Car Chase Casualty

  • An 11-year-old South Side boy, on his way to get a Christmas haircut with his father and older brother, was killed Saturday when a carjacked vehicle being chased by the police crashed into them in Englewood.

    “He took our angel from us,” Annette Turnage, 51, said of the carjacker, who got away.


  • Around 12:30 p.m. Saturday, officers on patrol saw an armed carjacking in the 5000 block of South Princeton Avenue and drove off after the stolen vehicle, until it crashed into the Turnages’ Suburban near Garfield Boulevard and Halsted Street, according to the police.
Hopefully, this guy is apprehended for the murder. Expect blame to be laid at the Department's doorstep shortly.

Wow, very sad. I can only imagine if that was me riding with my child and he was taken from me by some thug who just carjacked someone. I would be devastated. I don't second guess the choice the po's made that night, but my personal policy is a no chase policy unless they just shot an officer or committed a murder. The risk of a any innocent person dying as a result of my actions is not worth it to me.

Police car chases have been shown to end badly for innocent bystanders. It's better to follow from a distance in stealth mode, and get a police chopper to shadow until it is safe to move in. Even low speed chases, like the infamous low speed Bronco chase out in LA can be hazardous. Better to be safe, it saves innocent lives.

Why does the media always have to spin it as a 'police chase' was the cause?
They don't even mention an offender.

What about the now forcible felon, with a gun that committed a felony then sped off recklessly with the victims stolen property from the scene to avoid apprehension.

Didn't take long for some Monday morning quarterback to jump in and put his two cents in while not being there and not having a fucking clue.
We get it pal, don't do anything for this job, the city is not behind us and we are going to get sued for shit we shouldn't!
The unfortunate thing is that that is part of the job and this is our job to take pieces of shit like this off the street last time I checked.

I work with these guys and got to here from their mouths what happened yesterday, but these are good policemen and I am not gonna sit here and have somebody Monday morning Quarterback the incident, you are no better than the liberal media for that.
Having been sued several times for bullshit over the years I understand the implications of our actions both right and wrong on this job and I realize the city doesn't give a fuck about us, but to chastise fellow coppers for doing their job, that's right doing their job!, that just ain't right.

Major screw up? It's No wonder your not a boss. Have u ever read the chase order. It is automatically terminated if any of the vehicles is involved in an accident which likely caused an injury. I'd say they made the absolute right call on that one.
But it's great how people love to come on here and slam a boss for following the orders. Of course it's not any of the blue shirts fault at all that were actually doing the chasing, right? it's the white shirts fault.
You're just as bad as dude on the street that right away wants to blame everyone but themselves.

Accident during chase requires immediate termination according to General order. Yea I'm an asshole boss, but this whole thing is bad. Adjust your behavior accordingly it's not the 1900's when we were allowed to do this.
So now all the coppers get sued and the police dept and we have a dead child. It is NOT good for anyone involved. Don't Chase, very simple. BAD for everyone. Bad guy today is a bad guy tomorrow and he will eventually be caught for something else when he doesn't have wheels around.

What no one in the public arena or news media understands is that calling off even the shortest of chases affects only the police and not the offender.

The 1st yellow paper I ever had to drop was because of a brief chase. Dude was N/B on Vincennes, and I turned west on 41st when the chase was terminated. Pull up to King Dr., look to the N and see a giant cloud of dust and debris exploding @ Oakwood Blvd. Dude didn't know the chase was called off and broadsides a car while still fleeing like a bat out of Hell. Got called to the carpet for not obeying the good Sgt's order. In retrospect, my real mistake was threefold.

1. Even calling in the chase.
2. Calling in the accident.
3. Not turning left.

Make that 4.
Should have asked for travel time and gone to Lem's and gotten some rib tips and hot links. Best BBQ around.

Gotta keep the strength up and also support the local businesses.

