Pot Tickets Up in Smoke

Honest to Pete, does anyone ever ask the street coppers what they think of these things before they roll out another disaster?
  • Chicago Police issued just 1,117 tickets for small amounts of marijuana in the first 14 months of decriminalization — and the cash-strapped city has collected only 21 percent of the $310,755 in fines, records show.

    “The ticketing process is an administrative pain in the butt. It’s so much easier to do a marijuana arrest the old-fashioned way” or just let it go, said [some guy at the] Fraternal Order of Police....

    The sobering news that pot tickets have been a bust is tucked away in the 2014 Budget Overview for the city’s Department of Administrative Hearings.

    From Aug. 4, 2012, the day ticketing began, through Sept. 24 of this year, police issued just 1,117 tickets. Defendants were found liable in 832, or 81 percent, of the 1,035 cases resolved.

    City hearing officers have assessed $310,755 in penalties, but only $67,256, or 21 percent, of those fines have been collected. That’s a drop in the bucket compared to the $1 million that proponents predicted the city would easily collect in just one year.
A million dollars in fines predicted.....and we'll bet they spent that million last year, too, even before they had it in hand. The testing kits, inventory procedure, having to void out everything if the test was negative AND still spend the time inventorying stuff....it was all nonsense. And no one asked actual street cops what they thought of all this.

And Solis, the softball behind this idea, isn't done with it yet:
  • But Solis said Thursday he’s so disappointed about the results, he’s arranged a meeting with police Supt. Garry McCarthy to find ways to convince officers to “take it more seriously” and write more tickets.

    “I thought police would accept it more because they wouldn’t have to go through the process of arresting and booking somebody. I thought the free time they would get would have them more on the streets and in our neighborhoods. I also thought it would generate some revenue the city really needs,” Solis said.
You thought wrong Danny. You took a relatively simple procedure, a quick arrest, complaints and inventory and turned it into a logistical nightmare involving chemicals, testing, two or three inventories, a ticket, and non-suit for negative testing. Dumb.

Why... Who in their right mind in the august assembly that is Chicago Politics, would validate the Police by seeking actual constructive imput on anything?

*It's the Police who are the problem in Chicago. Once we "fix" them, everything else will fall in place...*

We need money so we make all these laws in deception of public safety. Yet judges will only hold those with money be held responsible. Example? Traffic court. Start holding the criminals responsible. Have them clean up, dig up, remove, etc... Most of us tax payers are tired of supporting the rest.

Time it takes to do the citation is easily as long, and usually longer, than an actual arrest. If that doesn't discourage a copper than what would. Screw it seems to be the mentality. If they made enforcement easy, well maybe they'd see better results.

Once upon a time the old Chicago Police Department would have rolled out something they used to call a "Pilot Program" that would be used in one or two police districts for a fixed period of time to see if it works.

Not any more.

Now they just trot out an alderman's harebrained idea and run with it, even if it isn't ready for Prime Time.

Not that goofy ideas from aldermen are a rarity. Anyone remember Burton Natarus and some of the goofball crackpot shit he used to come up with?

So what they have done is legalize possession of small amounts of marijuana. Good luck getting that genie back in the bottle.

the best part is you used to be able to take a gangbanger or 2 ( a potential offender or victim to be) off the street for a few hours. now they stay out there. our hands are tied in administrative paperwork that's not worth the time.

With great power comes great responsibility. WE would decide if someone went to jail for a small amount of weed. WE used it to clear corners, lock up the problems in the neighborhood.
WE used it as an effective tool to clean up our beats. It worked pretty well. You had to be a real problem to go to jail for small amounts of weed.

THE POLITICIAN saw it as something else. THE POLITICIAN saw it as a tool to help himself. Once again THE POLITICIAN made a mess of it. Vote them out.

Has Mike Shields lost it? In the article he suggests that Chiocago Police turn a blind eye and just let the pot walk.

Make the ticket a $1500.00 fine and give the POPO a day or 2 at the administrative hearing case for each case. Only test the weed if the defendant demands it tested, but if it comes back positive, the defendants fine goes up another $1,000.00.

Make the system work for the PO and fruit will bear from the tree.

4. if the person contests it send to crime lab for analysis.

If they made it so you just issue the ticket same as you would for pissers and drinkers, it would have worked out much better. Those take only a couple of minutes and then everyone's on their way. Writing tix for weed takes longer than the actual arrest- not worth the effort. Besides, unless the offender is a gangbanger or an asshole most cops would just take their stash and dump it in the sewer and be on their way. No one really cares about a little pot- I've had more problems with drunks in my career than anyone else. I cannot recall one violent encounter with a pothead. Hell, I'd toke up if I could on my RDO! Fk these alderthieves trying to screw everyone 10 ways from sunday for more fines and money.

Legalize it and tax it like you tax cigarettes! Doesn't make sense to collect your money on the back end. Tax it, that way you are assured that you collect your money. Make new laws that regulate the poduction of cannabis. Fees for licensing oh the possibilities are endless.! It's for the kids!

Why write tickets? Judges will not fine them if the violator doesn't have a job or has family issues or got shot at or got locked up or just dont care. So we take the time to write tickets which will accomplish nothing. Why? Look at traffic court. Officer testifies and violator only has to say "I stopped for real" and claim sort of unsupported racial bias. Judge will find them not guilty. Write one for the date if you want. One!

We have to test the cannabis ourselves with a chemical testing a kit. They don't even provide us with protective eye and hearing wear. If that bag goes snap while you are shaking it then a bunch of gas and chemicals are going to explode onto your face, eyes and ears. God only knows what kind of damage can happen.

They need to start having the judges take ESL classes if you ask me. Sarcasm here. I used to write DUIs when I worked in 022 and I now work in 009 and write zero. I got so tired of the judges. You have all the evidence, they blow over, inventory the alcohol, etc. for the judge to thank you and say he believes both of you. I often laughed and asked myself if the judge spoke fluent English that maybe he nor she understood English. I wasn't sure if he/she listened to a word I said. That's ok Mr. Defense attorney. You helped put yourself out of a job so to speak. I no longer no DUIs and flat out refuse to do them. So tired of being challenged on why I did what I did. So I guess the defense attorney wins. Let them all drive drunk.

This is the best thing that ever happened for the nickel bag pot salesman. What little law enforcement pressure there was on them has almost totally disappeared. They are free to ply their trade without pesky interference from police.
