No Bid Spots?

An interesting "taken to the extreme scenario" regarding sergeants:
  • Ok SCC, heard that the city and PBPA are going to take away all the district bid sgts. and rebid citywide, all districts, and those Sgt.s will be new district bid holders. Looks like JA from PBPA and Rahm are looking to stick it to the sgts for shooting down that bs contract.

    This should completely throw all districts up for grabs. There is no wording or language to do this but this is based on perceived interpretations by JA and Cmdr Oneil MSLA. By the way they are personal friends outside of the job so I can see this possibly happening. All incumbent district bid sgts. will have to rebid, wow, will this happen after watch bids? Because watch bids have to be kept after successfully bidding for them.

    So in theory can you have 15 sgts. bid into a district successfully and all them having 2nd watch bids from their respective districts from whence they came. I can see it now, 2nd watch in 001 with 15 sgts. This could be a real circus act to watch.

    If they can do it with PBPA can they do it with FOP? Can they rewrite district staffing levels then have a citywide bid thereby reducing the manpower in so called slower districts and thus filling westside and south side districts with officers who would normally be in north side districts due to their prior bidding and or assignments? Can the department say they only need 250 officers in 019 not the 300 they have now and reassign the 50 to other districts? What if 020,024,017,016,019,018,001, have their staffing levels reassessedandd lowered, where would the surplus officers go? A citywide rebid could possibly achieve this. I would not put this past Cmdr DO to write up such a policy, after all he back doored the Lt.s to get a Cmdr star, what will he do for a higher spot?
This is the trouble with lawyers and loopholes. Always the attempts to reinterpret language to the benefit of some and detriment of others. Anyone want to chime in on the possibility of something like this being used against the sergeants? Or against Officers, too?

There are a few different ways to interpret this and I will only try to present two of the most obvious ones.

First, it's true that in the new contract, district bid spots will be up for grabs. Many districts only have a few bid sergeants and this will change with the new contract. There will be no more intra-district bidding for open spots. This doesn't place senior sergeants who did not bid to the district in any danger of being transferred because transfers will be done by reverse seniority. On the other hand, there will most likely be some very junior sergeants who might lose the spot they shouldn't have had in the first place. Having said that, if they were given the district spot they wanted out of the academy, they will probably be given a unit spot rather than a bad district.

The second way to explain the new system is to simply say that it's all Barack Hussein Obama's fault. Libtard's are out to get us all and we must stick together and get rid of obama-care before we can do anything about the new bidding system.

Which explanation makes more sense to you?

When a sergeant bids, he will bid for the district and watch that is open for bid. For example, the opening will be for a 3rd Watch Sergeant in the 014th District. It wouldn't matter where the bidder was previously assigned, his new assignment will be 3rd Watch in the 014th District. At the end of the year, he will bid for his watch on the following year just like everybody else.

Of course, it could be that the Liberals will sneak into his bedroom in the middle of the night and turn him into a communist, but that's probably unlikely.....or is it???

new sgt says: It should make for interesting times in the future. Sgt's are totally different than PO's. If a PO is sent to a district then they are there and safe indefinatly. Sgts get sent to a district, they can then get moved if not a bid to district. The new contract is 12 bid spots per district for Sgt's. From what I understand not alot of Sgts are bids to district even if they have been there for years. I dot think they will re-bid whole city. But there will be movement.

this already happened at B & A 3 yrs ago......FOP allowed it. reduction in man power and 13 Dets were sent to either Area 1, 2, or 4.

FOP allowed City and MLAS do this even though it violated the contract.

None of this is true.
Fact, no more intra district bids, bids will be city wide and not by watch. Sgts. who have district bids will stay unless they choose to move.
The number is 12 for ea. district

Unfortunately it was like pulling teeth to get this info. Nothing was up front re. anything that was agreed upon. It was always vague when posted. There were warnings about this brought to sgts. who ignored it.

Whoever posted this don't know what they are talking about. Watch bids and district bids are two separate things. If you bid to a new unit, you give up your watch bid. Thus, the Department can assign you to whatever watch they choose. There is nothing shady going on here. The sgts contract calls for district bid sergeants, so the city has to open up the spots.

I realize that the original poster listed mostly north side districts as examples, but there's a shortage of patrolman and sergeants up north as well. I'm not going to say that the city hasn't considered this, but I'll believe it when I see it. They'd piss the remaining 2% of the department that still enjoys this job.

Just a few years ago 019 and 023 had close to 300 officers, EACH. Then they combined and G. McLush held some Town Hall meetings to sell this pile of shit to residents. All affected aldermen where there.