12:48 am, so right you are--- officers witness a class x felony happen right in front of them and initiate a pursuit--- the hardest thing to do is take your foot off the gas and pull over to the side of the road--- given the current political climate in this town and the failure of the administrative arm of the department to back it's officers, you are crazy to chase anyone--- our thoughts and prayers go out to this child's family...

Terrible tragedy. No doubt about it. But if not caught this animal will do it again. But let's share the responsibility. If the "father" had been a real father that kid would have been belted in. Not that bad of an accident. ALL would be alive if laws were followed and common sense had been part of this equation. However, the blame will fall on the poor police officers who were trying to get this animal and prevent another crime. Too many blacks and browns in jail? Let's start getting the communnities of the blacks and browns to quit committing crimes. County jail would then have a lot less incarcerated and fewer of these tragedies would occur.

Another guy that watches too much TV.

We sit around and guess how many crimes an offender has committed before we came into contact with him (that's not counting a conviction). I've always heard about ten serious ones per arrest. There is no real evidence either way, no matter how important politicians will tell you statistics are. You can see how invested we are in catching the bad guy when we have them in our sites.

This is one of the hardest calls we make. Call it off and you may have let a very bad person go. A person that will inflict pain and suffering on many. Chase and an innocent may be harmed.

It's easy to say let them all go, until you or a loved one is his next victim. That whole bit about 'get a description and get them later' isn't realistic. It's really get them now or never. The lawyers have made it so.

There is no evidence that offenders stop driving like assh**** after the police are terminated or self-terminated. I personally have been terminated and have seen an offender still driving like assh**** even with not police around them. The guy actually came back around and drove thru our termination point like an assh***... with no police behind him.
Also I was on the eway when a car was driving all crazy like 90+ ...it just fled from the police. The police were terminated. No police in sight and was still driving like an assh***. Just because you terminate does not mean that the sh*thead will stop, slow down or not run red lights.
I've seen it with my own eyes. Stop second guessing these coppers. This guy carjacked someone. Its not some bulls**t. Then after he hit someone he runs and highjacks another person. This is a sh*thead that doesn't need to be on the street. There will come a day when this sh*thead thinks "I got away with X. I can do it again." and he goes out and kills a cop or a family member. Is that when you will start to give a f*ck? I understand the judges and asas all suck but that is no excuse. Either do what your suppose to do or be a TMA.

Been on 20 yrs. Lots of fun, but dangerous. Those days are gone.

You guys got your facts a little "jacked" up. To the best of my knowledge the following happen or closely resembles what happened.

009 is in a pursuit of an auto wanted for carjacking. The offender gets stuck in traffic and carjacks another auto, by firearm, and hits the kids vehicle. The off. gets away after driving the wrong way on the Ryan.

About 1-2 hours later Oak Lawn or Burbank gets on the air and states that they just had 2 armed robberies and the offender is the same one that escaped earlier.

Now we have a bad guy wanted for 2 carjackings, two more armed robberies and murder.

A 008 copper see's the wanted vehicle on Cicero and the offender flees, the chase is on. The officer calmly called in the pursuit which was being monitored by the entire southside.(007,008,009,010,002,006,022, State Police, Burbank, Oak lawn, citywide) The chase lasted about ten minutes, and went into 009 for only 10 seconds when you hear 999 terminate the chase. The officer immediately pulled over and ended the pursuit.

Still don't understand why the termination, 009 wasn't even involved. The offender was without a doubt going to be captured, the 008 officer was right on him and there was help coming from everywhere.

3 minutes later Ric Flair gets on the air and stated, "maybe we need to chase this guy, he must be captured." NO SHIT. It was as good as over and we blew it.

Anyway, they offender escsapes, carjacks another auto at 294 and 88th ave and gets away.

