Avoiding Prison
- Nearly three years after they were charged with sexually assaulting a woman while on duty, two former Chicago Police officers have pleaded guilty to the lesser charge of official misconduct and each been sentenced to two years of probation.
Paul Clavijo and Juan Vasquez, each 41, were charged with criminal sexual assault and official misconduct after a 22-year-old woman said they assaulted her in March 2011.
Clavijo resigned that year and Vasquez the following year, according to a Chicago Police Department spokesman.
Court records show both men pleaded guilty Jan. 22 to official misconduct involving battery, which is a felony. They did not admit to any sexual offense and got no jail time.
Anita and her people had no comment, so we can't imagine the case was much good in the first place. But really? The story was just too these two told was just too fucked up from the word "go."

I love it when the state's attorney nolles all the headline charges on coppers and sticks with the lesser charge. Happened 100's of times.

How did victim present? Did she settle civil lawsuit, or is it still ongoing? With resignations, did these two keep their pensions? What are they up to now, job wise?

The "badge" had nothing to do with it. These guys were predators that got on the job. Let's look at why they were allowed on. Why were the standards lowered over the years? What predicated this bottom of the barrel standard we are living with?

Where was their Sgt.? It seems that every CPD scandal burns Blue shirts while White shirts walk away. Were these guys on anyone's log? And make no mistake about it these guys were Predators watching the bars empty out and looking for the strays in the herd of drunken ignorant suburbanites stumbling out of those bars. So as with all criminals, they are seldom apprehended on their first offense. Were other cases settled out of court. This case being settled now may have saved other careers.

This incident isn't the fault of any Sgt. While there may not have been close supervision on these two chuckleheads, it's not the fault of any supervisor.
What really ticks me off is that I've heard that this isn't the first case involving these two chuckleheads, and they had been separated because of a previous similar incident. I've also heard that they had a new watch commander who didn't know the history of these two, and allowed them to be partnered up again. I'm sure someone on the desk crew knew their history, and surely one of the sgts. on the watch knew. That being the case, why didn't someone come in the w/c's office, shut the door and enlighten him about these two chuckleheads? Where was the conscientious supervision on that watch? Did any exist at all? WTF!!!

To the guy complaining about why the sergeant wasn't watching them, really? You are probably the same guy who complains when the sergeant is out there riding on jobs and basically doing his job. When they do that they are assholes and mircomanagers. Granted most sergeants worry about being liked more than doing their jobs. We had a guy in 019 who got fired for going between two houses, peeking into a window, after taking all his clothes off, and began masturbating while looking at a woman doing her evening necessaries. She spotted him, called the police, he got dressed in a hurry, left behind his wallet, was arrested, lost his job and on and on.
Little head controls big head, he now says "Would you like fries with that?" for a living.
The slogan around 019 for a while was "Free Peds!" You had to be there to know what that means.
While these two were idiots once this particular allegation/event occurred the department handled it very well. This happened post Unfrozen Caveman Fed and pre Streetlight Assassin NYPD. In other words while Terry Hilliard temporarily regained command of the department.
It was investigated that night and there was no cover up. One of those times you can be proud the department handled things correctly.
Now as to what led to these two idiots being hired and being together that's a different story.
The big question is who hired these POS's?

Once on the job the promotional process is based on,
who you know,
who you are related to,
who you bribed,
what race you are,(mix needed),
what sex you are,(mix needed),
and then a few nobodys slip in.
To be promoted by merit requires NO MERIT.
The part of the test that is OBJECTIVE is always pass/fail with usually half getting through to part two.
Part two is where the order of promotion is established.
This part of the test is SUBJECTIVE.
Do we see a problem here?
Then whoever is wired can't get pushed up in the testing process, or failed part 1 are made by merit promotion.
Is there a reason now to think that morons being supervised by hacks will cause no more problems?

I've been a sgt just short of 20 years and there are many times i haven't logged cars twice. There's times i have "no contact" as an entry on my log due to having sometimes 15 cars on my log & there are times i'm the only sgt on the street with 20+cars.
Now if the affected sgt had logged them saying he observed them at one location while they were at another location carrying out this act, then shame on him. And if this sgt was aware of any similar past history involving these two, he should've been all over them.
I wasn't there so i wont monday morning quarterback. Shame on the assholes brought this on ALL of us.
Worked with one of these losers at his last job. He was a lying scumbag then as well. No surprise what happened, glad it didnt happen when he worked here...
This day and age nothing is a surprise.These two were responsible for their own actions .No need to blame sgts just the sgt if he logged the when the crime was occuring.
