Sgts Sue - Is Chicago Broke?

Usually, when you sign a contract, certain things are promised and certain deadlines must be met. As anyone who has ever dealt with Chicago can attest, deadlines are mere suggestions that payment will take place at some unspecified point in the future. It looks like the PBPA that represents the Sergeants finally got fed up with Rahm's "promises" of retro payment:
  • The union representing 1,088 Chicago Police sergeants asked a judge Wednesday to order Mayor Rahm Emanuel to pay $5 million in retroactive pay raises with 5 percent interest dating back to November — mandated by an arbitrator’s ruling ratified by the City Council.

    City Hall insisted that the mayor’s 2014 budget includes $6.5 million for retro pay and that the delay stems from the painstaking process of calculating amounts owed to individual sergeants — not from a cash-flow crunch.

    “Mayor Emanuel has asked that the process be expedited, and we anticipate issuing checks within the next two weeks, ” said Kelley Quinn, a spokesperson for the city’s Office of Budget and Management in an emailed response.

    The sergeants association scoffed at that explanation and said the delay raises red flags.

    “They’ve known about this since November. What have they got — one guy with an eyeshade and a pencil calculating this?” said a source close to Sergeants Association President Jim Ade.
It's obvious to even the most casual observers that Rahm is messing with the Sergeants because they filed and won a grievance over the DSS debacle. But the entire incident also calls into question the City's ability to pay a completely foreseeable and predictable bill that has come due, and amazingly, Fran Spielman actually delves into that aspect of things:
  • The delay follows a financial squeeze that had forced Emanuel to plow through $25 million in snow removal spending — $4.5 million over a budget that was supposed to cover this winter and the start of next — even before Monday’s storm dropped another eight inches of snow on parts of Chicago with another one on the way.

    Earlier this month, Emanuel convinced the City Council to double — from $500 million to $1 billion — a so-called “commercial paper” program used to tide the city over between major bond issues.

    Chief Financial Officer Lois Scott said the short-term borrowing program would “ensure the city has liquidity for unseen needs such as retroactive salary payments and judgments.”

    Back pay for sergeants is hardly “unseen.”

OT: Is there anything more important than our pensions? I'm wondering. Only about sixty guys and gals from FOP took the time to go down to Springfield for the pension rally yesterday. No sign of Dean Angelo or his kid. That should tell all of you a lot about him and his campaign promises.

the city accountants wearing their visors are working feverishly over their abacuses. why they even had to bring in extra comptometer [a machine grandma use to run ] operators.

Sergeants used Rahm's desire for a pension deal to leverage new bidding and protect current benefits like Personal Days, BFD, uniform allowance etc.knowing that the membership would vote pension changes down. City can't get pension deal from arbitrator but Sergeants get their benefits. Then Sergeants win DSS grievance and get OofG pay for members. Now Sergeant sue to light a fire on their retro pay and Rahm caves. Good job Jim Ade

and for those of you that are unwilling or unable to comprehend how to fill out a w-4 income tax witholding form and used the tax system as a forced payroll savings plan -- heheh y'all gonna have a big surprise soon when you get an i.o.u instead of a refund check.

common sense will tell you that you don't let people hold you money that are 1. broke living on credit and 2. irresponsible and can't manage their own money and 3. liars.

why would you do it...why.

if some broke-ass punk on the street asked to hold your money for you promising to give it back on april 15 you'd tell him to take a hike. right. so why.

the city can't pay it's bills.

the country can't pay it's bills.

all of them are just buying time using the equiv of getting another credit card to make payments on all the other credit cards with maxed out lines of credit.

and some of you are going to let these people hold your money for you by letting them take out too much taxes -- so that you'll have a tax refund at the end of the year.

for crying out loud learn how to use a w-4 tax withholding form and adjust you withholdings as needed.

anyways, and really, when you consider that words and signatures on paper are meaningless to the clouted bankers and politicians who's to say that any line of credit will be honored.

we have banks foreclosing on properties that they have no title or interest in - remember robo signing. those contracts had words and signatures on them.

we have banks that knowingly made liar loans. they had signatures.

we have banks that bundled crap mortgages and sold them as triple 'a' safe investments. they were signed too.

now tell me what value the words and signatures carry.

yeah..so don't go waving a signed contract for short term borrowing from a bank in our faces like it means something. give the people their g/d money.

can't you just see it.

some event takes place and the cities short term borrowing arrangement gets pulled by the bankers.

rahm get's to play the victim blaming the bankers and then vowing to blow more money on city lawyers to sue them. oh-oh it's not his fault haha.

meanwhile, holder from the doj and obama are already on record for not prosecuting any banker for their crimes. so you have one big dog and pony show but still no money.

perhaps in the end some settlement will be reached for pennies on the dollar in a take it or leave it proposal. that's your 'just-us' for ya.

nah man. don't wave that borrowing contract in our face like it represents something of value while other contracts are ignored and used as tools to enrich clouted city law firms.

i ask you what do the pension contracts mean. what do the healthcare contracts mean. how many major changes has our dictator made to obamacare without congress approval. isn't congress suppose to be making the laws.

don't worry cause you tell us that you have a short term borrowing agreement. no..i'm worried and i think everyone should be worried.

