- Who's brilliant idea was it to have the recruits from the academy out there in their bright yellow "Chicago police" vests, in their khaki shirts, with NO GUNS? After a native parade attendee delivers a good old fashioned Bud Billikin-style pistol whipping to someone, the recruit gives chase on a person known to have a gun- while the recruit is UNARMED! All ends well as bad guy goes to jail, and the gun is recovered, but this could have been really bad. Either treat them as police and put them out there, or don't put them out there at all. Either way great job by all involved, especially the recruit with no fear (or just dumb).
We know that the Department views the new guys and gals as cheap labor - mess with their hours, use them as traffic control, only grant them hour-for-hour on the books, etc. But the comment does have a point - you can't train them to be the police, put them in a police-environment, and expect them NOT to act like the police when something goes off in front of them. They're young, in shape, unencumbered by 20 pounds of equipment....they're going to run. That's what they're trained to do. In this case, it ended well, and it's great to see that drive in the kids - most of us were there at one point. But it could have ended very differently and very badly and using these kids who haven't even graduated just because the Department can and the City wants to do everything on the cheap might come back to bite them one day.
In an event, nice job Recruit, and hold onto that drive - it will serve us, the Department and the City well enough when you graduate.

Although I'm glad it ended well, all it would of taken is one severely hurt and unarmed recruit before a new general order comes out the next day.

Just like deploying PPO’s to north Michigan Ave. the day after they graduated from the Academy. They at least have weapons on them, but no training cycles with a FTO, and with no Sergeant or senior Officer directly supervising them. What could possible go wrong with that? Thankfully nothing so far.
You should see what they have them doing on foot patrol!

There are very few instances where you should try and make a dangerous apprehension unarmed and unaided, and a shitbird with pistol at Bud is one of them. Was a police officer hurt? Injured? No? You were completely unprotected out there...no gun, most likely no radio, on probation, an at-will employee. Do you think the City would hold your job for you if you got injured and couldn't come back to work? You do? I found the range on 79th street a block west of Ryan is great. But it is only open in the evening but all week. This range is pretty cheap compared to the one at 79th, and Loomis. But ammo is cheap.

We as the Upper Management of CPD must do anything and I mean anything to make us look good. If that means putting unarmed recruits out there so be it. We have to look good or else.
Recruit did the right thing, he wasn't alone he had a 2nd Dist tact guy with him. In hindsight was it the smartest thing to do, no, but ill work with that kid anyday.
The really pathetic thing was the powers that be having only the 2nd Dist tact team and some Gang teams as roving back up. There were multiple large groups of honor students looking to start trouble. Most of the time it was 1 car to deal with them. Not sure who the two females were on 207 but did a great job. They engaged these little idiots and told them what time it was, nice to see some proactive instead of reactive workers.
Glad the recruit is ok. On another note, a mob of rats decided to skip the parade and went around punching people at Oak Street Beach.

The Recruit did a great job, but what if he had been shot? Would the City carry him as IOD? What if he had been killed, would the City have given the full benefits to his survivors? Some of can still remember the struggles that families of Sworn officers have endured to get Line of Duty benefits for loved ones. While the survivors of bosses who died in bed because they were overweight and smoked too much received full benefits and a funeral with full honors. (Remember Thomas?)

When is the department going to make a common sense move and send these worthless show up after the fact tac teams back to the watch? Not sure if its the same everywhere, but where I'm from, they are never around when called, pick and choose which jobs to take, even when in a rap, come in late, leave early, etc etc...but when there's a good arrest made by the watch they grace us with their presence and are commonly observed taking handcuffed offenders and stealing the arrests or strong arming the beat guy!

I know the Recruit who was a part of this and he was not by himself by any means. He had other Officers with him, and wasn't even the guy to tackle and take the offender down. Was he a part, yes, but not by himself. Did anyone else hear about the arrest by two other recruits on 47th? They tackled and got someone else down there too who was apart of the group mayhem.
You think that's bad? The dept has the recruits working the next 13 days off in a row with no days off. They want them to work their "open house" events at the Academy on Saturday's, and they are detailed to the Air & Water show on Sunday. They only get time for time, and its not even OT, it's just comp because they are "probationary". Through the month of August, the recruits will only have 3 days off. Pretty ridiculous.

