CAPS is Good For Something

  • A supervisor accidentally fired his gun in the Central District police station in the South Loop, hitting a water pipe and causing it to leak for two hours while police waited on city engineers.

    The discharge happened about 9:40 p.m., according to police. After the gun went off, police noticed a trickle of water coming from the first-floor ceiling before it turned into a gushing stream.

    The ensuing downpour ruined computers and desks. A damage estimate wasn't immediately available.

    Police said the sergeant whose weapon discharged will likely face discipline within the department. No one was injured. The accident happened in the district's Chicago Alternative Policing, or CAPS, office.

    Police used CAPS literature to try and soak up water.
Hit a water pipe, ruin a few thousand dollars worth of equipment, get a few days off.

But let just one person kill a pencil sharpener in the Mass Transit office....

Honestly one of the nicest individuals with chevrons this department has. Cut the kid a break. Word is he was just checking out a POs weapon when it accidently went off. Shit happens and the only thing on those CAP's computers worth anything was Flappy Bird!

HARARE, Zimbabwe – A Zimbabwean immigration official says former U.S. Rep. Melvin Jay Reynolds has been arrested in the African country.

The official, Ario Mabika, told The Associated Press Tuesday that Reynolds is being investigated.

The state-controlled The Herald newspaper reported Tuesday that Reynolds was arrested for allegedly possessing pornographic material and violating immigration laws.

Reynolds, an Illinois Democrat, resigned from his congressional seat in 1995 after he was convicted of 12 counts of statutory rape, obstruction of justice and solicitation of child pornography.

The Herald said Reynolds was arrested Monday by police detectives and immigration officials at a Harare hotel.

I'll lay 100-1 odds that the good sergeant was a merit promotion. General stupidity and the lack of common sense are prerequisites of those merited up the food chain on this job.

And other than kindling, it's nice to see that otherwise worthless CAPs literature might actually have a use.

Please stay on top of this one, SCC. Anytime the phrase "will likely face discipline" appears, it usually means absolutley nothing will happen. I want to know what happens to Sergeant Deskpop because any unclouted blue shirt would be damn near crucified over something like this.

Two points 1) If McJersey intentionally shoots at street lights, accidentally shooting a water pipe shouldn't be any issue whatsoever. 2.) Presumably, prisoners were moved to protect them from their civil rights being violated in that they were detained in a facility with no running water, in the event they're thirsty or need to flush the toilet. The officers assigned to the desk should also be moved in case they too get thirsty or need to flush the toilet. Officers also have civil rights.

Ryan Crane, a JPMorgan Chase & Co. employee who in a 14-year career at the New York-based bank rose to executive director of a unit that trades blocks of stocks for clients, died in his Stamford, Connecticut, home.

Tuesday, February 18: 33-year old JPMorgan forex trader is the latest in a string of suicides to take his life in Hong Kong.

Remember a supervisor discharging his weapon in 010 years ago. Narrowly missed a civilian sitting on a bench in the lobby. It happened behind closed doors in the Watch Commander's office, but the noise and the hole in the wall told the "HOLE" story.

Relax sparky, it happens. Happened to me after a long day, went to re-holster and it got caught up and boom! The floor will never be the same. I have zero clout, and received an oral reprimand for the incident.It happens more then you think, learn from it and educate others.

-The sgt this happened to is a great guy. (I don't work for him)
-There was a guy nick named cooter who was with him when it happened.
-He is NOT a merit sgt
-He is a legitimate bid sgt to 001 -No one was injured
-It is some funny shit!

Only a civilian, or a hairgel reporter would say something so lame.

We, the police, have the inside media scoop on this and it seems that Novak et al. were very upset with the massive FOIA bullshit and the delays that the cops put them through, and that's the reason for the media hoopla and hubbub; that's what drove this exaggerated and fantastical story.

Anyone with some critical reading skills can read through suppositions and assumptions.

OT: Went to FOP meeting tonight for the drama. Mark Donahue was not their so Sid, Frankie, Richie and little Billy were meek as sheep tonight.

In fact most of their ticket for trustee were not present either? The rumors that they are disenchanted with the top of their ticket may be growing legs very low turnout. They feel the top of the ticket is not helping any of them get elected and when they out they spend all of their time defending the top of the citywide ticket. No flash mobs either.

Fireworks started when the general membership wanted to know what is going to be done with Rich Aguliar for using the FOP email list to send out campaign material for the citywide group and not making that list available to the other candidates. Where it got tense was when members who are not running for anything were pissed that privileged info was used by Aguliar. It came out the Aguliar has been served with papers for using FOP material for personal gain and he said he would not comment on it until he has his day in court.

