Study Material (I)

Here's a glaring error spotted in our study group. First, the scenario (click to enlarge):

Finally, the answer:
It seems that they're going to try to trip you up by specifying whether something is an "error" or an "omission," when in our humble opinion, an omission is an error by definition. We spotted the 14-day mistake and the missing check box. Someone else noticed the missing event number - that's the advantage of studying with a few other people - multiple eyeballs.

But the most glaring error that we all spotted, and the study guide doesn't even touch upon, is the address of occurrence and of the respondent are transposed. Now, we read the study guide and they cover their asses by saying that you may find other errors not noted, but wouldn't prudence dictate that you are given a complete set of answers for different scenarios just so you can have a basic idea of what they're looking for?

Whoever put this together and edited it are obviously morons.

Overall, still kind of easy. "Errors" is underlined and plural. Also, answer box reads "errors", again plural and answer box is open ended, meaning list all the errors you see. This is no different than previous tests. It's a test, expect trickery. This is why you take any test that is offered, even though you may not want the position. You are testing to gain experience for the position you do want. I do understand tests have been less frequent than in the past. Good luck to all.

Just for clarification any future reference to "The Shields 16" are the following FOP Board Members who Shields has in his pocket, by dangling a possible Field Rep spot in front of their nose, who have in return, for the possibility of being appointed to that spot at captains pay D8, voted with Shields finding him NOT Guilty of the charges placed against him. All of these 16 members are active or retired Police Officers who also allowed Shields to pick his own committee to hear the charges against him. "The Shields 16" have all violated their oath of office along with your president and are responsible for the most egregious behavior ever in the history of the FOP. These are your board members who found Shields Not Guilty of denying you your hard earned retro money for the entire 1st year of our new contract and the same board members who found him NOT GUILTY of sending the unfair labor practice to the Illinois labor Relations Board late. Neither of these charges needed a committee and stood on their face, he admitted at a General Meeting that he did not send the letter in on time and at a previous general meeting he told the members the letter would be sent one week prior to the deadline and it's recorded into the minutes of the meeting on both occasions. Any investigators out there? Please direct all retro related questions to "The shields 16" who will spin you a tale of bullshit. Be forewarned in advance though, The Unfair Labor Practice Shields filed with the Illinois Labor Board that was supposed to correct his mistake by not sending the retro letter in on time was also sent in late and the ILRB dismissed the unfair labor practice. Shield then appealed their dismissal and that appeal was denied. So now he's off to the Illinois State Court to appeal something he did not file on time twice,has been denied twice by the ILRB and spending more of your union dues on lawyers filing another appeal that is not a winnable but he is hoping that this appeal won't be heard until after the FOP March 15th election so "The Shields 16" can keep their bullshit spin scam of the members going until after the election. Remember if you want the truth ask anyone but "The Shields 16"and if you want to feel good ask “The Shields 16”. Hope these bastards rot in hell for fucking me out of my retro.

OR the dog shooting one in the park. "Chicago Park District" is a required notification per GO not an "also notify" or whatever. also the DSS or WC should be notified. also OEMC should be notified of the discharge or at least as a sgt. "ensure" oemc was notified by the shooting P.O. yep not there in the answers. And as someone pointed out the answer key says that the sgt assigns a paper car for the incident other than the officer that discharged his weapon. which is also WRONG on a animal shooting. the killing officer does the paper.

They ask for any errors and omissions. I don't see a problem with that. I would have listed that the address of violation was incorrect based on the scenario presented as well. I don't believe that it would have made the question incorrect because they stated other errors may be present. If it was marked as incorrect I would contest it.

This test is about as legit as Mike Shields picking his own jury or throwing Dougherty out of the office without any explanation. Guess he will put one of his hand picked buddies in Bill's place. Underwood? King? Dean Jr? We are all doomed.

Driver's license number is fake for a male DOB of 12 May 1980. Last three numbers should be 133, representing the 133rd day of 1980 according to the SOS's alphanumeric coding system.

Also, in the instructions, since when is handwriting two words?