They PROMISED that the manpower levels would not go down, they would stay the same. Now it is appearing that the manpower levels are headed down to half of what they were when the two districts combined.

In 2000 019 itself had a strength report (remember the Period Strength Report?) of almost 350 officers, including supervisors. Not including civilians in the lockup and on the desk.

And the sheep living in 019 are not screaming bloody murder at the prospect of losing fully HALF of their police officers while taxes go up up up.

And people will continue to vote for this jerk off.

When promoted you are sent to a district out of the academy but you haven't bid there so without this provision what the city could do in theory is tell a Sgt that hasn't bid in, and an intraunit watch bid is not a bid in, that they're reassigned to X district and there's no protection. Don't believe everything you hear, why don't you ask next time instead of spewing nonsense anonymously?

The new contract doesn't day this at a for Sgt's. Every Sgt in the entire city will not have to re bid. They are going to open bid spots that are not filled. You now will have the option even if you are assigned to district to make that bid. They also are not going to open the entire city at one time.

The new contract says, "Sergeants currently holding District bid positions will not have to rebid for those positions. "

016 and 017 have no police officers to give to anybody--- already been picked clean to the bone--- routine for backlogs/raps on a daily basis in both districts--- routine for officers to have to wait around the station with no cars available so they can make their relief--- routine for first watch to have no wagon and downed primary beat cars--- 017 district third watch recently had only 2 supervisors-- one sgt was inside acting as the dss-- the other sgt was in the field and responsible for logging a 2 man bike unit, lawrence ave foot patrol, 9 primary beat cars, 2 wagons, park car, 2 traffic cars, and 2 late rapids--- 1 sgt logging 18 cars as well as approving reports on AIRA and handling call for supervisor beefs--- it doesn't happen everyday but it happens often enough where it becomes a safety concern for both supervisors and patrol officers....

People who live in 19 and 23, you are down to 50% of the police officers you had before the districts combined. Call your alderman, call the mayor's office, SCREAM. You are getting the shaft. Your officers are patrolling the Englewood and other South and West side police districts while roving bands of thugs from those areas rob and beat you outside your homes.

Walk around an El station around midnight with an iPhone up to your ear and see what happens.

You're apparently saying that the City, IN VIOLATION OF THE CONTRACT, did this at MLAS, correct?

But also, you're apparently saying that the FOP filed a grievance, (as they should have), that you say they lost, correct again?

So my obvious question is this:

If THE CITY violated the contract, and the FOP FILED A GRIEVANCE that they lost in arbitration, then how in the HELL can you then say that the "FOP allowed City and MLAS do this"?

Did the FOP not do EXACTLY WHAT THEY WERE SUPPOSED TO DO?

District openings for Sergeants are only put out for bid when a bid Sergeant leaves a district. If you bid into that district from another, you are now a bid Sergeant and are protected.

The Sergeant with twenty years in grade who has been there since he got his stripes, is not a bid, and is not protected. The Sergeant with twenty years in grade who was brought in yesterday by the phone call of the new Commander, also is not bid, and is also not protected (at least not by bid). No Sergeant who bid into a district is losing his bid status. For that reason, there may be no openings in some districts when the bids come open.

As for there being no more intradistrict bids before the citywide bid for a bid Sergeant spot, that is a good no a GREAT thing. This way those little phonecall bitches with no time don't get to trump a senior Sergeant for a spot just because their phonecall snuck them into a district two days before the bids come out so it looks like they are bidding from inside the district.

That said, if you are one of these twenty year Sergeants, make sure you bid for that district you are in so that you don't get bounced for the six year guy who took the midnight bid given up by someone who took the day bid before it went citywide.

SCC, you should know better than to help someone push this ignorance and scare tactics. I KNOW you know people who would give you the facts.

And don't believe anything the Commander of lManagement and Labor Affairs tells you. He only parrots the party line. He knew the city would lose the Sergeants DSS grievance (even knew they HAD to lose it), but kept up the bullshit because that's what gets him the big bucks.

She is also "covering / cooking the books" for her staff. Particularly LN, who works about as often as A. C-H.

FYI - this same info is being forwarded to media types that like to go after ghostpayrollers. Hopefully one of hem will expose because this Dept and the Inspector General dont seem to care!

This was added to the Sgt's contract because of a grievance that was lost concerning pay when detailed out. The old contract was confusing because most sergeants assumed that Watch bid and District bid were the same and the city said no, refusing to give Watch bid sergeants extra pay when detailed out.District bid sergeants will keep their bid spots (very few are District Bid). The remaining spots will go up city wide with two opening each period until all 12 spots are filled. True, that less senior sergeants might get the boot and some sergeants might loose days when senior sergeants move in.

