Another Astute Observation

The smartest commentators in the world as demonstrated in the post about Undercover - Uncovered:
  • What happened to getting rid of specialized units and specialization. Specialization costs money! Patrol is the backbone of the department, is it not?
In fact, wasn't that Rahm and Garry's philosophy from day one?  More with less and specialized units disbanded across the board (instead of eliminating redundancy as we advocated).  Now here we are two years later, reconstituting and bolstering specialized units since the homicide rate skyrocketed and the hiring freeze was lifted.

History repeats itself, pretty quickly in this case.

Well lets state the obvious. Beefing up fugitive and Narcotics isnt exactly going to help reduce homicides. The bs area saturation teams dont accomplish much. Lets go back several years to when Cline was the sup. Man power was not as depleted and we had sos and tru. Sos had the specialty units ie swat, dignitary, k9 and a smaller group of officers deployed to hot districts. Tru did not have the specialized training of sos but deployed roughly 160 officers a night to the areas with the highest probability of violence. 80 north or west and 80 south. After a couple of weeks they were off to the next area. Mean while we still had the area sat teams deployed to a different area. The city was at a 30 year low in homicides for over 5 years. Let me throw out a number 13500. That is a full strength department man power in the districts will be met then you subtract another 5 to 7 hundred officers to be deployed to hot areas. Plus throw in a summer mobile unit of say 150 for downtown wildings then mass trans ocd ok so say just take 2500 away for specialized units and the detectives division. That still leaves you with 10,000 in the districts 3,500 officers that can be moved, co,nduct investigations and all the other special needs. Instead the dept is paying ot to try and accomplish what was already in place costing tax payers milions of dollars. But Rahm doesnt care its Federal money. Too bad us the tax payers are still picking up the tab.

Lokk at the Nrcotic section. Back when, on Normal street 60 coppers worked their asses off bring in the weight.
Now, the 400 plus there are legends who think thay are chasing the cartel with their 1/10 gram pinches.
They only get weight when the G gives them the info. A very sorry crew there with company cars. 4 day weeks, and no production.
Send 2/3 back to patrol and let them start earning their salary.
At least the TRU and Mobile strike units earned their keep. Those kids were kick assing copperss before the Jim Beam Gerry broke knocked them out.
The city was alot safer under the direction of Supt Weis.Jody got the job done and did more for the CPD since Fred Rice.
Mayor Wahington and Mayor Byrne would of never brought this bug to be the Supt.

You don't know what you're talking about. Those are nonspecialized units Nothing special about them.

And we have plenty of police too. They just needed to be used more effectively by working their days off on vri See same number of police working but more on the street. Makes perfect sence.

Just like gmac says we don't need more detectives but in the latest 501 he brags that he is the first to promote detectives in years. Brilliant!

By taking away police resources from taxpaying areas and putting them in the ghetto is only pissing off taxpayers like myself and helping me to decide to move OUT of Chicago asap.

I live on the nw side and NEVER see a police patrol. Ghetto woppers know this and were seeing crime increase in my area.

Saturation Teams, SOS teams - lets call them what they are - a redeployment of the beat cop to where the squeaky-wheel aldermen want them.

If you put 160 SOS guys a night in a violent area - that's gonna work. That's gonna work great. But it's the same thing as if you took 160 beat cops from 016th Dist afternoons and put them in Englewood. SAME THING.

So when we cops say 'fuck SOS,' and 'fuck the saturation teams" put them back on the beat - I don't know where that came from. They're just beat guys who have been moved to the ghetto.

I had a relative who was directly involved in the Daley Machine, and unfortunately she never did anything for my career. But, she used to tell me that the "Crew" on the 5th Fl. admired people who stayed "on point." Staying on point was all that mattered and when you stayed on point you could bat down any critics, because you kept everybody looking at what you wanted them to see. I saw Rahm do that in the interview where he ignored the issue of wildings. Back then my relative thought Huberman was valuable because he mastered staying on point. Watch Mc Numbnuts and Rahm in future interviews, if Mc Numbnuts goes off point he is finished.

KICK ASS COPPERS?!?!? Really?

TRU and MSF were exactly the same as what you are describing: Only a handful of TRU and MSF officers knew how to do police work, the rest just guessed.

If you pull over 100 cars a night, eventually you'll stumble onto something. It's not kick ass coppers-- it's statistics.

I will give credit to the 10-20% of MSF, TRU that did have police skills-- just like ANY watch in any district.

I wonder if the public has really done the math to and understand what is the cost to place 500 officers on their days off to work to lower the murder rate. I'm glad officers are getting overtime, but I hate to see this mayor and superintendent get any credit for anything. By the way the total comes to ----- $1,500,000.00 to $2,000,000.00 per week.

See, the mayor can not go forward with his political ambitions (The White House), if he is in charge of a city with the highest murder rate in the country all the time. But, he can make himself better by drastically cutting a murder rate once it hit an all time high. Thus, by throwing money at it. Where is the money coming from ???? The mayor was making cuts at the beginning of his term that saved the city only hundreds of thousands. Now he has this VRI program that spends $104,000,000.00 a year. Where are the news people asking the mayor, where is this money coming from? Does the news even know that the officers assigned are actually placing the area where they are assigned in a "POLICE STATE". Does the news know that the officers are not allowed to make an arrest for anything less then a shooting or Aggravated Battery in the 3x2 blocks they are patrolling. Well, the officers can make an arrest but they are discouraged to do so by the supervisors.

Put it this way. If the murder rate was cut in half from last year, The city is spending $416,000 dollars to prevent each homicide. That's a lot to pay to save a gangbanger.

