Rahm's Group Lobbied for Downgrade?

  • Even more so than most cities, Chicago has had the best government money can buy. In this case, the money is willing to engage in a scorched-earth policy of crushing local investors and wrecking the city budget to achieve its end of taming unions and making Chicago even easier pickings for looting via infrastructure sales.
     
  • The immediate loser are local investors, since municipal bonds are generally owned by people in the immeidate area, and the city, since it will face higher borrowing costs. So why is Rahm so smug, and why was he so keen to see a downgrade? Normally corporate CEOs and city managers tout the prospects of their charges and want them to have the most favorable borrowing costs.

    But the big point of friction has been Chicago’s underfunded pensions, the rest of over ten years of the city failing to contribute enough annually. And Rahm, rather than trying to find equitable solutions, has instead been playing hardball from when he took office:
Anyone know is this is actionable? It certainly doesn't pass the smell test. Because with manipulation like this, we don't stand a chance of ever retiring.

    Off topic...there appears to be structural concerns at 35th st. All exterior columns are being examined by an engineering firm.....drywall cut to expose the columns....not a standard examination. Perhaps the leaning building, sinking parking lot......shitty construction....etc. or all thr fukn ego's slanting the bldg. Oh yeah connected firm Berglund doing the job......

    I wouldn't doubt Rahm would play both sides of the pension funding catastrophe.

    But this downgrade was a long time comming. It should of happened years ago.

    And, I wouldn't be a bit surprised that the same people and forces that influenced the rating agencies to keep the IL bond ratings inflated are now the same forces influencing the downgrade.

    The important thing is, the bottom-line is, Springfield is still not addressing the problem by passing the proper legislation to seriously address the issue, thus the perception lenders to IL will be paid back what they put in is crap. Thr ratings are way more crappier then when the bonds were rated at the better faux ratings where they put lipstick on that pig to sell bonds to kick the can down the road and to make commissions.

    Nothing is going to change till they run out of other peoples money and this is the beginning of that.

    Sounds like 'Somebody' didn't do accurate soil sample testing -- go down far enough -- to see what old landfill was really underneath the 'top soil'. Plus given its location, that site was originally 'in the old days' very close to Lake Michigan. And sandy soil isn't exactly a prime spot for building -- unless you you go really far down with Concrete Caissons and Footings to bed rock (like building a Hi rise right next to the Chicago River, yikes, headaches!! Water, water everywhere, but not a drop to drink). And/or spread the Building Load out over a 'wide' area.

    But to do all that, the right person's company might not get the contract and the extra construction costs would really screw up a city budget. Hey it's Chicago, just sayin' ;-)

    (note: without seeing the actual construction docs; soil test data, structural drgs, etc., this is all a 'guess' based on a new building 'leaning' /s)

    Lawrence Msall admitted that the Civic Federation called the ratings agencies and lobbied for the downgrade.

    This is ripe for an SEC investigation.

    Busting the pensions is the big score for these guys.

    If Chicago was truly nearly bankrupt, Emanuel wouldn't be Mayor and Daley wouldn't be running for governor. Danny Davis would be Mayor and some goofy Republican would be holding the bag in Springfield.

    You never hear a word about the fact that these pensioners DO NOT GET SOCIAL SECURITY - even though they or their spouses may have paid into that system from other jobs. This was the deal from Reagan/Rostenkowski - both men are rolling over in their graves seeing how this is being used to "betray" the ordinary older people in both systems.

    Get rid of the Gold Braid Pensions and all the "special" perks for pols and their friends ....make them retroactive if possible and go over the disability claims with a fine tooth comb before they touch the average pension of the hard-working thousands.

    Read Michael Lewis's The Big Short. Of course the rating agencies can be bought, that's how pensions and endowments purchased all those financial instruments loaded with toxic mortgages. They were rated as solid gold AAA+++. Nothing new here.

    Should we trust anyone who as a member of a Congressioal Committee, used his insider info to cash out ($16m) his personal investment before Fannie Mae stock tanked? And Congress says there was no propriety to hold a Commitee position that most of your wealth is invested.
    There's plenty of mystery investors that are going to profit from Chicago's debt, recontruction and it's probably the same old crew of Daley Inc.

    He is doing everything in his power to get pension reform. Crying for help downstate.

