Car Situation.....Again

Winter takes its toll, and so does the complete lack of effort into maintaining equipment.

VRI is doubling up cars. The Area garages have no pool rides. Districts are downing cars in order to add a third (and sometimes a fourth body) to the cars going out.

The substandard equipment being bought is one reason - we've never seen so many SUV's down for blower motor failure. The non-existent maintenance is another - cars down for a month at a time for a "part" to come in.

It's been bad before, but we're reaching "takes-the-cake" proportions lately.

Guys, it wouldn't matter if only two cars went out in each district. As long as Rahm says there's enough police out there, the media and the public BELIEVE there's enough police out there.

With the current fleet so depleted, look for the city to purchase more cars in the near future. Some garage guys were talking of plans for the city to buy Audi A8s as our new squads. The all-wheel drive A8s would do well in Chicago's winters.

A VRI south car died at 57/Damen, the officers requested a tow... Wait for it, over the air dispatch said the tow truck driver said he wasn't coming out because he was the only one up and working on a Saturday night. The city that works lol what a joke we are.

In my unit we are down so many cars we don't have enough to send everyone out. Sometimes we ride four deep. No pools of course . And "no light at the end of the tunnel".

Was in the area 4 garage the other day, 1st time in a long time for me.The 4 key boards that used to be full of keys? 3 are empty and erased the last one had a total of 15 pools listed.Thats right, 15 pools total for all the west side districts!! But as the garage guy said "Campbell and 51st each got 15 too",so we have that going for us. 45 cars citywide I bet there is more take home cars at 35th st than that.

There has been a car from my unit in for transmission issues at the Campbell garage since early December. I look for it everytime I go get gas---IT HASN'T MOVED in 6 weeks.

the car dealer replaced mine in about 6 hours.

As for the comment about the mechanic's dogging it when a car comes in...could not be anything farther from the truth. Fleet bosses are just as inept as our bosses are. Sadly, our mechanics have to follow their b.s. rules.

Going back to Marv, time for this guy to move on and retire. You made your mark in the CPD and fucked up your section in the department. Well done asshole.

Maybe if they let me use the same vehicle every day I could take care of it. I know it sounds corny, but I used to feel like it was my car and I took ownership of it. Now, no matter how hard I try, I just can't keep up with the filth inside and out that other coppers leave because they know they won't see that car on their next tour. Maybe that extra half hour we work every day isn't in the Departments best interest. Our fleet is turning to shit.

G&O is a good example. Once you pull into the garage it is still about an hour before the grease and oil change is complete. Fucking Jiffy Lube does it in 20 minutes and they vacuum the car, clean the windows and fill the tires with air. The stuff we should farm out we don't.

New PPOs are being trained on bikes for this very reason... there are no cars for them to use when they finish their FTO cycles. Bike patrol in impact zones! Hope no one gets hurt.

12:12 you nailed it. Foot/bike guys in 012 take out cars every day. These guys and radio room people they are hiding some days 2 at a time doing radios/cars are big problem. Only 1 good Sgt on 2nd watch. She does her best to correct the car situation with no help from D/C, XO or W/C.

You guys need a vehicle maintenance officer. Someone who works the street(me in another PD) and has many years in the automotive industry (me former mechanic and auto former instructor).
Apparently CPD isnt doing anything with the last PO test so hire me to fix your squads...if its just a blower issue I would have temporarily fixed it for at least one heat setting so you could have still used the squad until parts come.

I believe it was 01 Jan 2003 that the police were booted out of being in charge of EMMD and the mob run Fleet Management of the City of Chicago took over the operation. You know, the garbage truck guys. The police team there wasn't perfect but they had your interest at heart more than "dose" guys. "Youse" lost out when "dey" took over. Go ask one of the mechanics and they'll tell you that it was better when the police ran the operation. That is if you can find anyone still around from 10 years ago.

Fleet Management is a joke and should be privatized. Why does it take half the day to get an oil change, they bought these fords and need to put a drain in the floor to get rid of the water that is causing the problem. But we treat the equipment like shit, take care of it like it's your own and it will stay nice. After all you spend 75 percent of your time in the car or truck!

In 025 just about all of the tahoes have well over 100,000 miles, many are at 130,000-140,000 plus. I would say that 75% of them run like shit and are in need of major mechanical work. Every single night 1st watch is waiting for 3rd watch to come in with cars. No downing cars and doubling up yet, but I'm sure it's just a matter of time. But hey at least the city has $ to construct a new stadium for DePaul university.

