This is an interesting comment:
- I was talking with our "intelligence officer" a couple nights ago. I was asking how 35th st comes up with the names on the "Top 20" list they give us. He said at the training class he had at 35th st he was told the list is determined by a couple people who are not CPD. Two people at two colleges were named. Got on the computer and started looking for the names and schools and here's what I eventually found:
Academic #1 is named Andrew Papachristos, He is a sociologist at Yale. His bio can be found here--
http://papachristos.org/AboutMe.html
His specialty is in examining how violent crime spreads. The "two degrees of association" is his theory that identifies gangsters who may be at most risk becasue they hang out with murderers and murder victimes and calls for intervention. So, basically he calls for babysitting at-risk gangsters so they dont end up dead gangsters. Work with sociologists - get social work.
Academic #2 is a bit more perplexing. He is a professor here at IIT named Miles Wernick. You didn’t know IIT had a research program in criminal justice? Well don’t feel bad – they don’t. Wernick is the director of the Medical Imaging Research Center in the Pritzker Institute of Biomedical Science and Engineering. His bio can be found here—
http://www.iit.edu/engineering/ece/faculty/wernick_miles.shtml
His specialty is “Medical imaging, image processing, pattern recognition,” and he has degrees in physics and optics. That’s very impressive, but how does that qualify him to work with crime data to reduce violence? Well, it doesn’t actually. But it seems he’s done some research in pattern recognition in medical images for diagnosing...bad medical stuff. And naturally, since the pattern recognition in medical imaging for bad stuff is identical to recognizing patterns of human behavior in unpredictable, violent gang members, the transfer of diagnostics is simple.
So there you have it. From the mouths of those working with these two junior crimefighter merit badge hopefuls and a little internet searching we find that those working on the Supe’s big violence reduction effort are a sociologist with no criminal justice education or experience and a medical imaging researcher with no criminal justice education or experience.
Now get out there and make contact with your top 20!
So are these guys getting free research out of the Department?
Or even more disturbing - are they running the Department, writing policy and conducting a giant social experiment with the lives of Chicago citizens in order to further research or write some crime theory book? If so, when did it begin, what impact have they had on manpower decisions, and were they running things in 2012 when homicides spiked upward after years of reductions?

How much is the department paying these two intellectuals?
Guess who his clout is: Wernick is the director of the Medical Imaging Research Center in the Pritzker Institute of Biomedical Science and Engineering.
Reading those bio's I thought of 2 things, the TV shows "Criminal Minds" and "Numbers". So McJerseyshore is letting this real life crime drama of a city's police department being run like a couple of CBS crime shows. I wonder if CBS now stands for Chicago Bull Shit.
SCC, relax. The renowned professors at the academy are in charge. The credentials of one instructor are that he traveled to Yale and walked inside the building. Most of them cannot even read. This is unfortunate and disturbing.
The fact is that we've been afflicted over the last several years with consecutive piss poor Police executives/circus clowns/politicians in a stolen uniform who fancy themselves far smarter than the guy push the beat car and answering these fucked-up calls for service from these wholly fucked up people with too easy access to telephones.
The jokers in charge have the singular talent for crashing through the roof of CPD astride giga-tonnage yield bomb of political fuckery, cock-eyed statistics and half-assed plans to "re-image" and "re-boot" CPD no matter how many people they get hurt or killed to do it.
Starting with j-fled, we stated numerous times that SOMEBODY(S), somewhere, is/are laughing their ass(es) off over the fact that CPD is badly depleted in manpower and intentionally driven into the ground by burning the badly depleted manpower at both ends with bad policy, withheld resources, reduced training, intentional denial of extra time with their families, sharply curtailed opportunity for advancement, and sharply curtailed ability to bid to other districts as if SOMEONE actually IS conducting an experiment on how far they can bend a Police Department before it snaps...
Go figure... Nary a motherfucker perpetrating this shit has wheel time in a beat car.
Float in like fucking Snowy Owls to snatch up some money, take a shit and fly away.
May every fool involved in this get fucked in the ass with a dead pine tree... Sideways...
When these bastards drop their research, they'll be hailed for "saving CPD" and reap untold millions from copywriting their "template" for re-booting a large metro P.D.
National Police afterwards?
"If we succeed in Chicago, we can do it everywhere! You know those Chicago Coppers are the most out of control in the nation. They'll put up a fight but we MUST prevail over them."
...Or something like that?
Note the decision to pour an inequitable amount of Police resources into areas of the city that haven't contributed much to the tab in over 40 years, yet the people who pay the freight get next to nothing for their tax dollars.
"You upright tax payers will get nothing and be glad of it because we don't want the Catered to Constituency lighting the ENTIRE city on fire because we GAVE it to them as a check against you upright tax payers getting funny ideas."