Just look at the size of the area sat teams. There are as many people in those units as were in TRU and MSF. I think, for instance, area north has 12 teams: 100 people. I'm not sure about the other areas but I'll bet there are easily 400 people in specialized sat teams. But we don't need a citywide reaction force.

Let's see, long ago there once was an organization of guys that wore blue uniforms that went around keeping bad guys in place, locking them up, and sometimes kicking their asses. Were they all saints, no, but they usually did the right thing as a whole. Regardless of what you thought of them you knew if you were inna situation and needed your ass saved they would respond and save it either by locking up the bad guy or street adjusting his ass on the scene. The guys in blue went out on their tour of duty and hopefully they came back alive, some didn't, but they still went back out day in and day out. Well something has changed that will never undo what has been done to this once proud, feared, organization. It's all over, it's gone.....there are no more old timers to teach the new guys how to do the job right as opposed to wrong, how to lock up the gang bangers out there, hell nobody wants to do it anymore, not even tact guys. The pride is gone, the fear has faded, that organization is on life support and loosing it's pulse, damage, irrepairable damage has set it. We have a command staff that are pess than capable at best, a superintendent on the way out who either doesn't know what to do OR is not allowed to do what needs to be done. We have IPRA, looking to sandbag any copper they can, cameras in the cars along with microphones recording, GPS, and we are short about 3,000 officers. The have put restrictions on time due, over time, court time, furlo extensions. We have coppers retiring by the hundreds, when they hire by the dozen. Shootings are as high as ever, we are the murder Capitol of the entire free world, we have the most restrictive gun laws in the nation, but they are installing transgender bathrooms in the academy. Basically all is lost....... we will never see they day of a once proud, fear instilling organization again, it's over. The only thing the politicians ever did for us was to push the lever to flush the dept. down the toilet, and we are all on the ride down without anything we an do about it, while the politicians and citizens cheer it on. So I ask you SCC, does the water spin clockwise or counterclockwise, because I am too dizzy and too tired to care which way it spins........... After 20 plus yrs I get to see the complete dismantling and breakdown of this department..........Thank you all.......

Yeah, wow, woo-hoo, eh? Man can you believe it!! The economy must be going like gang busters if tax revenues are soaring, right? Well like when CPD leaders compared their 911 call response times to a time that the city was under a blizzard the media failed to mention the impact of the 66% percent personal income tax increase in Jan 2011. So why shouldn't tax revenues be up a bit? Is it from growth of business tho? Not so much.

In any event that is history. Let's see how tax revenues look after the 400~500 Caterpillar layoffs going down. The upcoming US Airways/American Airlines merger layoffs. The JC Penny shut down. The upcoming Sears store closures, the Groupon collapse etc...

Oh look! And remember the airline parts company that just couldn't find skilled workers called ARR corp. that the mayor used to promote his city college plan? Well guess what? Boeing issues formal layoff warning to 939 machinists Good luck to all "the children" that got suckered into the "you're unemployed because you have the wrong skillsets give us more of your money and go back to school" meme. You can get behind the Boeing workers and maybe a handful of you can land a part-time temp min-wage position cleaning out the bathrooms.

Slightly off topic: RET.P/O talked to new hires which were put on foot patrol/midnights in 025.These kids/officers don't know what the hell to do, they are told to run to jobs sometimes 4-5 blocks and are given no FTO. Is this MORON mccarthy out of his mind? I see many lawsuits in the cities future, I realize the FOP can't say much because these guy's/women are on probation leaving them w/ no union protection.This conduct by city hall and police brass will get someone killed if this continues.The warm weather is coming, I can predict after 35+ yrs. that the games will begin and so will the cranage.

These sat teams are tru and msf officers running around making an arrest and done, put them in districts answering jobs . If the districts are short why do we have hundreds doing nothing.

To the comment that Vri is the same as Msf and Tru. How often do you see any of them in on an arrest? And why would they on their day off? To the other moron with the comment about teams in Tru walking in with 1 contact card a week for the whole team , you lack common sense. Although Tru was not a head unit the commander had bosses to report to and people got dumped quite often for low activity. And to the other stupid comment about 160 beat officers being redeployed to the ghetto on 3rd watch. That is what the make up of Tru and Msf was however it was the more aggressive officers not holding down jobs for 40 minutes before they cleared up and eating lunch before they actually went down on it. I will guarantee there are a hell of a lot more dogs in districts than units, look around in roll call and make a mental note of how many proactive officers you see. Oh and to the patrol is the back bone of the department comment you're absolutely right it is, however the body has a hell of a lot more bones than just the spine. Like the femur, skull, sternum, tibia, fibula, etc. Don't get me wrong patrol is where it all starts but the backbone doesn't make the whole body move. In a city this big you have to have officers that can be moved at a moments notice. Tru, Msf, saturation, gangs north and south ( not geu I'm talking way before that came along) , geu, public housing, SOS, summer mobile, tact, gangs ( the district gang team that are now geu), there is a lot of people that makes the dept not just patrol. Not to mention dicks.

All the specialty units are just support elements anyway.

After spending years in both patrol and specialized units, I have to agree with you. The unfortunate part of this is how poorly the department has always treated those who work in patrol and the fact that way too many people were taken care of.

Slightly off topic: RET.P/O talked to new hires which were put on foot patrol/midnights in 025.These kids/officers don't know what the hell to do, they are told to run to jobs sometimes 4-5 blocks and are given no FTO. Is this MORON mccarthy out of his mind? I see many lawsuits in the cities future, I realize the FOP can't say much because these guy's/women are on probation leaving them w/ no union protection.This conduct by city hall and police brass will get someone killed if this continues.The warm weather is coming, I can predict after 35+ yrs. that the games will begin and so will the cranage.
