Thanks Rahm....and Mike

What a pair of assholes - Rahm for his offer, Mike for his incompetence:
  • Mayor Rahm Emanuel is offering Chicago Police officers a 5 percent pay raise over three years — with no retroactive pay raise — and demanding that active officers double their health-care contributions while new retirees pay 4 percent of annuities for coverage now provided for free.

    The mayor also is demanding that rank-and-file police officers join a wellness program they have shunned to control skyrocketing health-care costs.

    Even after two years of nowhere bargaining tied to his contentious relationship with Emanuel, Fraternal Order of Police President Mike Shields was stunned by the mayor’s plan.
Thanks President One-Term. You're "stunned?" You should be run out of town on a rail. In fact, every single Board member of the FOP should lose their jobs over this for starters. Every. Single. One.

And fuck you Rahm for pissing all over our service, our sacrifice, and our families. There's a special place in hell for people like you who steal their way to prosperity behind the scenes while the rest of us are just trying to get by.

Here's a hint FOP - stop negotiating right now. Throw the whole thing to an arbitrator. Rahm obviously isn't negotiating in good faith, so stop the charade. Maybe we'll at least get the 10% we got last time.

Cut him off now before an arbitrator has a chance to try and side with the city.

The last few contracts have leaned in the citys favor.

Mayor 1% is for the wealthy elites at the expense of the hard working middle class.

He lobbies for cuts to modest pensions to police and also lobbies for tax breaks for rich traders at the Merc. He fights to eliminate healthcare from retirees who risked their lives and then gives TIF tax dollars to billionaire developers and rich private institutions to build hotels and sports arenas.

He was told to send the demand letter. Aguilar claims he told him. Donahue claims he told him. His supposedly disgruntled secretary claims she told him. And, oh yeah, he lied to the membership at a February 21, 2012 meeting when he told them he was going to send the letter by March 1st. He then lied to the Board about it this year claiming he didn't know about the deadline. He lied to the membership at a meeting again recently when he apologized and claimed the same thing.

I don't see how anyone can hold the FOP Board accountable unless they expected someone to put a gun to his head and walk him to a fucking mailbox.

Now, police officers are paying the price.

The mayor is offering a 5 percent pay raise over three years beginning on July 1, 2013. That means no retroactive pay hike.

Health-care contributions for active members would double — from 2.4 percent to 4.9 percent of paychecks for families and from 1.98 percent to 3.97 percent for married couples.

.....So that's a pay cut then??

I really think we should get zero percent raise over three years. I mean think about it for second. What do you really do at work? Drive aimlessly in a squad car for 8 hours. Rahm needs money for the DePaul project and others of the like. Maggie Daley park for example and money to pay the Safe Passage and Cease Fire employees. I mean don't that have that everywhere in all the cities? I think we should all get SNAP/link cards and don't remember we already have free CTA transportation that we can take to and from work. if I were mayor I would not be offering any sweeteners like retroactive pay up front. that is just plain stupid.

5% over 3 years does not sound like that great of a deal but 6 or 7% is about the most one can reasonably expect.

everyone knows that health care costs are unsustainable and that it was going to end up costing more. this should not be a surprise.

this is a negotiation. don't take it personal.

The Wellness Program is an outrage. As a retired Sgt. who is on my wife's insurance, she is a CPS teacher, my family is part of the Wellness Program. Every month we have to go on line and explain what we have done to stay or get well, or pay an additional $100 per month. We have to tell some unknown person, in California,(apparently those are the people who got the crony contract) about our personal and what should be private health issues. But if you are a Socialist like Rahm and Obama, I guess it is O.K. for us peasants. Keep voting Democrat, actually you have no choice because the Republicans lack the balls to put up a credible candidate in Illinois for any elected Office.

Doubling my healthcare contributions means I'm going from $90.16 a pay for the family to $180.32a pay. It sucks, but compared to what is happening to the rest of the country , we shouldn't howl too loud.

