two weeks after the round up. It's a huge waste of manpower.

(factoring in complaints made against cops for "aggressive" policing, the number of complains resulting in suspensions for aggressive cops, the number of lawsuits filed against aggressive cops (looking for their personal assets).....wondering...just what is "the whole picture", when it comes to criminal behavior?....family dysfunction, absence of a father, poverty, lack of education, drug use, alcohol abuse, failure of the educational system, etc.....and how exactly does using anonymous drop boxes, giving a million bucks to a bunch of thugs called ceasefire (other than to get them to vote democratic), cite the broken windows theory (lock up folks who didn't pay their anov's (when they didn't have a pot to piss in anyway), realizing that there about 300 million firearms (give or take 50 million, aside from the fact that millions more are flying off of the shelves because of the socialistic White House) in the US...are the liberal Democrats either: a) delusional; b) insane (i.e. lost touch with reality); c) so drunk with political power, nothing real makes any sense...

Absolutely not true...at least there is nothing that can be said is accurate in any sense of the word. The ratification process/vote makes it virtually impossible to tell what an individual sergeant voted. It was a legit process and certified by the same guy who sued Rahm to keep him off the ballot. If anyone is circulating a list it is probably bullshit but there are 134 names that do bear some shaming...and the 8 morons that couldn't submit their ballot correctly.

Just got an email from FOP, so now it is the City's fault that Shields didn't get the letter in to start negotiating last year. He has been lying to the members for a year, there is no negotiating. Yes the City has been meeting with FOP just like it does every month regardless of contract negotiations. If little Mikey files an unfair labor practice he will summarily lose. Their own community doesn't care. I feel sorry for the kids but guess what? My kids come first. To every good citizen in Chicago. The Chicago Police Deparment cannot protect you. In 17 years I have never seen it so bad!!!! The Chicago Police Department has been destroyed!!!! Take a look at our squad cars. I came on in 94, it was called CAPS back then. It incorporated city services to clean up lots and alleys, and condemned abandoned bldgs. Special attentions were drafted from community concerns at bt mtgs. None of this is new dick wad!!!

And the reality of what comes with locking up the piss bums, drunks, and junkies is that every one of these anov absconders, bf non-suit from their last arrest urchins and wheezing bags of disease is that every one of them will require a police detail to sit on them in the restful comfort of the local hospital where they all end up since they never seem to need medical treatment until they are in custody. That way we can down two or three additional cars a shift to babysit them in the hospital while they get their toe nails to assholes checked at taxpayer expense. Lock em' up and keep them from breaking more windows so they can further frustrate our depleted, understaffed manpower resources and milk the system only to get an I-Bond at the jail and still not pay or show up once again. It's an orgy of befuckery!
