Gun Turn-In Audit

  • The Chicago Police Department’s Gun Turn-In Program gives participants a gift card in exchange for turning in a gun. It is one of many initiatives to reduce crime in Chicago and has the stated intention of removing guns from the city’s streets.

    The OIG’s audit of CPD’s 2012 Gun Turn-In Event found that CPD accurately and appropriately accounted for all the gift cards distributed to event participants.
The bad news? Someone doesn't recognize guns:
  • However, the department misclassified up to 6.52% of the replicas as firearms, which could have resulted in up to $4,680 in overpayments.
And the end result - well, not clear at all:
  • The audit was unable to determine how effective the program is at removing guns from the streets of Chicago due to CPD’s “no questions asked” policy, under which CPD neither requests nor records identifying information, including proof of residency, from the individuals turning in guns. The risks of this policy came to light in a publicly reported incident in which people from outside the Chicago area turned in ‘non-firing junk’ and used the program gift cards to buy new guns and ammunition. 
As for the "effectiveness" of the program, numerous studies have shown that gun buy-backs do nothing but waste taxpayer money, so we're happy that non-functioning guns worth maybe $5 as scrap metal can be turned in for $50 or $100 and used to buy fully functional guns. Deal of the century as far as we're concerned.

i had thought that you were going to tell us that rahm created another private-public partnership [ya know like the ventra card partnership] while he was in mexico city and that this new partner would gladly buy all the guns that chicago can take off the streets.

that would provide the much needed cash for the schools and parks -- for the children.

of course we would never see an audit if they did and 99 percent of the money would go to something like clouted maggie park contractors....right

At one of these circuses, one of the coppers there turned me away, correctly identifying my firearm as a replica.

I took it to another turn-in location and got a gift card for far more than I paid for the thing.

I then bought ammo with that gift card.

Whether this program (or any for that matter) works, is effective in cost or in this case reducing crime, or if it does any good at all, is completely and utterly meaningless in the (cough) mind (cough) of a Moonbat Libtard. The important, and only, thing is that: Does it FEEL good! And that's that, it's solely on how does it 'feel'.

You think I'm kidding, being facetious, or just mean and dismissive of liberals, nope, and I have proof. Tons and tons of proof, backed up by tens of thousands of it in their own words. And they can be found on the web pages and in newspapers from the likes of New York Times, Washington Post, Chi Sun-Times, LA Times, Politico.com, CNN.com, i.e.; any liberal (left wing) news outlet -- right in the Comment Sections of every article, or in letters to the editor.

And they're easier to spot than a Flying Pink Pony pooping $100 Bills on Michigan Ave. Just look for the word 'Feel'. It's the default word every liberal uses where the word THINK should be rightfully used. Every comment will have, 'I Feel that...', or 'I feel this...', or 'I feel it ...'. It's feel, feel, feel, feel, feel, ad infinitum, ad nauseam. All they do is 'feel', they do not, cannot, friggen 'THINK'.

Ditto for the libtard politicians. When they're speaking about some Bill or Law it's always, 'We feel this Bill will accomplish (whatever). It is never, 'We think this Bill will accomplish (whatever). And their 'Feelings' drives me fricking INSANE.

I immediately have one of the most insipid songs ever written and performed running in my head, Feelings by Morris Albert, 1975. It's sickening, I hated it then I hate it more now, so much so I want to stick needles in my goddamn ears.

Just like when a Moonbat lib says they FEEL!

a better way to do this is to set up a system, CMP style, where firearms that would normally be sent to the scrap heap are instead put up for bid by FFL dealers and collectors.

Magically, Rham has a new source of revenue and the city can assure folks that these weapons are not going back onto the streets.

if anything gets used in a crime later you have an easy trace back.

Several years ago at one turn-in location I worked, two guys came in with several dozen guns that had all been burned and damaged in a home fire. He walked out with over four thousand dollars in gift cards. He confided that the insurance had settled with him and left him the "scrap metal" to dispose of. This happy suburbanite had waited months for the Chicago buy back. I shook his hand, congratulted him and wished him well.

I slept better that night knowing our streets were a little safer, I mean someone could have tripped on one of those guns and skinned a knee. Thanks CPD!!

Gun buy backs( did we buy the guns from the city? ) are a feminized, feel good, do nothing placebo so the sheep can feel like something is being done. They do not help the coppers and they serve only to destroy mostly crap guns but imagine how many Browning shot guns, Colt SAAs , Pythons or 1911s find their way into these because some biddy or pissed spouse turns them in for a $50.00 gift card. As stupid as this is, the more idiotic concept is the no questions asked, so lots of evidence finds its way into these happy piles.

I do not envy the coppers doing this.

Judge the program based on its intention not its results. This should make you feel good and warm and fuzzy that these "crime guns" are off the street (including the not so real "crime guns"). Remember the villains are inanimate objects versus real live persons who decide to use those guns in conscious act of violent crimes. What politician wants to deal with a constituency which has their demographic blamed for their willful repeated acts of violence? If you tell the truth and don't play nice, it can cost you an election. What type of "firearm experts" from the department were assigned to these turn in programs? Preventative Programs, C.A.P.S. personnel, elite front office staff, knowledgeable/experienced recovered gun experts from the Command staff, academy instructors or clerical gun registration personnel? I'm truly embarrassed for the police on the front lines who risk their lives on a daily basis who are lumped in with police in costume only who accepted these pretend guns. I understand numerous functioning lighters in the shape of firearms were also turned in and counted bolstering the touted statistical "success" of this program.