Even the talk of receiving a raise would be forgeign to other Americans who have been laid off, hours reduced to part time, and no relief in sight.

Try not to complain about this too loudly when you are looking for your police discount in front of civilians.

They'll base that as if coppers were salaried office workers, in a *normal 40/wk job*, where there's 80 hrs paid vacation a yr, 6 paid fed holidays, and 5 paid sick days. Resulting in a yearly total of only 1912 hours 'working on the job'.

That's IF they're just not the complete jags who scream that FAIRNESS crap by 'rationalizing' many with Masters Degrees get paid about that, blah, blah, blah, BULL. Ok SCC I rarely disagree with you here but, you are wrong. You want to get rid of Mikey, fine. The whole board? Huh? Our union didn't ask for this, the city offered this to us. It's a negotiation. Now is the time to wait for the unions response. Now if they roll over and show their underbelly then yes I'm on board, clear Em all out. But here is what I'd like to see as a response.
1. Counter offer of 25% over 3 years
2. Healthcare stays the same
3. Minimum staffing numbers must be negotiated
4. (Most important) take it to the media hard and fast. This whole not negotiating in the media needs to stop. Cite NATO, use Rahms glowing praise for us. Use members who are legitimately on IOD for being battered or shot or hurt in a crash. Pour it on and don't stop.

Don't be so sure that an arbitrator will give us 10%. We haven't always had good luck with arbitrators. Problem is that the city is broke. Yes, there is TIF money and other funds hidden away, but it is not enough to paper over the debts, and it gets worse next year when the city has to increase its pension contributions. Just read the Tribune articles about how Daley spent us into this problem, and was using and issuing bonds to pay every day expenses, something that Rahm is continuing to do. (Sometimes the dead tree media gets it right). Yes, Rahm is not our friend and Shields should be out of office for either incompetence or malfesance and even though we didn't make this mess, and to a certain extent Emmanuel inherited it, we are going to take a hit for it. Question is why are the people that caused this problem, especially Richard M. Daley not in jail?

The FOP needs to go to arbitration. You won't lose things in arbitration that aren't negotiated. In arbitration the FOP will probably get the 8% the sgts got. Maybe do a little better the economy is getting better. Don't negotiate with city on healthcare or wellness program and arbitrator will leave them the same.

Right out of roll call make a traffic stop. Block the street. Cause grid lock. If every car does this, we go into a backlog.

As soon as you finish the traffic stop, do another. And block traffic causing gridlock. Take your time and make sure the ticket looks professional, as well as any reports.

Then do another traffic stop...... Doing this the whole tour especially on days and afternoons would cause gridlock from hell. Not to mention the RAP's.

New York did this. It took a day for the Mayor to give a contract.

But it probably wouldn't work here? We are way to soft and don't stick together. Enjoy your 5% which will really be more like 2% after all the add-ons.

On top of the fact that we have paid over a million dollars defending this pervert in sex cases. If it goes to arbitration, FOP will get what the Sgts got. Re-read that award. There may be some non-financial tweaks, but that's what it will be. Probably minus the first year (because of the letter fiasco), but maybe not.

This is not in defense of FOP but I think that retro is something that we've always obsessed over more than necessary. Retro is a result of the failure of the city and FOP coming to a timely agreement on our contract, most of the blame lies on the city. Retro is an interest free loan we give the city. Retro is an assumption that we were going to get a raise anyway. Retro is dangled in front of us while other things are taken away from us or medical contributions are raised. Retro will be a distraction from the bigger issue ahead of increased pension contributions from us, increased pension collection age and increased time of service to reach maximum pension. Again not a defense of FOP, they are one term you hit the nail right on the head they dropped the ball but lets not get suckered into giving something up now so Rahm gives us 1 or 1.5% for the first year of the contract . The only way he is going to willingly do that is if we give something up which will probably be more damaging.

When the media wh@re puts up an article for Rahm like she did for Daley there is a purpose. Rahm hates Shields almost as much as he hates Karen Lewis (Jabba the hut). This contract like all others was always going to go to the arbitrator.