Can't buy foreign, that would look shabby on government vehicles.

Many of these cars are fixable. Cab companies run these cars 300K plus miles. Probably the two biggest problems with the Fords are the transmission and suspension. Rear wheel drive transmissions are much cheaper to rebuild/replace than FWD or AWD. Scrapping some and refurbishing others would be a cost efficient move...so the city won't be doing that.

How are the Tahoes holding up? Whats the highest mileage those have gotten so far. What usually breaks on them?

Well maybe some of the problem would be alleviated if these micro-managing nightmares they call bosses would allow the cars from the previous watch to turn in their keys, albeit a little earlier than usual check-off, the new watch could start their tour without waiting for cars. But because they are so hell bent on making sure that everyone is miserable and god forbid anyone should leave earlier than they should, the six figure wonders that run this circus would rather have a crew of fresh people sitting around the station with nothing to do, while the officers who have been answering calls for the last 7-8hrs are still getting jobs well past the threshold for the start time of the new watch. Bunch of idiots who make 100K+/yr, most of whom couldn't manage a bowl of goldfish are running the show.

Worked a foot beat in old days. Walked, or bussed to beat. Worked on foot, met people, warmed up in stores, buildings etc. Called for assist on arrest transports. Then one day a footman got into an accident with his own car. Someone thought liability would be an issue. From that point forward footmen started taking cars. Of course they never left their cars, took no meaningful assignments and never walked a beat, unless they visited some one to get something free. We had enough cars back then. A footman should be on foot. They sell high quality long underwear at that store in six corners. I know. It is a lot of money to pay someone who does very little and can pick and chose the level of contribution he makes to the watch. They don't need a car to be a footman.

These guys are parking ticket vets with too much freedom. It's only a matter of time until something big happens in a negative way. When I was on probation PPO's were not allowed to work together or drive together, when did this change?

I heard some1 go down to A/3 cuz of "car problems." It was a Saturday nite so I was way to BZ to think about it for more then a second. It turned out that the person went down at about 01:30 hrs & just hung out at the garage till the tour was over. No way of knowing this.
Next day there's only ONE car left so I took the keys. I wasn't expecting anything let alone something nefarious. I got into the car and it felt like the car was tipped like a Flintstone vehicle that had a massive slab if meat dropped on one side of the car.
I drove that car to the Area. Turned out the 2 jag bags went back to the District garage & hid till the tour was over. They NEVER informed anyone that a piece of shit car was just parked like it was "useable."
I've had 4 shoulder operations, cold as a W/S's Titz, and I wasn't changing a tire PERIOD for a nefarious act from the previous nite. Unlike Revenue...the CPD requires Vehicles for Mobility and Rapid Response. And that isn't a debatable point.

Motor Maintenance at 5219 S Wentworth used to have five PO's, one sergeant, two Lieutenants and one Commander assigned. Just to that one garage. Plus a PO around the clock. That's a lot of salary, benefits etc. for a car garage. Now why would that place need even one PO, much less a sgt, several Lt's and an exempt commander? The other garages all had a sgt and PO's. sgt on 2nd watch and PO's 24/7 Those were spots for the heavy and light duty people, heart attack etc. Still, planty of full duty officers, making PO's wages, in a garage. There was a PO assigned full time to the tire shop at 52nd, changing out tires. Supposedly to guard the inventory.

NAPA's contract with Fleet Management is the problem!

Napa has the exclusive vendor contract with Fleet Management.

Prior to EMMD being taken over by Fleet management we never had car shortages or lengthy waits for car repairs. The 4 chalk boards with key hooks were full of pool cars. NOT NOW under Fleet Mismanagement.

Here is the problem.

Napa occupies the parts rooms at all area garages. I doubt they pay any rent to the city.

They have no phone line installed for and paid for by NAPA, instead they use a city line. So a free phone!

They use a city computer to order parts over the internet. So they save money by not purchasing a computer and internet service.

The vehicle which they pick up and deliver NAPA auto parts is a CITY OWNED Truck/van with Municipal plates. Wow! not only don't they have to buy a vehicle, plates, city sticker or insurance but, they also get to fill up at the city gas pumps. Damn, FREE GAS TOO!

Here are the ways that NAPA scam Fleet Mismanagement but more importantly scams us TAX PAYERS!