Perhaps some eagle eyed reported with a bit of a background in Econ 101 would be able to see where a savings from the 2012/2013 winter snow removal budget went?
And why it wasn't applied to the current 2023/2014 snow removal budget = hence offering a pad so to speak.

This question could also be applied to the annual public safety budget. Wherein there are X amount of dollars budgeted for X amount of police/fire and we fall far short of that budgeted amount.
Where'd the extra $$$$ go?

And let's not get started on TIF funds

Let's also pose the question of different ways to fund the pensions besides sticking to those WHO HAVE contributed.

Here's a few suggestions:
Raise the price of a lottery ticket a $1.00 (all to go to
Pensions only)
Limit elected officials to one pension ( not 2,3,4)

I have many more suggestions but it would be nice to hear from all of you on what other means Rahm and Springfield can do to fund or pensions.

I attended the pension rally in Springfield yesterday . Pretty sad that we get the numbers we do. Didnt look like more than 100 from the FOP. What do we have 1
almost 18k with retired people and we cant get a couple thousand to commit to a free bus ride, a meal , and a soda. Everyone can jump on here and bitch about the guys running for FOP but I gotta say I saw the actor, the detective , but didnt see the disabled guy.
Where is the membership??? Do you not care about your pension people? The teachers out-numbered us by 6-1 if not more. Dont want you empty holsters to bitch about anyone but yourselves when we get the royal screwing over.......

The Trib had an article about city workers owing $3.4 mil in unpaid debt. PAY YOUR DEBTS you scofflaws. How can we fight for pension, raises, or back pay when some of you owe money to the city? Although it seems CPS and CTA (owing in increases from 2011 of 95% and 123% respectively) owe the most in debt, CPD is on the list too. Don't make us the bad guys. Pay your city debts, dammit.

If the sergeants owed the City money they would all get Employee Indebtedness forms threatening to fire them etc. if they did not pay up within 30 days.

If they did pay their parking tickets in the initial alotted time, the fine would double, same with red light and speeding camera tickets. Don't pay property taxes, water bill, city stickers and they stick it in your ass.

But if you are owed money by the City, hey, fuck you, It is the Grand High Exalted Mystic City of Chicago. Anyone should be grateful to be owed money by such an entity. Now go piss in your shoes and wait for your money.

However, if you were a pal of Ed Burke you would have had your payment months ago. Just don't forget to call him "The Chairman." As in "The Chairman" makes me want to puke the miserable Irish turd.

As a a Sergeant who is owed money by the city, I can tell you that I did not consent to loaning Rahm ANY of my money that he is holding onto. Maybe HE should loan the city some of that $18,000,000.00 he got paid for "consulting"in a field he knew nothing about. But he'd probably pay himself 15% interest. So maybe not.

Debts to Chicago by its workers balloon

Fines, fees owed exceed amount when Emanuel took over as mayor

City workers owe nearly $3.4 million for unpaid parking tickets, water bills and other fees and fines.

[...]..."I am creating a culture of accountability in city government," Emanuel said at the time. "It simply is not acceptable that city employees have $3 million in outstanding debt owed to Chicago's taxpayers."

While the mayor made initial progress in getting city workers to make good, those scofflaws now collectively owe more than they did when Emanuel focused on the issue. The debt, which once ballooned to as much as $3.8 million, now stands at nearly $3.4 million, city records show.

The worst offenders are Chicago Public Schools and Chicago Transit Authority employees. They make up nearly 6 of every 10 city workers but account for almost 80 percent of the debt.

All told, 5,584 city employees owe, nearly 6 percent of Chicago's public payroll. The totals include workers at the city's 32 departments, but also the five so-called sister agencies: the CTA, CPS, City Colleges of Chicago, the Chicago Housing Authority and the Chicago Park District, all of which are under the mayor's control.

Officials with CPS, the CTA and mayor's office blamed the pile of past-due bills in part on collective bargaining agreements with unions. Those contracts, they said, protect employees from discipline for failing to pay their debts and prevent the city from garnishing their wages.

Such union deals, however, were in place when the mayor announced a plan to recoup $3 million in city employee debt in 2011 with the threat of disciplinary action. Asked how many city employees — union or otherwise — the mayor's administration had suspended or fired for not making good on city debts, Emanuel spokeswoman Kelley Quinn said those numbers weren't available.

perhaps you followed rahm's advice and took computer programming as chicagos motorola mobility gets sold to china right after rahm's trade mission to china.. followed by layoffs at ibm, hp, dell, cisco and a number of game developer software positions canned including disney.

yep it's all your fault. it's not our trade policies fault.

there's 7.000 trucking jobs out there and every single one of them is good paying full time long term permanent positions. every one. without exception.

what's it gonna be next week. what job position are they gonna pull out of a hat to show you that you once again wasted your time to learn a trade that you can't make a living at.

show me the 7.000 trucking jobs. where are they... where. you're telling me that no-one knows how to drive a truck therefore we have a shortage. gtfo

The City is broke. What would De Paul (stadium) folks do if Rahm doesn't come up with their city funds?
Not to mention other bills coming due, like Shortshanks borrowed $100 + million Olympic Village, the Michael Reese hospital that was bought for $85m, razed for $15m. Now if nobody buys the plot, the city's first payment on that loan coming up this year, in the neighborhood of $96 mil. worth of interest.
The city of egghead financial wizards cannot figure out what's wrong with borrowing when you can't afford to pay anything back. Default on De Paul and other spend thrift infrastructure that won't produce capital.