To those who have not paid attention or who are under 35 the past two union administrations made serious mistakes in giving the city concessions. The Nolan group opened the door to health care for $2 and said it would never go up. How did that work out?

And the Donahue/Dougherty forgave 30 million in pension debt with the city assurances that they would start playing catch up. Again how did that work out?

As far as the retro pay is concerned Aguliar and Dougherty BOTH told me after the last fop meeting that we will be getting retro checks. Now if the come out to roll calls and say we are not should I believe either one of them? They should know what they are talking about it's their 3rd contract that they are working on and the reason Shields appointed them as field reps. Mike how did that work out for you?

The article is so slanted to the city's point of view you would have to wonder if Rahm's press office actually wrote it. FOP has a wellness program and we fought over two contracts to get it. But does this article met journalistic standards by verifying any the of these facts? No because Fran Speilman is Chicago’s laziest reporter. Rahm wants us in his so he can make money off of us.

At worst we will get the same as the Sgts. at arbitration and this contract was always going to go to the arbitrator.

I you think this article was not planted by Rahm and on a Friday as always then I guessed you already cashed that overtime check from NATO?

My advice to Shields - do not give anything back and just go to arbitration. Does anyone else get the feeling that this article was planted to help Bill (go along to get along) Dougherty? The timing is very suspicious isn’t it?

Mike Shields and the entire board needs to go. All of them. Each and every one of them. It is true that Mike Shields fucked up and didn't send the letter. But nothing in the world stopped any board member from raising hell and writing the letter, printing it out and then telling Mike about it. All of that would take less than ten minutes. Yet they didn't do it. The entire board is just as much as fault as Mike Shields is. Vote all of them out. Then when we have fresh faces, go to the meetings and hold everyone accountable. Otherwise, the shenanigans will continue.

Police Officers have a stronger weapon , write every parking , moving traffic violation, tvb all night long, premise checks in every business , write up every violation , ticket every unlicensed food vendor .
city protects business , take them down . citizens will be on 311 complaining about parking , moving violations and waiting for police service while beat car is down on a license investigation or tvb . it worked with a police organization called COP before unions , try it , don't be LAZY or afraid . When Rahm was running for Mayor he said something along the lines of "Our Police/Firemen are our kids coaches."
I know a lot of coppers & firemen who coach kids. MayB Rahm should demand that we all take a basketball team here, A volleyball team there, one on one speed skating as well. This should B part of the contract that we coach, teach, and give all our free time to this job. No pay, just a demand by Rahm & we'll do whatever the hell he wants us to do.

Hey not a cop, I m tired of people saying how great we have it compared to the rest of the people who are now unemployed or part time. Before this mess started in 2007 these same people in private sector were making good money, getting nice bonuses and didn t have to live in the city. They also got to watch their children grow, have weekends and holidays off and pretty much know that everyday they would go home to their family.
I m sure under their breath they laugh and said they would never do that job for the little pay we get.
We took this job knowing it wasn t the greatest paying job out there but we also knew it had decent benefits and a promised pension; a pension that we have paid into every paycheck.
Now we had Congressmen Rostenkowski take 2/3 of our SS money we paid into because he said we have a pension and now the State and City wants to diminish that because they did not pay into the pension for 20 yrs and instead threw it at the shitheads for the votes.
SO SORRY IF I FEEL A LITTLE UNAPPRECIATED..

It was a mistake to dump Dougherty. Bill is a decent and honest guy and has served us well. His lapse in judgement to question the officer about who he is supporting was a mistake or just bad timing, as I am sure Bill regrets, but his intent has always been to serve the member. Unfortunately now, that officer will probably not be reinstated full duty because this story was advertised for everyone to read and now we are without some decent representation in Bill Dougherty. I go to my regular real doctor and gives me medical advice and how to stay well and I take the power test each year. I think the wellness plan is a huge scam. Why can't be incorporated into the regular insurance. Why does the City not pay for birth control? This improves my wifes' wellness. Remember, the City exempted itself from many of the good and often "costly" portions of the ObamaCare as a "pre-existing plan".

