Cook County as Bail Bondsman
- A Cook County commissioner wants to alleviate crowding at the Cook County jail by lending bail money to some nonviolent offenders charged with minor crimes.
If adopted, the “revolving bail-bond fund” would require tax dollars to get up and running. But the program should pay for itself by reducing the number of prisoners housed at the jail at an estimated cost of $143 per day per inmate, said Commissioner Larry Suffredin, a Democrat who represents parts of northern Cook County.
We're sure they've looked at every option for reducing that $143 per day, right? Maybe get it down to under $100 somehow? There are limits being proposed for who gets a bond:
- There are several stipulations about who could get a bail bond loan under the proposal, which was first heard by the County Board on Wednesday.
For example, only nonviolent offenders who do not pose a flight risk could be eligible. And only inmates who were given small bail amounts would be allowed to participate.
Also, loans could not be issued to those facing additional charges that may land them right back in jail.
Ok, we can see that....but then there's this:
- Another requirement would mandate that those who are released have health insurance or sign up for subsidized coverage offered through the county, according to the resolution.
Huh? Health insurance? Is this another scheme to drive up Obamacare numbers? Someone want to explain?

Let me get this straight: Suffredin is proposing that a fiscally strapped county get in the business of lending money to criminals? While we're at it, why not offer SBA loans to help hookers get their business started, or TIF money to crack dealers?

$143 a day is cheap compared to what most criminals cost the taxpayers when they're on the street.

There are four states in this country where the bail bondsmen are banned from operating…Illinois is one of the four. There will have to be legislation in Springfield to change the existing ban first.
And understand, these bail bondsmen will then have the designation of 'agents of the court.' They will be running around with the ability to bust in a door anywhere in order to apprehend bail jumpers (and you know some of the people these bondsmen will be assisting won't even think about returning to court). Do we want to answer calls like that? "Who's gonna pay for my door, I told that bondsman my brother wasn't here!" Also, bail bondsmen can hire ANYONE to do the dirty work of finding and apprehending the bail bond scofflaws. There isn't any standard as to what, if any training these assistants have to have to do such work. I for one hope Illinois doesn't go along with this.

Want to reduce daily costs? Joe Arpaio of Maricopa County spends just under $86 per day on a prisoner. And he's got some other good ideas, too:

No CBR , counselor bond release, which means that the courts are not a collection agency for the scumbag lawyers anymore. When they had the old bail bonds men you had to put up 10% for your loved one and the bonds man put up 90% . When stupid's case was done he either went to jail or got released and the bondsman got 100% the 10% was his fee. They made a lot of money. Then the state did away with the bondsmen and they were the bondsmen. Then the legal slim saw the opportunity and created the CBR so they can get paid and the state still does it today, everyday. How much can the city and state make a year? The state gets 5% and the city gets 5% problems solved.

Why does everyone think that Illinois is SO different that things that work in 46 other states won't work here. Why do we feel we have to reinvent the wheel all the time. If it's working somewhere else (like CC does) it can work here too.