There are numerous errors with majority of sample questions, answers and explanations in the study guide:
Sample A1) Explanation "Partial credit is given for answering either option B or C (to a varying degree). Option B was deemed as not acceptable. In this instance, no credit will be given for individual answering with option B".
Sample A2) Who the hell is Officer Redmond???
Sample B) Chicago Park District is a required notification, among other errors
Sample C) The obvious Address of violation and the address of the respondent are reversed. (Not mentioned), Among Others

This I O Solutions really put together a crap process. The test is poor, the study materials are wrong, the answer key is wrong. Who picked them? Who oversaw their work? They're incompetent.

Well just found out they are using the "Bell Curve" grading for the first part of the Sgt Test but it will be done a little differently......it will be done by RACE. Honestly not that far fetched and was confirmed by a upper echelon in the Department. So they seperate all the tests by race.....then use the curve by race. So a m/1 officer could score a 50 and actually "pass" and a white officer could have scored a 70 but if the majority scored higher he might not make it. And worst of all of this you can't prove anything. Welcome to Chicago people, and if your white.....your all ready at a disadvantage.

No SWAT test any time soon but there is promise because they are short manpower.

NO marine test . Period. The Marine Unit is the most questionable Unit right now meaning -no one knows what the future will hold for them....disbandment? All CPD duties will be turned over to Coast Guard and CFD? One thing for certain... They are NOT taking any new people and even in the far near future they did -not having a secure future and getting dumped in an instant would not be a promising choice.

Suggestion:
This is what I did and scored very well on the Sgt's test a dozen years ago.

Double up.
If it is asking what is wrong then for omissions or information that should not be there..Use both.

Since the fact that an omission is an error, use that also. So in this instance, the errors would be the ones listed by the testing company, as well as the omissions, and the wrong address, court date/key, etc...Use them all.

Unless the question is...Name 2 errors (specific direction for only 2) then name as many as you see..An omission is an error. I did this on the test I took..

The graders are working off a a crib sheet....The answer can be this, this, this, or this, but not this, this or this....As long as you hit the "this" portion, you are golden.

Just some advise...Take it or leave it...

Subject: Retro checks

While the Citywide team has voted against Shields why did the Angelo ticket vote for him? Because the Dougherty team is using this stunt to get a leg up in the election. Dougherty, Aguliar, DiMaria, and Davis have ALL told me that we WILL get a retro checks and that was always in the hands of the arbitrator. Dougherty was in the lead in this election but his conduct at the September general meeting and the last two board meetings have left even his supporters put back. Bill's fucking over of the vet sunk his chances of being elected. In fact members of his ticket have approached both Dean Angelo and Shields to be on their tickets. Shields may have just given the sympathy vote by dumping him until you remember why he was dumped. What he was willing to do to this vet is sickening. Ill do up a test for 10% of what they're charging - I'm beholden to no one for my blue shirt job so I won't have any super secret study groups either. Who needs SME's? What should be of concern to everyone is that almost half of the exam will be based on what the subject matter experts deemed correct. Not based on any type of objective measurement.

As I said before, some were given the special buzz word, (i.e. "Notify the Watch Commander")
There could be many examples of errors/omissions but only the select few will know the order sequence and the buzz word.
That's the test design and this is the equalizer.

In the training bulletin you are to write the description of the vehicle, any identifiers (plate) and if the stop was recorded.

Very important if you want to prosecute this "in absentia" of the officer.

I respectively disagree that errors and omissions are the same thing. An error is a mistake (misspelling, information put in the wrong box); whereas an omission means that something is missing (a box left blank, an essential description is missing). It may be hypertechnical, but it will show who's paying attention.

You do need to contact IPRA for a dog shooting (or CPIC if on midnights)in order to obtain a log number. You also need to contact streets and San for removal not animal control. Shooting officer does the paper and the TRR. You also need to call iAd because the officer must take a blood and alcohol test.