...Or something like that.
Not to mention the price being paid in human lives with the multi-year refusal to hire Policemen in quantities to keep pace with attrition... Especially from Y2K until last year when nearly 5000 Policemen retired/left the job.
Nowhere near that number were hired in that time frame.
Yeah... One big funny-assed experiment.
Hey... Hand us that petri dish labeled "Chicago." We could use a good laugh.
There's that pesky Pritzker connection for academic #2...
Which means this was a put on by Daley?
Or was this part of the super-secret consent decree/memorandum of understanding between shortshanks and the feebs that blew j-fled through the door?
Sworn personnel from departments across the country have been fired, and some prosecuted, for releasing confidential arrest information to outsiders. Are laws being broken by continually feeding this sensitive information to these two neophytes?
Just when I imagine that the culture of the CPD could not be diluted further we get this nonsense. I grew up on the job with men who were leaders. I am sickened to know that we have sunk to this level. Can't wait til I'm gone. Suck it Rahm, suck it G-york, suck it Jody!!!!
Wow. You'd think that something like this would never be possible, but with this department, nothing surprises me anymore.
another crystal ball unit in the making... i just throw the the sheets in the garbage
Love that title. "Intelligence Officer".
If yours is anything like ours, he or she has about 3-7 years on the job, grew up in a gang-free suburb and their exposure to the ghetto & gang lifestyle prior to working CPD consists of Community College classes on "Urban Landscapes" and daytime "reality" shows like Maury and Springer.
Watching them sit around at my district's gang audit and plot out gang territories on a map conjured-up the definition of "merit" on this job.
If there's truth to the original post, it just further reinforces just how much of a farce this job has become. Maybe I'll ask the R-Man for his input on possible retaliatory shootings.
Thanks for the reminder on why I should've went CFD when I had the chance.
Sociology is the discovery of the obvious.
Better yet--are they getting paid by the City for this nonsense?
It does not take a genius to see that anyone looking like and acting like Travoon Martin is a "at risk" individual.
If your walking through a gated community and you don't live there and your looking to break into homes then yes your "at risk"
A fucking old school detective with baggy pants and a chomped off cigar knows more about the psychology of criminals from his degree in the streets and the detective unit and the criminal court system.
Now we need a professor to tell us a shithead is at risk because he hangs with other shitheads who kill each other regularly?
How about "Today's victim is tomorrow's offender?" and "If today's victim is dead, he was yesterday's offender."
Only now, one must have a doctorate in pulling obvious shit out of their ass to declare this in a long research paper.
Wow. That's all I can really say.
its not as if so called professionals have had all that much luck in predicting or stopping crime. In the long run, the real answer probably comes from reducing the number of things considered criminal.
Physics is statistics heavy. Patterns in the universe reflect patterns on the street.
Physicists are sought after on Wall Street because they work with mathematical patterns. Its NOT a stretch to see them work with crime statistics and crime patterns.
Top 20? What's that?
Great detective work SCC!!!
Pritzker and Miles are the biggest clues for "new world order" theorists.
#1 Papachristos got his PhD from the University of Chicago.
Where did he live and was he ever a victim of crime? Was he a CAPS volunteer for his beat for years in order to get some seasoning and common sense?
Why do you hate science?
It s only are tax money don't sweat it.
They can't be receiving more than 1/2 a mill for all that brain power.
And i can almost guarantee you that these so called scientist both use free interns to do all the research.
We don't have anyone at HQ who has a useful college degree The deputy Chiefs still use binders and couldn't log in to look at a police report if their life depended on it.
But they do have nice shiny brand new unmarked squads with a cute driver.
And those state of the art Blackberries.... so 2001.
Thats OK,
Lets look at some of the past experts in our history, all funded by city hall:
One told us they could tell about a subject by the bumps on hs head.
And of course, just about a generation ago, bad guys could not hear high pitched sirens?
In addition, lets never forget all the experts who siad your skin would burn off if you went more than 20mph.
SCC,
If I am not mistaken, Andrew Papachristos is from Chicago, and grew up in Edgewater, attending Catholic school. Family still in the area.
this wouldn't surprise me if, at the direction of our mayor via his man McCarthy, that these eggheads were running our department. I mean they are very smart and know a lot more about the world then us lowly undereducated beat cops...
A degree in optics? Yeah, here is a definition of optics:
political optics
Web definitions
Optics, in politics, is the superficial appearance of an event or person as formed through coverage and opinion in the broadcast media...
en.wikipedia.org/wiki/Political_optics
Seems like a lot of people in Chicago government haves degree in "optics" but what do I know, I'm NOT A COP.