The uniform does not confer a bullet-proof bubble on us. This kid has NO WEAPON and he chases down a bad guy with a gun. If he was shot dead by the offender, you'd all be on here bitching about the Department putting unarmed not-quite-police out there in the line of fire and oh, look, one of them got killed. Thank God this kid is lucky to be alive to tell the story, but he NEVER should have been put in the position of chasing down an armed offender to start with.
Allow me to remind everyone that a line of duty death gets your family two things, a basket of flowers from the City and a grave to visit; THAT'S IT. If your services get donated they won't have those fees, but if your funeral isn't at one of the regular spots, it will be billed to your family. Your grave, your headstone and all the costs associated with your burial and grave will be billed to your family- YES that's right, buying the grave, open the grave, the cost of the vault, any upgrade to the casket, closing the grave and the cost of the headstone will be billed to your family. The City pays for NOTHING. Your family will receive your salary for one year from the date of your death to the same date the following year. Once a month the check is delivered via US mail, and they have to sign for the last one acknowledging that they are aware it is their last paycheck from the City. Any days worked between paydays, along with any unused Vdays, Pdays etc, and any time on the books is taxed and a check cut to them shortly after you are buried. No duty availability or uniform pay, even if it was coming, your dead and they don't get it, it's just your base salary. They are offered an opportunity to buy the health insurance for the rest of the year. Your death insurance, the one they take out of each paycheck is taxed Federally before they get it so it's not the full amount your expecting, it's about $12-1500under the benefit amount since the Feds want their end up front. So far, Illinois does not tax your death benefit, but who knows how long that will last. The City incurs NO cost associated with your death, just one nylon City flag and the loss of manpower hours and fuel to attend your going away party. I recommend your family DO allow the honors funeral (YES THEY HAVE A CHOICE), it is something you earned and something you died for, BUT!! They can deny anyone to speak. That's right, tell your family NOW that you don't want the mayor or the superintendent speaking at YOUR funeral. They can choose who to eulogize you, who to give remarks and who to memorialize you, and they have the right of the same to say no. They in no way can deny the honors funeral or associated theatrics, nor will they, mostly because the won't find out they are not ALLOWED to speak (give their remarks) until the day before the funeral. Your family will be devastated and in shock, don't make it a decision for them, make it known now. They will be entitled to both State and Federal duty death benefits, but those are received on an adjustable basis based on your personal situation. Let's hope it doesn't come to this, but chasing a man with a gun while you are unarmed is not only foolish, it's dangerous to you and your family. We all have chosen this field and know that each day we may face someone who will kill us. We take that risk, not willingly but acceptingly. It's part of the fun, right? Well, it's also a reality, and bear in mind the loss and suffering of those you love and who love you that will be left behind. Do your job to the best of your ability, screw the administration, the city management and those who have chose to believe in, abide by and foster their skewed agendas. The City suffers no loss upon your death, but your family and friends do-- so be the police, but be smart. (Check if you want, but I know what I'm talking about). Got a Honorable Mention next day at Homeroom-big fuckin deal though I thought it was at time-and then reamed by HRI that I ain't the POLICE yet. Long story short-girlfriend thought I was great, married her and had many kids, retired after 30 yrs OTJ and she divorced and took most of my Deffered Comp and half my pension. Damn if only I dint meet the bitch foo lunch. Never a hero. Some way will come back to haunt you. Live n Learn son. None of us heroes we just take care of each other OTJ.

Have court on Tuesday along with all week at 26 street. I will present multiple ASA with scenario and see what they think. Good for the recruit that wasn't a sponge and took a round. But what about the what if.???

OT: saw on the news this evening - protesting in front of Northwestern Memorial Hospital "demanding" that the undocumented (illegal immigrants) and uninsured be given access to organ transplants.

Being that unsafe is not a good job. Too many times on this job, cops are rewarded after they use bad tactics, "but it still all works out." They should be corrected, not commended.
Very often the partner takes the brunt of a tombstone crusader. The maniac driver who smashes his partner to bits, while he walks away from a crash unscathed. The hero who charges into a mob when everyone else takes his lumps going in for the rescue.
Chasing down a felon with a gun while you are without one is foolish. Get as much info as you can. Follow at a safe distance. And give a flash to the armed police.

Recruit had balls. Something 90 percent of the department lacks. His actions in this situation were nothing short of heroic. So for everyone to sit here and preach safety I'm sure he thought multiple times about his decision afterwards. Bottom line is this time he came out on top. Good job officer.

I didn't post this original thread but I do think you're wrong. No need for name calling either. I guess the only way around it would be to use the outside agency box and plug his name in. The only problem is he is technically an employee of the CPD. And if you're gonna rant I would learn the difference between your and you're and the proper way to use either one. I don't know about you,but when I came on in the 80's, we had a star# from day 1....just no star until you earned it.

Long story short-girlfriend thought I was great, married her and had many kids, retired after 30 yrs OTJ and she divorced and took most of my Deffered Comp and half my pension. Damn if only I dint meet the bitch foo lunch. Never a hero. Some way will come back to haunt you. Live n Learn son. None of us heroes we just take care of each other OTJ.