Our health and skyrocketing health care cost can not be the only reason for health plan. Does Walgreen or someone not get the contract for all this?

And not a cop! I could work in the private sector and make a shitload more money than you and what I am making now. I choose this job. I don't have to work here. My wife works at law firm and gets bonus, employee profit sharing, employee stock options, a 401k, free parking, free meals, free cabs rides for working late, direct contribution plan, free health care, a locker, and decent place to go to the bathroom. Her office building does not look like it is going to fall down, stinks, and the equipment actually works. She is not even a partner yet. So fuck off!
I have three degrees and only one is in criminal justice. Any hourly job like are job in the private sector with the commitment, training required, and work patterns would come with a huge compensation package.

So fuck off again.

slightly off topic; I'm retired now but for thirty years I tried to get people to go to union meetings, very few ever did. Its YOUR union you have to drive it by being at meetings and electing representatives that will work for YOU. Take the anger you feel now and use it to motivate you, go to meetings and become involved. That's the only way things will get better.

Raise residency and I will gladly take the 2% in healthcare costs as well as the menial raise. New hires have to abide by current residency requirement, but after 10YOJ you can move. Keep up with hiring and a system similar to that may work without compromising Edison park, mt grn, Beverly etc.

How the hell could anyone have "high hopes" for Mike. He has no experience in running anything, no experience managing anything, and especially no experience in labor negotiations.

He was voted in on the same premise as Obama...hope and change and something new without regard to qualifications.

There's a lot of reference to "sheeple" on this blog. How is the membership voting for Mike instead of an experienced team any different than the "sheeple" voting for Obama...it is not. Voting for Mike with a mayor of Rahm's ilk in office is no different than voting in a "community organizer" at a time when the country is facing it's most significant challenges in decades.

Retro will not be part of interest arbitration. The contract rolled over another year by operation of law, it is not a matter to be decided in arbitration. Also all sergeants in the auxiliary FLOp expected not to renew membership (that's 60 bucks a Sgt) so anticipate your union dues to rise as well !

Teacher union brought city to it's knees by striking . they were also told no money .
Police Officers have a stronger weapon , write every parking , moving traffic violation, tvb all night long, premise checks in every business , write up every violation , ticket every unlicensed food vendor .
city protects business , take them down . citizens will be on 311 complaining about parking , moving violations and waiting for police service while beat car is down on a license investigation or tvb . it worked with a police organization called COP before unions , try it , don't be LAZY or afraid . You cannot be fired for doing your job . Police Officers ENFORCE LAWS passed by POLITICIANS

I DON'T WORK IN THE PRIVATE SECTOR. Sucks that you do, but you could have taken the police test too. I took this job knowing that I could DIE doing it. I was guaranteed certain benefits to balance that risk. Comparing the private sector and the police department is comparing apples and oranges. So quit fucking preaching about the private sector. I don't work in it and am sick to death of hearing the comparisons. If you're so unhappy with the private sector drama, take the damn police test and keep your mouth shut in the mean time.

If you want guys to stop doing VRI you need to strong arm them like real unions do.

First, make a bylaw that says you'll be fined by the union if you work special or VRI. The fine would be $100 or so every day you work it. Don't pay- you're kicked out of the FOP.

Second, picket the VRI locations (011th, Racine) and make the scabs walk past us as we mother fuck them. Then we video the protest And put the mother fuckers faces on our website do everyone can see them (yes, another bylaw saying to be a member of FOP we can use your image). Fuck covert spots, look- you can't have it both ways. The only guys that would say no would be the whores looking to work VRI.

We may not be able to strike but we can twist our own member's arms.

If this strategy stopped 75% of people from working VRI we might be able to get something accomplished.

Now, before you rip this idea let's explore and tweak it and try getting it going.