1. you get a flat tire and take it to the area to get it swapped out. The tire is then taken by NAPA on a city truck over to 52nd and Wentworth. Our fleet management mechanics will fix the flat and put the tire back into service. Now NAPA will charge Fleet Mismanagement for a new tire instead of just a flat repair. When NAPA does put a new tire on a rim they also charge the city for a new rim instead of just a tire. Fleet Mismanagement once called one of the area garages asking to see the 700 new tires and rims that were purchased by NAPA.. The area garage foreman told them they have no idea what they were talking about since they only had a few new tires and the others were repairs on old rims. (I need a vendor contract like this)

2. Your squad won't start and the R-Man swaps out a battery and takes the dead one back to the area garages and turns it over to NAPA. Well, NAPA will test it to see if it just needs a charge or is dead. If they are able to charge the battery and revive it then guess what NAPA does? They charge the city for a new battery which just needed a charge.

3. NAPA also supplies Fleet Mismanagement with oil and other fluids for the city. I heard that the price they charge the city is double what the city previously paid to other vendors for oil and antifreeze, etc.

All that NAPA does is order parts from dealers and supply centers and doubles the price of the part they charge to the city/taxpayers.

Time for an investigative reporter to follow around one of those white pickup trucks and vans at the area garages with Municipal plates. I bet it is a NAPA employee and not a city employee driving.

Yes, I down cars all the time when they are in need of repairs, as I refuse to drive an unsafe vehicle. My safety is paramount to the city's lack of purchasing cars for Police Operations. Its more important to spend tax dollars on Maggie Park and a basketball arena for DePaul.

The mayor does not care about the police nor does he not care about the publics safety either.

All of this fleecing of the taxpayers money just to reward some politically connected individuals.

If we down enough cars this will start to get some attention when the trolls who listen to our radio hear that we are in a backlog and have no cars available for PO's to drive.

Don't drive a car that has the brake light on.

If you get into an accident and the black box shows that the brake warning light was on the city will say, " you should have not driven the car" and make you at fault.

A total of six sworn CPD ran the entire EMMD out of 52nd & Wentworth at the time Napa and the Chicago Mob run Fleet Management took over. Our entire department is based on our response to the need for help,in an emergency, it the city doesn't provide the transportation in order to effective perform our sworn duties then what the alternative? Meaningless quotes, and sayings, like do the best we can? Really? If a loved one of yours needs the police immediately and their are no resources for the officers to respond, I don't think you or any one would be satisfied with the response " we did the best we could with what we had but too bad for the victim".....it's doesn't cut it....this is the complete dismantling of the department by those whom always have had a hatred for the police. Listen, when it's -25* F with the wind chill and you have no car available and your getting a call what do you do? Walk? Don't think of getting inside the back of a cage car cause an accident will basically seal you inside and cause you to be crushed by the impact. The answer is simple , the department needs MORE vehicles, simple.

The city does not buy their cars from Ford. Ford does not sell to a single retail buyer. ALL cars are sold through delaerships. The dealership is the one that the city pays, not Ford itself. It is up to the dealer to make the deal as to how and when the city pays for the vehicles they purchase.

The way we handle the cars isn't getting it. We need to have the same vehicle each day or 2 cars regularly, that way I wouldn't feel like I'm pissing in the wind gassing, washing and checking the oil in every damn car in the lot. No one gives a shit because you don't get the same car again for maybe a week.

I've see this one car, looks like a brand new crown vic with new LED lights, parked on the street at the end of the block. I can only assume some high ranking alderman lives there. Why can't they just use a older crown vic just to park in front of their house.

I am sure that the districts have a few of them stored away. And then you guys wonder why someone with a little initiative and a boatload of smarts gets promoted. Many municipalities throughout the state band together and buy police vehicles en masse. They buy with many others and pool their resources to get the best prices. The city did that some years but likely dropped out when told they had to come up with the cash up front. Deadbeat cities like Chicago can't pay up front. They have other uses for that pension money.

Can you imagine that any honest dealership would "deal" with the city.

Sell them $3 or $4 million in cars with payment due at the end of the month. You have your employees to pay, your building and utilities to pay and Ford to pay.

The end of the month comes and no check...then another month, and another.

I'd love to see some dealer send tow trucks and news crews to repo the cars. Just to burn Rahm and McDufass.