Yea the dept. is doing this for our best interests. Funny thing is when you call down to PBPA, no one knows anything, you get the " I'll get back to you on that"..... I sounds to me that the issue here is no one is giving a straight answer about the existing bid spots and future bid spots. A little clarity goes a long way. When 019 and 023 merged there was a lot of gnashing of teeth when senior sgts. were launched over less senior ones who had bid in. While the questions are:
What about current sgts. who bid into their respective districts, will they keep that district bid?
Will the dept. allow sgts. who are currently in districts to bid for said openings first, then open it up city wide if there are bid spot left unfilled?
If a district has say 23 sgts but only 3 are currently bid holders, can 9 sgts possibly bid into said district increasing the sgts to 32 for said district? And if so what happens to the other sgts?
How many districts can a Sgt bid for at a time?
Will watch bids have to repicked?
See, so many questions, not many, answers....

Well, I think once Sgt's are forced to bid out of dist, they LOSE their watch bid... (diff between dist and watch bids)... Just like a PO. If a po is bid on a watch and bids out, he goes on managemnt to fill a spot until the next avaiible quarterly bids... So no, you won't have like 15 sgts on days. You will have a handful of new sgts (the ones with phone calls) on days, while the rest are spread to other watches to fill a vacancy. IF any of this is true. Just one more reason to NOT become a sgt. Blue shirts, once they have the time to BID to a district and make a BID to a watch, are safe long-term (90 day detail notwithstanding)...

wrong-tac and caps and business sgts and sat sgts and detailed out to unit sgts will be exempted from the reverse seniority bounce.....only watch folks with little time in grade and no juice will be bounced

DISTRICT BIDDING
I would like to clarify the district bid procedure that will be in the next contract. For the first time, there will be a set number of district bid spots available. We haven’t had this level of protection before. There will be 12 district bid positions per district. Those sergeants who had previously bid into their current district will retain their district bid position. The department will be opening the balance of open district bid spots quarterly over the course of the first year of the contract. For example, if a district already has 6 sergeants that are in district bid positions, the remaining 6 will be available (1 or 2 per quarter). If you do not hold a district bid position in your current assignment, you will be able to bid for the remaining bid spots there in the city-wide posting. In a case where none, or very few of the currently assigned sergeants were successful bidders, and if the additional bid sergeants created an over abundance of sergeants in a particular district, the department may balance manpower by reassigning non-district bid sergeants on the basis of reverse seniority. This scenario may occur, but is unlikely due to the number of senior sergeants that do not hold district bid positions in their current assignment and would be bidding for the open positions.
EXAMPLE:
In 016, it looks like 7 openings to be available, so 1 or 2 openings will be posted per quarter. If no 016 district sergeants are successful in attaining any of those spots (highly unlikely) then there would be an influx of 7 sergeants. If that created an overage of sergeants in 016 (which currently has the fewest of any district), then and only then, to balance manpower the department may re-assign, by reverse seniority among non-district bid sergeants. Looking at the seniority listing, many of the non-district bid sergeants currently in 016 are likely to be successful bidders for those district bid spots. Given the level of manpower and the seniority of those assigned, it appears very unlikely that anyone would be re-assigned from 016.
We are in the process of updating the “BID UNIT POSITIONS” section on the website to reflect the current levels. This is taking some time because we are going through all of the bidding history and transfer orders back to 1999. Once this is completed, we will post it on the website and notify you via email.

Exempt means for watch bids. Any Sgt. that is not a districk bid can be moved in reverse seniorty order. The Sgts. exempt from watch bids CAN STILL bid to and get/be a District bid. They then cannot be moved. And since there are only 5 watch bids per district a "District Bid" can still be "Management on a watch, just like now they have non bids to a district as a bid on a watch. (They can transfer you but have to keep you on the watch you bid for , for the rest of that year.

I am taking the Brad Woods study group course. I am studying my ass off. I know someone who is heavy. Her dad is a big boss and she has clout. She told me straight to my face "I admire the fact that you are studying your ass off, I hope you make it to the list. I'm going to be in the top 100 for sure". Sure that sort of stuff gets to you. Sad to say that's not the case. Dogs are dogs and they will find whatever excuse they can to make them not the victim. Even the ones who have been screwed by this department still do more work then the vast majority of people on this job today. It's sad to see that they won't even respond to assist or in progress calls when they're a block away.