The boy should have been wearing a seat belt. Never the less this offender is still at large. This was a dangerous person as he went to the suburbs and continued his crime spree. Wow a coward! Wtf! Nope I have 28 years on been sued to much the boss that called off the base was correct. You above talk about your paycheck! Doing stupid shit like chases jeopardize your family and lively hood! It was extremely stupid to chase look at all the damage and now a dead child! The offender obviously watched to much fast and furious and was a superior driver and he escaped! For starters, he jacked the green minivan that crashed in 019 Friday morning. He and a buddy went on a little north side crime spree before winding up down south, popping up hot and you know the rest. So, we missed him after the first carjacking, missed him after additional crimes. Isn't it great when all of the POs are down south so these assholes can slip away with a long line of shit in the taxpaying hoods?

If the news is even half accurate this offender jumped in another car. Termination or not was any officer aware of this. Monday morning quarterbacking is as easy as an arm chair player. Per general order an accident terminates a chase. It's easy to now complain about terminations or not, from a bunch of people who weren't even there. Others can Monday morning quarterback after the fact and question the chase. Not your job or right to do either.

Now that this asshole has been identified publicly there are a couple things from Google and Facebook that we know about Rockie Douglas.

*Has ties/family in the Northwest Ilinois and Southeast Wisconsin corridor.

*He was pinched recently in Kenosha and the judge let him go with what looks like probation.

*Has a history of burglary/robbery/theft in the northwest part of Illinois all the way up into Northeast Wisconsin.

I'm wondering why an asshole from the northwest part of Illinois is trolling in Englewood and "south" Englewood in 009? He could be a "functioning" crack-head who was looking to buy.

Rockie has been fishing in "shallow waters" in terms of towns/police agencies, with limited resources. He's been a career "minor leaguer" in his criminal life basically. He's just stepped into the "big leagues" now, and I have 100% confidence the dicks working this case (CPD) will hunt this fuck-head down. It will be up to him if he goes willingly and alive. If there ever was a "death penalty" case this should be one. Happy Hunting to the Fugitive guys and gals, as well as the State and Fed's.

Wow! What an exciting day to be the PO-lice yesterday. Tried to jump in on this pursuit, but just didn't have any luck. I've had others in the past and boy, were they exciting. Imagine (civilians) if we were fully staffed!!! Prayers to the family of the 11-year old with that great smile. :) This will likely end very violently. Rules will have to be broken to bring any future pursuit to a terminus. Don't second guess one another, just back one another up. This rabid dog needs to be put down. Godspeed!

you are still plain wrong. Part of the job is knowing the limits on top of knowing the rules, what they call our department policy and our general orders. You can talk tough but that hardass knowitall atitude won't help these officers and now they will be at the mercy of a department that may or may not cover for them.

No matter how much a guy wants to help you, perhaps because he's done his share of having to answer for heat of the moment heroics and suicide courage nonsense, it just doesn't matter to you. For all of the general order buffs out there that think they know what they're talking about because they've been studying for sergeant, consider this. The prohibition does exist that a termination must be given if there is an accident with personal injury. The order also states that the pursuit must conform to the balancing test. Wherein the necessity to immediately apprehend the suspect outweighs the inherent danger created by the pursuit. I'd say this piece of shit qualifies. This is where a boss with balls let's the pursuit go. For all of you that are bad mouthing the officers that chose to pursue, remember that when something happens to you or your family and the copper says, "sorry, per general order that I've studied for the first time, I can't chase but will gladly cut you a report." Cowardice is the demise of our society. Difficult decisions must be made for the greater good. This guy needs to be cut off from the oxygen supply. Stay safe out there.

For everyone's information the pursing units from 009 terminated the chase after the accident. It was picked up again by a different district on a different radio zone who spotted the car driving erratically.

When 008 spotted the car about an hour later the only people who came off looking like fools were Lt. B the 2nd watch w/c in 009, who gave a termination of a chase out of his district and involving none of his cars and the second Lt. who terminated.

At that point he was a hijacking/robbery/ homicide offender.

Two seperate pursuits the first one terminated properly and the second one terminated by two idiots.

Show me in the general orders where it says that a vehicle cannot be pursued from two separate locations following a span of time.