I'm thinking the 'unforeseen' back pay Rahm's anticipating having to pay is to the patrolmen, not the sergeants.

There was a lot of back and forth about whether the City was going to pay the money The Letter would have gotten for the blue shirts and there's still the question of whether an arbitrator will give it in a contract decision.

And just because they say it's CPD, or a City employee, doesn't make it true. I used to get dunned for unpaid water bills for somebody with the same name, different address. But there I was, answering nastygrams from the Dept a couple of times a year and probably on some kind of indebtedness list, too.

In the old days that kid would have gotten his ears clipped, and rightfully so. He wouldn't dare tell his dad, because dad would kick his butt again, and rightfully so.

The desk sgt position was eliminated but officers (not sgts.) continued to do it when they shouldn't have.

Sgts went on to do only the old watch cmdr duties as DSS instead of also the desk Sgt duties that were supposed to be part of the DSS job.

Desk Officers were actually sharing the
DSS duties (and not acting as desk Sgt.).

Read the first DSS order......

Dougherty and Donhue sent Fran Hurley to Springfield! She is their ninteenth ward hack secretary they backed for State Rep who will vote to diminish our pensions instead of the police officer that ran for election. One sergeant with gps and put cansupervise an entire district. They do not because they duck early, long lunches, do not use gps or put as tools to supervise the dogs in a beat car.
Give dispatcher more authority to red line and write up dogs in beat car that stay down for an hour on a 10 minute call.

BTW, why not get rid of the LT rank, they do NOTHING NOW! They take a sgt off the street, make him a desk sgt and he does it ALL, desk and dss duties, approve sheets and payroll. The LT in district is required to do nothing. Field LT? sometimes...

because there are never extenuating circumstances that require a longer time down on a call----we need more engaged supervisors and a field or watch lieutenant who cares---the lts will be the end of functioning cohesive watches- they have been pushed out by the DSS crap and XO nonsense and are just dogasses collecting a check these days

more accurately= Sgts followed the lead of their Lts who refused to do any desk sgt stuff, sat in the office and authorized the CLEAR access which gave a PO the ability to do all the desk work--and the half assed new solution has been to bring back desk sgts (a good move) and diminish the Lts role to less than a figurehead (they don't even do roll call) Lt is such a nonposition, sgts can just fill in

1) I am sure most on the list as "Police" are not actually police but rather civilan employees.

2) Every copper knows that when the list is sent to your unit, you have 2 days to get the bill "taken care of" = Pay it!
Failure of any copper to pay the bill results in an immediate suspension until it is "taken care or"
The police dept doesnt care if it is your bill or your daddys (who has the same name and address as you) bill.

So, more than likely civilans.

There were election charges made to the election comittee for the citywide email blast put out superbowl sunday. Since the election judge was unreachable no action was taken prior to the ballots going out last week SO I filed formal charges with lodge 7 against Rich for (1), using his official FOP email address to send out part of those emails which included the lodge address at bottom of the flyer. (2) the list of email addresses used where either from lodge database, or as Rich stated in open board meeting 04feb14, they were aquired over his tenure at the lodge offices which I challenge was still unethical since IF thats how he obtained them, they were still for offical lodge business ONLY and not political campaigning.

Now lets see what Tedd Street and the State Lodge do when charges are filed there and they are forced to hold "their own" accountable.

The City is broke. What would De Paul (stadium) folks do if Rahm doesn't come up with their city funds?
Not to mention other bills coming due, like Shortshanks borrowed $100 + million Olympic Village, the Michael Reese hospital that was bought for $85m, razed for $15m. Now if nobody buys the plot, the city's first payment on that loan coming up this year, in the neighborhood of $96 mil. worth of interest.
The city of egghead financial wizards cannot figure out what's wrong with borrowing when you can't afford to pay anything back. Default on De Paul and other spend thrift infrastructure that won't produce capital.

Instead of the Police Department I should have been a contractor specializing in basketball stadiums and lake front parks named after fat dead old ladies and I should have learned a lot about TIF funds. That way I would be right there with Rahm making the City work, before I drove home to Winnetka.

You're right. And, if I don't miss my guess, they will eliminate the Lt. rank within the next 10 years. Most suburban departments long ago eliminated this rank, promoting sergeants to commanders and above. If someone can make a really strong case for exactly what the lieutenant's role is, especially in Patrol, then so be it. I was a lieutenant and found out why they always said it was the "best job in the department!" Because you really had NO responsibilities. I would hope they would keep it to give younger officers a hope of upward mobility but the way things are going, I doubt it.