OMG hell on earth today! First off I walked into the 019th district station and who was there? Yes XO M.R. And boy did he look mad! Well then again he always looks mad, in fact he always has a expression on his face that you make after farting a burrito meal in a small room. Anyway, I made a quick left turn and tactically extracted myself from walking towards him by running up to the second floor. He is lucky he didn't follow me because if he did I would have told him off something fierce! My god man I spent 15 months on the west side working the desk does he know who I am?
Well I was hoping that my day would brighten up after all the gloom and doom but then I find out at roll call that only 6 people a day can have time due! 6?! Well I took matters into my hands and got a radio and held myself down on reports in the station so I could look at my Mikey Shields issued FOP book and see what kind of time off I needed. After an hour and a half of research it turns out I didn't need any time off other than that day I already took to take Abba, my cat, to the vets. I went and checked out my cruiser and hit the streets! Straight to 7-11 to get coffee and check for new gun mags. There were no new ones so I just focused in on reading the stuff in the old mags regarding knives. Every time a yuppie princess walked into the store I gave her my best warrior look. I think I may have the look down too good because it seemed to scare them away from me.
Now here is where it goes all FUBAR. Dispatch calls me even though I'm still being held down on paper in the station, so I ignore the call. They keep calling me, why me? Geez I only started 2 hours ago if I wanted this kind of job pressure I could bid back to the west side for cripes sake! They finally asked a sergeant if I was working today and that meddling idiot sgt T.E. Ratted me out and said he thought he saw me at the 7-11. I might have to put in a beef, I'm not even on his log! Who does he think he is? He looks like a tanned version of potsie webber who got his hair caught in a flow-bie!
Well dispatch called me again and I snapped at them something good! They had the nerve to give me a suspicious vehicle without occupants, I was all like "I'm squad, I'm 99 are you TRYING to get me killed?" Geez, suspicious vehicles are often the dumping places of murders, watch any episode of Bones and you will see. Well needless to say I drove past the area where that car was supposed to be at 50mph, I didn't see it so I was about to leave when all of the sudden I saw our Tact Lt in his car watching me! Finally I think I'm about to get the recognition I deserve, I know they have spots open, maybe he wants me for the entertainment detail? Just as he saw me slow my cruiser down he opened his mouth, but he crammed his cigar in it and drove off rather than validate my existence and ask me on. Well he is on my poo poo list now! One day when he is not looking I'm going to flip him the bird!
I convienently forgot to clear until they called for me again an hour and a half later. Like a veteran taught me I answered up with my lunch location before they could assign me a job. I have been on this job for 22yrs i am a White male with no clout basically the biggest real minority in Chicago. I came on the job with no college so I cannot be promoted. I do not abuse the medical, my stats are probaly in the top 30% of the city. I understand they are trying to screw us over, but please dont use that as a excuse to not serve the real victims and your fellow blue shirts. all of you dogs out there who dont do anything because your not happy with your job are only screwing you fellow officers. like any other job 80% of work is done by 20% of the officers. I am not telling you to get parkers, movers and contact cards im just saying handle your jobs in a timely manner so the other officers dont have to cover your slack. as bad as it gets and its gonna get alot worse you still get a good salary and decent benefits for a job that if you dont get hurt is very easy. so like I said help the real victims and your co-workers at the very least.

Mobile strike force???? and gun registration do we even have a gun registration now? These are just some examples that may pose a problem for testing. Does anyone else see any discrepancies in the G.O.'s. There is another thing a lot of the G.O's make reference to the watch commander's that we no longer have I think they should have at least re-worded it to clarify.

Well, I think once Sgt's are forced to bid out of dist, they LOSE their watch bid... (diff between dist and watch bids)... Just like a PO. If a po is bid on a watch and bids out, he goes on managemnt to fill a spot until the next avaiible quarterly bids...

WRONG!!!

When a P/O bids to a new District, he bids to a District not a watch. When a Sgt bids to a new District, he bids to a District and a Watch at the same time. That's why the Sgt openings are listed as 011 District 3rd Watch 1 opening or 001 District 1st Watch 1 opening etc.

How can a guy who is disabled work full time at FOP while still getting a disability check? That being said , my fear about a retiree president is that he would be more focused on retiree issues. In my opinion though I think we need an 'old timer' (no offense to anyone it's just the term I grew up with)...with no affiliation to this regime.

In the interest of fact, the Admin Mgr from Academy was at a meeting I happened to be in around the time of your post. So maybe you have some valid gripes, or maybe you are just on the verge of a workplace breakdown, I don't know. But in this particular instance you made an erroneous assumption. Just because YOU don't know where she is or what she is doing does not mean she is a ghostpayroller. I'm just sayin'.

I'm just saying does not justify beefing on other workers. That seems to be a problem with a few employees that watch what everyone is doing. It must be nice to have the freedom and no work to have time monitoring others. If you are busy then you will not notice the actions of others. Get a job, buy a book but quit beefing on others. Snitches get stitches.