It doesn't matter what the "right" answer is. It is the answer the ones from ISO will be looking for. When you walk out of part 2, you will not get a copy of your answers. There will be no test reviews. You will never get to contest your grade. The ones that will score high and be in the first class are the ones that know the "right" answers, even if they are not correct. To all you youngsters out there, with your advanced education, who think your to good or smart to push a beat car, leave now. Just bursting your bubble now. When you walk out of part 2, talking to everyone about the text, sure that you aced it, don't be to upset when you get your results and see that your not in the top 500. If you are in the top 200, you will probably get into a class... Anything between 200-400 is iffy. Anything over 400.... Forget it

Sergeant responds to Holiday Ct, but actual violation may not have occurred there. Respondent was driving his vehicle, violation committed on 79th St, and was curbed outside of his residence.

I don't know. I shouldn't be looking for excuses for this bogus company.

Speaking of study material: Judge TOOMIN refused to unseal the grand jury report about possible police misconduct on the Venecko case until after the trial. He did say that 23 witnesses refused to testify and took the 5th until they were proffered immunity. Now, I wonder how many of those 23 were employees of the police department? And, if so, why did they feel they had to take the 5th? Especially if they felt what they did was to the best of their ability ? UMMMMMM. Makes you wonder does it not? If there was a police coverup of this case, I am sorry that it is too late to fire them and prosecute them and take their pension away from them. Just sayin'''.

The reason the answers are wrong is because the majority of the responses the SME's gave were wrong. So I/O Solutions' answer key is inaccurate compared to Department directives. The whole test is faulty, but the city will still give the test, there'll be a lawsuit and no one will be promoted for years. It's the city's fault for assuming that when they ask clouted supervisors about their job they actually knew what they were talking about.

In regards to the upcoming sergeant's examination, I have identified that a conflict exists between reference material which has been communicated to candidates via the I/O Solutions study guide.

I understand that exam items are developed directly from the sources that are communicated to the candidates (I/O Solutions' white paper). Understandably if sources are wrong than a candidate's correct response may be incorrectly graded and the validity of the test can be questioned.

I have discovered that Department directive S04-07-03 IV A. 3. A. (1) (a source communicated to candidates) incorrectly directs members to complete a Type B Illinois Traffic Crash Report for TCs involving Department members. In fact the type of crash is determined by other factors. In addition CPD TB 12-04 Traffic Crashes (also on the sources communicated to candidates) correctly lists the factors which determine how a member is to determine the type of traffic crash.

The directive was updated after Illinois traffic crash reporting procedures (and associated form) were updated however the directive in error kept the Department's previous procedure of classifying TCs involving Department members as automatically being classified as type B TCs. The Training Bulletin also issued after changes in IL TC reporting was created to inform members of proper reporting procedures. The two communicated sources are in conflict and lend to a candidate incorrectly answering a question.

I feel that this type of material may be covered in the examination being that the Job Analysis for the examination determined this to be an Essential Job Task multiple times (Essential Job Tasks # 70, 71 & 82 in I/O Solutions Study Guide).

As the I/O Solutions' study guide states "A valid examination is relevant to the department and position in question, measures the critical knowledge, skills and abilities necessary for promotion, and aids the department in selecting highly qualified individuals for promotion." I feel that grading a candidates on incorrect material is irrelevant to the position being tested for, and fails to identify candidates who are best suited for that position.

False on the marine unit not getting a test. The unit is almost completely funded by federal grants and therefor is not a burden to the department budget. City would actually lose funds since the cut some off the top for the rest of the departments operations.

Coast will not take over. They pulled boats out of the Chicagoland area years ago and are not about to bring them back.

CFD can not take over performing police functions of the marine unit and there would be no cost savings since CFD only has one boat and would have to take all the police boats to operate at the proper strength.

If they were to disbain it they would have to pay those officers their salary where every they went since it was a testable position they consider a promotion. Again no cost savings.

Right, then they can have CFD divers diving on evidence and recovering murder weapons etc. And there goes chain of evidence. Who goes to court? Who does the inventory? Who does basic law enforcement duties on the lakefront?