What was very interesting was when Dougherty said he was concerned that the election committee sent the ballots out about 3 hours late because they wanted to see if Shields was successful in his law suit which would have forced the lodge to print new ballots. By waiting the election committee saved the lodge over 20k in printing and postage costs both ways. Apparently when you make 160K from the members plus 600 a month just to show up what’s another 20k of our money?

The meeting ended with Aguliar looking like he ran a 26.2 mile race but the above events only took about 15 minutes. Aguliar put in his retirement papers for 15 April 2014. I think it’s time to retire him 6 weeks earlier!

I'm sure he is nice, but guns don't just accidentally go off. You have to pull the trigger after you failed to ensure that it was clear of ammunition.

Report to the range for some training. They'll square you away.

Remember a supervisor discharging his weapon in 010 years ago. Narrowly missed a civilian sitting on a bench in the lobby. It happened behind closed doors in the Watch Commander's office, but the noise and the hole in the wall told the "HOLE" story.

You bet he should have, but he didn't and it SHOULD be an issue here. While I agree with your logic you are obviously not a cop and probably don't own a single firearm, Glocks, Springfield's, revolvers, and all the double action firearms this department carries have no safety to turn on. The only things we use that have safeties are the 870's and the AR's. Go back under your bridge troll....

I heard there were pix taken of the incident and that they've already been circulated which is gonna result in even more embarrassment and harsher penalties for those involved. Seems the Supe is just as if not more pissed that some asshole took pictures. What that tells me is that the Hairgels have struck again. Way to go jackasses.

What was very interesting was when Dougherty said he was concerned that the election committee sent the ballots out about 3 hours late because they wanted to see if Shields was successful in his law suit which would have forced the lodge to print new ballots. By waiting the election committee saved the lodge over 20k in printing and postage costs both ways. Apparently when you make 160K from the members plus 600 a month just to show up what’s another 20k of our money?

Sounds like the Dan Shields/Dan Barnett twist on what happened. Sounded to me that Dougherty suspects that Barnett is working for Mike Shields not the members.
I also was told that Barnett clearly is helping Mike Shields and that he works for the Shields boys.

A PO might get one day for an infraction but the Sgt will get two.

Nothing is going to happen, only if he was a blue shirt then he would see some suspension time, like he should. The department doesn't reprimand their white shirts. They can rob like the ERPs Lt that there was even video of him stealing and was allowed to retire without incident, lie in shootings like the female sgt from 009 that is still on the job that drove her gang member lover from a shooting and there was plenty of witnesses that saw her and what she was doing, but is still on the job. The things our department lets go.

AD's happen. That is due to lack of training. If shooting 30 rounds at a paper target is the only training you get in a year, then you get no training. You must practice proper weapon safety or AD's will happen.

I've seen two in my career that killed people. Both with SA mod 1911's. No training leads the gun to go BOOM when you don't want it to go BOOM.

The rest may be scrimped on but weapons cannot. You train or you are dangerous.

Since you may or may not be a copper, I'll let you in on a secret. The only time our safeties are on is if it's a single action pistol. The 1911's or Hi-Power's, both of which we could carry at one time. The safeties on the double action pistols were always kept off and were only used to de-cock the pistol. That's the difference between owning guns and carrying guns. Thankfully, the Sgt involved followed the rule of pointing the weapon in a safe direction.

Obviously, you aren't a chicago cop. we haven't had Double/Singles (CFS) since the early 1990's and none of guns in the intervening time frame were built with safeties, aside from the "finger off the trigger" or a Smith not firing without a magazine. Berettas all fire with one in the pipe, no magazine present, no safety on the weapon.

As a matter of fact I am retired, started out with a revolver, carried a Model 39-2 until we couldn't anymore. Went to 92-D. Trained guys who still carried CFS as late as December 2012. Also carried Glock.
All I was saying was that certain weapons like the Beretta 92-f or fs have a safety that also functions as a decocting lever.

I was there and CAPS didn't exist back then.

It was a SA 9mm and the sear spring failed. Good thing he was loading it the right way and the only thing that got a hole in it was the floor. A true accidental discharge.

What you have here is an unintentional discharge. It happened because the Sgt pulled the trigger. If he handled the way he was supposed to it can't go off, unlike the old single action autos.

That said, TB is a loon but never seen him handle a weapon wrong. Boy knows more about firearms than anybody I ever met. Can give you a physics disertation on how they work. Also a stand up guy.