I had a recent foot chase with a offender who most likely had a gun, I dropped my radio while giving chase and terminated the chase myself because of the safety concern of ' no communication' in case something bad did happen. I had a vest and my gun with multiple magazines of ammunition, and stopped because of my radio, your most important tool.
Not smart recruit and I hope the instructors tell him such.

I know the Recruit who was a part of this and he was not by himself by any means. He had other Officers with him, and wasn't even the guy to tackle and take the offender down. Was he a part, yes, but not by himself. Did anyone else hear about the arrest by two other recruits on 47th? They tackled and got someone else down there too who was apart of the group mayhem.
You think that's bad? The dept has the recruits working the next 13 days off in a row with no days off. They want them to work their "open house" events at the Academy on Saturday's, and they are detailed to the Air & Water show on Sunday. They only get time for time, and its not even OT, it's just comp because they are "probationary". Through the month of August, the recruits will only have 3 days off. Pretty ridiculous.

I witnessed Durbin using dead children as a backdrop to make some political hay. True. I was there. One of the children was a family member. I wrote Durbin a letter expressing my outrage and the insult felt by my family.

OT: saw on the news this evening - protesting in front of Northwestern Memorial Hospital "demanding" that the undocumented (illegal immigrants) and uninsured be given access to organ transplants.
What is wrong with this picture? They aren't even supposed to be here & can't pay for basic health care but in their mind we should also be paying for their organ transplants. Please stop the madness.

The impetus of their protest is the doctors don't care if they're here illegally when the family allows their loved ones organs to be harvested to give to someone else. However, when they are in need of an organ transplant the hospital pulls the illegal immigrant card to deny them a spot on the transplant list. If you can harvest an "illegals" organ then you should be able to put them on the transplant list.

Retired now. Many years ago, they had a detail and recruits were needed. They came into the homeroom, asked who had the blue uniforms.
Those that did were detailed for the day, got the star & shield, and carried a gun. Next day, returned the star & shield, back in khaki's.
This made more sense, since we all looked like the police.

However, political correctness and local politics would make it hard for the Rahmbo Administration to admit that crime does occur at the 'Family Celebration' and 'Back to School Event.' Well done PPO's......your immediate reaction to go get the "bad guy" with a gun is not a question of whether it was the right thing to do.....I'm sure you were the first to realize that you were unarmed but continued the chase anyway. It was the only thing you knew to do.......In the eyes of a few that play the guessing game now that the incident is over.....politely tell them to go fuck themselves. Good job to all CPD involved.
1 in custody.. handgun recovered, all safe. End of story.

There are really three officers and the PPO who began the chase: One Tact officer that finally cuffed the perp that dropped the gun during the chase; the PPO, of course, and the two HQ officers that ran from their post on 43rd and Calumet to help box in the running perp, hold him on the ground after tact cuffed him, conducted a protective pat down of perp and secured him in a caged car. Glad all ended well.

Been there before...going door to door at night representing the pd with CIVILIAN CLOTHES on and a radio. I think someone called on me too. A few people wisely didn't open the door. After that I had to tell my boss that it might be a good idea to have something that actually identified me as an employee. The other extreme was me looking too much like the police which ironically the adults were fooled by but the shorties always reminded me I wasn't the police...or asked me if I was an intern. Memories.
They have been using recruits like this for a long time. Wrong... So Wrong!
They are just as meaningful as the rest of us.
They should not be out on any detail until they have what they need to do the job.
The Academy and 35th Street may think it's just a "traffic detail" or "show of force" but they are going to get one of the recruits killed out there because we all know the simplest things can turn to shit in minute.

The hospital doesn't care if they are here illegally when they take an organ out,only when it's time to give them one. So, check status first. HOSP: Are you here illegally? ALIEN: Yes. HOSP: Sorry,we can't harvest your loved ones organ to save another. HOSP: When we find a legal resident Mr.& Mrs. Smith we will give your 16 year old son a transplant. Right now we only have organs from deceased "illegal" aliens. We don't give them transplants,so we don't take their organs. Don't be a goof. Can someone tell us,how much a kidney transplant or any other transplant costs,and if our insurance covers the entire amount?

These organs go to waste??? Isn't that the point of the list??? I wasn't aware that a surplus of organs that aren't being used and are being thrown away. According to you the list is just a function of a wasteful bureaucracy. I was always under the impression, that unfortunately people die waiting for these organs, because thy are not available. What are you talking about? No one said it was right, all that was said it has been going on for 10 to 20 years and this is nothing new. So far the department has been fortunate not to have any serious injuries
I worked SEVERAL events while still in the tans. Downtown, west side, south side, you name it.
Every time I asked "what do you want us to do out here?" No one ever had an answer.
Good news is, nothing has changed since then. Still can't find too many people that know what's going on.
We don't use it and we don't like it. We are not television cops or New Yorkers.