That will likely make Chicago the only major city on a body of water without a police presence on the water. Even Pittsburgh has police on the rivers.

What a joke this city has become. Oh, no crime lab either, major world class police department, right? No crime lab. Thanks Daley. Helicopter unit has to go too I would guess.

Copters aren't going to go. do a UH on PH1 and PH2 sometime. Homeland security seems to be the primary assignment. (checking the cribs, etc.) Will lose them only if the federal money runs out.

Arbitrator will only rule on the issues for the years that Shields notified the city that he wanted to negotiate a new contract. The first year of the contract is gone due to Shields not getting the letter in on time. By not sending the letter Shields was telling the city that we were accepting the current terms of the existing contract and wanted those same terms for July 1, 2012 thru 30 Jun 2013. He then sent the city a letter prior to March 1, 2013 telling the city we would like to negotiate a new contract starting 1 July 2013 for the remaining 4 years of the contract. But don't feel bad he told me the same thing and I believed him and was fucking amazed when he admitted he sent the letter in late and then sent in the unfair labor practice late that was suppose to correct the first late letter. You can fall for the latest spin/fix in the works or use your imagination and calculate how much you have not lost.

Ray Casciano seems to be overly involved by directing his outrage at Dougherty. Make no mistake about this publicity stunt. Shields and the Angelo team used this poor copper as a pawn to discredit the only qualified candidate out there; namely Dougherty. Even the dumbest copper alive should be able to see through this sham.

When was the last time ANY of these units was even subpoenaed to testify in court?

If it's the only violation, and everything else is in order, you can write a non-traffic ANOV and it has the option of mailing in a fine, they get to keep their license, and it won't go on their driving record. It's a $100 fine, and they usually are happy when they find out it can be as much as $295 if they go to court (court costs are $195).

The answer in the omission portion "the box is not checked" is WRONG!!! The box should not be checked. A number based on the chroniclogical order of the infraction or infractions. ie. If the offender was drinking and urinating on the public the numeral 1 should be placed in Public Urination Box, and the numeral 2 should be placed in DAOPW Box. In the case of this ANOV the numeral 1 should be place in the Driving while using a mobile telephone without a hands free device not a check mark.

Marine Unit dives on evidence and recovers same. Who said solved? Helicopter Unit doesn't dive in the water, SWAT doesn't dive in the water. Marine Unit dives in the water and recovers evidence. Search court database for court appearances, Unit 059.

Suggestion:
This is what I did and scored very well on the Sgt's test a dozen years ago.

Double up.
If it is asking what is wrong then for omissions or information that should not be there..Use both.

Since the fact that an omission is an error, use that also. So in this instance, the errors would be the ones listed by the testing company, as well as the omissions, and the wrong address, court date/key, etc...Use them all.

Unless the question is...Name 2 errors (specific direction for only 2) then name as many as you see..An omission is an error. I did this on the test I took..

The graders are working off a a crib sheet....The answer can be this, this, this, or this, but not this, this or this....As long as you hit the "this" portion, you are golden.

Just some advise...Take it or leave it...

PEOPLE NEED TO READ THE STUDY GUIDE BEFORE THEY MAKE COMMENTS...... it says in the study guide, that if you put down TOO MUCH stuff, you will have POINTS TAKEN AWAY, so in this example, there are more mistakes then they listed, and if you list them all,,, and it is not what the graders have on their check list, what is gonna happen???? that is the concern that people who are studying have

ummmmm, why lie? Considering we just went over the finalized list for the class coming up before it gets approved.. Merit interviews are already done. Let me guess, your the guy who wants to rain on everyone elses parade because your not going to make sgt on that list??? Yeah, I think Im right. Please, instead of being a little girl about it why not just accept that your not cut out for it, you didnt study enough or you just didnt make it. Too bad for you, hopefully this test you study more. Congrats to the 100 who are getting made, you are the last class from this list and that is official word. Next sgt class after these 100 will be off the new list and wont have a class off that list at the earliest the summer of 2015.