    He has shorted police and fire pension payments, thus it looks even worse.

    Every time they mention the CPS budget problems they blame the pensions.

    Every question about raising revenue(taxes, abolishing ties, casino) turns to pension reform. Saying he won't talk about those things because then it will diminish the chances of reform.

    Tifs money is taxes diverted to basically a slush fund separate from the city budget. He could abolish all the tifs today, and that would be an extra 450 million added to the regular city budget. This never is mentioned for a reason.

    Why not just leave Chicago and work for another department? Why invest more time into a retirement that will never happen?

    Leave Chicago to go the way of Detroit. Once there are no more taxpayers to pay for its programs and city employee salaries, it'll turn in on itself.

    What then, going to continue to stand by and watch the city continue its downward spiral? Writing's on the wall. Figure you can continue watching it happen, try to change it, or leave.

    This problem is happening on various scales in cities across the country. What happens in Chicago could set a precedent.

    I have no problem with increasing the mandatory retirement. It would actually be financially good for the pension fund. I do have a BIG problem with increasing the minimum. I got on when I was 22 and will have 28 years by 50. Just because you got on at 35 and it doesn't effect you to go to 55 doesn't mean I should be punished. This department received the most productive years of my life. All I have looked forward to is doing what I want to do at 50.

    Rostenkowski isn't rolling over in his grave over this. Maybe you're unaware at how many seniors, retired railroad workers, government employees fought this and have lobbied for YEARS to get this remedied.
    Rostenkowski KNEW FULL WELL what he was doing when he did this. Somewhere, there's a photo of a senior who threw herself on his car hood to make sure he knew what her feelings were on the subject.

    Mentioned months ago that the contract that the sgts board okayed but did not ratify would look good. My statement still stands. Rahm, Madigan will get their way, no doubt about it. Courts, laws, constitution mean nothing.

    The pols are not giving up the money to fund their pet projects so the retirement funds are full. They like that money to keep them elected. I cannot believe police officers in the city are so naive.

    from a troll: I am worried about my own 401k but I am also concerned about public pensions. We taxpayers have to guarantee yours and it seems to me instead of spending 75mil on speeding cameras, the politicians who are charged with our trust should have been spending that money and other money on funding pension promises. I think about the cops in Detroit for example put their lives on the line for that shitty city and now that are likely to get screwed.
    That is unacceptable and people should be in the docket for that.

    You have to distinguish the union bureaucracy from the union members. The bureaucrats control the members just as the Democratic Party leadership controls Democratic Party members (who are generally far more liberal and progressive than the leaders) through rigged internal process, good-old-boy networks, and favors for loyalty.

    As long as they refuse to see this, myopically focused on themselves and their privilege, what hope is there in them? Does anyone expect them to risk getting fired in order to try a strategy that might actually work?

    Wisconsin is an even more extreme example. Despite it being painfully obvious to activists that the government since 2011 has been rolling out a program of Shock Doctrine-style boot-stomping-face-forever neoliberalism, union members never were able to see past the ends of their own noses. They went with the Democrats again because there was no immediate danger in doing so. No illegal or potentially contract-breaking acts necessary. And then since it failed they have been completely paralyzed.

    Many people have gotten in their Privilege Escape Pod and fled the state like the cowardly scum they always were. The union bureaucrats have taken up the slogan (I am not making this up) “We can win with the tools we have”. The actual workers, still drowning in privilege, are a mob of fat, wide-eyed animals capable of processing immediate stimulus but with no ability to do any kind of higher cognitive functions, long-term planning, or historical analysis- particularly if the results of that kind of thinking would be, “You are going to have to be exposed to danger at some point”.

    Ah, if there is a motto for the middle-class, is it not, “Nothing bad can ever be allowed to happen”?

    If they are going to increase the minimum and maximum ages for retirement they need to increase the % we receive.
    Going from 50-55 and 63 to 67, we should go from 29+1 at 75% to 33+1 and 80%.

    From info I received from an FBI employee, the FBI had well enough to charge Richard M. Daley with multiple counts of lying to a federal agent but apparently that was not enough. So, Daley’s steam worked on that one.

    Charging an Illinois politician with lying is like handing out speeding tickets at the Indy 500.