Its a person of interest episode. Does the machine spit out a gangster disciples number? Predicts that he may be tempted to commit violent acts, just as he was about to go back to school and get his life back together? Wtf is this libtard world coming to?!
The will do about as well as the alledged "Professor" who currently infests the Oval Office.
So they have us running around implementing all these BS "strategies" based on the theories and intellectual guesses of a couple of privileged ivy league graduates who wouldn't know a jab of dope if it slapped them in the face. This sounds like typical CPD and city politics- both are most likely clouted and connected and needed a job so someone created a spot for them. Wonder how much we are paying these geniuses for their "intellectual analysis". A social worker who overpaid for his degree, and a physicist who likes to play with numbers- and exactly how are they going to stop a decades long drug war between rival gangs that has been in this city since before they were even wet dreams in their fathers' underwear?? Heard a really good quote from a seasoned copper a long time ago, which still rings true: "Police work is not brain surgery, but a brain surgeon cannot be a policeman."
Give me a break, you fossils.
We're living in the era where machine learning, pattern-matching and other advanced computational techniques are being used -- very successfully and profitably -- by the advertising industry to make money off the public at large.
This happens with data from browser cookies, social networking sites, credit card receipts and all sorts of sources. It predicts nothing with certainty but provides a tremendous statistical advantage. Human behavior is not completely random.
If you think adding data from gang intelligence, arrests, etc won't provide statistically significant information (like, generating top 5 lists of who to talk to after a murder or pattern-matching crime maps with arrest and residency records) then you are nuts.
And if you think a statistical advantage is of no use then, well, I'd be happy to play a little game of craps with you. I'll bring the dice.
I'd much rather see all these predictive algorithms being used in the service of fighting crime than in influencing my purchase patterns.
ask these two scholars about their role in this. if they don't answer any questions like i am certain they will not then we know they are hiding more important things
Wernick is connected to the City through Rahm (who else?). Wernick is also President of Predictek Inc and Vice Pres of ADM Diagnostics LLC.
Both companies are trying to get off the ground by offering imaging analysis (ADM) and predictive analysis services (Predictek.)
Now they can market their services by saying that the Chicago Police Department relies on them to help control crime.
Believe it or not a boost like that will help them fool a lot of major companies into ponying up millions for their "services."
Here's the killer - the bulk of Wernick's work revolves around Alzheimers Disease and Dementia, and there's no one more demented than Rahm.
the 009th district list has a 50 year old white lady on it
Can they get event numbers?
OFF TOPIC:
Whatever happened to that computer that predicted the future?
Did the Wiz kid from 012 take back his laptop with all that knowledge and leave the department high and dry?
Kinda like that Barbie girl i read about so great yet the city lets them go to greener pastures!
The commander of a major unit has been lapping this stuff up.
Heh... Heh-Heh...
One of the "'fessuhs" popped out of their hidey-hole to wag a disapproving finger of admonishment at the "old, wildly out of control, angry because it isn't 1960 anymore cops" on that "insignificant blog" that has the attention of a lot of people at HQ, City Hall, media outlets and the seat of national power in D.C.

So...
Is this all but an admission that you "smart people" from the mayor on down, would rather monetize and obscenely profiteer from the colorful death and destruction on the streets of this city because you have absolutely no appetite to fight it?
Actually using their copious resources and brain power fighting it will put these "Academics" (Hiya Bill & Bernie! Rot in Hell the both of you) in DIRECT conflict with their useful (for the time being) confréres in the armed wing of The Catered To Constituency?
So... This is how they're going to do it to steal what Daley missed?
As surely as the sky in our world is blue, there is not, nor will there ever be a business or computational model that dovetails with Policing because of the unpredictability of the human animal.
These sheltered fools would stand on their heads to make you believe that a metric developed to predict consumer trends for profit has viable criminal justice/law enforcement applications?
?O_o?
Is there anyone else offended by this premise?
OK "perfessers." Since you assholes are so smart and we feel the need for a good belly-laugh, try this on...
Allow your body of work to be vetted by a broad spectrum of L.E. professionals...
>Crickets like a son of a bitch<
Anything less and you're nothing but thieves, tragedy pimps and the equivalent of gypsy chimney-shakers.
*Chicago tax-payers are dumb... We hope Chicago Coppers are even dumber...*
That's what these ass-clowns are saying...
Proud to be a fossil... Our knowledge and Police muscle-memory far predates these smart motherfuckers falling out of the sky.
Heh... That makes us and others of like mind very dangerous to these people and their agenda.
The Police are the enemy...
Viva Hate...

.....you forgot...and she is smarter than me.
And our FAU Lt. drinks the Kool-Aid and believes this the get all. Don't worry about IA's, just gimme a comstat report I can use as padding before I go down again. Can you say meritorious in Det, SGT and LT.
Did you see the Mopra article in the paper today showing little Treyvon, in his sixth grade photo again, and screaming for justice and a conviction.
She's the first to back the animal when he does something wrong as misguided. But she has already convicted Zimmerman without a trial.
Such a lost cause she is and always will be.
The powers that be think a new approach to crime fighting is due, with the increased shooting and homicides,so they try to come up with a new angle or approach,it's all bull$#i+,train and hire more police.......simple,too simple so let's do something different, let pay them overtime, work them harder, and get some people in here that can predict crime and come up with facial recognition so we know we are looking at a criminal??.
These two clowns couldn't statistically find their way out of a fuckin' paper sack. Here is the latest theory for them to prove:
The angle of the dangle x the square of the hair = the heat of the meat!
It'll only cost a cool million to graph it out.
These two academic goofs are literal kinsmen with the fuckers who stole billions pushing green-tech...
What the fuck is it about Chicago that draws all these rain dancin' m/fers and their oh so bright ideas?
Flaming Tutu is up to his beady fucking eyes in the Solyndra debacle...
MUCH political capitol has been expended to drive that story off the front pages because it's inconvenient and messy for the current occupant of 1600 Pennsylvania and his allies...
When some smart, smug, entitled asshole with ties to Rahm, The Pritzkers and U of Chicago, pops out the ground like a fucking mushroom and starts touting and shilling some great, glorified bullshit for the public good because they're so smart and so enamored of "public service," they should be overtaken by upright men and tossed into a deep fucking hole with all the others of their ilk and never heard from again.
10,000 years from now, archeologists will excavate the hole and find gnawed bones and coprolites containing the partially digested remains of those vaunted degrees from U of Chicago and other places where these soulless beings are hatching.
Caveat...
The Patrolman isn't anti-intellectual. The intellectuals are the ones who enabled mankind to make more progress over the last 10,000 years than the entirety of humankind's presence on this madly whirling mud-ball we call home...
It's when these fuckers seemingly parachute from the Heavens playing flutes and liars (snicker:) while trying desperately to hoodwink the masses into co-signing on the bullshit they're selling...
They're all about making money at the expense of the tax payer... They do NOTHING out of altruism, love or duty...
They attach themselves to a host and flee fat and shiny into the darkness when the host dies.
Alarms start ringing in the heads of the hard knock, common sense, old Grand-Daddy thinking super-minority when this ilk starts bumping their gums...

No one is disputing (hopefully) the ability of software to comb through mountains of data, detect patterns, track movements, and uncover connections. The point is two-fold:
First, after over a decade of tracking terrorists and insurgents in the GWOT, you would think that there would be specific expertise in the tactical application of these capabilities from ppl who have used it against terrorists and insurgents that we might be able to work with - not some medical researcher.
Second, this top 20 nonsense is not about tracking gangs and systematically picking them to pieces - its about finding ppl who hive a high degree of personal risk for becoming dead or making others dead. See the difference? The first is about getting rid of the gang, the second is about personal intervention.

SCC, you nailed it. AGAIN!
Comments from people who don't know shit from shinola ! Andy and his mother were both involved on the street in anti gang activities for many years, long before the academic credentials came along. They were threatened and shot at for their efforts confronting north side gangs. By the way, they are both very pro police. Know your facts before you open your mouth.
But they stayed at a Holiday Inn Express last night, so they are absolutely qualified for the job!
Too bad the dept went outside to find people for this. I know there are 2 coppers in 25, and 1 in 11, that have physics degrees (and as a bonus, they even know a little something about police work).

"Comments from people who don't know shit from shinola! Andy and his mother were both involved on the street in anti gang activities for many years, long before the academic credentials came along..."
And you say that to say what?
This place is overrun with academic grifters beating a path to the mayor's door just because they "have an idea" on how to "fix" CPD...
You people have your little insider laugh about the cannons being turned toward The Police with lit wicks at any and all costs instead of putting a mean and bad hurt on dude.
There is much more to this than what is being told...
Much much more...
We'll see that shit & shinola and raise you two of the same plus a shit between two shoes on the wrong feet...
What will be the true lasting benefit to The Policemen fighting with one hand tied behind their backs and the upright tax payer who suffers the most because of it?
*Crickets... Empty Flamin' Hots O-Ke-Dokes bag and red pop can dancing on the evening breeze...*
My dentist and my mom are both very pro-police. Maybe we should let them create crime control strategies, too?
Papachristos comes from a partnership with the UChicago Crime Lab. Insert eye roll here. If it don't come from that bastion of intellecualism, then it don't matter. Hush you now about how they all have the street smarts of a newborn babe.
If you think that being a CAPS volunteer gives you seasoning and common sense, please report to Random Drug Testing, 3510 S. Michigan Ave.
